HERITAGE WEEK

WHEREAS

WHEREAS

WHEREAS

It is deemed desirable to designate a time set aside for citizens to give recognition and pay special tribute to the cultural heritage of Surrey; and

It is believed that all residents of Surrey would wish to celebrate our heritage by observing such a week by dedicating ourselves to the preservation of those sites, landscapes, buildings and artifacts that provide so much for the enjoyment of present and future generations; and

the Surrey Heritage Advisory Committee has planned many events during the week to promote a better understanding and appreciation of the importance of the past;

NOW, THEREFORE, I, Don A. Ross, Mayor of the District of Surrey, do hereby proclaim the week of February 16th to 22nd, 1987 as Heritage Week in the District of Surrey and invite all to participate.

It was Moved by Alderman Kerr Seconded by Alderman Huot That the Council of The Corporation of

the District of Surrey hereby declares that the fire-damaged building located on Lot One (1) EXCEPT: Parcel "A" (By-law Plan Sixty-Four Thousand Nine Hundred Eighteen (649181, of Section Twenty-Nine (29), Township Two (21, New Westminster District, Plan Sixty-Two Thousand Six Hundred Nine (626091, being 13151 - 80 Avenue, Surrey, B.C., is in so dilapidated and uncleanly a condition as to be offensive to the community. It is hereby ordered that the said fire-damaged building be demolished, foundation(s) removed or filled in with clean granular material if necessary, and all debris removed from the site by the owners or agent of the owners within sixty (60) days of service of this order upon them. It is further ordered that, should the owners or agent of the owners fail to comply with the aforesaid order within the said period of sixty (60) days, the Permits & Licenses Department, by our own workmen or contractors, may be instructed to enter on the land and demolish the fire-damaged building and remove the debris from the site at the expense of the owner, and the charges for so doing, if unpaid by the owner on the 31st day of December of any year, shall be added to and form part of the taxes payable in respect of that land as taxes in arrears."

WHEREAS the people who have come from different parts of the world to make their home in British Columbia have each brought with them a rich cultural heritage; and

this heritage of music, dance, food, language, literature, and history reflect the races, creeds and colors of the world and enrich British Columbia; and

the promotion of multicultural activities in the province will enhance unity amidst diversity and strengthen the entire community; and

The Municipal Manager submitted a report from the Municipal Manager concerning application(s) for excess capacity cost-sharing.

The report indicated that the owners are requesting a barricade along the southeast side of Boundary Drive West. This requested barricade is to prevent vehicles from entering upon the grassed park area.

The Municipal Manager was recommending that Council approve the expenditure.

Item No. R 45 - Maple Green Elementary School Correspondence Item 1-5 - Regular Council November 24, 1986 (8350-110 & 0547-114)

The Municipal Manager submitted a report from the Parks and Recreation Administrator and Municipal Engineer concerning correspondence received at the Regular Council meeting held on November 24, 1986, regarding Maple Green Elementary School.

The report indicated that the Home and School Association of Maple Green School brought to the attention of Council, the problem of pedestrian access to Maple Green School for children from the Windermere subdivision west of the creek, which runs through the middle of the subdivision. Presently children have had to find an alternate way to get to school by cutting through private property, but unfortunately, residents have now denied the children access, forcing children to make a seven block detour along 88 Avenue or crossing the creek and walking through heavy brush.

The Municipal Manager commented that this item does not appear in any part of the Provisional Budget. Recreation nor the Engineering Department see it as having a higher priority than items submitted already.

The Municipal Manager commented that we have collected $3,172.29 in the 5% account which will be used on a minor project. On balance, the program was not a net benefit.

The Municipal Manager was recommending that the Municipality not operate beer gardens under the Class E Liquor License in 1987, but instead, revert back to the former procedure of awarding beer gardens in Municipal parks through public submission.
