1 ANNUAL REPORT The 22 nd Eastern India Regional Council (EIRC) of The Institute of Chartered Accountants of India (ICAI) has great pleasure in presenting the Annual Report for the period from 1 st April 2017 to 31 st March 2018 1. ANNUAL REPORT

The 22nd Eastern India Regional Council (EIRC) of The Institute of Chartered Accountants of India (ICAI) has great pleasure in presenting the Annual Report for the period from 1st April 2017 to 31st March 2018

1. Members

The Regional Council is privileged to serve 24,664 members from the Eastern Region during the reporting period.

2. Election of Office Bearers- 2018-19 (3rd year of 22nd EIRC)

At its Eleventh meeting of the 22nd EIRC of ICAI held on 26th February, 2018 the following office-bearers were elected for the year 2018-19:

3. Annual General Meeting

The 65th Annual General Meeting of the Eastern Region was held on Friday 21st July 2017 at R Singhi Hall of ICAI, EIRC Premises, 7 Russell Street, Kolkata-700071

4. Meetings of the Regional Council and its various Committees

During the period from 1st April, 2017 to 31st March 2018 the 22nd EIRC met five times i.e. on 25th April 2017, 25th June 2017, 9th September 2017, 11th January 2018 and 26th February 2018. All meetings were held at EIRC Premises, 7, Anandilal Poddar Sarani, Kolkata – 700 071 except the one on 25th June 2017 held at Hotel Sinclairs, Chalsa. The EIRC’s various Committees met several times for taking decisions on various activities of the Regional Council during the aforesaid period.

5. Lectures, Meetings, Seminars, Workshops & Conferences etc.

During the period from 1st April, 2017 to 31st March, 2018 the EIRC of ICAI organized several Lecture Meetings, Seminars, Workshops & Conferences to further the cause of fostering professional and technical development of its members and students. The subjects covered broad gamut of issues relating to the CA profession including the industry and profession. Details of few of the Seminars, Workshops, Conferences, Lecture Meetings and

activities organised by EIRC during the aforesaid period are covered in this Report. Further, the details of other activities organised by EIRC is provided in Annexure I to this Report. Some of the important programmes organized were:

i) 42nd Regional Conference - EIRC

More than 1700 members, students and other professionals participated in this mega 2 days conference.

(ii) Sub Regional Conferences

(a)Sub Regional Conference organised by Raniganj Branch jointly with Durgapur Branch and Purulia Chapter of EIRC on 20th August 2017. The speakers were CA Manoj Tewari, CA Subodh Kumar Agarwal, Past President, ICAI, CA (Dr.) Debashis Mitra, Council Member, ICAI, CA

EIRC organised the Two day 42nd Regional Conference of EIRC in Kolkata on 22nd & 23rd December 2017 at Science City. The theme of the Conference was “Transcending Transformation”. The Chief Guest was CA Nilesh S Vikamsey, the then President, ICAI, who inaugurated the Conference in the presence of Central Council and Regional Council Members from the Eastern Region. The Conference hosted various topics on contemporary issues being deliberated by eminent speakers.

Technical Session II – IND-AS Compliances in Transitional Economics by CA Dolphy D’Souza, Mumbai

Technical Session III – Panel Discussion on Insolvency & Bankruptcy Code – Endless Hope - Shri A K Sharma, GM, UCO Bank, Shri Satish Kumar Gupta, IP, ESSAR Steel, Shri Alok Bose, GM, State Bank of India & Shri Debashish Mukherjee, GM, UBI, CA Nilang T Desai, Partner, AZB & Partners, Mumbai & Shri Rajiv Chakraborty, Partner – Business Resolution Services, PwC were the panelists.

