My Dear Professional

colleagues,

II feel immense pleasure in

communicating with all my

esteemed members in this

column at least once in a month.

It is beyond words and doubt

that you have selected us to be

representative of the fraternity

as a whole to look into your

problems and I shall strive to do

my best in my capacity. With today’s demand of output, we have to update

ourselves each day, which involves very hard work and there is no alternative

to this, especially in present scenario. Competition is becoming tougher and

fiercer day by day, but inspite of all odds, we have to sustain to prove our stake

and solidarity.

It’s September and every practicing member would be tirelessly occupied

under the strain of accounts closures and audit for the financial year and filing

of tax returns within time provided as per statute. With fundamental changes

lined up in every sphere of our professional area, our intellect and knowledge

would be continuously tested on a continuous basis, and we have to prove our

professional performance by balancing our skills, values and ethics, perfectly.

During such changing and appropriate time, our quality success will also

greatly depend upon our ability to remain disciplined in all matters while

keeping our values intact. We are here to grow ourselves and also help others

to prosper along-with us. Let us, as CAs ensure that we carry high the torch of

transparency and ethics and continue to inspire future generations through

our actions and deeds.

It is rightly said, “Success is a journey and not a destination”. Although,

Chartered Accountants enjoy a premium position in the business and the

economic world, there is always a scope for adding value to oneself both

in terms of profile and knowledge. The skills with which members of our

Institute serve society and nation are unparalleled. We also have unique

concept of CPE, through which updating of knowledge takes place on

continuous basis. We at EIRC are also striving to help our members remain

updated and aware of any developments as well as to educate them on both,

emerging and contemporary topics.

EIRC can remain lively only with the active participation of its esteemed

members. Success of a professional is dependent of several skills such as

character, judgement, communications, ability to collaborate and to work as

a team, which will result if providing strong professional development. Let us

work together to reach the horizon of excellence.

Few Initiatives

By the time this magazine reaches all my members of this Region, we are sure

that all have done with the online submission of the MEF, whose last date has

been extended till 10th September 2016 and the submission of hard copy of

the Declaration is 20th September 2016. We have tried to assist all on this

onerous annual task by bringing a dedicated MEF Helpline number to look

into the possible difficulties which may be faced by the members.

I extend my thanks to CA Manish Goyal, Chairman, EICASA and Vice Chairman,

EIRC who has gone ahead in furtherance of the initiative taken earlier in

the name of ‘CikshA’ and conceptualizing the idea and making my dream

true by commemorating 1st time ever at EIRC the Coaching class for CPT at

Institute. We are also working for starting the coaching classes for IPCC and

Final shortly and same will be commencing soon. This endeavor is energizing

for all which involves, screening of suitable faculties, designing classes as per

curriculum and also keeping in mind to avoid any business mind or vested

interests by anyone.

EIRC would also like its members to be abreast of the information that we had

an opportunity to give our representation expressing our expectations and

wishes from the authorities over audit of schools, colleges and Madrasa institutions. I recognize the efforts of CA Nitesh Kumar More, Chairman of

Professional Development Committee of EIRC for supporting me in this Team

EIRC’s initiative.

Green Initiative

EIRC have been sending reminders to members about our “Going Green”

initiative. The larger value of going green relates to maintaining the health

of the environment and utilizing sustainable methods that can prevent the

waste of natural resources, helping reduce the risk of depletion in the long

run. The three R’s of being environmentally friendly that we frew up with

has now evolved into five R’s – Reduce, Re-use, Recycle and now Repair and Rethink. We should take all five R’s into consideration – especially the

rethinking part – and should go green in our daily life. Go Green today and

adapt a culture of conservation.

Let’s touch base ……. Today, tomorrow and forever !!!

EICASA

My Dear Student Friends,

At the onset I would like to congratulate the new team of EICASA which got elected in the recently held elections on 26th August at Kolkata. The team would take charge of the activities for the next one year and with such vibrant team we look forward to multifarious

activities by the EICASA for the benefit of the students.

The November exams are fast approaching and therefore we have planned to hold the amendment classes by renowned faculties. We have recently commenced the CPT coaching classes at EIRC with the best of the faculties. We have proposals to start the IPCC coaching classes from November and in the future we look forward to start the classes for the Finals.

The branch level Quiz and Elocution Contest were held in most of the branches and those selected therein would now contest at the Regional Level contest to be held on 18th September. These activities are organized to inculcate a sense of self grooming and all round development in the CA students. On the anvil we have proposals to conduct excursions and Industrial visit for the students and also a campus placement program for Industrial Trainees.

While discussing the results of the May examinations with evaluators, it transpired that the students are lacking writing skills. Though they have studied the content and understood it but they are unable to express themselves in writing. Further, the language used on social media found its place on the answer scripts too. It is therefore important that the students appear for the mock test and develop their writing skills before they appear for the examinations. I would also emphasize that the students use the study materials of the institute while preparing themselves.

Announcements

Members may kindly note that for the year 2016-17 payment of fee become due on 1st April, 2016 and must be paid on or before 30th September, 2016. Members are requested to go through the following advice for payment of their membership fee.

Payment of Membership Fee

ADVANCE PAYMENT OF FEE PROTECTS FROM REMOVAL OF NAME

Method of Remittancea) Payment Gateway Payment gateway solution was introduced facilitating members to remit the

membership/COP fees online. Members are encouraged to use this facility for their convenience and comfort. For use of payment gateway, members are requested to pay annual membership fee online. Members are required to fill in the credit card/debit card or net banking details alongwith name of the cardholder on the payment gateway page for successful transaction online.

b) ECS Facility Payment through Electronic Clearing System is also provided for which member may use

mandate form placed at Annexure ‘B’. Currently this facility is available to the members having Bank Account with MICR cheque facility in the cities mentioned in the mandate form.

