The Lord Promises a Second Time to Restore Israel and Judah

The Lord Reaffirms His Covenant with David, Israel

and Levi Text: Jeremiah 33:1-26, 1. The Lord spoke to Jeremiah a second time while he was still confined in the courtyard of the guardhouse. 2. “I, the Lord, do these things. I, the Lord, form the plan to bring them about. I am known as the Lord. I say to you, 3. ‘Call on me in prayer and I will answer you. I will show you great and mysterious things which you still do not know about.’ 4. For I, the Lord God of Israel, have something more to say about the houses in this city and the royal buildings which have been torn down for defenses against the siege ramps and military incursions of the Babylonians: 5. ‘The defenders of the city will go out and fight with the Babylonians. But they will only fill those houses and buildings with the dead bodies of the people that I will kill in my anger and my wrath. That will happen because I have decided to turn my back on this city on account of the wicked things they have done. 6. But I will most surely heal the wounds of this city and restore it and its people to health. I will show them abundant peace and security.

7. I will restore Judah and Israel and will rebuild them as they were in days of old. 8. I will purify them from all the sin that they committed against me. I will forgive all their sins which they committed in rebelling against me. 9. All the nations will hear about all the good things which I will do to them. This city will bring me fame, honor, and praise before them for the joy that I bring it. The nations will tremble in awe at all the peace and prosperity that I will provide for it.’ 10. “I, the Lord, say: ‘You and your people are saying about this place, “It lies in ruins. There are no people or animals in it.” That is true. The towns of Judah and the streets of Jerusalem will soon be desolate, uninhabited either by people or by animals. But happy sounds will again be heard in these places. 11. Once again there will be sounds of joy and gladness and the glad celebrations of brides and grooms. Once again people will bring their thank offerings to the temple of the Lord and will say, “Give thanks to the Lord who rules over all. For the Lord is good and his unfailing love lasts forever.” For I, the Lord, affirm that I will restore the land to what it was in days of old.’ 12. “I, the Lord who rules over all, say: ‘This place will indeed lie in ruins. There will be no people or animals in it. But there will again be in it and in its towns sheepfolds where shepherds can rest their sheep. 13. I, the Lord, say that shepherds will once again count their sheep as they pass into the fold. They will do this in all the towns in the southern hill country, the western foothills, the southern hill country, the territory of Benjamin, the villages surrounding Jerusalem, and the towns of Judah.’

14. “I, the Lord, affirm: ‘The time will certainly come when I will fulfill my gracious promise concerning the nations of Israel and Judah. 15. In those days and at that time I will raise up for them a righteous descendant of David. “‘He will do what is just and right in the land. 16. Under his rule Judah will enjoy safety and Jerusalem will live in security. At that time Jerusalem will be called “The Lord has provided us with justice.” 17. For I, the Lord, promise: “David will never lack a successor to occupy the throne over the nation of Israel. 18. Nor will the Levitical priests ever lack someone to stand before me and continually offer up burnt offerings, sacrifice cereal offerings, and offer the other sacrifices.”’” 19. The Lord spoke further to Jeremiah. 20. “I, the Lord, make the following promise: ‘I have made a covenant with the day and with the night that they will always come at their proper times. Only if you people could break that covenant 21. could my covenant with my servant David and my covenant with the Levites ever be broken. So David will by all means always have a descendant to occupy his throne as king and the Levites will by all means always have priests who will minister before me. 22. I will make the children who follow one another in the line of my servant David very numerous. I will also make the Levites who minister before me very numerous. I will make them all as numerous as the stars in the sky and as the sands which are on the seashore.’” 23. The Lord spoke still further to Jeremiah. 24. “You have surely noticed what these people are saying, haven’t you? They are saying, ‘The Lord has rejected the two families of Israel and Judah that he

chose.’ So they have little regard that my people will ever again be a nation. 25. But I, the Lord, make the following promise: I have made a covenant governing the coming of day and night. I have established the fixed laws governing heaven and earth. 26. Just as surely as I have done this, so surely will I never reject the descendants of Jacob. Nor will I ever refuse to choose one of my servant David’s descendants to rule over the descendants of Abraham, Isaac, and Jacob. Indeed, I will restore them and show mercy to them.” (NET) Introduction: I. Three aspects of the restoration theme which was begun in chapter 30 continues in this chapter and centers here on, Hamilton wrote,: . . .