Technical Session IV – Important Issues in GST by CA S Venkataramani, Bengaluru

Technical Session V – Reform, Perform, & Transform : The Mantra to resurgent Economics by Shri Shankar Sharma, Vice Chairman & Joint MD, First Global, Mumbai

The programme concluded with a skit on “Saheed Bhagat Singh” presented by CA Vivek Jalan.

v) CA Day – Chartered Accountants Day was celebrated on 1st July 2017 with hoisting of the Institute’s Flag by CA Manish Goyal, the then Chairman of EIRC at the ICAI, EIRC Premises at Russell Street. A number of activities was organised on that day which included Swacchh Bharat Abhiyan, Tree Plantation drive at Purulia, Adoption of rag pickers home, Felicitation and Honouring of Past Chairmen of EIRC, a lecture on the importance of Cleanliness, Dental & Oral Health Check up. S Vaidyanath Aiyar Memorial Lecture by CA Somobrata Dutta, Past Chairman, EIRC. A programme on GST was also held on this day with eminent speaker like CA Sandesh Mundra. A panel discussion on the

Impact of GST was held which was moderated by CA Dilip B Desai and included panelists like Shri Sanjay Agarwal, MD, Century Ply, Shri Khalid Aizaz Anwar, Sr. Jt. Commissioner, Dept. of Commercial Taxes, Govt. of WB, Shri Atul Tantia, ED, GPT Infraprojects Ltd.. The Chief Guest of the evening was Shri Babul Supriyo, Union Minister of State of Heavy Industries & Public Enterprises, Govt. of India. The Chief Guest of the day’s programme was Shri James Khujur, Hon’ble Minister of Tribal Development, Govt. of WB. The Chief Guest of the evening programme was Shri Babul Supriyo, Hon’ble Union Minister of State of Heavy Industries & Public Enterprises, Govt. of India.

vi) Independence Day Celebration by Hoisting of the National Flag at the Institute’s Premises at ICAI, EIRC Premises at Russell Street, Kolkata.

viii) Seminar on Women EmpowermentSeminar on Women Empowerment took place on 8th March 2018. The Chief Guest was Smt. Samapti Chatterjee, Hon’ble Justice, Calcutta High Court. Ms. Ranu Ganguly Chief Manager, Allahabad Bank was the Guest of Honour. There was a panel discussion on Work Life Balance with panelist like Ms. Vibha Agarwal, Vice President, SREI, CA Shivani Shah, CA Veena Hingarh, Ms. Sheetal Dugar, President, JIWO, Ms. Dolly Nandy, CA Sheela Agarwal, representative AWGP x) S Vaidyanath Aiyar Memorial Lecture EIRC organised S Vaidyanath Aiyar Memorial Lecture on 1st July 2017 at EIRC Premises. The speaker was CA Somobrata Dutta, Past Chairman, EIRC.

xi) CA P M Narielvala Memorial Lecture CA P M Narielvala Memorial Lecture on the topic “Attitude – The master Key to Success and Happiness” was organised on 15th August 2017. The speaker was Swami Sadhu Gnanvatsal Das.

xii) Seminar on “Insolvency & Bankruptcy Code – Professional Opportunities’’ was organized on 18th August 2017. Since Insolvency & Bankruptcy is one of the major fields which holds great potential for the CAs to deliver their adeptness. The speaker was CA Nirupam Haldar, Past Chairman, EIRC and CA Subodh Kumar Agarwal, Past President, ICAI.

xiii) Seminar on “Issues in Filing on GST R-3-B & Others’’ - one of the most prominent topics now-a-days , was organized on 23rd August 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. The speaker was CA Dipankar Manumder.

xiv) Seminar on “Whistle Blower & Corporate Financial Concern – Reporting & Investigations’’ was organized on 25th August 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. It was a 3-session programme. In the first session, CA (Dr.) Debashis Mitra, CCM, ICAI, discussed Recent

Changes in Financial Reporting Relating to Companies. Session II was on Whistle Blower, Meaning, Types & description. CA Arif Ahmed discussed on this. CA Arijit Roy, Director, Protiviti Global, discussed on Implementation of Post Whistle Blowing in the Session III.

xv) A Seminar on MSME – Opportunities for CAs was held on 31st August 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. Mr. R. K. Middya, Jt. Director of MSME, Govt. of West Bengal spoke on the topic.

