Change for Bela-Bela has announcedthat they plan to host a political debatefor the local elections, which will bestreamed live on social media such asFacebook and WhatsApp.

According to the founder of thegroup, NJ van Heerden, the debate willbe streamed on a date yet to beconfirmed.

“A recording of the debate will beuploaded onto YouTube after thedebate, for those who missed the livebroadcast,” said Van Heerden.

The time and date of the debate willbe shared as soon as all thearrangements are in place.

Candidates from the ANC, DA, EFF,and Ubuntu have already agreed totake part.

Van Heerden invited any other partiesof independent candidates who arecontesting Ward 4 to contact Changefor Bela-Bela in order to take part.

Two ACDP members were arrested onFriday, 8 July, in connection with electionfraud. The two, Victor Kekana and MaggyMashiane, who were arrested for allegedlyfalsely registering Godfrey Thapedi Maleteas an ACDP candidate with the IEC for theforthcoming elections, were released onR10 000 bail each.Kekana and Mashiane, who work in the

office of the African Christian DemocraticParty (ACDP) at Bela-Bela, were expectedto appear before the Bela-Bela Magistrate’sCourt on Monday, 11 July.

Two out on bail after election fraud arrest

The five Zimbabwean men who werearrested on Thursday, 5 May in connectionwith a robbery at a residence near theR101 at Bela-Bela are awaiting theforensic report relating to their case, whichthey expect to receive by Monday, 25 July.

registered. Andries Mojela and WinnieShirende of Tsakane, outside Bela-Bela,both maintain that they have been falselyregistered as candidates for the UbuntuParty.

Numerous complaints regarding allegeddelays in settling Unemployed InsuranceFund (UIF) claims at the department ofLabour at Bela-Bela have reached TheBEAT.One woman, who asked to remain

anonymous, said that she has been waitingfor her claim to be settled for severalmonths.She explained that she made the claim due

to taking maternity leave last year and gavebirth in February this year.She alleged that she approached the

department of labour at Bela-Belanumerous times where she says she waseither told to reissue the claim or that it hasnot yet been captured on their system.“I have been to their offices every two

weeks and sat in the queue for hours only tobe told that they have either lost the claimor that it has not been finalized. Every timeI go it has been a different story,” she said.

The men reappeared in the Magistrate’scourt on Monday 27 June and the case waspostponed to Monday 25 July.Maswanganye has since said that all five

suspects have been positively linked to othercases involving armed robbery, burglary andtheft, business robbery and murder.*On Wednesday 25 May the Bela-Bela

police arrested a 22-year-old Zimbabweanwoman for the illegal possession of anunlicensed firearm in the Bela-Bela

Township after receiving a tip-off from thecommunity.Maswanganye said that the firearm was

linked to the burglary case connected to thefive men. Siphathisiwe Moyo appeared at theBela-Bela Magistrate court on Friday 27May and the case was postponed toThursday 2 June for further investigations.Moyo is expected to appear at the

Magistrates on Wednesday 27 July for theballistics report related to the firearm.

She added that she has been witness toother people’s claims not being settled,allegedly for the same reasons.“I have overheard others complain that

they have also been waiting for theirclaims for months. I do not know if thereis a crisis of sorts related to their system orwhat the exact problem is, but somethinghas to be done as it seems to be affecting alot of people,” she said.In a telephonic interview the deputy

director for the regional department oflabour, Gibson Nyanhongo, has denied anycrisis at their Bela-Bela branch.He said that it may have happened that

the documents were lost or that additionaldocuments may have been needed tofinalize certain claims.Nyanhongo said that the Bela-Bela

branch is not the only branch that facesdifficulties.“This is not the first time a complaint like

this has reached the Department of Labour.Numerous factors can come into play suchas misplaced documents or a shortage ofstaff,” he said.

Change for Bela-Bela hosts debatesAll candidates will each be given a

copy of the questions to be asked atleast 24 hours before the start of thedebate in order for them to bestprepare their answers in that regards.

The same questions will be asked forevery candidate participating in thedebate.

Only registered candidates contestingin WARD 4 will be allowed toparticipate. Approved candidates willbe allowed to invite 1 extra personfrom within their support structure orpolitical party to join them in thedebate should they wish to do so.

Each candidate will be allowed toinvite a maximum of 10 people asspectators to the debate. Unrulyspectators will be asked to leave thedebate.

Each candidate will have anopportunity to introduce themselves atthe start of the debate and haveanother opportunity at the end of thedebate for closing arguments as to whyyou should vote for them.

