President’s Report

Lambton College had much to celebrate in 2016-17!

Fifty years ago, on November 15, 1966, Lambton College opened its doors as the second community

college chartered in Ontario. On November 15, 2016, I had the privilege of cutting a 50th Anniversary

cake in honour of this milestone in the history of the College. Recognition of the fiftieth anniversary of

the Ontario College system will take place across the Province throughout 2017. Lambton College is

planning its own celebration, to thank the communities of Lambton County and the City of Sarnia for 50

years of outstanding support. The success of Lambton College would not have occurred without the

continued commitment of the many public and private partners that have loyally supported this

institution over five decades.

One significant success in 2016-17 was the naming of Lambton College as number three in Canada

among research colleges and number one in Ontario, as reported by Research InfoSource. In the past

year the College received both national and international research awards. Lambton’s Applied

Research & Innovation portfolio grew significantly, with the award of numerous multi-million dollar

grants for research work in the areas of energy and bio-industrial technologies. These projects provided

students and graduates with excellent experiential learning and employment opportunities, while

supporting the economic development goals of the region. Major capital projects are transforming the

campus for our next fifty years. Early in 2016-17 the College broke ground on its largest capital

expansion and renewal initiative since the construction of the current campus. Development of the

NOVA Chemicals Health & Research Centre and the Athletics & Fitness Complex was well underway by

year’s end. Scheduled for completion in the fall of 2018, these two facilities will greatly enhance

academics, research and student life at Lambton College for generations to come. The support of the

Federal and Provincial governments, the County of Lambton, NOVA Chemicals and the Lambton College

Student Administration Council, along with the generosity of local municipalities and loyal donors are

enabling construction of these signature buildings. Volunteers associated with The Lambton College

Foundation are working tirelessly to raise the required remaining funds. I would like to thank each and

every one of our generous donors and dedicated volunteers for their commitment to quality education

and their belief in the future of Lambton College.

A second major renovation and expansion project also commenced in the past year. Through funding

from the Federal Strategic Investment Fund, with support from the Province, Lambton College is

redeveloping and expanding its technology labs to create the Centre of Excellence in Bio-Industrial

Technologies. This project will co-locate research and academic laboratories, providing greater synergy

and opportunity for inter-professional learning and research. This exciting project will be completed by

spring 2018.

International education played an increasingly important role in Lambton’s success. International

students studying at the Lambton College campus in Sarnia added significantly to the cultural diversity

of the College and enriched the community. A new curriculum license agreement was signed between

Lambton College and Queen’s College in Mississauga, commencing in 2016-17.

Lambton students again displayed a strong sense of social justice, donating countless hours to

community service both at home and abroad. Lambton student-athletes earned accolades for

achievement on the field of play, while students played a positive role in supporting peers and educating

high school seniors regarding issues related to mental health and the stresses of college life.

As we look forward to officially celebrating Lambton College’s 50th Anniversary with our community in

the coming year, we look back with pride on all that has been accomplished over five decades. Lambton

College has been an important resource to tens of thousands of students and, and continues to be a

valued contributor to the community and the Province. We are excited to see what the next half-

century will bring!

Lambton College continued its significant participation in the development of online courses that are

available to all Ontario Colleges, through an award of $900,000 from the Shared Online Course Fund.

Lambton will develop twelve new online courses to be offered through the ONLearn platform through

its expanded in-house design centre which focuses on development of online material.

The College partnered with Bruce Power to train qualified graduates for the nuclear industry. Graduates

of Lambton’s Chemical Production & Power Engineering Technology, Instrumentation & Control

Engineering Technology, and Millwright Mechanical Technician programs are eligible to receive

certification under the Nuclear Uniform Curriculum Program, a standardized certificate program

developed to help ensure potential nuclear plant workers study an industry-approved curriculum.

A week of preparation for examination was added at the completion of advanced level training for most

apprenticeship programs, to help students to be successful on the Certificate of Qualification (CofQ)

credential exams.

International education activity expanded with addition of a new licensee agreement with Queen’s

College in Mississauga. This licensee is the second institution with which Lambton has a curriculum

delivery contract in the GTA, and joins long-standing licensee agreements between Lambton and two

major universities for delivery of Lambton College programs in China.

The Lambton College skilled trades demonstration trailer, refurbished to include welding simulation

units and eSport computer stations funded through a generous donation from Shell Canada, welcomed

grade school students at three local Indigenous communities.

The Fire Service Women Ontario (FSWO) held their annual conference at Lambton’s Fire and Public

Safety Centre of Excellence, with participants from North America’s fire service industry participating in

a variety of diversity and leadership workshops, with a focus on creating opportunities to more

effectively integrate women into a male-dominated industry.

