Special Judge Madhuri H More allowed the application and directed that summons be issued against Senior Inspector Jaywant Shinde, Inspector Vivek Shende and Constable M A Bhosle. The application, filed through lawyer Wesley Menezes, was moved after the victim, who was 13 at the time of the incident, de- posed in the court in February, narrating how she was coerced by the officers to marry the ac- cused against her will. The three will face trial under Prohibition of Child Marriage Act and Protection of Children from Sexual Offences Act for failure to report the commission of a sex- ual offence. The prosecution has claimed that the minor was gangraped by two men inside a general store in 2012 after being administered a sedative. She was threatened that her brother and father would be killed if she spoke to anyone about the incident. In 2013, after her parents realised that she was eight months preg- nant, an FIR was registered against the accused by the police. The victim, in her deposition on February 2, 2013, alleged that she was coerced into marrying one of the two men who had raped her. She claimed that when she, her father and sister went to the police station, the duty offi- cer, Shinde, asked her if she would be able to identify the ac- cused. She was then led to the store where one of the accused was present. He was brought to the police station, where he al- legedly confessed to the crime. The victim claimed that the same evening, Shinde told her that she should marry the ac- cused, as he would purchase a home for her and give her child his name. Shinde also allegedly said that the accused will bear the ex- penses for her education. She added that though she refused to marry the accused and told the police that she feared for her life, she was pressurised by three oth- ers, including a local politician — also named as an accused in the case — till she eventually agreed to the marriage. Following this, the two got married but soon after, the ac- cused absconded. He remains absconding till date. In the verandah of the house is Savitri, whose husband Tilak Raj, a constable in CRPF, died in the terror attack in Pulwama on February 14. However, the house in the remote Jandro vil- lage in Kangra district, which was bustling with political leaders three months ago, is difficult to trace even though the election campaign is in full swing. Abhi tak toh koi aaya nahi prachaar ke liye (Till now no one has arrived for campaigning),” says Savitri (25). With a large population in the state, especially in the Kangra and Hamirpur belt, being that of ex-servicemen and personnel currently serving in the armed forces (up to 1 lakh), in Kangra, and in the other three Lok Sabha seats in Himachal Pradesh — Shimla (reserved), Mandi, and Hamirpur — national security is one of BJP’s main poll pitches. Back in Jandro, while she ap- preciates the Balakot air strikes, Savitri shows displeasure to- wards the constant reminder of the Pulwama attack and the ac- tions taken by the “Modi govern- ment” after the attack. Savitri, now among the 946 war widows in the state, says, “ Vote ke liye he toh hai ye sab halla, aur kya hai. Ye koi samadhan thodi na hai. Ye 10 log maarenge, toh wahan se wo log 10 aur maarenge (All the brouhaha right now is for votes. Propagating military actions is not a solution since both sides are ca- pable of killing people).” At Palampur, under the Kangra Lok Sabha seat, G L Batra, father of Kargil hero Captain Vikram Batra remembered for his “Yeh dil maange more” slogan, who had died in the 1999 Kargil War, says, “The surgical strikes and the Balakot air strikes were right steps. But, I do not appreci- ate the politicisation of military actions. If such things need to be spoken about then only by Army officials like the Army chief or the Defence Minister... those who are authorities on defence must speak about military ac- tions and not politicians.” In another Lok Sabha seat, Hamirpur, Colonel (retd) SKS Chambial says, “By all this chest thumping they (the BJP) are incit- ing the terrorists. Such speeches by the party can have serious repercussions for the country’s national security, but it looks like they (the BJP) are only looking at winning the elections.” All election addresses in the state for the upcoming polls, in- cluding those by Prime Minister Narendra Modi and BJP presi- dent Amit Shah, were weaved around the surgical strikes and the Balakot air strikes. In the Shimla (reserved) seat, the contest is between senior Congress leader Col (retd) Dhani Ram Shandil, and the BJP candi- date Suresh Kashyap, who retired from the Indian Air Force as a sen- ior non-commissioned officer. While Kashyap’s pitch for votes is also on the military ac- tions taken by the BJP in the past years, Shandil says, “They (the BJP leaders) have crossed all lim- its. Such (military) actions are classified. The details of these ac- tions can’t be shared with the public for electoral gain.” However, Brigadier (retd) Khushal Thakur, a Kargil War hero from Mandi — another Lok Sabha seat in the state — says, “Since the BJP came to power in 2014, there has been a paradigm shift in how we tackle matters of national security, which is ap- preciable.” Brigadier Thakur has been associated with the BJP since 2014 and was among the top contenders for candidature from Mandi for the upcoming Lok Sabha polls. Speaking on OROP he says, “There may be anomalies with OROP (One Rank One Pension) any they will be addressed soon. But, the families of ex-service- men have immensely benefitted from the Rs 32,000 crore has been disbursed for OROP. The Archaeological Survey of India (ASI) has submitted a host of such measures as part of a “Site Management Plan” for conserv- ing the Taj Mahal to the Supreme Court, in pursuance of its order earlier this year. The plan recommends a com- prehensive switch to CNG fuel in Agra, strict enforcement of vehi- cle pollution norms and steps to prevent fine dust that will em- anate from the construction of the Metro, among other things. “A complete ban on burning of bio mass/municipal waste,” it said, adding that “battery and CNG op- erated vehicles should be encour- aged. All public transport running in the city should be CNG-based or battery-operated”. The ASI also proposed meas- ures to encourage plantation in the city’s open areas and a strict implementation of the National Building Code for construction-re- lated activities. The ASI’s plan came in the wake of a petition highlighting damage to the monument, which attracts thousands of tourists from around the world every year, due to inadequate maintenance. The apex court, which is mon- itoring the Taj’s upkeep, had re- buked the ASI for its alleged fail- ure to take appropriate steps to protect the structure. It had also observed that the white marble used in the monument had turned yellow due to air pollution. AIADMK has 113 MLAs, ex- cluding the Speaker and includ- ing three Independent MLAs who won the elections on the AIADMK symbol in 2016. The ruling dispensation fears that a sweeping victory of the DMK, as predicted by many opinion polls, would essentially help the oppo- sition party to stake its claim. DMK has 97 MLAs, including eight from Congress and one from the Indian Union Muslim League. Amma Makkal Munnetra Kazhagam (AMMK) leader TTV Dhinakaran, who defeated the AIADMK and DMK in 2017, is an Independent MLA, and his camp claims the support of at least two or three MLAs who are officially in the AIADMK camp. “If DMK gets 21 seats, they will have 118 MLAs, past the mark of 117 to form the govern- ment. However, results of Lok Sabha polls will set the trend in Assembly bypolls too. We have to wait and see,” a senior AIADMK leader said. He said the AIADMK government, which is surviving on a thin majority with a reduced strength of 212 in the House against the original strength of 234, will have to win a minimum of eight seats to run the government till 2021. As campaigns are in progress for the bypolls in Sulur, Tirupparankundram, Aravakurichi and Ottapidaram (SC) seats, top AIADMK leaders, who are campaigning with max- imum resources on the ground, said Sulur gives them hope while the three other seats pose a question. Aravakurichi has a sizeable number of Gounder and Muslim voters and the rival DMK candi- date here is Senthil Balaji, the for- mer AIADMK minister who joined DMK last year and has significant influence among the Gounder community. In Tirupparankundram, which has a majority of OBC- Thevar voters, there is a tri-cor- ner contest between AIADMK, DMK and Dhinakaran’s AMMK, a party with a strong influence among Thevar community.
