THE ASEAN COMMISSION ON THE PROMOTION AND PROTECTION OFTHE RIGHTS OF WOMEN AND CHILDREN (ACWC)

The work of the ASEAN Commission on the Promotion and Protection of the Rights

RULE 1: ACWC MEETINGS

Regular Meetings

1. The ACWC shall convene two regular meetings per year. Such regular meetingssha be hed ateatey at the ASEAn Secetaiat ad/ ASEAn Membe States.

2. The ACWC shall decide on the dates of such regular meetings. Each meetingsha may be ge tha 5 days.1

3. Hstig the egua meetigs by ASEAn Membe States sha be tatedon an alphabetical order. The host country shall oversee the organisation andaagemets the meetigs icudig admiistative ad gistics.

4. The meetings shall be convened on a cost-sharing basis whereby the

gaisatia csts sha be be by the hst whist the paticipati cstssha be be by the espective ASEAn Membe States.

Special Meetings

RULE 2: DECISION MAKING

6. Decisi maig i the ACWC sha be based csutati ad csesuspursuant to Article 7.1 of the Terms of Reference of the ACWC in accordancewith Atice 20 the ASEAn Chate.

RULE 3: AGENDA

10. A pvisia ageda each meetig the ACWC sha be pepaed by the

Chair, with support from the ASEAN Secretariat. The provisional agenda shall

be cicuated t a the repesetatives thei cmmets ad suggestis at

east te days pi t the meetig.

11. The Chair shall, through consultations with the Representatives, consolidate

the proposed amendments in a revised provisional agenda. The revised

pvisia ageda sha be cicuated t a the repesetatives at east seve

days pi t the meetig.

12. The agenda shall be adopted by the ACWC at the beginning of each meeting.

RULE 4: CONDUCT OF BUSINESS

Business Arrangement

13. Each repesetative sha have a seat at the mai tabe duig the meetigs

of the ACWC. The Representatives from the same country shall be seated

tgethe i ccwise Egish aphabetica de cuties ames statig

from Brunei Darussalam on the left hand side of the Chair with a nameplate

ad atia fag the cuty paced i t them.

14. The Chair and Vice-Chair shall be seated at the front table. The Vice-Chair shall

be seated t the immediate ight the Chai.

16. The representatives of the ASEAN Secretariat shall be seated at the main table

Sessions of the ACWC Meetings

17. The ACWC shall meet in closed and plenary sessions.

20. The ACWC shall decide on the invitees. The letter of invitation shall be issued

by the Chai.

RULE 5: PARTICIPATION

pursuant to Article 6.10 of the Terms of Reference of the ACWC.

22. The Representatives shall notify the Chair and the ASEAN Secretariat or the

Membe State hstig the meetig, as the case may be, thei espective

ists deegates t atted the meetig at east fve days pi t the meetig.

23. Notwithstanding Article 6.10 of the TOR of the ACWC, if a Representative is

uabe t atted a meetig due t exceptia cicumstaces, the Gvemet

f the cceed repesetative may appit/desigate a tempay

epesetative with a fu madate t epeset the Membe State cceed

ad theefe authized t decide mattes discussed i the meetig

f the ACWC. Such tempay epesetative sha epeset the MembeState concerned on an ad-hoc basis. The Government of the concerned

repesetative may as decide that a repesetative wh is uabe t atted

a meetig be epeseted by the the repesetative fm the same cuty.

The Government of the concerned Representative shall send a notication

ette t the Chai egadig the appitmet/desigati.

RULE 6: DOCUMENTATION

24. The documentation and distribution of documents, including those for the

meetigs f the ACWC, sha be de by the ASEAn Secetaiat with the

appva f the Chai.

25. Ay repesetative wishig t cicuate dcumets f a meetig sha ifm

ad tasmit the dcumets t the ASEAn Secetaiat at east seve wig

days pi t the meetig.

