The Minister of Higher Educationand Training, Dr Blade Nzimandeofficially launched the WaterbergTechnical Vocational Education andTraining (TVET) College, ThabazimbiCampus in Regorogile, Thabazimbi onSunday, 21 June. The campus willopen its doors in January 2016 and itsformal completion according to thePrincipal Selaelo Lekoloane, isexpected to be September 2015. Shesaid that the new college will focuson training Mining and Engineeringprofessionals and artisans who shouldget employment in the mines aroundThabazimbi. She added that accordingto the plan, the TVET College willstart to enrol 250 to 300 learners in2016 and the number is expected togrow to 1500 overtime.

Minister Nzimande said in hisaddress that since the inception of theDepartment of Higher Education andTraining, which is tasked withspearheading and overseeing post-school education and training in SouthAfrica in 2009, they are proud to saythat great strides have been taken inthis direction. He added that theycontinue to advance in achieving theiroverall objectives of building a fair,

Plasma thieves in courtequitable, non-racial, non-sexist anddemocratic South Africa. He also saidthat one of their major focuses is tobring institutions of higher educationand training to areas that havehistorically been neglected, especiallyrural areas such as Regorogilethroughout the country.

“South Africa is faced with anextensive shortage and an inadequatedistribution of engineeringprofessionals. The country has anundersupply of new and appropriatelytrained engineers. The establishmentof the college therefore provides anexcellent opportunity for thedevelopment and training of a newgeneration of engineers and manymore professionals. Theseprofessionals will make a positiveimpact on the lives and livelihoods ofthe many South Africans stillmarginalised by poverty and lack ofaccess to engineering services” saidthe minister.

In his State of the Nation Address on17 June, President Jacob Zumaindicated that education remains anapex priority of government. He saidthat government will continue to investin education and skills as the key toeconomic growth and development.He added that the event in Thabazimbiwas another example of the fulfilment

Joshua Motsomane said that thecollege will recruit students fromcommunities within their area and inaddition to the National VocationalCertificate and Report 191qualifications, will provide innovativetraining programmes. Learners wereencouraged to take up mathematics andscience as more opportunities are nowavailable for them in the field. Suspects in cases ofhousebreaking and theftinvolving theft of variousplasma TVs are expected toappear before the Bela-BelaMagistrate’s Court shortlyfollowing their recent arrest.Bela-Bela detectives’

commander Lieutenant-ColonelAbel Phetla said that some ofthe stolen TVs were discoveredfrom a house in Extension 5 andthey were stolen in May. Threesuspects were arrested as aresult and are still in policecustody. The suspect who wastransporting the goods, TebogoMabetwa, was released onR2 000 bail when he recentlyappeared in court. He isexpected back in court onMonday, 20 July.In another case Lieutenant-

Colonel Phetla said that thepolice received informationabout a number of the TVs

being seen in Brits andfollowed on the lead, whichresulted in a woman who wasfound watching TV, beingarrested. She was also found inpossession of suspected stolenbags and speakers. He addedthat the items were stolen atElement Golf Estate andMabalingwe Game Reserveduring Easter holidays. He alsosaid that the police are stilltracing the woman’s partner,who was reported to besleeping at different places toavoid an arrest. He further saidthat the woman was chargedfor housebreaking as she wasfound in possession of theitems and was later released onbail. Also, that the police inBrits are the ones handling thecase of possession of suspectedstolen property, as she wasarrested in their area.The suspects were remanded

in custody after appearing incourt in Hammanskraal onTuesday, 30 June.

Teenage boys apprehended for rape

The Bela-Bela police recentlyapprehended six boys aged between 9 and16, following the gang rape of a 15-yearold girl in the Bela-Bela area.Bela-Bela’s new police spokespersonConstable Maria Maleto said that theincident was reported on Sunday, 28 June,and the suspects were apprehended onMonday, 29 June.Constable Maleto said that the police

received a complaint about the incidentand learned through their investigationsthat one of the boys lured the girl to abridge in the Limpopo Drive near thesewerage in Zuma View. When the girlarrived there with the boy, the other boyswere allegedly already waiting for them. Itis alleged that they took the girl by forceto a nearby shack where the ordeal tookplace.The police said that the girl did not haveany signs of assault on her.Constable Maleto told The BEAT that the

boys were all being charged with singlecounts of rape.The suspects were referred to theDepartment of Social Development forassessment and counselling since they arestill underage. They have been taken to aplace of safety where they are attended toby social workers who would assist them.A source in the government highlightedthat children under 9 years old do not havecriminal capacity and therefore cannot becharged in the same way as a normalcriminal would be. The source added that

in such cases, the police assess andevaluate the suspects according to theChildren’s Act and make theirrecommendations for further action.The suspects’ formal bail application isexpected to take place on 7 July.Constable Maleto said that the police areworking hard to crack all cases, and thatthey give priority to all their cases. Shealso urged community members to reportall criminal activities they encounter andcontinue cooperating with the police toensure success.