Lambton College partnered with Bioindustrial Innovation Canada (BIC), Sarnia-Lambton Economic

Partnership (SLEP), and Sarnia-Lambton Industrial Alliance (SLIA) to offer the Sarnia Youth Skills

Connection (YSC) program to bridge the gap between current skills of youth and skills needed by

industry.

Faculty again earned recognition for excellence. Associate professor Mike Bechard, an instructor with

the College’s Information Technology Professional program, earned the Cisco Networking Academy’s

Rising Star award as one of the top professors in the region. David Chidley, a professor in the Digital

Photography program and a photographer with the Canadian Press, was awarded the National

Newspaper Award (NNA) in the News Photo category.

The national Big Brothers and Big Sisters of Canada Post-Secondary Partnership Award was presented to

Lambton College in recognition of the long-standing affiliation between the College’s Child & Youth Care

and Social Service Worker programs and the local Big Brothers/Big Sisters chapter.

College Ready 2016, an initiative aimed at easing the transition to college of potential students who may

face certain obstacles in their educational path, was offered to Indigenous and First Generation

students.

Students

The Lambton College Student Administration Council (SAC) and Lambton College made history with the

signing of an agreement to help fund the College’s new Athletics & Fitness Centre. SAC provided a most

generous $2,000,000 cash donation and committed future student Building Fee revenue to help finance

construction, making the long-awaited project possible.

Planning for an exciting new activity for students commenced with the announcement of the new

Lambton Lions varsity eSports team, which will compete with other post-secondary eSports teams

across North America in the Collegiate Starleague.

The Lambton College Women's Firefighter Combat Team continued to excel, earning a world

championship title at the 25th Annual Scott Firefighter Combat World Challenge in Montgomery,

Alabama. The team took gold in the Women's Tandem event and bronze in Women's Relay. Fire Science

Technology recent grad Ian VanReenen broke his own world record at the Fire Fit National

Championships in Spruce Meadows, Alberta, completing the gruelling course in a time of 1 minute, 11.7

seconds.

The men’s varsity basketball team continued to win accolades. In April, 2016, Mike Lucier, the all-time

scoring leader in Lambton College varsity men’s basketball history, was named Ontario Colleges Athletic

Association (OCAA) Defensive Player of the Year and Western Division All-Star for 2015-16, his final

season. Following graduation, Mr. Lucier signed to play professionally in Germany, the first Lambton

grad to turn pro. In January 2017, guard Branden Padgett scored his 1,000th career point, just the fourth

Lion in history to achieve this goal

Students in the College’s Police Foundations and the Protection, Security & Investigation programs faced

off against members of the Ontario Provincial Police (OPP) in a charity hockey game to raise funds for

youth homelessness.

Students and faculty from the School of Health & Community Services and other student groups

participated in a Sleep Out Challenge to raise awareness and funds to help end youth homelessness in

Canada.

Skilled trades’ students in the Construction Techniques, Renovation Technician and Carpentry

apprenticeship programs participated in the rebuilding of an historic Carriage House in a popular local

park as part of a 50th Anniversary project.

Lambton College hosted its 10th annual Empty Bowls fundraiser to help end hunger in the Sarnia-

Lambton community. More than 400 bowls were handcrafted for the event in the College’s on-site

pottery studio by Lambton College students and staff, and members of the Sarnia-Lambton Potters Guild

to support the Inn of the Good Shepherd and Lambton College.

Lambton’s award winning Enactus group claimed titles at the 2017 Enactus Canada Regional Exposition.

Competing against 28 Enactus teams from universities and colleges throughout central Canada, Lambton

students were named regional champions in the TD Entrepreneurship Challenge, the Scotiabank

EcoLiving Green Challenge and the Capital One Financial Education Challenge.

The Let’s Face It Lambton College student group had a significant impact both on campus and in

the community. The group assisted fellow students through events such as 21 Days of Orientation at the

start of fall semester, and provided year-long, front-line peer support to help students deal with stress.

An Outreach team visited over 1,500 high school seniors in Lambton and Chatham Kent counties as part

of a research project to help students deal with stress related to the transition to the post-secondary

world.

Through SAC, the student body supported a range of community projects from Shinerama to Goodwill

and the local RAIL advocacy committee. SAC representatives were active on a myriad of College

committees, with a notable contribution to planning for the College’s 50th anniversary. SAC partnered

with the College to present the first annual “Student Appreciation” week of activities prior to final

exams.

Research

Lambton College solidified its position as a national leader in applied research. In 2016 Lambton was

ranked 3rd among the 50 Top Research Colleges in Canada, and 1st among Ontario’s research colleges,

according to Research InfoSource Inc. The College recorded a 32.7 per cent increase in research

revenue over the previous year, and ranked first in Canada for the number of paid research students at

a medium-sized college.

