THAR COAL PROJECT
INTRODUCTION
Thar Coal is located in Thar District, About 400 km east of Karachi, covers area of 9100 Square kilometers. Discovered in 1991 by Geological Survey of Pakistan. 4th largest coal reserves of the world Thar containing Lignite B coal with the quantity of 200 billion tons

THAR COAL ANALYSIS
Coal quality is Lignite A-B. Moisture is 46.77%. Ash is 6.24%. Volatile matter is 23.42%. Fixed Carbon is 16.66%. Sulphur is 1.16%.

There are 4 blocks divided in the area of 9100 square kilometers. There are 4 different companies working on each block.Block-II is given to Sindh Engro Coal Mining Company.Block III-A is given to Cougar Energy (UK).Block V is also in the supervision of Cougar Energy. It is working on the Block-II. They are working on Open Pit Mining Power Plant is Planned for this block. Project Financing activity is still
continues. They will generate electricity.
COUGAR ENERGY (UK)
It is working on Block III-A and Block-V. They are working on Underground Coal
Gasification Project. Unit gasify Design Prepared. Drilling in process by GSP.
ORACLE
It is the British Mining company, totally works on Coal Mines.
It is also working in Thar coal Project on Block-VI.
Working on Strip Mining. Geotechnical Drilling is in Process.

ECONOMICAL IMPACT OF PROJECT
Thar desert contains the world 4th largest coal reserves.
According to Sindh Engro Coal Mining Company:
175 Billion Ton total Thar coal reserves are more than Saudi arabian & Iranian Oil Reserves and equal to Pakistan’s total gas reserves.
1percent coal reserve have 25%power generation capacity.
Entire Thar Coal Reserves can be used to generate 100,000 MW of electricity for over 200 years.
Thar project brings largest investment in the history of Pakistan.
Thar coal project creates 60000 jobs.
CURRENT STATUS OF THE PROJECT
Mine Lease has been issued to SECMC for Block II. Mine construction is targeted to start by 2013 & lignite production by 2016.
GoP has declared Thar Coal fields as Special Economic Zone and Thar Coal Projects are exempted for 30 years from all taxes.
INITIATIVES BY SINDH GOVERNMENT FOR THAR COAL PROJECT
Zero percent customs duties on import of coal mining equipment and machinery including vehicles for site use.
Exemption on withholding tax to shareholders on dividend for initial 30 years.
Exemption on withholding tax obtaining of goods and services during project construction and operations.
Provision of facilitation to investors and provide them security for investment.
Highlights of Thar Coal Field
Thar desert area is approximately 22,000 sq.km.
Coal field area is 9,100 sq.km.
Total Drill Holes is 217.
Coal deposit is 175.506 billion tons
INFRASTRUCTURE AVAILABLE AT THARROAD NETWORK
70 tonnes load carrying capacity metalled road is available up to Coal field area.
ELECTRICITY
11 KV feeder originate from Islamkot to Thar Coal Project areas with 200 watts transformer is available.
COMMUNICATION
Telephone & Internet communication through Optic fiber cable is available up to Thar Coalfield area.
DRINKING WATER
29 Reverse Osmosis Plants in Thar are available for provision of portable water to residents as well as project staff free of cost.
RESCUE STATION
Rescue Station in coal mining area at Thar coalfield covering an area of 8,200 sq. ft. is completed
LIBRARY
A Coal library is situated at office of Sindh Coal Authority, Karachi.

TRANSMISSION LINE
NTDC(National transmission and dispatch company limited) is conducting feasibility study for lying of Transmission Line for evacuation of 10,000 MW from Thar. In the first Phase they are planning evacuate 1200 MW.
AIRPORT
The GoS has approved a scheme at the cost of Rs.972.070 million for the construction of Airport at Thar for Coal Fields of Sindh by the Civil Aviation Authority.
PROVISION OF HEAVY DUTY ROAD
The national highway Deptt. is upgrading the road from Karachi to Islamkot through Hyderabad- Mirpurkhas- Naukot for facilitating transportation of heavy mining machinery.
INFRASTRUCTURE PLANNED AT THAR
RAILWAY LINKPakistan railway has been engaged by GoS to prepare feasibility for broad gauge rail link from Port Qasim to Islamkot.
LODGE AT THARLodge at Thar with 20-bedded accommodation to facilitate foreign and local investors is being constructed at Islamkot.
PROVISION OF CANAL WATER: The GoS has planned to construct a water carrier to provide 300 Cusecs water to Thar.