Members are requested to use this facility by submitting Mandate Form by 30th April 2016.

c) NACH Facility Payment through National Payments Corporation of India (NPCI) is also provided from

1st March, 2016 onwards, the destination banks will accept mandates through NACH platform only. If any bank is not live on NACH platform then mandates pertaining to such bank will be sent to respective bank branches for registration under ECS.

The new NACH mandate format is enclosed for your ready reference.d) Pay directly to the Institute’s Office Fee can be remitted directly to the concerned Decentralized Office of the Institute.

Members may send their fee as per above fee schedule through demand draft/local cheque favouring The Secretary, The Institute of Chartered Accountants of India, Payable at the concerned Regional Office of ICAI as per address given overleaf alongwith Annexure ‘A’ or Annexure ‘A-1’ as applicable and other documents. You may please note that payment of membership fees through Central Bank of India has already been discontinued. You are therefore requested not to pay fees through Central Bank of India.

e) Advance amount remittance Member may remit any amount at their discretion in advance alongwith the fee for the

year 2016-2017. However, the same would be kept in the credit of the member concerned as advance and would be adjusted against membership and/or COP fee as and when the same becomes due and other dues, if any. In the event of any short fall in advance, due to revision/increase in fee(s), it is the responsibility of the member to remit the balance. The salient features of the scheme are also annexed herewith.

f) Signature card for the purpose of Identification

As you are aware, the Institute maintains a record of members’ signatures. You are requested to affix your specimen signatures in the Signature Card enclosed as Annexure ‘C’ and return the same.

Salient features of the Scheme for remittance of advance amount by members

a) Members may remit any amount at their discretion in advance. The same would be kept as advance to the credit of the member concerned and would be adjusted against membership and/ or COP fee as and when the same becomes due and other dues, if any.

b) In case the amount lying to the credit of the members’ account falls short of subsequent year’s fee requirement due to revision of fee, it would be the responsibility of the member to ensure that sufficient credit is maintained in his/her account and in case of shortfall the balance is remitted within the due date. It will be our endeavor to intimate regarding any shortfall in the credit of the member concerned.

c) Advance amount remittance (which would be kept in the credit of the member concerned) is only a facility to members and would be adjusted against membership and

/ or COP fee as and when the same becomes due and other dues, if any. It would in no way mean that because of the amount remitted their membership is secured. In spite of the amount remitted continuance or otherwise of their membership would be subject to the provisions of the Chartered Accountants Act and the Regulations framed under there.

d) Refund of amount received would not be allowed under any circumstances except in case of removal of the name of a member from the Register of Members under the provisions of the Chartered Accountants Act, 1949 as amended by the Chartered Accountants (Amendment) Act, 2006 and the Chartered Accountants Regulations, 1988.

In the case of death, the fee for the year in which removal takes place would be deducted and the balance of the advance amount remitted, if any would be refunded to nominee(s)/legal heir(s) of the member concerned. In all other cases, the balance of advance amount, after such a deduction as aforesaid, if any would be kept to the credit of the member concerned for adjustment towards annual membership fee payable at the time of restoration.

e) Interest on the amount remitted would not be payable at all.f) In case of members residing abroad : - Presently the airmail charges for CA Journal are Rs. 2100/- in case of members residing

abroad. Payment of fee/air mail charges for Journal should be made in Indian currency i.e. the draft/cheque drawn on the designated Indian branch for credit to the account of the Institute would have to be made out in rupees irrespective of the country/currency applicable to the member. However, where the fee has been sent in foreign currency, conversion of foreign currency would be at the rate applicable on the date when the Institute’s bankers give credit. It may be noted that the fee would be payable only by way of demand draft or cheques on bank branches at designated places in India (as local cheques).

They should clearly indicate and remit separately air mail charges for dispatch of Journal, if they so require, for 3 years. The Institute would communicate to members abroad the approximate air mail charges payable for 3 years based on the average increase taken place in air mail charges during last 5 years. The idea is to enable such members to send sufficient amount in advance and the Institute to adjust the likely increase over the next 3 years.

Confirmation/Updation of Member Data CardConfirmation of particulars for compilation of member’s data as on 1st April, 2016The Institute compiles data of members as on 1st April every year based on the particulars as provided by the members duly confirmed/updated/modified in the member card. The exercise for compilation of the data of the members as on 1st April, 2016 is being undertaken. For the purpose, we are enclosing herewith member data card of your membership containing current particulars in the Institute’s record.You may please verify, correct/amend the same and return the member data card by 30th April, 2016 duly signed by you for updating the position as on 1st April, 2016.Even if the particulars given in the member data card do not require any modification/changes, the same is still required to be confirmed by sending back the data card duly signed. If we do not hear anything from you in this regard on or before 30th April, 2016 it would be presumed that the entries pertaining to your membership as indicated in the enclosed member data card are correct and no change therein is required, and particulars as shown in the membership data card would alone be taken as final for compilation of the data of members as on 1st April, 2016.You would appreciate that discrepancy, if any, found later on because of non-confirmation/updation of the member data card, would not only tantamount to non-compliance with the regulatory provisions but also have adverse implications arising out of furnishing incorrect particulars to outside authorities.