A. the restoration of the people to the land (verses 1-8), . . .

B. the restoration of the land to prosperity (verses 9-13), and . . .

C. the restoration of a Davidic king as ruler (verses 14-26).

II. Willis wrote that, based on introductory clauses, six distinct oracles can be identified in chapter 33; viz., . . .

A. Jeremiah 33:1-9, . . .

B. Jeremiah 33:10-11, . . .

C. Jeremiah 33:12-13, . . .

D. Jeremiah 33:14-18, . . .

E. Jeremiah 33:19-22, and . . .

F. Jeremiah 33:23-26. Note: The first three of the above references relate to the land being reinhabited while the last three speak to God’s commitment to his covenant and the royal and priestly houses. (Willis) III. Coffman views the chapter as consisting of the following seven divisions; viz., . . .

A. Jeremiah 33:1-5, . . .

1. The siege of Jerusalem then in progress.

B. Jeremiah 33:6-9, . . .

1. The destruction of Jerusalem and the ensuing captivity will not nullify God’s ultimate forgiveness and blessings.

C. Jeremiah 33:10-11, . . .

1. Future blessings enumerated.

D. Jeremiah 33:12-13, . . .

1. More blessings recounted.

E. Jeremiah 33:14-18, . . .

1. The promise of the Messiah, the Righteous Branch, and, apparently, the restoration of a Davidic monarch upon the earthly throne, and the perpetual restoration of the Levitical priesthood.

F. Jeremiah 33:19-22, and . . .

1. The infinite multiplication of the seed of David and of the Levitical priests.

G. Jeremiah 33:23-26.

1. The perpetual nature of the promise to David and to the patriarchs Abraham, Isaac and Jacob.

IV. The Pulpit Commentary speaks of Jeremiah 33 as a chapter of promises to the people and kingdom in general (verses 4-13) and then to the royal and priestly offices in particular (verses 14-26).

A. Verses 4-13 are an expansion of passages in the preceding prophecy. (See The Pulpit Commentary.)

B. Verses 14-26 contain promises of the perpetual duration of the house of David and of the Levites. (See the Pulpit Commentary.)

Oracle 1: Verses 1-9

Jeremiah 33:1, The Lord spoke to Jeremiah a second time while he was still confined in the courtyard of the guardhouse. (NET) I. The Lord spoke to Jeremiah a second time while he was still confined in the courtyard of the guardhouse.

A. Smith noted that Jeremiah received a second revelation while he was detained in the court of the guard in which the themes of the previous three chapters are reiterated.

1. This revelation can be dated to the eleventh year of the reign of Zedekiah. (Adam Clarke)

1. Jeremiah 32:2, Now at that time, the armies of the king of Babylon were besieging Jerusalem. The prophet Jeremiah was confined in the courtyard of the guardhouse attached to the royal palace of Judah. (NET)

B. This verse dates these events to the time just before the fall of Jerusalem and links this material to the events of the preceding section (Jeremiah 32) and to the events recorded in chapters 37-38. (Willis)

1. Jeremiah 32:2, Now at that time, the armies of the king of Babylon were besieging Jerusalem. The prophet Jeremiah was confined in the courtyard of the guardhouse attached to the royal palace of Judah. (NET)

2. Jeremiah 37:21, Then King Zedekiah ordered that Jeremiah be committed to the courtyard of the guardhouse. He also ordered that a loaf of bread be given to him every day from the baker’s street until all the bread in the city was gone. So Jeremiah was kept in the courtyard of the guardhouse. (NET)

3. Jeremiah 38:13, 28, So they pulled Jeremiah up from the cistern with ropes. Jeremiah, however, still remained confined to the courtyard of the guardhouse. So Jeremiah remained confined in the courtyard of the guardhouse until the day Jerusalem was captured. (NET)

Jeremiah 33:2, “I, the Lord, do these things. I, the Lord, form the plan to bring them about. I am known as the Lord. I say to you, (NET) I. “I, the Lord, do these things. I, the Lord, form the plan to bring them about.

A. “These things”, as used here, Coffman wrote, refers to the destruction of Jerusalem although some commentators see this as a reference to the Creation. B. The Almighty Lord is the one who has formulated and will implement the plans referenced in this chapter.

1. Therefore, full confidence can be placed in what is being said.

II. I am known as the Lord. I say to you, . . .

A. It was Jehovah who would do what he was here promising. (See Clarke.)

B. God’s great purpose is the regeneration of his people. (The Pulpit Commentary)

C. The Pulpit commentary states the meaning of the verse is that Jehovah’s very Name is a pledge of his fidelity to his promises.

1. Jeremiah 32:18, You show unfailing love to thousands. But you also punish children for the sins of their parents. You are the great and powerful God who is known as the Lord who rules over all. (NET)

Jeremiah 33:3, ‘Call on me in prayer and I will answer you. I will show you great and mysterious things which you still do not know about.’ (NET) I. ‘Call on me in prayer and I will answer you.