xvi) Interactive Session on E-filing of GST Returns and other compliances – one of the most sought after issues by the professionals – was held on 1st September 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Gagan Kedia was the speaker on the day.

xvii) A Seminar on Issues in Tax Audit and Impact of IND-AS on MAT was organized on 6th September 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. The speaker was CA Vivek Agarwal and CA Sanjay Bhattacharjee.

xviii) 3-day Workshop on GST was organized on GST from 7th September 2017-9th September 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA T. B. Chatterjee discussed on Reverse Charge & Common Issues in GST Implementation while CA Vivek Jalan – the co-speaker of CA Chatterjee deliberated on Invoice, Way Bills & Books of Accounts. On 8th September 2017, CA Shivani Shah and CA Vikash Pararkh were the speakers. CA Shah lectured on Registration & Works Contract. CA Parakh explained important issues on Input Tax Credit & Job Work. On 9th September CA Rip Das and CA Gagan Kedia spoke. CA Das explained Practical Issues in Amendments, Return Filings and other transitional issues from VAT to GST. CA Kedia elucidated Exemption of Services from GST & its recent notifications.

xviv) Seminar on ROC Filing and Secretarial & Corporate Law Compliances was held on 18th September 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. The speakers were CA munmi Phukan and CA Pammy Jaiswal.

xx) Seminar on MS-Excel PPT Training for CAs was arranged on 25th September 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. The speaker was CA Sanjib Sanghi, Treasure, EIRC and CA Vivek Agarwal.

xxi) A seminar on Strike Off of Companies & Its Restoration took place on 10th October 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street wiith CA Vinod Kothari deliberated on the topic.

xxii) 3-day GST Workshop from 11th October 2017 to 13th October 2017 was held at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Aditya Dhanuka – the speaker on the 1st day – deliberated on Issues in GST & Reverse Charge Mechanism. On 12th October 2017, it was CA P. D. Rungta, Past Chairman, EIRC, whose topic was Practical Aspects of Filing GST

Transition Forms & Returns alongwith Accounting Entries. CA Jayesh Gogri spoke on 13th October 2017. His topic was GST Issues in Real Estate Sector.

xxiii) There was a seminar on 14th October 2017 at Hotel The Park. The theme of the seminar was Empowering CAs to meet challenges of Digital Transformation.

xxiv) Lecture Meeting on Companies Amendment Bill, 2017 was organized on 3rd November 2017 at R. Singhi Hall (EIRC Auditorium), 2017. CA Pammy Jaiwal and Ms. Mumi Phukan were the speakers.

xxv) Seminar on Impact on GST on Charitable Trusts & NPOs was organized on 10th November 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Pulak Saha was the person who deliberated on the topic.

Xxvi) An Interactive Session on Search & Seizure Under Income Tax was held on 13th November 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. Ms. S. K. Dash, Director General of Income Tax(INV), Mr. Praveen Kumar, Principal Director of Income Tax (INV) and CA Jinesh Vanzara were the speakers.

xxvii) A Programme on Auditing with the theme being Challenges faced by SMPs in Audit was conducted on 25th November 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. The entire programme was segmented in 3 Technical Session. CA Deepa Agarwal spoke on Reporting Standards vis-à-vis Revised Reporting Standards in Technical Session I. CA Shyamlal Agarwal, Chairman, AASB, deliberated on Certificate by Practitioners – Guidance & Issues for SMPs. Technical Session III was a Panel Discussion on Audit by SMP – Various Issues & Clarifications. Panelists were CA Shyam Lal Agarwal, Chairman, AASB, ICAI, CA Deepa Agarwal, CA Ranjeet Kumar Agarwal, CCM, ICAI, CA Sushil Kumar Goyal, CCM, ICAI, CA (Dr.) Debashis Mitra, CCM, ICAI & CA Manish Goyal, the then Chairman, EIRC.

xxviii) Seminar on Concurrent Audit in CBS Environment was organized on 2nd December 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. Mr. K. G. Nandgopal was the speaker.