Thabo Mabelane, a Bela-Bela resident,writes:I am writing this email to ask COGTA toinvestigate over spending and or corruptionat Bela-Bela Municipality.A tender (contract number 9/3/1/135) was

advertised for the provision of a powerfactor correction system at themunicipality’s 11Kv main substationto maintain the power factor to better than0.98 during peak demands periods whichwill in turn reduce the municipality’smonthly electrical bill.Since this is a specialised field, few

companies responded which included theinexperienced Molaper Traders whicheventually won the tender. The company isowned by Mr Tshepo Molapo. The tenderwas awarded despite the fact that MolaperTraders does not have experience in thefield. Previously, Molaper has had contractswith Gauteng Infrastructure Developmentand a few hospitals in Gauteng, but most ofthose projects were terminated by thedepartments due to poor performance andMolaper did not disclosethis when responding to the Bela-BelaTender. To add more to this, Molaper Traders

was deregistered by the time it was awardedthe tender at CIPC and its bank account wasalso deactivated because the company hadnot been trading forsome time. The tender

proposals wereopened publicly onthe closing date andproposals fordifferent companieswere read. Somehave offered topurchase the systemoutright (which isthe most cost effective option) and someoffered to pay a minimum fee as a depositand a certain fee over a certain period tofinance the balance.Molaper’s proposal was a lease option

over three years which will see them sharingthe savings with the municipality (which isideal since the municipality won’t incur anyfinancial contributions directly). MolaperTraders proposed to get 43% of the savingswhile the municipality will get the 67%. The problem here is that Molaper Traders

thumb sucks the savings which results inhigh false estimated savings of which theythemselves cannot be able to explain howthey came to that figure. Currently theyclaim to be saving the municipality thingbetween R850 000.00 to R 1,2M on amonthly basis which results in them billingthe municipality a minimum of R320 000.00 per month which is highlyimpossible. This means that by the end ofthe contract which is a 36 month contractthe municipality would have paid Molaper aminimum of R 11 520 000,00 this amountcould go to the excess of R15m over the 36months period. The cost of procuring this system

according to specification provided by themunicipality is between R850 000 andR900 000.00. This system consists of twocapacitors of which the failure rate is very

low, they only to be checked once in every6 months at a cost of R5000.00. There areno parts to replace and the system can workfor more than 20 years without failure. Thismeans that if the municipality had opted tobuy the system, they would save a minimumof R 10 500 000.00 over the 36 Monthperiod including the maintenance. Since Molaper Traders did not have the

funds to procure the machine, theynegotiated a lease contract with GLPSwhich had a contract with Bela-Bela for thepast years. Their system has been installedthere for more than 15 years and it is stillworking fine without failure. GLPS is oneof the companies that proposed a good andcost effective solution to the municipalitybut did not get the contract.Early this year the current acting CFO of

the municipality, the chief electricalengineer and the municipality’s expendituredepartment engaged their service providersto re-negotiate their contracts. This wasafter they have realised that they did nothave enough funds left in their budget forthe current financial year. They looked atcurrent long term contracts and wanted tosee if they could terminate those that are noturgent or renegotiate their rates to makesure that they don’t run out of funds beforethe financial year end.Molaper Traders was one of the service

providers thatwere called in.UnfortunatelyMolaper Traderswas not able togive a convincingreport on theirservices, but wereable to reducetheir rates to 35%.This did not affecttheir invoiceswhich were later

paid to them.Molaper traders has no offices and

employees; the only employee on thepayroll is Tshepo Molapo. This means thatthe Municipality is overspendingknowingly/unknowingly to benefit a singleindividual.If this matter is investigated accordingly it

would be found that Molaper Traders isdefrauding the Municipality which is aserious crime. They should be prosecutedand also refund those funds paid to them sothat they can be put to good use.Bela-Bela is one of the poorest

municipalities with a high unemploymentrate, in the past there have been protestsabout service delivery and the communitywould feel betrayed if this kind of corruptioncontinues.I think GLPS should be contacted to give a

full report on the savings, which does notseem to be the same as what MolaperTraders is presenting to the municipality.They have an extensive experience when itcomes to power factor correction and shouldbe able to give a true reflection of the project.I am aware of the dangers involved and

what happens to whistle blowers, but I amprepared to provide more information tomake sure that our public funds are notmisused.