A. This is quite a change in the Lord’s willingness to hear Judah’s prayers.

1. This was because earlier the people of Judah were living sinfully while here their repentance is anticipated. (See Willis.)

a. Jeremiah 11:14, So, Jeremiah, do not pray for these people. Do not cry out to me or petition me on their behalf. Do not plead with me to save them. For I will not listen to them when they call out to me for help when disaster strikes them.” (NET)

b. Jeremiah 7:16, 23-27, Then the Lord said, “As for you, Jeremiah, do not pray for these people! Do not cry out to me or petition me on their behalf! Do not plead with me to save them, because I will not listen to you. I also explicitly commanded them: “Obey me. If you do, I will be your God and you will be my people. Live exactly the way I tell you and things will go well with you.” But they did not listen to me or pay any attention to me. They followed the stubborn inclinations of their own wicked hearts. They acted worse and worse instead of better. From the time your ancestors departed the land of Egypt until now, I sent my servants the prophets to you again and again, day after day. But your ancestors did not listen to me nor pay attention to me. They became obstinate and were more wicked than even their own forefathers.’” Then the Lord said to me, “When you tell them all this, they will not listen to you. When you call out to them, they will not respond to you. (NET)

B. Only Jehovah knew the future. He, not other gods, could reveal the future and guarantee that what he foretold would definitely occur. (See Clarke.)

II. I will show you great and mysterious things which you still do not know about.’

A. This speaks to the omniscience of God.

B. Great and mysterious things can be described as mighty, secret, inaccessible things. (See The Pulpit Commentary.)

C. God’s ways are totally unfathomable by mortal man, as advanced beyond mortal man as the highest heavens are above the earth.

Jeremiah 33:4, For I, the Lord God of Israel, have something more to say about the houses in this city and the royal buildings which have been torn down for defenses against the siege ramps and military incursions of the Babylonians: (NET) I. For I, the Lord God of Israel, have something more to say about the houses in this city and the royal buildings which have been torn down for defenses against the siege ramps and military incursions of the Babylonians: . . . *

A. *NET footnote: Hebrew – against the siege ramps and against the sword.

B. Smith wrote, “Buildings were being dismantled to secure materials to strengthen the city walls.”

1. The people of Jerusalem did their best to defend the city against the Babylonians, but they could not withstand God’s wrath poured out against Judah’s sins. (See Smith.)

2. The houses in Jerusalem were evidently demolished to provide materials for the erection of mantelets or mounds with which to oppose the invading Babylonians. No doubt the invading Babylonians destroyed any buildings which impeded their advance. (See Coffman.)

a. Jeremiah 32:24, Even now siege ramps have been built up around the city in order to capture it. War, starvation, and disease are sure to make the city fall into the hands of the Babylonians who are attacking it. Lord, you threatened that this would happen. Now you can see that it is already taking place. (NET)

Jeremiah 33:5, ‘The defenders of the city will go out and fight with the Babylonians. But they will only fill those houses and buildings with the dead bodies of the people that I will kill in my anger and my wrath. That will happen because I have decided to turn my back on this city on account of the wicked things they have done. (NET) I. ‘The defenders of the city will go out and fight with the Babylonians.*

B. The people of Jerusalem mounted a monumental defense against the Babylonian attack, but would be defeated, the city destroyed and the people killed, taken captive or left desolate and bewildered.

1. However, the nation would be preserved and a remnant of the exiles returned home. (See Clarke.)

II. But they will only fill those houses and buildings with the dead bodies of the people that I will kill in my anger and my wrath.

A. In the heat of battle, there was no opportunity to bury the dead.

1. Consequently, dead bodies were stored in any available remaining structures.

III. That will happen because I have decided to turn my back on this city on account of the wicked things they have done.*

A. *NET footnote: The translation and meaning of vv. 4-5 are uncertain due to difficult Hebrew syntactical constructions and debate about the text and the meaning of several words; for a summary see the lengthy note in the NET Bible standard edition or online at www.bible.org.

Jeremiah 33:6, But I will most surely heal the wounds of this city and restore it and its people to health. I will show them abundant peace and security. (NET) I. But I will most surely heal the wounds of this city and restore it and its people to health.*

A. *NET footnote: Jerusalem is again personified; compare Jeremiah 30:17, Yes, I will restore you to health. I will heal your wounds. I, the Lord, affirm it! For you have been called an outcast, Zion, whom no one cares for.” (NET)

B. God promised to heal the wounds of Israel and Judah and restore Jerusalem to physical, spiritual, and financial health.

