Project Narrative

Difficulty in construction resulting from design, location, materials

The project had a unique opportunity to start from scratch on the road design, irrigation design

and vegetation planning. There were some modification and changes due to the onsite

conditions. The project was performed in two stages. During 2016 work was performed at the

north end of the project. This work included realigning Clodfelder Rd and extending 15th ave to

meet the new intersection. This work required us to keep business open during the day and

secure at night. One particular business was impacted by the new road cutting right through

their laydown yard. At the end of 2016 there was unfavorable weather that caused some

damage to the work performed. When the weather turned better in the spring of 2017 the work

on Stage 2 started with some repair work and then full swing on the brand new Bob Olson

Parkway road section.

Final appearance and quality of the finished product

The final product is very esthetically appealing with the use variety of construction technics. The

quality of the materials used and the workmanship adds value to the final product.

The project includes the construction of the 3.5 miles of roadway, approximately 24,000 LF of

sidewalks the landscape subcontractor lined the entire projected with approximately 650 trees

and 11,000 other plants. All these plants have a drip irrigation system installed. When the plants

mature this area will be more even beautiful to drive through and attract additional construction

projects. The quality of the work adds value to the project. There was very little rework and the

road is smooth and lined with the new concrete sidewalks. The road flows with the surrounding

landscape. The paint for the stripping is a special type that is laid during the asphalt paving

process. Because it is a plastic type marking and incorporated into the paving it will last longer

and be safer for drivers.

Timeliness of completion

Due to a few setbacks with weather and design changes with the irrigation the project was

completed within the desired timeframe.

Company’s safety performance on project

The company and all the subcontractors performed the project safely and without any accidents

or injuries. Our company has a high standard of safety and we hold our subcontractors to that

same standard. Due to the newly developed sidewalks and roadway it was a challenge to keep

the public out of the work zone. Many people wanted to enjoy the new sidewalks or drive

through before the construction was completed. With signs, consistent reminders and patience

from the public everyone was safe and they can now enjoy the access to the new areas of

Kennewick.

Project Summary – Why the project should receive a Build Northwest Award

This project should receive the Build Northwest Award because it embodies the spirit of

this award with its uniqueness and quality. This project was not just another road rehabilitation

project but a band new road that will provide countless future construction opportunities. Some

that may even be nominated for the Build Northwest Award in years to come.

The Bob Olson Parkway project was a very unique road construction project. The

majority of large road construction projects are renovations or reconstruction of existing roads.

This project was to build a brand new four to five lane road for future city expansion. The 2.5

miles of brand new road was constructed to connect Steptoe/10th Avenue Roundabout to

Sherman Street. Then then 1 mile of Hildebrand Blvd was widened from 2 lanes to 4 lanes at

the intersection of Bob Olson Parkway and Sherman Street to Grant Street. The project

included 20,000 tons of asphalt paving, 44,500 LF of curb/gutter, 24,500 LF of sidewalk, 90

streetlights and landscaping (650 trees and 11,000 other plants). This important new

transportation corridor will connect the Kennewick Southridge area with the

Clearwater Business Park and provide an additional route linking US 395 to SR 240. Not only

will this project provide a new transportation route in South Kennewick it is positioned to support

a large expansion of residential and commercial opportunities as it cuts through completely

undeveloped land.

One of the purposes of the AGC is to assist the entire construction industry be

successful. This impressive project provides another example of how the construction industry

is closely tied together. As you drive this new road it is not hard to envision all of the future

construction opportunities. This road will provide construction projects that range from

commercial (large and small), residential, and projects that our company is interested in, more

roads and parking lots.