xxix) Seminar on Data Analytics for CAs was held on 3rd December 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Rishab Pugalia was the speaker on the seminar.

xxx) Seminar on Insurance Audit & Opportunities in Insurance Sector was arranged 6th December 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Rakesh Agarwal and CA R C Guria spoke on the topic.

xxxi) A Two-day National Conference was held on 29th & 30th December 2017 at R. Singhi Hall (EIRC Auditorium), Russell Street. It was organized by Capacity Building for Members in Practice, ICAI. CA Ranjeet Kumar Agarwal, Member, CCBMP, ICAI was the speaker of Technical Session I. He deliberated

on Insolvency & Bankruptcy Code. CA Manoj Tiwari spoke in the Technical Session II. His topic was 11UA, 11UAA, 56(2) X & 115BBE. CA Sushil Kr. Goyal, CCM, ICAI, discussed on Critical Issues in GST.

xxxii) Seminar on Important Provisions under Companies Act 2013 & its Amendments was organized on 12th January 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. The speaker was CA Manoj Banthia.

xxxiii) Seminar on GST – Critical Issues was held on 16th January 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Suraj Goyal – the first speaker of the seminar – spoke on Place of Supply & Other Critical Issues on GST. CA Abhishek Tibrewal – The second speaker – deliberated on Exports (Special Focus on Refund), Real Estate & Restaurant Issues.

xxxiv) Seminar on GST Way Forward was organized on 27th January 2018 at R. Singhi Hall, (EIRC Auditorium), Russell Street. Special address was given by CA (Dr.) Debashis Mitra, CCM, ICAI & CA Ranjeet Kumar Agarwal, CCM, ICAI. CA Madhukar N Hiregange , Chairman, IDTC, ICAI & CCM, ICAI deliberated on GST Way Forward – Opportunities & Challenges for Industry / Trade & Professionals.

xxxv) Seminar on Union Budget 2018 was organized on 4th February 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. The seminar was divided into two Knowledge Session. In the first session, Key Note Address was given by CA (Dr.) Debashis Mitra, CCM, ICAI & CA Ranjeet Kumar Agarwal, CCM, ICAI. CA (Dr.) Girish Ahuja from Delhi deliberated on Direct Tax Proposals in Finance Bill 2018. Sh. Sohan Chowdhury, Manager, Pantomath Capital Advisors from Mumbai deliberated on Platform for Wealth Creation & Growth Capital – SME Capital Market. In the second session, Key Note Address was given by CA Sushil Kr. Goyal, CCM, ICAI. CA Sunil Gabbawala from Mumbai deliberated on Impact of Budget in Indirect Tax and GST.

xxxvi) Seminar on E-Way Bill – Provisions under GST & Latest Amendments in GST on 7th February 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA P D Rungta, Past Chairman, EIRC & CA Nisha Kulthia were the speakers who deliberated on E-Way Bill – Provisions under GST & Latest Amendments in GST.

xxxvii) Refresher Course on IND-AS was organized from 9th February 2018 to 20th February 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. Considering the need for understanding changes and new introductions in this field, it was done so. On 9th February 2018, CA Manoj Fadnis, Past President, ICAI, spoke on Framework, IND-AS 1, 7 & 33. CA (Dr.) A Mukhopadhyay, CA Veena Hingarh &

CA Arif Ahmed – speakers on 10th February 2018 were the speakers on 10th February 2018 – who spoke on IND AS 113 (Fair Value), IND-AS 2, 16, 36, 40, 20, 23, 17. On 12th February 2018, it was CA Yagnesh Desai who spoke on IND-AS 105 & 102. Again on 13th February 2018, CA Desai was the speaker deliberating on Consolidation 110 , 111 & 112. His co-speaker on 13th was CA Vivek Agarwal, who spoke on IND-AS 115 Revenue. CA Sanjay Agarwal – the speaker on 14th February 2018 – delivered on IND-AS 12 Income Tax, 108. CA Subodh Agrawal, Past President, ICAI was the speaker on 15th February 2018 , told on IND-AS 8 , 10, 17, 37 & 38. CA (Dr.) Debashis Mitra, CCM-ICAI, deliberated on IND-AS 21 & 19 on 16th February 2018. CA Anand Banka , a speaker from Pune, spoke on IND-AS 32,107,109 & Impact on Banking Industry on 17th February 2018. Dr. Amitav Mukhopadhyay spoke on First Time Adoption, Analysis of Annual Reports spoke on 19th February 2018. CA Kamal Agrawal & CA Ankush Kumar – the two speakers on 20th February 2018 – lectured on Business Combination 103, 27 & 28.