1. Jeremiah 8:22, There is still medicinal ointment available in Gilead! There is still a physician there! Why then have my dear people not been restored to health? (NET)

2. Jeremiah 30:17, Yes, I will restore you to health. I will heal your wounds. I, the Lord, affirm it! For you have been called an outcast, Zion, whom no one cares for.” (NET)

C. Willis noted vivid contrasts in verses 6-9: . . .

1. evil – peace and security, . . .

2. death – healing, . . .

3. tearing down – rebuilding, . . .

4. wickedness – cleansing, and . . .

5. object of ridicule and cursing – renown, joy, praise and honor.

II. I will show them abundant peace and security.

A. Coffman regarded verses 6-9 as being Messianic, referring to the blessings Christ would bring to his followers. B. A wonderful future is promised here for Jerusalem consisting of peace and security, the very opposite of their present horrible distress.

3. Jeremiah 11:20, So I said to the Lord, “O Lord who rules over all, you are a just judge! You examine people’s hearts and minds. I want to see you pay them back for what they have done because I trust you to vindicate my cause.” (NET)

5. Amos 5:24, Justice must flow like torrents of water, righteous actions like a stream that never dries up. (NET)

6. Isaiah 48:18, If only you had obeyed my commandments, prosperity would have flowed to you like a river, deliverance would have come to you like the waves of the sea. (NET)

7. Isaiah 66:12, For this is what the Lord says: “Look, I am ready to extend to her prosperity that will flow like a river, the riches of nations will flow into her like a stream that floods its banks. You will nurse from her breast and be carried at her side; you will play on her knees. (NET)

8. Jeremiah 31:34, “People will no longer need to teach their neighbors and relatives to know me. For all of them, from the least important to the most important, will know me,” says the Lord. “For I will forgive their sin and will no longer call to mind the wrong they have done.” (NET)

Jeremiah 33:7, I will restore Judah and Israel and will rebuild them as they were in days of old. (NET) I. I will restore Judah and Israel and will rebuild them as they were in days of old.

A. All Israelites, north and south, and Gentiles from all nations of the world would become one in Christ and enjoy the Savior’s blessings. (See Coffman.)

1. Jeremiah 29:14, I will make myself available to you,’ says the Lord. ‘Then I will reverse your plight and will regather you from all the nations and all the places where I have exiled you,’ says the Lord. ‘I will bring you back to the place from which I exiled you.’ (NET)

2. Jeremiah 31:14, I will provide the priests with abundant provisions. My people will be filled to the full with the good things I provide.” (NET)

B. Clarke agreed with this understanding of the meaning of this passage writing that this must refer to the latter times because the ten tribes did not return with the Jews at the termination of the seventy years.

Jeremiah 33:8, I will purify them from all the sin that they committed against me. I will forgive all their sins which they committed in rebelling against me. (NET) I. I will purify them from all the sin that they committed against me. I will forgive all their sins which they committed in rebelling against me.

A. NET footnote: Compare: . . .

1. Jeremiah 31:34, “People will no longer need to teach their neighbors and relatives to know me. For all of them, from the least important to the most important, will know me,” says the Lord. “For I will forgive their sin and will no longer call to mind the wrong they have done.” (NET)

2. Ezekiel 36:25, 33, I will sprinkle you with pure water and you will be clean from all your impurities. I will purify you from all your idols. “‘This is what the sovereign Lord says: In the day I cleanse you from all your sins, I will populate the cities and the ruins will be rebuilt. (NET)

B. God would forgive the sins of Israel and Judah upon their repentance.

1. Clarke wrote, “These promises of pardon and holiness must be referring to their state under the Gospel, . . .”

C. Happiness is achieved by a combination of prosperity and purity from sin, not by prosperity alone.

1. Jeremiah 31:34, “People will no longer need to teach their neighbors and relatives to know me. For all of them, from the least important to the most important, will know me,” says the Lord. “For I will forgive their sin and will no longer call to mind the wrong they have done.” (NET)

I. All the nations will hear about all the good things which I will do to them.

A. Hamilton wrote, “Because people will recognize the future prosperity of Jerusalem as coming from Yahweh, they will offer praise and honor before all nations.”