Recognition of the growth and success of Applied Research at Lambton College continued, with Lambton

receiving the national gold award for Innovation in Applied Research Excellence from Colleges and

Institutes Canada (CICan), This prestigious award is measured against criteria such as institutional

commitment and the impact of the College’s research activity on small and medium-sized enterprises,

the local community, the province, and students enrolled at the institution. Lambton College Applied

Research & Innovation also received an Outstanding Business Achievement Award presented by the

Sarnia Lambton Chamber of Commerce in the Innovation category, recognizing significant achievement

in business through the use or development of technology and innovative business management

practices.

Lambton College’s Applied Research & Innovation department teamed with WORLDiscoveries as

represented by Western University through an agreement that enables the two institutions to

collaborate on technology transfer, business development and on intellectual property management

opportunities for the purpose of intellectual property protection, revenue expansion, and job creation.

Community outreach continued as Lambton College’s Bluewater Technology Access Centre (BTAC), in

collaboration with Sarnia-Lambton Economic Partnership (SLEP), The Sarnia-Lambton Industrial

Alliance (SLIA) and the Western Sarnia-Lambton Research Park presented a Manufacturing Summit

focused on growth and competitiveness in a global environment.

The College was honoured at an event in Vitória, Brazil, receiving two World Federation of Colleges and

Polytechnics (WFCP) International Awards of Excellence in the areas of Applied Research and

Entrepreneurship. Lambton College was awarded the silver medal in Applied Research for

demonstrating excellence in addressing real-world challenges through applied research, and the bronze

medal in Entrepreneurship implementing innovative entrepreneurial activities on an international scale

through Enactus Lambton’s One Seed Project.

The College received two separate grants of $2.3 Million from the NSERC Innovation Enhancement fund

to establish the Bio-industrial Process Research Centre (BPRC) and the Lambton Energy Research Centre

(LERC). The BPRC provides bio-industrial industry partners with the ability to conduct applied research

in various areas, as well as services to test and commercialize bio-technologies and products. The LERC

builds upon the College’s expertise in the area of green energy, further enhancing Lambton’s capacity to

support development of energy-related technologies, advanced research, development and

commercialization of renewable energy conversion, storage, and management technologies. Both

centres will support regional economic strategies to build two industrial clusters: the Sarnia-Lambton

Biohybrid Chemistry Cluster and the Sarnia-Lambton Sustainable Energy Cluster.

The LERC was featured in Green Energy Doors Open 2016, a national event hosted by the Ontario

Sustainable Energy Association showcasing green energy initiatives occurring in the community. The

Centre’s Sustainable Smart House, an educational facility featuring sustainable and green technologies

including wind turbine, photovoltaic, geothermal, hydrogen generation, fuel cells, and solar thermal

energy as well as partner-led research in renewable energy conversion and storage, energy

management and optimization, was open to the community.

The College also received $1.7 million through the Canada Foundation for Innovation (CFI) and Ontario

Research Fund (ORF) to establish the Centre for Industrial Material Development (CIMD). The funding

supported acquisition of equipment for applied research activities in the area of advanced material

development. With state-of-practice material processing and testing facilities, the CIMD will operate as a

regional hub for industrial material development projects while providing services to industry to

improve, develop, test, and commercialize new materials and products.

Quality

The Program Quality Assurance process provided quality oversight of academic activity at Lambton

College.

During 2016-17, Triennial Program Quality Assurance Self-Reviews were undertaken by seven programs.

The QA office oversaw completion of eight extensive, third-party Comprehensive Program Reviews

which are completed on every post-secondary program every six years. One-year follow-up reports on

previously completed Comprehensive Program Reviews of eight programs were reviewed by the College

QA Council, with an additional report on one program in-progress at year-end. Virtually all resulting

recommendations for improvement to the programs had been implemented or were in the process of

being implemented.

Quality of Lambton College programs delivered through licensee agreements, at locations domestic and

international, was overseen by the Lambton College Quality Assurance department.

The Lambton College Research Ethics Board had a busy year, conducting delegated reviews of 16

proposals, of which 14 projects were approved. Development of an online REB application is planned.

Facilities and Infrastructure

The College embarked on the largest campus renewal initiative in Lambton’s history during 2016-17.

With funding through the Build Canada-Small Communities Fund and generous business, industry and

municipal donors, construction commenced on a 100,000 sq. ft. addition to the main campus building,

following a ground-breaking ceremony on June 21, 2016.

