Pre-ASEAN-OSHNET

ASEAN The Association of Southeast Asian Nations, or ASEAN,

established on 8 August 1967 accelerate the economic growth, social progress and

cultural development; promote regional peace and stability, promote active collaboration and mutual assistance; provide assistance in training and research; collaborate more effectively for the greater utilization of their agriculture and industries; promote Southeast Asian studies; maintain close and beneficial cooperation with existing international and regional organizations

Need for a network to foster safe and healthy working environment for a productive and competitive workforce, towards a better quality of life.

ASEAN-OSHNET

The ASEAN Occupational Safety and Health Network (ASEAN-OSHNET) was officially formed in 2000 through a memorandum of understanding among the ASEAN Member States.

Mission to provide beneficial cooperation and solidarity among

the national OSH institutions of the ASEAN countries;

to ensure the high capacity of national OSH institutions in OSH promotion, training and research;

to offer OSH information, particularly through utilisation of information and communication technology; and

to harmonize OSH standards and guidelines in the ASEAN Region.

ASEAN Occupational Safety and Health Network

the Coordinating Board meets once a year (CBM):

decides the policy direction of the ASEAN-OSHNET and facilitate the approved programmes (with a Secretariat on a three year rotating basis)

Host country for the next meeting again based on alphabetical order

Raising the Profile of OSH in the ASEAN;

Benchmarking OSH Performances in the ASEAN; and

Strengthening Regional and International Cooperation beyond current partner agencies and international organizations

I. RAISING THE PROFILE ON OSH IN THE ASEAN

Identified Activities Status

1. organize an annual regional OSH-NET Conference which will be held together with the CBM 2. Involve tripartite stakeholders to share best practices on OSH

The 1st ASEAN OSH-NET Tripartite Regional Conference will be held in Singapore back-to-back with the CBM on May, 2014

3. Look into the possibility of an ASEAN OSH-NET Award for outstanding work on OSH

Criteria for the said Awards is set for discussion in the 15th CBM

3.3. An “ASEAN OSH-NET OSH Guidelines for the Retail Industry” was prepared in 2012 with support from both Japan and Australia through the ASETUC.

General Accomplishments b. Exchange of information on OSH; and dissemination

information on OSH-NET activities to the public;

c. Motivated and encouraged member countries to

develop and improve OSH conditions;

d. Contributed to the promotion of human resources; improved knowledge and expertise of OSH officers;

e. Sharing of experiences and knowledge between and among OSH officers of different countries have enhanced OSH awareness

f. Harmonization of standards can minimize trade barriers in dealing with AFTA, ACFTA and globalization;

g. Partnership in OSH development (regional and international);

h. Linkages with related ASEAN bodies, ASEAN dialogue partners (Plus Three), international organizations (ILO, etc.)

i. Policy Dialogue among ASEAN OSH-NET might have strengthened national OSH policy

- Workshop on Evaluation of Capability Building on Assessment and Control of OSH Hazards for Factories and General Labor Laws Inspection Department of the Ministry of Labor, Myanmar

5. Inspection (PAC: Singapore) 5.1. Developed the ASEAN OSH-NET Code of Integrity

for OSH Inspections 5.2. jointly organized with MHLW-Japan, the 5th ASEAN

5.3. Provided training for Labour Inspectors from various countries (Qatar, Brunei Darussalem, Korea, Vietnam, Hong Kong, Thailand, India, Pakistan)
