Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004, revised October 2006, and May 2010, and is open to all eligible bidders as defined in the guidelines.

Saint Lucia now invites sealed bids from eligible bidders for the supply of the following:

Post Qualifications requirementsinclude:

Bidder must have experience in the field of manufacturing and or supply of goods similar to the goods in the bid for a period of at least three years prior to the deadline for bid submission.

If the bidder is a Joint Venture (JV), the member in charge should meet these requirements.

The Bidders shall submit reference lists for not less than one (1) successfully completed similar contract during the last three (3) years, for supply of appliances.

If the bidder is a Joint Venture (JV), all members should jointly meet all qualification requirements and the member in charge should have at least one successfully completed similar contract during the last four years for supply of appliances.

More details about all requirements related to the Evaluation and Qualification criteria are specified in the Section III of the Bidding Documents and information on the Supply Requirements are specified in Section VI of the Bidding Documents.

THE Government of Saint Lucia through the Ministry of Commerce, Business Development, Investment and Consumer Affairs is inviting tenders for the supply of Wheat Flour for the period February 2014 to January 2015. The required specifications are shown hereunder:

Requirements not more that 15%

Characteristics Ash content:

Requirements not more that 1.2% before adding inorganic matter

Characteristics Protein content:

Requirements 12.0 - 13.5%

Packaging Requirements

Wheat Flour shall be packaged in containers that will safeguard the hygienic, nutritional, and Technological characters of the flour, and protect it against contamination or absorption of moisture.

Containers shall be made of materials that are safe and suitable for the purpose, such as bags or sacks made of new cotton cloth, multi-wall paper, strong paper and new plastic film.

Containers shall not contaminate the product by migration of any toxic substance, or give the flour any undesirable odor or flavour.

Labelling Requirements

The labeling on retail packages of flour shall be in the English Language, clearly and prominently displayed, and readily legible under customary conditions of purchase and use.

3-a The information carried on the label shall include the following:

(a) The name of the food, "Flour", "Wheat Flour" or "White Flour"

(b) Any brand name or trade name

(c) The name of the manufacturer or of the person controlling the brand name or trade name, together with an adequate postal address

(d) The name of the country of origin

(e) The net contents of each package when packed in terms of units of mass in grams (g)or kilograms (Kg), (which may also be shown in avoirdupois pounds and ounces) using Arabic numerals

(f) The batch number, date of manufacture, together with expiry date or best before date of minimum durability

(g) Handling and Storage instructions

3-a Where an indication of the type of flour is included on the label, the protein and ash contents of the flour shall be within the limits set out in Table 3 of the compulsory standard for Wheat Flour (SLNS 10: 1992).

Each shipment should be accompanied by a Certificate of Compliance.

A Certificate of Product test results in conformity with the specifications stipulated in the tender notice must be submitted annually.

A Microbiological test report issued by a third party laboratory or a test laboratory within certified facilities must accompany each shipment.

Quantity

Two hundred thousand (200,000) bags of flour or a part thereof in monthly shipments to be agreed between the Supplier and Buyer for a period of twelve (12) consecutive months, commencing February 2014 to January 2015.

Weight

Flour must be packed in strong bags of not more that 50 kg or 110 pounds.

Insurance

Insurance coverage must provide for settlement of entire amount of lawful claims.

Payment Terms

60 - 90 days at sight.

All quotations (CLF) and credit facilities must be forwarded to the Secretary, Central Tenders Board,

Ministry of Finance to reach no later than 4:00 p.m. on Tuesday, December 10, 2013.

THE Government of Saint Lucia through the Ministry of Commerce, Business Development, Investment and Consumer Affairs is inviting tenders for the supply of Parboiled (Medium) Rice for the period January 2014 to December 2014. The required specifications are shown hereunder:

Classification

The Rice shall be classified as Grade A Long Grain Rice.

Rice with 80% or more of kernels after milling to a well- milled degree, having a length of at least 6.67 mm and a length/width ratio of over 3.0.

General Organoleptic and Health Characteristics

Rice shall be safe and suitable for human consumption. Rice shall

be free from abnormal flavours, colours, living or dead insects, insect fragments and mites.

The product shall be prepared and handled in accordance with the appropriate sections of the Codex Alimentarius Commission, CAC/RCP 1 - 1969 General Principles of Food Hygiene (Adopted 1969, Amendment 1999, Revision 1997 and 2003).

Rice shall comply with the maximum residue limits for pesticides established by Codex Alimentarius Commission. Pesticide Residues in Food and Feed, commodity details GC 0649 - Rice.

The products shall be free of heavy metals in amounts which may represent a hazard to human health. Concentration of arsenic shall be declared.

DECLARATION OF ACQUISITION PURSUANT TO SECTION 3 OF THE LANDACQUISITION ORDINANCE (CHAPTER 5.04)

and

IN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that Parcel 168 of Block 1048C situate at Morne Du Don in the Quarter of Castries in the island of Saint Lucia are likely to be acquired for a public purpose.

DECLARATION OF ACQUISITION OF LAND

Whereas, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 5.04 that if the Governor General acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effect to be made.

And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands mentioned and described in the Schedule hereto should be acquired for a public purpose to wit: Additional Land for Rationalization and Housing.

Now Therefore, it is hereby declared by the Governor General acting in accordance with the advice of Cabinet, that upon the Second Publication of this Declaration in the Gazette, the lands mentioned in the schedule hereto shall be vested absolutely for a public purpose to wit: Additional Land for Rationalization and Housing.
