    DOCUMENT INFORMATION

    PurposeThis Health, Safety and Environment (HSE) Work Instruction (WI) provides direction on howto perform testing and tagging of electrical equipment and extension leads that are used inheavy operating environments such as workshops, mining areas, processing areas andconstruction sites.

    NB. This procedure does not cover the testing of earth leakage devices.

    Scope

    This WI shall apply to all MIE controlled operations and projects where electrical equipment isused.

    This WI complies with Monadelphous HSE Management Standard 6 Construction,Maintenance and Industrial Activities.

    This WI shall apply to all Monadelphous activities, including Projects, Operations and officeenvironments.

    1 Equipment Required

    1.1 Portable Appliance Tester

    1.2 Megger (if necessary)

    1.3 Electrical Tags

    1.4 Test Sheet

    2 Job Planning

    Testing and tagging of electrical equipment and extension leads may only be carried out if allelements of Job Planning are met.

    2.1 Personal Protective Equipment2.1.1 Insulating gloves shall be worn at all times when testing a piece of

    electrical equipment.

    2.2 Use of Correct Equipment

    2.2.1 Where ever possible use a Portable Appliance Tester instead of amegger.

    2.2.2 Electronic equipment should not be tested with a megger. A meterwould be suitable.

    2.3 Pre- Start Equipment Check

    2.3.1 The Portable Appliance Tester must be checked before use to see thatit can accomplish all of the necessary checks.

    2.4 Pre- Start Work Environment Check

    2.4.1 Isolate the testing area to prevent entry by unauthorised people.

    2.4.2 Have a complete segregation system for tested equipment and to betested equipment.

    3 Work Instruction

    3.1 Test and/or repair one item at a time.

    3.2 Remove all test tags from the cord of the equipment or extension lead before startingthe test.

    3.3 Physically inspect the equipment, plug tops, plug ends and leads for damage. Inspectplug ends for insulation integrity. Any exposed cable cores will require the plug end tobe re-terminated.

    3.4 Check non moulded plug tops and extension lead cores for polarity.

    3.5 Perform a continuity test to the core of each extension lead.

    3.6 Use a Megger to perform an insulation test between the cores of each extension leadand between active and earth and neutral and earth for all equipment that is not doubleinsulated.

    3.7 Double insulated equipment would not normally require a Megger test, however in the

    case of small tools like grinders and drills a continuity test of the active and neutralcould be applied.

    3.8 After testing, a tag must be placed on the lead of the equipment near the plug top,displaying item, test date, test expiry date and license number.

    3.9 All equipment, including extension leads shall be individually identified by using anumbering system.

    3.10 At the end of the testing period, results are to be recorded on a test sheet whichdisplays the item tested, its serial number, model number, tag number, condition of theequipment at the time of the test, competency number and a signature of the tester.

    3.11 Equipment should be plugged in after all checks have been done to establish theequipments mechanical condition
