Foreword

Through the years the United States government hasgranted pensions to its military veterans who served indefense of their country. It was not until the twentiethcentury, however, that-a pension Act was extended toinclude Texas Rangers who had honorably servedagainst Indians on the frontier of Texas.

Traditionally, the protection of the frontier was anacknowledged responsibility of the Federal governmentbut it often was left to Texas to provide the necessaryprotection after her entry into the Union in 1845, just ashad been done during the days of the Republic of Texas.In 1902 the provisions of an 1892 pension Act were ex-tended to include Texas veterans of the Indian War of1849-56 and their widows and, thereafter, in 1908 and1917 the provisions subsequently were extended also toinclude the veterans who served "in defense of the fron-tier" against Mexican and Indian depredators from 1855to 1860, inclusive. The latter Act also specifically in-cluded those Rangers who saw service against theKiowas, Comanches and Cheyennes in 1874 and 1875.Qualification was based on active service of at leastthirty days or for the entire period of the campaign if itsduration was less than thirty days. Widows of theveterans also were included, but the 1917 Act stipulatedthat the marriage to the veteran must have occurredprior to March 4, 1917.

Belatedly, the generous Act of March 3, 1927, grantedpensions to those survivors who had served at leastthirty days in any Indian War or campaign from Jan-uary 1, 1817, to December 31, 1898, inclusive, and whosuffered "from any mental or physical disability of a per-manent character not the result of his own vicious habitswhich so incapacitate him for the performance of manuallabor as to render him unable to earn a support." Someclaims also were covered by the Act of March 20, 1933.

For all intents and purposes, the Federal governmentclassed the Rangers as military veterans in acknowledg-ing their rights to pensions. After the necessary legisla-

tion was enacted, the State of Texas was reimbursed bythe Federal government for its expense in maintainingthe Rangers on the frontier.

The pension papers abstracted herein are on file in theNational Archives in Washington, D.C., and representthe applications of the surviving Rangers or their wi-dows only. Since many of the old veterans had died priorto the enactment of the legislation, this is by no means acomplete listing of all Rangers who served during theperiods specified in the Acts. Also, the dates given donot necessarily represent their entire periods of service,but are the dates on which they based their pensionclaims. In some instances, the files are incomplete anddo not always contain verification of the alleged service.Often the task of verification was made especially diffi-cult by the absence of Texas records, some of which werelost in two early day fires. Some variance is found in thedates, although the Adjutant General of Texas fur-nished, when possible, information to assist officials inthe Bureau of Pensions in making decisions to accept orreject the claims. It was a time-consuming process madedifficult by the fact that record keeping by the companycommanders at best left much to be desired and the pre-paration of the applications, which often were not fullycompleted, was not always in accordance with instruc-tions. On occasion, a delay of several years was ex-perienced in processing an application, during whichtime many applicants died. Conflict and overlaps indates of service are noted, doubtless a result of faultymemories caused by the passing of time since, almostwithout exception, the veterans were extremely ad-vanced in age when they submitted their initial claims.

Reasons for rejection of applications are seldom shownin the files, but the interpretation of the pension lawswas strict. In typical bureaucratic disdain, the applica-tions of the old Rangers were rejected in Washingtonwith pathetic regularity. Plagued by the infirmities ofold age, some blind and others disabled, many of theaged veterans were left with only the satisfaction thatthey had responded to the call of duty with a zeal not

then displayed by their government. In order for an ap-plication to be approved, it was essential that the rolls ofthe company in which the applicant served contain writ-ten evidence of service against Indians; a commonplacecause for rejection was the failure of the official record toshow the "character of service rendered."

The files also contain information not included in thiswork, such as physical description, occupation andvarious places of residence.

