The Morinville RCMP is offering up someHalloween tricks to ensure the real treat thisyear is safety. There are some simple tips toremember before your little ghouls and goblinshead out to collect their candy loot.Trick or treaters should:•Wear bright costumes with reflective tape orglow sticks. You will be more visible to driv-ers.

•Wear face paint instead of a mask. Masks canimpair vision and hearing. They should beremoved while walking from house to houseand crossing streets.

•Wear properly fitted costumes and footwear.•Costume weaponry should be easily identifi-able as imitation.

•Carry a flashlight.•Be accompanied by a trusted adult.•Travel in groups if mature enough to be unsu-pervised.

•Carry a cellphone if unaccompanied by anadult.

•Always walk on sidewalks.•Stay on one side of the street. Safely cross thestreet to the houses on the other side. Do notcrisscross back-and-forth.

•Stay in well-lit areas.•Plan a route and stick to it. Do not take short-cuts.

•Never enter a stranger’s house or vehicle.•Never eat treats that have not been inspectedby an adult.

•Know the places along the route where it issafe to go for help.

Halloween safety is not limited to the littleones. There are steps adults can take to keepthemselves, and their property, free from anyhair-raising experiences.Homeowners should:•Ensure your house is well lit.•Keep walkways obstacle free.•Avoid using candles in your pumpkins. Uselights or glow sticks instead.

•Report suspicious activities to your localpolice.

•Keep pets indoors away from trick or treaters.“Halloween on a Thursday could mean morekids roaming the streets after dark and morelate-night costume parties for adults,” said CplSheldon ROBB of the Morinville RCMP. “It’sextremely important that drivers remain soberand drive cautiously to make sure everyonegets home safely.”Drivers are reminded this Halloween to:•Drive sober.•Avoid driving in residential areas while trickor treaters are out.

•Slow down and be extra cautious. Expect thatchildren dart out from parked cars.

•Watch carefully for people using crosswalks.•Do not wear costumes that interfere with thesafe operation of a motor vehicle by restrict-ing movement, impeding vision or prohibitingthe use of safety restraints.

Government has introducedthe Electricity Statutes(Capacity Market Termina-tion) Amendment Act toenable the return to an energy-only market.

The proposed bill is intend-ed to restore investor confi-dence in Alberta’s electricitysystem.

Legislation enacted by theprevious government wouldhave seen the transition to acapacity market in 2021. InJuly, government followedthrough on a platform com-mitment to review thisplanned transition and – afterconsulting with a cross-sectionof stakeholders – announcedthe decision to maintain theprovince’s energy-only mar-ket.

During the consultationprocess, stakeholders voicedstrong support for the energy-only market, saying it offersstructural and administrativesimplicity, and has a proventrack record for providingboth affordable electricity anda reliable supply of electricity.Investors expressed confi-dence and a willingness toinvest in an energy-only mar-ket, saying it is establishedand understood, which offersgreater certainty regarding itsfuture performance.

“We promised we wouldact quickly to amend the nec-essary legislation to return toan energy-only market andbring back investor stability,and we are delivering on thatpromise.”

If passed, Bill 18 would:Amend the Alberta Utilities

Commission Act, ElectricUtilities Act and Hydro andElectric Energy Act to removereference to the capacity mar-ket.

Amend various regulationsthat extended existing electric-ity policies to the capacitymarket.

Repeal the Capacity MarketRegulation.

Alberta has been operatingan energy-only market forelectricity since 1996. Main-taining an energy-only marketdoes not have direct costs togovernment.

To encourage youngAlbertans to learn about –and respect – the province’smany bat species, theprovince is holding acolouring and drawing con-test to coincide with BatWeek. From Oct. 24 toNov. 4, young Albertans areencouraged to draw andcolour a picture of bats inAlberta, and to share their

drawings with the Ministryof Environment and Parks.

Bats have a positiveeffect on our province –they control insect popula-tions, help pollinate plantsand can spread seeds thathelp restore forests. Everyyear, during the last weekof October, people aroundthe world celebrate BatWeek to raise awarenessabout the need to protectbats and to dispel commonmyths about these flyingmammals.