Mogalakwena council appointsacting municipal manager

Mogalakwena Local Municipalityappointed Peter Makondo as their ActingMunicipal Manager during a SpecialCouncil meeting that was held on Friday, 26June. The Waterberg District MunicipalCouncil approved Makondo’s secondmentduring their council meeting on Friday, 19June, and he will be with the municipalityfor a period not exceeding three months. Hewas working as a manager in the office ofthe Executive Mayor in the districtmunicipality.

Mogalakwena Municipal spokespersonMalesela Selokela said that Makondo’sappointment was conducted in an effortto expedite service delivery anddevelopment. He added that thecandidate’s secondment was welcomedby council, including the oppositionparties and he will be succeeding PulediSelepe who was also seconded by theDepartment of Corporative Governance,Human Settlements and TraditionalAffairs (CoGHSTA) in December 2014.

“During the appointment, our municipalcouncil emphasized that Makondoshould ensure the seamless functioningof the municipality. They furtheracknowledged that his vast experiencecombined in various management positions

Makondo worked as an Administrator atthe then-Akasia Town Council nowamalgamated to Tshwane MetropolitanMunicipality in 1993. He then moved toSouth African Local GovernmentAssociation (SALGA), where he served asthe Committee Officer from 1997 to 2004before joining the Waterberg DistrictMunicipality in 2004 again as theCommittee Officer, then DivisionalManager: Council and later Manager forExecutive Support.

Makondo expressed his humblenessfollowing the appointment as manager forthe esteemed municipality. He alsoacknowledged the role played by hispredecessor for allowing a smoothtransition.

“I look forward to working with thenewly elected Mayor, members of theExecutive Committee, all Councillors andstaff of the municipality to speed upservice delivery. I ensure serviceexcellence in all our operations, driveeconomic growth, put people first andtogether build better communities,” saidthe humble manager.

Detectives arrested two suspects whohad been sitting on a bench in the centre.The two men were expected to appear incourt on Monday, 15 June.

Half the year, gone

It’s that time again. The winter chillis upon us, and as a nation we keepto our homes and our warm clothes,bundling up against the cold.

Traditionally, a lot of seriousthinking has gone on during thewinter months. Many greatinventions have been inventedsimply because of the interminableboredom of the cold months – colderin the northern hemisphere, as a rule,which may explain so manyinventions from that side of ourplanet.

Winter, however, is also a time totake stock of your life. It is the timeto look at the year that is past –although in our case it is the yearhalf-past – and determine how it hasgone.

Have you accomplished what youwanted or needed to this year?

Have you progressed in your careeror your studies?

The shortest day of the year, theWinter Solstice, has recently passedhere in South Africa. Of old, it was thetime of the new year, the time wheneveryone came together to celebratethe beginning of the end of winter andthe idea of the coming of spring.

We are fortunate indeed that here inSouth Africa, this day comes in themiddle of the year. We are afforded theopportunity to reflect on the portionof the year so far and determine touse the rest of the year as best wecan.

We are not left to contemplate a yearalready gone by, all opportunities overand done with – we still have a chanceto make 2015 a good year.

Take a moment here, at the end of thefirst half of 2015, to look at what youhave done so far this year. Is thereanything you planned, that has not yetcome to pass? Is there a way to makethe rest of 2015 a productive year, sothat in December, when the new yearrolls around for real, you can sit backwith a sigh of satisfaction and say ‘Idid well this year.’?

There is always a way to maketomorrow better than today.

Take the rest of 2015 in both hands,and make it the best year you haveever had.

Malesela Musana, a Bela-Belaresident, writes: Among all thewards of Bela-Bela Municipality it isonly the most miserable one that haswitnessed a clean and healthyrunning water supply – Masakhane.

One resident, Johannes Maimela,opened his water tap to find a livesnake emerging from it along withthe water. We do not know howmany live snakes there are in ourreservoir, spicing up our water withtheir excrement – nor do we knowhow many dead snakes there are inthe reservoir, rotting into the waterwith which we wash ourselves, washour clothes, and cook our food. Thisfoul concoction, we are being askedto pay for even though we haveasked the municipality to consultwith us about fair rates for water.

A municipality must follow theprovincial and national rules foreffective governance. It must havecompetent officials and technicalcapabilities, and it must listen to thepeople attentively and attend to theirproblems with some sense ofurgency so as not to allow theproblem to accumulate over time.

Weaknesses that undermine theefficiency and effectiveness of themunicipality must be addressedquickly. By-laws formulated afterinvolving the public will surely bepleasing and will help the councilorsgain the trust of their constituencies.More talks between the governmentand the people is of primaryimportance to bolster growth anddevelopment and create decent jobs,as well as promoting properlydirected service delivery.