In the strict interpretation, the term "Ranger" wasloosely used in reference to many of the Texas units ofthe Indian Wars since not all of them were members ofthat force as created by law. It was applied to allmounted men, but the Texas Ranger force was dis-banded by the Carpetbag government in 1865 and wasnot reorganized until 1874. Accordingly, members of theMinute Men companies, often called the Home Guard,during that period were not actually Texas Rangers inthe legal sense, even though the units in which theyserved were raised under laws passed by the TexasLegislature. An exception is the Act of June 13, 1870,which specifically called for "twenty companies of TexasRangers" to be raised in the frontier counties, whichmade them, in effect, Minute Men corhpanies.

With the formation of the famous Frontier Battalionby an Act of the Legislature on April 10, 1874, StateRangers, as they came to be called, assumed the respon-sibility of fighting Indians. Although the same Act alsoprovided for Minute Men companies, most were dis-solved by 1879. It is significant that no applicationbased on service in a Minute Men company later than1874 was submitted.

For uniformity in terms of reference, the name SpecialForce is used herein to identify that company command-ed successively by Captains L.H. McNelly, J.L. Halland T.L. Oglesby even though it was known by variousofficial and unofficial names following its creation earlyin 1874. This unique unit first operated as Company A ofthe Washington County Volunteer Militia, but in 1876 itwas reorganized as Special State Troops. It was again re-

organized in 1879 and was made a company of the Fron-tier Battalion in 1881 but throughout its service it wasgenerally called the Special Force.

In the period immediately preceding the formationof the Frontier Battalion, the Minute Men companieswere a part of a loosely organized and sometimesineffective organization known as the Frontier Forcesof Texas. The companies raised in specific counties onthe frontier were organized under the Minute Men Actsand their service was limited by law to the area inwhich they were raised while Texas Rangers of thetraditional concept were recruited from across thesta~e for protection of any part of the frontier. In timethese Rangers were called State Rangers so as todistinguish them from the members of the variousMinute Men companies.

Some interesting observations concerning the old In-dian fighters resulted from a review of their applica-tions and gives an insight into early Texas. Most wereyoung, between eighteen and twenty-five, and thegreat majority of those who were not natives of Texaswere from tVhe Southern states. Among them, however,were men from Germany, France, Switzerland, Aus-tria, Denmark, Norway, Ireland, Canada and Mexico.A few of singular distinction were born in the Republicof Texas.

Apparently the demands made of those who lived onthe frontier were great since one, Solomon Hodges, as-sumed the manly responsibilities of an Indian fighter atthe age of fourteen. They appear to have been a hardylot, as evidenced by the fact that Noah Armstrong livedto the patriarchial age of 104.

Many were ex-Confederate soldiers but there were fewUnion veterans among them, reflecting the immigrationpattern from the Southern states into Texas. Althoughmost listed their occupation at the time of enlistment aseither "cowboy" or "working on a farm," one ex-marinerwas among them and one submitted an application fromthe penitentiary at Huntsville, Texas.

from the colony established in the so-called "Germanbelt" in the hill country north of San Antonio by PrinceSolms-Braunfels in 1844. The majority of these menserved in the Minute Men companies of their countiesand few rendered service in the Frontier Battalion. Fromthis it can be observed that they were not instrumentalin securing the Western frontier of Texas but were pri-marily concerned with conditions in their specific areaand the development of their farming interests. Of thosewho served, none ever gained prominence outside thearea inhabited by the Germans.

Probably as a result of the unsettled conditions of theera, formal schooling was little in evidence and a largenumber of "X’" marks are found in place of Signatures onthe applications of both native born and foreign bornalike. Of these men it can be said that they left theirmark on Texas.

Apparently because it did not relate to the IndianWars, Herold made no mention of his service in Com-pany E of the Frontier Battalion in 1878, when he parti-cipated in the gunfight with the Sam Bass gang atRound Rock, Texas. His early life was eventful; he hadserved in a Texas artillery unit in the Confederate Army,

For anunexplained reason he served in Sansom’s company un-der the names of Fritz Slidell and William Slidier. His

widow indicated that he served under the name FritzSchlidear, but this appears to be a variation of Slidell.

Likely hisdeath occurred in Hope, Arkansas, and the death certifi-cate is in error. Support in this opinion is in the fact thathis burial was four days following his death.
