The four constables, Tshepo Nkuna, Gert Steenberg, Piet Mahloma and Khatitotshelo Radali, spotted a blue Toyota Hilux bakkie speeding over the traffic lights at Mampoerboer going in the direction of Bela-Bela with its lights off. The officers followed the bakkie and pulled it off the road just outside Modimolle. The officers noticed eight truck tires on the back of the bakkie. When they asked who the tyres belonged to, the vehicle’s two passengers fled, while another tried to explain that the tyres were being taken to Mafikeng to repair a broken truck. Two suspects did not manage to flee, and were arrested for possession of alleged stolen property. On the way to the police station one of the suspects received a phone call. I moved closer to inspect the situation and saw that the man had apparently been hanged from the tree,” he said. He phoned the police and an ambulance was called to the scene. Mashiane was declared dead on the scene. The management of Forever Resorts expressed great sadness over the death of Mashiane. In a statement, a spokesperson said that Mashiane had been employed by the company since 1999, and has assisted in many situations such as near-drowning. The management at the resort extended their sympathies to Mashiane’s friends and family and told reporters that he would be sorely missed as a colleague. Bela-Bela police spokesperson Glen Manamela said that she is concerned with the rate at which suicides have increased during the past year. The seriousness of the situation was echoed by the Bela-Bela speaker Elizabeth Maluleka during a drug and suicide awareness campaign last year. Maluleka said that she was concerned about the growing number of incidents and held a ceremony at the dam with several traditional healers to pray for those who had taken their lives in that area. asked to speak to one of the officers. The same man phoned again while they were at the police station and asked the officers to meet him in town. The officers met him and another man at the SASSA offices at Thabo Mbeki Drive in Modimolle. The man then allegedly offered the police R 14 000 for the release of his friends. The police officers promptly arrested him and the other man, who was identified as one of the men who had fled from the bakkie at the initial apprehension. Policespokesperson Warrant Officer JamesFindlay said that the owner ofWaterberg Security, Pieter O’Neill,stopped at the traffic light at thecorner of Pretorius and NelsonMandela Drive on his scooter. AVolkswagen Polo hit him from behindand rolled several times. WarrantOfficer Findlay said that O’Neill diedinstantly and the driver of the vehiclewas treated on the scene byparamedics before being taken to FHOdendaal Hospital.

* A man in Modimolle was foundhanging from a tree at the localgraveyard on the morning of Monday,29 December after being reportedmissing the day before. WarrantOfficer Findlay told The BEAT that thedeceased was identified as ConradKuhrau and was a local resident. Headded that no foul play is suspected.An inquest docket was opened andinvestigations are in process.

The restoration of local roads and parkswill be one of the key focusses on theBela-Bela municipality’s agenda thisyear.Bela-Bela municipal spokesperson

Matome Sebelebele revealed that themunicipality intends to upgrade severalparks and roads in the area.The estimated cost for the upgrades to

the parks is R12 million. The parksinvolved are located in the town, SpaPark, Pienaarsrivier and four areaswithin the township.Bela-Bela mayor Lucas Nhlapo said

that he is excited about the plannedupgrades to these areas.“At my inaugural ceremony I made it a

point to better the image of the town,” hesaid. “The implementation of these parkswill make our town more attractive andwill benefit the local communities as theywill have access to enjoyable facilitiesfree of charge,” he said.

fit its individual needs such asplayground equipment and drinkingfountains. We have also taken intoconsideration the environmental needsof each facility and decided to plantmore indigenous trees wherenecessary,” said Mothapo.Regarding local road upgrades,

Sebelebele said that there had been in adelay in the project during the festiveseason, due to unavailable contractors.“We wanted to upgrade our roads in

December but could not find a contractor.We hope to assign an available contractorin early February,” he said.Sebelebele said that the upgrades will

include the replacement of missing stopsigns and repairs to damaged roadcurves, and will have a budget of R12million.

The South African Municipal Workers’Union (SAMWU) in Bela-Bela has putout calls for continued unity andcohesion among the members to ensureinternal strength within the union.The union intends to seek ways to

increase its members’ financialrecources in order to sustain theirprograms and campaigns, conductmass political education within theirranks and begin to reposition itself as aradical, vibrant, independent,revolutionary and socialist-orientatedtrade union movement.They demand that councilors and

government officials improve theirconditions by embarking on a series ofcampaigns aimed at turning theirsituation around.The union’s national spokesperson

Papikie Mohale said that they noted thestate of affairs in municipalities anddemanded a responsive andaccountable local government. Headded that they have had enough ofcorruption, which he described as ‘anelite program to steal from the poor’.Mohale also criticized displays ofconsumerism by the elite, which hesays indicated that they do not careabout poverty in the nation.The union, representing more than

The construction of the new licensetesting facility in Van der Merwe Roadin Bela-Bela has officially beencompleted.Construction had been halted in

August 2013 due to a lack of funding.At the time LFP contractor

The Office of the Mayor in the ModimolleLocal Municipality and the local Departmentof Correctional Services (DCS) havepartnered to ensure proper and thoroughrehabilitation of ex-offenders and tomediate between them and the localcommunity in order to facilitate theiracceptance back into the community.Following a special monitoring activity

conducted during December, themunicipality distributed food parcels to ex-offenders and checked on theircompliance. Special monitoring is a crimeprevention operation aimed at preventingcrime and reducing re-offending byparolees and probationers.During the activity, the Department visited

ten parolees and probationers at theirhomes to check on their situation followingtheir conditional release. Modimolle SatteliteOffice’s Steve Hlonwane led the activity,accompanied by stakeholders from theSAPS, the Department of Home Affairs, theDepartment of Justice and the municipality.All the ex-offenders were found to be on

their best behaviour, which pleased thestakeholders, resulting in one parolee,Alpheus Adams landing a temporary job inthe municipality. Municipal spokespersonMadimetja Shika confirmed that Adams willbe joining a team that was appointed towork on the road-repair project which is setto commence this month.Meanwhile, the Department and its

stakeholders in Bela-Bela also carried outsurprise visits to 100 ex-offenders doingcommunity service in December 2014. Theoffenders thought that the event was over

that SAMWU emerged from theconference stronger and more unitedthan ever.

