THE LITHUANIAN ASSOCIATION OF REGIONAL WASTE MANAGEMENT CENTRES (RATCA)

The Association of Regional Waste Management Centres of Lithuania (RATCA) was established on 26 October, 2005;

The founders of RATCA are

Šiauliai Regional Waste Management Centre;

Utena Regional Waste Management Centre; Marijampolė Regional Waste Management

Centre; Tauragė Regional Waste Management

Centre;

RATCA

All 10 Centres are the members of the RATCA at present;

Vilnius Regional Waste Management Centre entered the RATCA on 5 May, 2007;

It was the last Centre which became the member of RATCA;

Administration

The head of RATCA is the President; RATCA has the finansier and the secretary; For all of them this work is volunteer work;

The aims of RATCA

To participate in the development of Regional waste management systems in Lithuania;

To initiate the creation of the legislation for the effective working of the regional waste management systems in Lithuania;

To participate in the creation of the legislation in the waste management sphere;

The aims of RATCA

To collaborate in proffesional sphere, interchange of expierence, cooperate recources for implementation collective projects;

To collaborate with similar Lithuanian and foreign associations.

RATCA participated:

In preparing the Law on the Change of the Waste Management Law;

In preparing the National Strategic Waste Management Plan;

In preparing the National Investment Program for the Year 2007-2013;

In preparing the Waste Incineration Feasibility Study;

RATCA participated:

In RECO (Regional Cooperation in Waste Management) project. The participants of this project – Lithuania, Estonia, Latvia, Poland, Finland, Sweden.

Sweden was the main fundator of this project;

Yearly summer sport competition; Participants – teams from every Regional Centre,

Ministry of Environment and Environmental Projects Management Agency;

The aim – encourage cooperation between Regional Centres, exchange of expierence;

WASTE GENERATION IN LITHUANIA

5,7 mln tons per 2006: 4,4 mln tons industrial waste; 0,112 mln tons hazardous waste; 1,3 mln tons municipal waste

(392 kg/person per year); 86% municipal waste were landfilled;

WASTE GENERATION IN LITHUANIA

0,817 mln tons construction and demolition waste per 2006;

0,284 mln tons packaking waste per 2006; 1400 tons medical waste per 2006; 20 000 tons tyres waste per 2006; 22 000 tons electrical and electronic

equipment waste per 2006.

LANDFILLS

4 new regional landfills started operating in Šiauliai, Vilnius, Alytus and Klaipėda in 2007;

11 regional landfills in Lithuania are planned; According to the National Strategic Waste

Management Plan all of old landfills must be closed till 2012.

FEES

Waste management charge is planned be instituted in all regions of Lithuania (except Utena and Marijampolė);

Utena and Marijampolė are planning to work with the landfill fee;

Šiauliai Region is the first region where the waste management charge was instituted;

NATIONAL WASTE LEGISLATION

Environmental Protection Law, passed by the Parliament in 1992 and amended in 1996.

The Law places the main responsibility for environmental protection on the Ministry of Environment.

The Law states that “the functions of other national institutions in environmental protection sector are defined by other laws and statutes of said institutions”.

NATIONAL WASTE LEGISLATION

Waste Management Law was adopted by the Parliament in 1998.

Revised document transposed provisions of Waste and Hazardous Waste Directives and came into force from January 2003.

The Law provides for the basic requirements for waste prevention, recording, collection, storage, transportation, recovery, disposal as well as for the principles of organization and planning of waste management systems.

National Strategic Waste Management Plan

National Strategic Waste Management Plan adopted by a resolution of Lithuanian Government Nr.1224 of October 2007;

The strategic Plan sets a target by the year 2009 to expand public municipal waste management service so it is used by at least 95 ;

National Strategic Waste Management Plan sets targets:

The Plan requires from municipalities to organize collection of secondary resources;

The Plan requires:- to equip 1 containers site for every 600 inhabitants in cities;- to equip 1 containers site for every 800 inhabitants in other towns;- to equip 1 containers site in every small towns, individual homes areas, collective gardens, garages communities.

National Strategic Waste Management Plan sets targets:

To equip 1 Bulky Waste Site for every 50000 inhabitants till 2009.

Biodegradable waste management targets

The Plan establishes targets for reduction of landfilled biodegradable waste, which shall not exceed the following rate of waste landfilled in 2000:- 75 % by 2010;- 50 % by 2013;- 35 % by 2020.

Packaging waste management targets

The Plan sets a targets:- to ensure organizational and technical conditions for collection and processing not exceed 50% of packaging till 2010.- to ensure reusing not exceed 52 % of packaging til 2010.

Packaging waste management targets

Till 2013 to ensure organizational and technical conditions for collection and processing not exceed 55% of packaging by individual materials it comprise for:- Glass – 60%;- Paper and cardboard – 60%;- Plastics – 22,5%;- Metal – 50%;

- Wood – 15%

Electrical and electronic equipment waste (EEW) management targets

Reach better results in collection and reusing of EEW;

To ensure collection of EEW not exceed 4 kg/person per year till 2008.

Plenty of politics and other interests; Uncoordinated legislation base; Lack of finances for projects implementation; Public education and low public

understanding;
