International Office for Water French National Training Centre for Water Professions 22, rue Edouard Chamberland 87065 Limoges Cedex - France Tél. : + 33 5 55 11 47 00 - Fax : + 33 5 55 11 47 01 E-mail : [email protected] - Internet : http://www.iowater.org Specific operations For Young People As it appears that the young people needed by enter- prises today must be versatile, proficient in multiple fields, efficient, autonomous,... the Office will become involved in two complementary training programmes intended for young graduates: the first, at post-DUT (University Technical Diploma) or post-BTS (Higher Certificate of Technicity) level, on operation, maintenance and management of plants and networks, in partnership with the Institute of Technology of Limoges, the University of Science, ENSIL and the Agricultural School of Ahun. the second, at BAC PRO (Professional Certificate of Education) level, concerns the new grade which has just been created by the Ministry of Education in part- nership with the Professional Raoul Dautry High School in Limoges. The main objective is to quickly professionalize the young people, by placing them under advantageous apprentice- ship conditions. In order to reinforce these aspects, it is foreseen to alternate these training courses in the near future. The International Office for Water and the National School of Engineers of Limoges (ENSIL) are steering the French Regional Office of the TECHWARE European Network (TECHnology for WAter REsources) For Industrialists : the“Carte+” programme This original programme appertains to the ISO 9000 and 14000 standards and guarantees a level of knowledge and know-how for the personnel operating effluent treatment plants. How? By using an apprenticeship method that actively involves the trainees beyond their training period. Each “CARTE+” tailor made training course is organized, on a case by case basis according to the company needs: an ASSESSMENT of the company’s human resources and equipment is carried out during the trainer’s first visit. THE TRAINING CONTENT is defined after this visit and then entirely implemented on the COMPANY’S PREMISES. This on-site training favours the acquisition of knowledge at all steps of effluent treatment as well as practical operation work, control tests and the adjustment of instructions. Technicians then optimize the operation of their installa- tions for two or three months after this first phase, thanks to an OPERATING INSTRUCTION MANUAL which is handed over at the end of the training course. This is a real guide book with practical tests and exer- cises that allow each participant to improve his new expertise and to monitor and record his progress. The International Office for Water provides PERSONALI- ZED TECHNICAL ASSISTANCE during this period, on a mere call, in order to solve the everyday problems that the trainees may encounter. Finally, the IOW trainer checks, DURING AN ON-SITE CONTROL OF THE COMPANY, that the trainees effecti- vely master their new knowledge and apply it properly. For Elected Officials The International Office for Water develops assistance tools for decision-making at the request of French local elected officials. These activities are in keeping with the changes that occur- red in the European and French regulations relative to the water and sanitation sectors. They deal with the various as- pects of this legal framework in order to enable elected offi- cials to better appreciate the socio-economic and technical challenges that directly affect communities and users. IOW, who received an agreement from the French Mi- nistry of the Interior, has already worked with 35 De- partments and organized 75 different specialized ses- sions in 125 districts in the form of “water days for elected officials”. 10 000 Mayors and leaders of Water Syndicates attended. AN ISO 9001CERTIFICATION

In order to guarantee that its users are satisfied by the reliability of itscommitments at the lowest cost possible, “CNFME” has undertakento apply for an ISO 9001 certification for its training activities.This guarantee supposes the mastering of training organizationand processes and of its activities.

The French NNational TTraining CCentre for WWater PProfessionsWATER IN THE PLATINGINDUSTRY

It comprises 10 modules that, withapplications specific to this type of activityintegrated in the previous industrialtraining courses, deal with training onrecycling techniques used at the source,decontamination of effluents andemergency electrical repairs andmaintenance of mechanical equipment oftreatment plants.

The Office particularly offers the traineesaccess to a complete pilot decontami-nation plant equipped with representati-ve industrial machinery and to a laborato-ry for analyses and treatment control, butalso access to a real industrial installationwhich is a prototype of an integratedtreatment unit.

“Tailored” trainingcourses

“Tailored” training courses are also organi-zed at the request of municipalities andwater companies, enterprises or industrialholdings. They can be implementedin any foreign country in Englishand Spanish.Some equipment is movable, so that it can be takento the client’s site, thus facilitating the organizationand the efficiency of the training course.

Distance learningFinally, training development also includes the imple-mentation of tools for distance learning:

● Series of Technical Booklets● Series of CD Techniques (CD-Rom)● Remote training via Internet

(Eco Management and Wawaman projects).

T he CNFME implements on both sites located at Limoges and La Souterraine, incomparable means :

a team of 25 permanent trainers(administrative managerial staff, engineers or senior technicians), spe-cialized in the different fields involved in the water professions, super-vises and conducts the training courses, enriched with a «reserve» ofabout 350 experts and lecturers, whose know-how and pedagogicalskills are acknowledged.training in real working situationOver nearly 3 hectares, work-simulated training facilities, unique in Eu-rope, enable people to train and improve their skills on specific educa-tional equipment.

Pilot-plants - water treatment plants, test benches, laboratories,drinking and waste water networks, specialized workshops - en-able solutions to be tested, malfunction to be simulated, andthe necessary know-how and professional reflexes to be ac-quired, whilst allowing mistakes to be made since the full-sizefacilities are only devoted to training and can be compared tothe real equipment available on urban and industrial plants.Additional equipment is continuouslysupplied in order to meet the new ari-sing training needs, thanks to the sup-port of the French manufacturersand Authorities.

3 Specialized Catalogues

WATER AND SEWERAGEIN MUNICIPALITIES

It comprises 122 training courses co-vering all large specialized fields, suchas water analyses, drinking water pro-duction and supply, effectiveness andquality of drinking water supply ser-vices, the design, control and opera-tion of sanitation systems, urban waste water treatment, pumping andelectrotechnology, rehabilitation and laying of mains, remote manage-ment and automation, technical, administrative and financial manage-ment of water services, relations with users and consumers.

In particular, the Officehas two brand new pilotunits at its disposal, in ad-dition to its complete ins-tallation for water treat-ment. One concerns leakdetection in drinking wa-ter supply systems andthe other the operationof sanitation systems ofall types.

IOW proposes a global approachto develop human resources inthe water sector, while encoura-ging life-long training.Beyond the simple definition oftraining courses, IOW can, uponrequest, transcribe developmentand management projects intoreal training plans (study of year-ly training programmes), and de-tail the training programmes las-ting several years in order to en-able the personnel concerned tomeet the objectives set.

This year, it has opened a workshop specializedon sensors.

Finally, a training unit on residual sludge treat-ment, connected with the new wastewatertreatment plant of La Souterraine town and lo-cated next to the training centre, has completedthe pilot units already offered in this field.

All training courses can be combined to consti-tute a real and complete curriculum of profes-sional training.

WATER IN INDUSTRY

It comprises 13 training courses in the follo-wing eight fields: analyses of process and co-oling water, raw water treatment, operation ofion exchangers, operation of waste water treat-ment plants using activated sludge and physi-co-chemical treatment processes, treatment ofstandard and particular wastes, sludge dewate-ring, measurements and self-monitoring, analy-sis of waste water and determination of heavymetal content, and finally aid and water chargesof the Water Agencies.