Netshianda said that their primary aim was togive real and practical meaning to the firstclause of the freedom charter; “The PeopleShall Govern”. He added that people governthemselves by being afforded an opportunityto vote for a government of their choice andthis can only have true meaning if they do notonly vote, but are able to advice and guidegovernment. Netshianda further said that intheir affirmation that the ANC is the onlyviable vehicle for a sustainable localgovernment, the people gave the advice andguidance.The ANC Limpopo leadership continued its

election campaign trail to visit in all theregions, where the chairperson and Limpopopremier Stan Mathabatha led a programme ofengaging various sectors in society,professionals, traditional leaders, youngpeople, business leaders, civic bodies andchurches. The leadership also conducted blitzcampaigns in shopping centres and taxi ranksand conducted door-to-door campaigns intownships and villages.

The vandalizing of election campaigningboards has reared its ugly head at Bela-Bela.

Chris Sebola, a Democratic Alliance (DA)candidate councillor for Ward 4 at Bela-Belasays he is displeased that many of hiscampaign boards have been vandalized andstolen.

“I have seen a lot of the boards that wereplaced with my name and face on that haveeither been removed or damaged. Theupcoming elections are supposed to be freeand fair and I am upset that this has beenhappening,” he said.

Most recently Sebola said that during adoor-to-door campaign, he noticed that agroup of children playing with one of hisplacards. He said that he approached thechildren and asked where they had found theplacard, and they allegedly told him that theywere instructed by an unknown man livingnearby to take down the placard from whereit had been hanging and play with it.

Sebola said he went to the man’s house toconfront him but the man refused to answer.

The DA said that they were going to file acomplaint with the Auditor General toprobe the Municipal Manager ofModimolle Local Municipality, SamBambo, for failing to adhere and applyrelevant regulations to keep municipaldocuments, records and files safe. The partyconfirmed that all the municipal documentsand files have been dumped on the floor ofthe revenue offices, and said that this is aviolation of the National Archives andRecords Service Act (Act no.43 of 1996)and the Records Management PolicyManual in terms of Section 13(4).

“According to the Act, the MunicipalManager should establish policies andprocedures to ensure that electronic recordsand their related documentation are retainedas long as are needed for official use but inthis case, all the documents are misplaced,”said the DA’s Modimolle ConstituencyHead Desiree Van der Walt.

“In terms of section 13(2) of the NationalArchives and Records Service of SouthAfrica Act, no public records under controlof a governmental body, may be destroyed,erased, dumped on the corridors or betransferred to archives repository orotherwise disposed of without a writtendisposal authority issued by NationalArchivist. It further indicates that anyemployee who contravenes the provision ofthis policy shall be charged withmisconduct and the necessary disciplinarymeasures should be taken against theoffending party.

DA councillor Thinus Ras said that theparty has experienced numerous instances oftheir campaigning material being vandalizedin and around Bela-Bela.

“Many of our campaigning boards, postersand placards have been damaged. As manyas sixty of our boards have been destroyed inMasakhane,” he said

The branch coordinator for the EconomicFreedom Fighters (EFF), Neo Moloko saidthat none of their campaigning materialshave been damaged since campaigning hasbegun but has condemned the acts ofvandalism.

“I am against damaging campaign boardsof other parties. This is a serious matter thatmust not be taken lightly. Every party hasthe right to campaign during this time,” hesaid.

Lieutenant Colonel, Abel Phetla, of theBela-Bela police said that they areinvestigating these incidents and said thatthose found responsible, will face chargesof damage to malicious property.

The spokesperson for the Bela-Belamunicipality, Peter Mabunda, could not bereached for comment on the municipality’sstance on the matter.

warm reception we received from theresidents, but most pleasing was thefrankness and openness of our residents onissues they want us to particularlyconcentrate on. Luckily enough, most ofthose issues are part of our electionmanifesto, and this means that we aredefinitely going to address them in our nextterm of local government,” said Seabi.“While we have made giant strides in theprovision of water, sanitation, electricityand access roads, we are not oblivious tothe fact that we must accelerate our work inareas which still don’t have proper roadsand water connections. We do have a database of our backlogs in housing andelectrification. There are areas we have notyet fully serviced due to budgetaryconstraints. These are areas which are onour agenda.”Seabi said the ANC will be hosting “the

mother of all rallies” in Limpopo at thePeter Mokaba stadium on Sunday, 17 July.

escalate the matter to the Minister ofTreasury, Pravin Gordhan, as well as theDepartment of Cooperative Governanceand Traditional Affairs Minister, Desmondvan Rooyen, for their immediateintervention and ensure that disciplinaryactions are taken against the MM. Theyadded that the ministers must also ensurethat all the records management practisesand regulations are followed and adheredto. Meanwhile when contacted for response in

the matter, Modimolle Municipalspokesperson Patrick Shika said that theyhad not received the DA’s statement orcomplaint. He added that they will respondto it as soon as they do and he alsopromised to respond to the media also.