I will never stop appealing to themunicipality to root out corrupt andrude elements in our municipality, aswell as incompetent elementsresponsible for squandering ourvaluable resources.

To have such people in localgovernance is like relying on rottenteeth to chew with.

What matters is not who is in thecouncil, but that those in the councilmust be capable, well-disciplined,and dedicated, as well as committedto our Batho Pele principles.

The servant of the people mustobey the will of the people.

The Bela-Bela DevelopmentCommittee (Devco) has observedwith horror the unhealthy state ofsanitation facilities at local Bela-Bela schools, especially atprimary schools.According to the Director of

Education for the committee,Thabang Sephai, they have beenmonitoring conditions at the localschools since April.“It saddens us that 21 years into

democracy children as young asseven are subjected to suchunsightly things as dirty,unusable toilets each day ofschool,” said Sephai. “The toiletswe observed at Khabele,Hleketani, Bela-Bela HighSchool and Maope SecondarySchools are filthy and they stink.They also have no running wateror toilet paper.”Sephai said that access to

toilets, or being confronted withtoilets that are blocked, stinkingor dirty, infringes learners’ rightsto an environment that is notharmful to their health or well-being which is enshrined in theBill of Rights.“Failing to provide this right is

a failure to protect their right tolearn under conditions thatrespect and promote the inherenthuman dignity of each child,” hesaid. “Poor sanitation andinfrastructure undermineslearners’ self-esteem, theirmotivation to learn and signalsthat they are not cared for, and inaddition the lack of proper

The Keep Bela-Bela Cleancampaign is a one-dayproject aimed atencouraging resident ofBela-Bela to commemorateNelson Mandela Day byplaying a role in keepingtheir community clean.

“The project is necessarybecause ‘cleanliness is nextto Godliness’ and a cleancommunity is a healthycommunity,” said projectleader Collins Shiri. “This isin line with the values thatthe Father of the NationNelson Mandela stood for –A free and democratic SouthAfrica for all who live in it.”

We willneed as many people aspossible, and people can alsodonate resources such asrefuse bags to guarantee theproject’s success,” saidLekalakala.

The committee is willing toassist the Department to ensurethat the dream of clean andusable school toilets for pupilsbecome a reality.

Allegations for briberyin the SAB LeagueMabatlane’s soccer team in the SABLeague, M.Mmamoet Arsenal, has laid acomplaint with SAFA Regional after itwas alleged that they were asked for abribe by Modimolle Celtics, who wassupposed to play against them in theirlast match on Saturday, 27 June, atEphraim Mogale Stadium.

Arsenal owner and coach, AndriesSeputla, saidthat soccer willnever develop inthe Waterbergwith such thingsgoing on.

Seputla’s teamis quite likely towin in Stream A,but it has beensent from pillarto post during aseries of hearings regarding a disputebetween Arsenal and Happy Heart overa game which has yet to be replayed.

On Saturday, Arsenal was to meetModimolle Celtics for their last game.Seputla alleged that while they werepreparing in the dressing room Seputlawas approached by Celticsmanagement, who asked him for R4 000in order to play, and lose with a widemargin, alleging that they had received

a similar offer from another team.“This surprised me as I came to play and

nothing more,” Seputla said. “I refused topay them and the game ended up being awalkover as Celtics did not want to playwithout bribery,” he said.

“My biggest concern is that they told usthat Qualitho has promised to give them thesame amount of money, but they neverexplained to me how that R4 000 will helpthem or Qualitho,” said Seputla.

Phagameng’s Modimolle PrimarySchool has made it to theProvincial phase of theMcDonald’s Schools League afterbeing victorious at the circuitlevels at Mabatlane a month ago.

They will be representing the Bela-Bela cluster at Seshego inPolokwane on a date that has yet tobe finalized.

On the cluster level, Modimollebeat Thabazimbi Primary 4-0 beforegoing on to beat Bela-Bela’sMmapatile Primary School 3-1.

“The McDonald’s Schools League isaimed at helping schools focusing on theearly scouting of local talent, and to helpthe schools to see the potential of youngsoccer stars,” said Hendrick Kgoebane,Bela-Bela Schools League co-ordinator.

The McDonald’s Schools League is anannual event sponsored by theMcDonalds’ restaurant chain. Theleague was played for the first timeseveral years ago, and has been pickingup more members ever since.

“We are happy that a team from thelocal cluster is going to provincial stages,and hope that they do well when theschools reopen and the league resumes.”