xxxvii) A Full day Conference on Information Technology organized at Hotel The Park on 17th February 2018. Committee of Information Technology , ICAI had organized the said conference. Theme of the Conference was ABCDs of Technology for Chartered Accountants – A for Artificial Intelligence , B for Block Chain & Crypto , C For Cyber Threats & Security and D For Data Analysis. CA Anil S Bhandari, CCM, ICAI deliberated on A for Artificial Intelligence – How can Artificial Intelligence play a major role for Chartered Accountants. CA Anand Jangid, speaker from Bengaluru, lectured on B For Black Chain & Crypto Currency – Concept & Opportunities for Chartered Accountants in Block Chain & Crypto Currencies. In the third session, CA Rajiv Gupta from Bengaluru, discussed on C – For Cyber Threats and Data Security – How to protect confidential Data and Information. Fourth Session speaker was CA Risabh Pugalia from Mumbai. He lectured on D For Data Analytics – Opportunities in Data Analytics.

xxxix) A 4-day workshop on GST was organized on 6th March , 7th March 2018 , 9th March 2018 & 12th March 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. On 6th March, CA Jayesh Gupta spoke on International Trade and GST Integration with customs. CA Jatin Christopher deliberated on Place of Supply in case of Goods & Services. Section 10 , 11 & 13 of IGST Act on 6th March 2018. CA Jayesh Gogri – speaker on 7th March 2018 – lectured on E-Way Bill and Refund. CA Amit Jain was the speaker on 12th March 2018. His topic was Input Tax Credit (eligibility, negative list, reversal).

xxxx) Seminar on Women empowerment was organized at R. Singhi Hall (EIRC Auditorium) on the occasion of World Women’s Day on 8th March 2018. CA Sonu Jain, the first woman chairperson of EIRC, gave her welcome speech in the gathering. Smt. Samapti Chatterjee, Hon’ble Justice, Calcutta High Court, graced the gathering as the Chief Guest and gave a memorable speech on the specialty of women and woman empowerment. Ms. Ranu Ganguly, Chief Manager, Allahabd Bank, graced the occasion as the Guest of

Honour. She also delivered well. In the second session, there was Panel Discussion on Work Life Balance. CA Sonu Jain, Chairperson, EIRC, moderated the discussion with Ms. Vibha Agarwal, Vice President, SREI, CA Shivani Shah, CA Veena Hingarh, Ms. Sheetal Dugar, President, JIWO, Ms. Dolly Nandy, CA Sheela Agarwal, Representative, AWGP were the panelists.

xxxxi) A 4-day Workshop was organized on 14th March , 15th March , 16th March and 19th March 2018 at R. Singhi Hall (EIRC Auditorium), Russell Street. CA Subodh Kumar Agrawal, Past President, ICAI, was the speaker on 14th March 2018. He lectured on Non Corporate (79-187) and Four Pillars and Misc (188-255) (including Reg and Rules). CA Nitesh Kumar More, Treasurer, EIRC, spoke on CIRP on 15th March 2018 while CA Ram Ratan Modi, co-speaker of CA More , delivered on Liquidation (liquidation Regulation). On 16th March 2018, CA Nitesh Kumar More, Treasurer, EIRC , lectured on CIRP Regulations. CA R R Modi, his co-speaker, discussed on Case Law and CA Vasudeo Agarwal discussed on Case Study. CA Ram Ratan Modi – first speaker on 19th March 2018 – delivered on other acts. CA Subodh Kumar Agrawal, Past President, ICAI, discussed on Uncovered Portion of four pillars of 14th March.