1. Isaiah 62:2, 7, Nations will see your vindication, and all kings your splendor. You will be called by a new name that the Lord himself will give you. Don’t allow him to rest until he reestablishes Jerusalem, until he makes Jerusalem the pride of the earth. (NET) 2. Isaiah 55:13, Evergreens will grow in place of thorn bushes, firs will grow in place of nettles; they will be a monument to the Lord, a permanent reminder that will remain. (NET)

II. This city will bring me fame, honor, and praise before them for the joy that I bring it.

A. Coffman wrote that spiritual rather than literal Jerusalem is the focus of these words.

1. Galatians 4:26, But the Jerusalem above is free, and she is our mother. (NET)

Yet the one these things are spoken about belongs to a different tribe, and no one from that tribe has ever officiated at the altar. For it is clear that our Lord is descended from Judah, yet Moses said nothing about priests in connection with that tribe. And this is even clearer if another priest arises in the likeness of Melchizedek, who has become a priest not by a legal regulation about physical descent but by the power of an indestructible life. For here is the testimony about him: “You are a priest forever in the order of Melchizedek.” On the one hand a former command is set aside because it is weak and useless, for the law made nothing perfect. On the other hand a better hope is introduced, through which we draw near to God. And since this was not done without a sworn affirmation—for the others have become priests without a sworn affirmation, but Jesus did so with a sworn affirmation by the one who said to him, “The Lord has sworn and will not change his mind, ‘You are a priest forever’”— accordingly

Jesus has become the guarantee of a better covenant. And the others who became priests were numerous, because death prevented them from continuing in office, but he holds his priesthood permanently since he lives forever. So he is able to save completely those who come to God through him, because he always lives to intercede for them. For it is indeed fitting for us to have such a high priest: holy, innocent, undefiled, separate from sinners, and exalted above the heavens. He has no need to do every day what those priests do, to offer sacrifices first for their own sins and then for the sins of the people, since he did this in offering himself once for all. For the law appoints as high priests men subject to weakness, but the word of solemn affirmation that came after the law appoints a son made perfect forever. (NET)

Jeremiah 33:19, The Lord spoke further to Jeremiah. (NET) I. The Lord spoke further to Jeremiah, . . .

A. It is not enough to hear and obey part of what God says. We must hear and obey everything God says.

1. We are not allowed to pick and choose which commands we will and will not obey.

2. God has never said, “You may obey any three of the following commands.”

Jeremiah 33:20-21, “I, the Lord, make the following promise: ‘I have made a covenant with the day and with the night that they will always come at their proper times. Only if you people could break that covenant could my covenant with my servant David and my covenant with the Levites ever be broken. A. The Lord, whose word is absolutely dependable, made the following promise.

II. ‘I have made a covenant with the day and with the night that they will always come at their proper times.

A. Royal Davidic descendants and Levitical priests will come onto the scene as regularly as the night follows the day.

III. Only if you people could break that covenant could my covenant with my servant David and my covenant with the Levites ever be broken.

A. God’s Davidic and Levitical covenants were as permanent as the day and night.

1. Jeremiah 31:35-37, The Lord has made a promise to Israel. He promises it as the one who fixed the sun to give light by day and the moon and stars to give light by night. He promises it as the one who stirs up the sea so that its waves roll. He promises it as the one who is known as the Lord who rules over all. The Lord affirms, “The descendants of Israel will not cease forever to be a nation in my sight. That could only happen if the fixed ordering of the heavenly lights were to cease to operate before me.” The Lord says, “I will not reject all the descendants of Israel because of all that they have done. That could only happen if the heavens above could be measured or the foundations of the earth below could all be explored,” says the Lord. (NET)

IV. So David will by all means always have a descendant to occupy his throne as king and the Levites will by all means always have priests who will minister before me.

A. That descendant is Jesus Christ!

1. 2 Samuel 7:12-16, When the time comes for you to die, I will raise up your descendant, one of your own sons, to succeed you, and I will establish his kingdom. Conclusion: I. Willis wrote, “God is a God of love and mercy, of faithfulness and forgiveness, yet he punishes sin.

A. They were then experiencing his wrath and punishment, but the dominant side is the side of his love and mercy.

B. He will demonstrate it (his love and mercy) yet again in the Exile and Return.”

II. In our lives we have experienced both the justice and the love and mercy of the Lord, our God.

A. Romans 11:21-22, For if God did not spare the natural branches, perhaps he will not spare you. Notice therefore the kindness and harshness of God—harshness toward those who have fallen, but God’s kindness toward you, provided you continue in his kindness; otherwise you also will be cut off. (NET)

III. Coffman wrote, “Things looked very dark indeed for Israel at this sad junction in their history. They were about to be deported into a shameful exile in Babylon for a period of seventy years. All of their ancient glory which they remembered from the Solomonic empire had been blotted out forever, and, for many of the people, it seemed like the end of all hope. But God knew what he was doing. Descendants of David would indeed return from the captivity; and, in the fullness of time, Mary the betrothed wife of Joseph, one of the descendants of David through Nathan, would lay the infant Messiah in the Bethlehem manger!”