He added that the lawstates that an individual still has aright to live a normal life even whenin debt and that includes being ableto afford the basic living services.The members acknowledged the

Bela-Bela hosts international summit

The national leadership ofNEHAWU (National Education,Health and Allied Workers’ Union)led the union’s internationalsummit that was held at the Bela-Bela Hospital on Monday, 11 July.

NEHAWU’s second deputypresident Michael Shingange said

that the summit was aimed athighlighting challenges that are theworking class is faced with.

The union will be hosting severalcampaigns at different areas inorder to outline their programmeof action to the members.

Present at the summit wererepresentatives from other unionsfrom local and abroad. Suchinclude the host NEHAWU

represented by Regional SecretarySolly Mabusela and Shingangewho was also representing theWorld Federation of Trade Unions(WFTU), Nicolaus Mabhena ofthe Communists’ Group fromZimbabwe; and the BDS (BoycottDivestment Suctions).

During his address at the summit,Shingange said that the union isgurning for support from other

unions in all activities that theyengage in. He added thatLimpopo chose the month ofJuly to highlight theinternationalism to its membersand not only in terms of countrieslike Greece, Palestine and Israelbut also African countries suchas Botswana, Zimbabwe,Swaziland and others.

members to practice workersolidarity and support theircounterparts whenconducting strikes or anyother means of improvingtheir working conditionsand salaries. He warnedthem against supportingshops by buying from themeven when their staffmembers are on strike,saying that solidarity makesworkers feel empowered. As part of their many developmentprogrammes to combat youthunemployment, the Modimolle-basedOrganisation Hands On obtains informationsuch as job advertisements frommainstream newspapers and onlinepublications to share it with local youths.

Organisation Hands On founding memberand grants coordinator Ronnie LesetjaMakgetha said this is one of manymechanisms that they have put in place toensure that young people are fully equippedto fight against unemployment, substanceabuse and other challenges.

Makgetha works alongside MachoeneFisha (operations coordinator), JudaMolekoa (operations coordinator),Morongwa Thokolo (office administrator),Masego Machebele (data capture) andNsizwa Nkambule who is a projectmanager.

Makgetha said the main responsibility ofOrganisation Hands On is to provide youthand school development programmeswithin South African communities, with theyouth of Modimolle being their primarybeneficiaries.

“When it comes to youth development weare looking at overcoming challenges thatour youths are faced with. Challenges suchas unemployment and substance abuse areamong other issues that we confront as theorganisation, in order to assist our youngpeople,” he said.

Makgetha said that the mentors aretrained, to ensure that they match theobjectives of the organisation.

He indicated that this programme alsoserves to ensure that young people do notdrop out of school due to lack of support.

He further said that the mentorshipprogramme serves to encourage youngpeople to stay in school.

“As part of our programmes, we have the2020 business plan. That is where weencourage young people to go intobusiness. As you know, there are funds thatthe government is allocating for youngpotential businesspeople. Most youngpeople do not know about suchopportunities, while others are aware ofthem but do not know how to access them.Our role is to help young people who haveideas, by turning these ideas into tangiblebusiness plans and to also help them applyfor funding,” Makgetha told The BEAT.

Makgetha said that the young peopleirrespective of their level of education, areaffected by unemployment and that is whyOrganisation Hands On encourages them togo into business.

Adopt a School is one of the programmesthat this organisation has unveiled, with anaim of assisting schools that are facingchallenges like lack of properinfrastructure.

The team was battling for the winner titleagainst defending champions Bela-BelaPirates FC when Mothapo scored twogoals. These were the only goals scoredduring the game, making Marikana FC the2016 Councillor Hlungwane Cuptournament winners.

Fans and supporters invaded the fieldand carried Mothapo on their shoulders

after he scored his second goal, singingand dancing with him in celebration. Manywere screaming words of support to theorganisers, demanding that he getscrowned man of the match after the game,and player of the tournament during theprize giving ceremony which is scheduledfor Saturday, 30 July at the same venue.

Mothapo proved to be the people’sfavourite throughout the tournament as hisname was on many fans’ lips as theycheered him on. He scored six goals in totalduring the tournament and more than 50 inhis time as defender for teams such as FastXI FC and Diesel n Dust FC.

Mothapo started playing soccer aroundthe age of 20 and has never lost a final inhis life. During the tournament, he sufferedonly a mild elbow injury during the finalgame - but that never deterred him from

scoring the winning goals.“The highlights of the game to me were

that the organisation and the managementof the tournament were up to standard andall things went well as far as myobservation goes. I felt so proud scoringthe winning goals and like a hero whensupporters and fans rushed into the fieldto lift me up and sing for me immediatelyafter the last whistle was blown. I neversaw or felt that kind of love and supportbefore. My team also played well and thetournament was not that challenging as weplayed against teams that we are used tocompeting with. The last game was verychallenging, as both teams worked hard tograb the cup but we reached a milestonethat we have always aspired to.
