Budget 2012/13The RFO circulated a paper setting out the budget for the forthcoming year. It was RESOLVED that the budget, with an amendment to the Grants Reserve to read £3025 and giving a precept value of £17,835, be accepted. Savings

No new savings had been identified but it was announced that the Police no longer wanted annual calibrations on the ‘Speedgun’.Precept 2012/13It was RESOLVED to approve the precept for 2012/13 at £17,835 which equates to a tax base of £44.28 for a band D property. The request form for Babergh District Council was completed.

A cheque for £1500 had been received from Suffolk County Council’s Locality Budget. This had been awarded by Councillor Jeremy Pembroke and was to be used for the production of a programme for the recent B Natural Music Festival.Cheques had been received from the Bugle (£100) and from G & J Plumb (£150) towards the village Christmas tree.The Council’s grateful thanks go to all concerned.

C129/11/12 BILDESTON HISTORY QUARTERLYFollowing on from her presentation last month (minute C122/11/12 refers), it was RESOLVED to make a grant of £250 to Ms Andrews towards the start-up costs of this publication.

C130/11/12 MONKS ELEIGH AND NEIGHBOURHOOD TRANSPORT (MEANT)Leaflets and questioners had been distributed in the village exploring support for provision of community transport for villages between Bildeston and Sudbury.Despite receiving the most current information from the organisers, the Council felt there was insufficient evidence to support this venture at the moment.AGREED that no action be taken at this time but the project organisers be invited to attend a future meeting to present a compelling case for the Council’s support.

C131/11/12 KING’S PIGHTLE SIGNAGESign posting for King’s Pightle was briefly discussed. Councillors Guttridge and Taylor would visit the site and advise in due course. C132/11/12 TRAFFIC CALMINGCouncillor Lindsay reported that Suffolk County Council’s officer would supply ideas with costings in the New Year.

HappyNewYearfromallat BildestonPrimarySchool.As we return to school in 2012 we are going to be thinking about making and keeping our New Year resolutions! The whole school are going to be drawing around their hand and writing on their aspirations and hopes for 2012. The hands will then be made into a large tree in the Hall for all to see.

Thank you to everyone that came to our Christmas Fayre, we really enjoyed the evening and raised £950! Wow! Our PTFA are fantastic and we appreciate all they do and how they support our school.

KS2 have just had an Egyptian Day to round off a brilliant and interesting topic. We enjoyed dance, painting, pottery and a royal banquet of Egyptian food. Thank you to the Governors that helped us on the day. KS1 had a puppet show to finish off their Autumn Term.

The school carol concerts were a huge success. Thank you to everyone that came and watched and sang with us. Our evening at Hitcham Church with the band, choir and our talented soloist Liberty Corrie, was an enjoyable evening. Thank you to Mr and Mrs England who drove minibuses for us.

At the carol concerts we collected donations for our charity this year - Ngonda Primary School in Kenya. We are raising money to help them put windows in their school. So far we have raised nearly £150. Thank you to everyone who has helped us with this.

And finally a big Well Done to our cook Laura who is ‘Head of Kitchen 2011’. This award was given to her by ‘Eats’, Suffolk’s School Catering company. We are very proud of her, and love her school dinners!

30mph is a killing speedI thought I would write with some facts to inject some REALITY into the dis-cussion why 20mph in Bildeston is important.

If you are driving at 30mph and you hit someone, you will quite likely kill or seriously injure them. If you are driving at 20mph, you will not. If you hit a pedestrian or cyclist at 30mph the chances of killing or seriously injuring that person are just over 50 per cent. If you hit them at 20mph, the chances drop to 5 per cent.

It doesn’t matter how efficient modern brakes are or how many years driving experience you want to boast about or how good a driver you are convinced you are. It’s the thinking time that is important. That means that if a child runs or falls out in front of your car 40ft away and you are doing 30mph, you will smash into that child at 27mph, because it takes your brain a second or two to tell your foot to press the brake. By then it’s too late. The child would very likely suffer serious injury. At 20, you would stop just in time.

I’m sick of being told by people who should know better or who hide behind anonymity that there isn’t a problem with traffic in Bildeston. The parish coun-cil’s survey – conducted four years ago - asked residents what they thought were the main issues. Of 530 responses only just over 50 thought that nothing needed to be done about traffic. So 480 out of 530 people in the village said they would support measures to slow traffic. It’s worth reading that again: 480 out of 530. That’s 90 per cent. Politicians would kill for a majority like that.

The other wearying thing I keep hearing is that we have to “accept” that if you live on a “through road” or a B road, you have to put up with fast-moving traffic. That is a depressing, defeatist way of looking at life. School children have to attend school. So they have to brave the High Street to get there with lorries and cars thundering past inches away from them. Many will not allow their children to cycle or walk to their own to school because they are afraid of the behaviour of adults in cars.

It is motorists and lorry drivers, who drive through a tightly packed residential street, a village with a school, a place where people live, who must be the ones to “accept”. Motorists must accept that they should be driving at a speed that does not kill people. That’s 20, not 30.