License testing facility set to open inFebruary

Municipal Spokesperson MatomeSebelebele announced that theyintended to open the new facility’sdoors by Monday, 16 February.“We will be having an official

opening ceremony on the 16th,” hesaid.He confirmed that all traffic-related

matters will be handled at that facilityinstead of the local municipal officesafter the official opening.Security officials are guarding the

facility until it opens. The facility is notopen to the public yet.

for the day after the visit from the firstgroup only to be surprised by the secondgroup later in the day. Six violations bythree supervision cases were registeredand attended to.The DCS office’s head Malefane Pholosi

mentioned that while in custody, offendersgo through correctional and social workprograms depending on their needs. Hesaid that a sentence plan is drafted toaddress offenders’ needs and are revisedfrom time to time while the offenders areunder the Department’s care. Theseprograms include anger management, lifeskills and financial management skills,among others. Offenders are also offeredformal education from qualified teachers.“Our centres produce excellent results

and we believe it is because, unlike schoolsin our communities, our schools do nothave holidays enjoyed by learners outsidethe prison and are well-disciplined. We areof the opinion that the government cannotsimply invest such an effort to transformoffenders into responsible and employablecitizens only to be rejected by society upontheir release. We therefore plead withcommunities, potential employers,organizations and government structures togive these people a second chance to beemployed and welcomed by all.”Bela-Bela Community Corrections’ fourth

quarter special monitoring will be conductedat Skilpadfontein, now called Marapyane,and proceed to Thabazimbi in February andback to Bela-Bela in March. People,organizations and structures with interests incorrectional matters are invited to join handswith the Department to ensure that all peoplewithin the area are safe and free.

This past Wednesday thousands uponthousands of children across thenation started the new phase of theirlives with their first day in ‘Big School’.They arrived looking smart in their newuniforms, with their new schoolsatchels — which always look slightlytoo big on such tiny children! — and abright hopeful look on their faces.Somewhere under the terror, anyway.We get it, never fear.Nothing in the whole world is as

terrifying as your first day of school,with all the strange children and theteachers.But it’s that look of hope we should

focus on today. It’s that look that says,even though they might not quiteunderstand why yet, this is going tochange their lives forever.A good education is something that

nobody can take from you.A good education can change your

world, can change everyone’s world.Sadly, the state of our school system isdismal. Children are raped, childrenare beaten by their peers.In one school, children were allegedly

forced to emulate dog fights duringbreak times. And unless somethingchanges, only 32% of the children whoarrived at school on Wednesday willwrite their matric.That was the percentage of children

who enrolled in 2002 who wrote theirMatric in 2014.That is in fact a disastrous figure

The city of Paris, France, washit by terrorist attacks andviolence this past week. Armedgunmen attacked the offices ofCharlie Hebdo, a satirical weeklypaper in the city, killing 17people.The two armed gunmen were

later killed by police. In the sameweek, armed gunmen tookseveral people hostage in akosher supermarket.The city bears a striking

resemblance to an armed campat the moment. There are moresoldiers on the streets of Paristoday than at any point since theend of the Second World War.We here in South Africa have

our own troubles, but the onesthe rest of the world suffersfrom? Religious intolerance andinstitutionalized bigotry like whatcaused the death of Mike Brownand other young men in theUnited States recently? The kindof hatred that has kept theMiddle East in effectively a stateof war for decades now?We don’t have that.For the most part South

Africans, no matter what theirdifference in skin colour orcreed, live in peace.Do we even know how lucky we

are?Do we know how lucky we are

that our children can grow upwithout fearing that they will bediscriminated against because oftheir race, their sexuality or theirreligion?Do we know how lucky are that

we do not have to fear thepolice? It’s not that there aren’tany bad apples — the momentyou give any group of humanbeings the kind of power overother people that the police forcehas, you will get your badapples. You will get people whoabuse their power, theirprivilege. That, unfortunately, isthe nature of the beast. But forthe most part, we who live inSouth Africa are able to trust thepolice to do their jobs withoutunnecessary violence, and do itfairly well.South Africans do not need to

fear that they will be murderedby the police because they lookwrong. We don’t need to fearthat terrorists will use our civilianpopulation as human shields toprotect themselves.We have the rights of free

speech, we have the right toeducation, we have rights andprivileges that most peoplecouldn’t even dream of sixtyyears ago, and those rights aresanctified by law. We have acourt system that allows us todefend ourselves if those rightsare abused.We are so very lucky to be alive

in the time and place where weare alive.

Bela-Bela’s Hleketani Primary Schoolhas performed well in the 2014 AnnualNational Assessments (ANA). TheWaterberg District Municipality informedthe school on Friday, 9 January, thatthey are being issued a token ofappreciation for putting the district andthe township on the national map.The school placed first, with 67% in the

Quintile 1 to 3 category, beatingLaerskool Bosveld from Lephalale, whocame second.“It feels so overwhelming to obtain such

a huge achievement considering ourlocation,” said the school’s principal,Julia Mogashoa. “We take ANAseriously and work as a team to obtainany level of achievement. We have avery supportive and dedicated team ofteachers who are eager to implementany sound method to make abreakthrough.