The NOVA Chemicals Health & Research Centre will occupy 60,000 sq. ft. of the new facility, featuring

state-of practice laboratories for all health and nursing programs, a number of bright new active

learning classrooms, and additional spaces for meeting and study. The Centre will feature an expansive

atrium, providing much needed social space for students. A large complex will be dedicated to the

College’s Applied Research activities, providing work space for researchers and community partners to

collaborate.

The remaining 40,000 sq. ft. of new construction will house an Athletics & Fitness Complex featuring a

1,240 seat double gymnasium, multiple locker rooms and spacious fitness centre, along with a 125 seat

amphitheatre and additional classrooms. This new facility will add immeasurably to student life at

Lambton College and will be a valued addition to the inventory of athletics facilities in the community of

Sarnia Lambton. Estimated completion of the total $48.2 million project is fall of 2018.

Another major campus renewal project commenced in the spring of 2016 following award of a $5.6

million Federal Post-Secondary Institutions Strategic Investment Fund grant. With $900,000 grant

support from the Province and the balance from College capital reserves, the $13.8 million project

encompasses complete renovation of 34,000 sq. ft. of the College’s technology wing and addition of

7,000 sq. ft. of new construction. The upgraded and expanded Centre of Excellence in Energy & Bio-

Industrial Technologies will bring together state-of-practice academic and research labs in bright, open

facilities that contribute to inter-professional collaboration. The project will accelerate work-integrated

post-secondary programming, applied research, pilot plants, business incubation and start-ups. As a

result, it will advance development and commercialization of next generation bio-based and energy-

related technologies and products. The newly constructed space will also house labs supporting

Lambton’s water and power production programs. This fast-tracked project will be completed by

March 31, 2018.

Significant relocation of staff, students and activities was required to accommodate renovation of the

Centre of Excellence. A seven-room Transitional Classroom building was located on College property to

house teaching activities affected by construction. Temporary renovation of a number of College

spaces was required to accommodate staff displaced by construction. Affected academic labs were

relocated to spaces temporarily created or upgraded to meet academic laboratory requirements.

The College’s main electrical transformer was replaced and upgraded to accommodate the new

construction and increase operational security.

Extensive upgrades to the College’s wireless access system, implemented to keep pace with ever-

increasing demand for bandwidth by faculty and staff participating in the College’s mobile strategy,

resulted in a significant increase in student satisfaction.

The Skilled Trades Training Centre was refurbished, with renovation to common spaces and updates to a

number of shops and classrooms.

The water line extension project at the Fire and Public Safety Centre of Excellence was completed.

Accessibility improvements continued across the campus with numerous barrier-free installations

completed.

The Lambton College Foundation

The Lambton College Foundation “Envision Tomorrow” Capital Campaign, with the help of many

dedicated volunteers, continued to raise funds in support of the $45 million Lambton College Campus

Renewal projects.

Suncor Energy Foundation provided $300,000 in funding for equipment to enhance the educational

experience for students enrolled in the College’s Chemical Production & Power Engineering Technology

(CPET), Power Engineering Technology (PETC), and Instrumentation & Control Engineering Technology

(ICET) programs. State-of-the-art simulators as well as a steam turbine-driven air compressor and Bio-

diesel Trainer, designed in-house, are now available to students. The generous donation also provides

funding for mobile and Bluetooth technologies including control of an Evaporative Crystallization trainer

and additional educational mobile apps.

The Township of St. Clair continued its long-standing and valued support of Lambton College with a

generous donation of $100,000 over 5 years.

A major $75,000 donation from Freedom 55 Financial, a division of London Life Insurance Company, on

behalf of Great-West Life, London Life and Canada Life, was directed to the new Athletics & Fitness

Complex to enhance student life on campus.

The Village of Point Edward approved a generous gift of $50,000 to be received over 5 years.

A number of important gifts-in-kind were donated: Apotex Inc. contributed supplies to the Pharmacy

program; DuraSystems Barriers Inc. provided a transformer burn prop for use in the Pre-Service

Firefighter Education and Training program; and instrumentation and control equipment for the

Instrumentation & Control Engineering Technology, Chemical Production & Power Engineering

Technology, and the Power Engineering Technology programs was provided by Ontario Power

Generation.

The extremely popular Corks, Caps & Cuisine event, in its 12th year, achieved record attendance and

financial support for the Lambton College Scholarship program. Generous donations to new and

existing scholarships allowed the College to bestow a record amount of student financial awards to

students who excel academically.

The Lambton College Alumni Association, in partnership with the Sarnia Sting Junior A hockey club,

supported the Envision Tomorrow campaign through Lambton College Night, with a ceremonial puck-

drop by College President Judith Morris and Foundation Chair Andy Brandt.

Lambton College recorded a surplus of $10,973,052 for the year ended March 31, 2017. Expanding

international student activity and focus on control of costs contributed to this result. Analysis of