CA (Dr.) Debashis Mitra, CCM, ICAI , CA Ranjeet Kumar Agarwal, CCM, ICAI and CA Sushil Kumar Goyal, CCM, ICAI gave their special addresses. Shri Pawan Kumar Bajaj, Chief Executive Officer, United Bank of India, was invited as the Chief Guest of the Seminar. The main programme was divided into two knowledge session with A Panel Discussion to follow the former. In knowledge session I, CA Sonu Jain, Chairperson, EIRC, gave her speech on Overview of Bank Audit whiel CA T G Sukumaran lectured on LFAR Norms and LFAR for Branch Statutory Audit. CA K G Nandagopal, speaker of the second knowledge session – deliberated on Audit Under CBS Environment. In the panel discussion, CA Sonu Jain, Chairperson, EIRC, briefed about the panel discussion. Moderation was done by CA Dipankar Chatterji, Past CCM, ICAI. Address was given by CA Santanu Ghosh. CA Tanmay Chatterjee, General Manager (Finance), IOCL also addressed the gathering.

6. Cultural & Other Activities

Bijaya Diwali Get Together Bijaya Diwali Get Together – a progamme of light and sound , colors and music – a sign of Indian heritage of togetherness – was organized on 22nd October 2017. CAs and their families , students and staffs wholeheartedly participated in the program.

World Yoga Day – World Yoga Day was organized at Hotel Barsana , Topsia Road , Kolkata on 21st June 2017. It was divided into four sessions. In the first session, CA Ritika Agarwal , a professional yoga teacher , was invited and

under her moderation, a quiz contest as well as a Q&A session on Yoga and Healthy living was conducted. In the second session, Live address by Mr. Narendra Modi, Hon’ble Prime Minister was shown followed by the address by CA Nilesh S Vikamsey, President, ICAI at ICAI TV. In the third session, CA Ritika Agarwal deliberated on Benefits and importance of yoga and exhibited some demonstrations on it. Ms. Heena was the speaker in Session four , who spoke on Benefits and Importance of Living Happy.

EIRC Awards 2017 – EIRC Awards was organised on 24th February 2018 at Ordnance Club with a Musical extravaganza by Sufi Group from Kolkata – the City of Joy. It was a memorable evening wherein awards were given for their performance to Branches , Students Association. Details Given.

Green Initiative – EIRC in its initiative to save the environment will not be circulating print copies of its Annual Reports and Accounts to its members but instead will make the same available in its website (www.eirc-icai.org). EIRC appealed to all its members to opt for E-Newsletter going by the above initiative and has also reduced the number of pages in its print copies to 12 as per the guidelines of ICAI with effect from 1st June 2016. With huge demand of hard copies by the Sr. members, EIRC has introduced circulation of hard copies to members aged 60 yrs. and above and to addresses of all firms. Further, EIRC is encouraging all its members and students to do all communication through e-mail so that this Green Initiative may get a genuine booster.

7. Enhancing capacity of the Profession and PR activities

Eastern India Regional Council has taken various steps for enhancing the capacity of the profession.

EIRC has organized various Workshop for educating the members to enhance their capacity as professionals and also providing them an opportunity of one to one interaction.

For the benefit of fraternity at large who otherwise could not attend the programme and also for the members residing in other cities of region the deliberations of the Speakers were recorded and uploaded on the EIRC Website.

The National Convention for CA Students at Kolkata was held on 14th & 15th

July, 2017 at Kalamandir Auditorium, Kolkata. The theme of the Conference was “Nurturing Values & Integrity – Attaining Excellence in Professional Pursuits”.

The two day event was inaugurated CA Subodh Kumar Agrawal, Past President, ICAI and other Central Council Members and Regional Council Members. A motivational session was conducted by Ashray Gouranga Das, Head of Education Services, ISKON. About 1000 students attended the programme.