RULE 7: SUMMARY RECORDS

RULE 9: REPRESENTATIVES OF THE ACWC

Appointment of the repesentative

33. Each ASEAn Membe State sha appit tw epesetatives, e

to the ACWC in accordance with Articles 6.1 to 6.4 of the Terms of Reference of

the ACWC.

34. Each ASEAn Membe State, thugh its eevat gvemet agecy, sha

Geea ASEAn egadig the appitmet its repesetative t the

ACWC. Such ette ticati must be set at east tee wig dayspi t the date expiy the tem fce the pevius repesetative.

35. With reference to Articles 6.7 and 6.8 of the Terms of Reference of the ACWC,

36. The term of oce of the Representatives shall be pursuant to Articles 6.5 and

6.6 of the Terms of Reference of the ACWC.

37. With reference of Articles 6.7 and 6.8 of the Terms of Reference of the ACWC,the tem fce the ew repesetative sha begi the day ate the

RULE 10: CHAIR AND VICE-CHAIR

Chair

38. The Chair shall perform the functions conferred upon him/her by the Terms of

39. With reference of Article 6.13 of the Terms of Reference of the ACWC, the Chair

sha peside ve a meetigs the ACWC.

Vice-Chair

40. The Vice-Chair will be responsible for the duties of the Chair in his/her absencead/ as deegated by the Chai.

RULE 11: ESTABLISHMENT OF COMMITTEES OR WORKING GROUPS

41. The ACWC may establish an ad-hoc working group, committee or task force for

the ACWC to facilitate its work as and when necessary. The Terms of Reference

such adhc wig gup, cmmittee tas ce sha be detemied

by the ACWC.

RULE 12: REPORTING PROCEDURE

42. In accordance with Article 7.5 of the Terms of Reference of the ACWC, the ACWC

sha submit a aua ept its activities ad the epts as deemed

ecessay t the AMMSWD with cpies t the ACW ad the CPr. Cpies

such epts may as be cveyed t the eevat ASEAn secta bdies

as decided by the ACWC. The Chair shall lead in the preparation of reports of

the ACWC ad pesetig such epts t the AMMSWD. I case the Chai is

uabe t peset the epts t the meetig the AMMSWD, he/she ca beepeseted by the ViceChai the ASEAn Secetaiat.

RULE 13: INTERACTION WITH GOVERNMENTS OF

ASEAN MEMBER STATES

45. The ACWC shall interact with the Governments of ASEAN Member States

thugh thei espective Fca Pits t ASEAn bdies.

46. The ACWC shall consult, as may be appropriate, with national institutions

ad etities cceed with the pmti ad ptecti f the ights f

wme ad chide. Such csutati sha be cducted i a mae as

mutuay ageed up by bth the ACWC ad the atia istitutis/etities

cceed.

RULE 14: RELATIONSHIP WITH OTHER ASEAN SECTORAL BODIES

47. The ACWC shall coordinate and collaborate with other ASEAN sectoral bodiesdeaig with the ights f wme ad chide i udetaig the madate

and functions of the ACWC. The modalities for such coordination and

cabati may icude, amg thes, the fwig:

a cveig jit csutatis specia meetigs with such secta

bodies if deemed necessary;

b attedig each thes meetigs with a view t shaig ifmati ad

exchanging views;

c wig jity with such secta bdies, icudig cductig jitprojects/activities where possible; and

d fuishig each thes epts ad pubicatis.

48. The ACWC shall provide advisory services on matters pertaining to the

pmti ad ptecti f the ights f wme ad chide t ASEAn

secta bdies up equest.

RULE 15: REPRESENTATION OF THE ACWC AT

REGIONAL AND INTERNATIONAL EVENTS

49. The Chair shall represent the ACWC at regional and international events

petaiig t the pmti ad ptecti the ights wme ad

chide as etusted by the ACWC.

50. The Chair may designate the Vice-Chair or other Representatives to represent

the ACWC at the evet.

53. The ACWC shall engage the participation of civil society and stakeholders

54. The ACWC shall engage in dialogue and consultation with national, regional

ad iteatia istitutis ad etities cceig with the pmti ad
