The MEDCOM Consortium

Introduction

MEDCOM s.a.l is a member of the MPRC Group, a U.S based company,

which operates in different parts of the world (www.mprc-group.com).

MEDCOM is a building contracting, design, materials and systems

company, which offers turn-key construction services and a diverse line of

products at the international level in general and throughout the Middle East

and Africa in particular. MEDCOM, which is headquartered regionally in

Lebanon and leads a consortium of highly specialized contractors and

multinational manufacturers, has experience that covers the globe.

The MEDCOM consortium members have an annual turnover exceeding

seven billion U.S dollars. The scope of activities of the consortium covers

the construction of all types of buildings for residential, industrial and

commercial purposes. The construction services and technology of the

consortium range from the building of affordable/low cost villas/apartments

to that of medium size and high rise buildings , hotels, hospitals, schools and

shopping centers/malls. Construction can be very rapid and cost effective

with the highest quality. The consortium members includes WAFFLE-

CRETE International, Inc., USA, WESTERN Forms, USA, STEEL

MASTER, USA, UNION METAL USA , SINOLIGHT, China, CNBM

China and CNIC, China.

MEDCOM will utilize its high quality/low cost building systems to

construct the apartment buildings and villas in the shortest possible time.

The building system utilizes the Form technology. MEDCOM s.a.l. receives

technical and material support from its own sister companies in the MPRC

GROUP as well as its J/V partners and associates. Today, MEDCOM s.a.l.

is able to address almost any requirements for the construction projects, as

requested by clients. MEDCOM„s consortium members include the

following:

- WESTERN FORMS, USA is a cast in place concrete homes with reusable

Aluminum Forms for residential and commercial concrete structures,

concrete foundations and cast-in-place concrete walls. Western form is

MEDCOM‟S contracting arm in the construction projects in the Middle East

and Africa.

- CHINA LIGHT INDUSTRIAL CORPORATION FOR FOREIGN ECONOMIC AND

TECHNICAL CORP (referred to as CLETC or Sinolight) represented by Mr.

Yu Hai‟xing (The President of CLETC), Beijing, China. CLETC is

MEDCOM‟S Contracting Arm in the construction projects in the Middle

East and Africa. CLETC works in the design and construction of housing

units of all sizes as well as residential, commercial and services buildings.

- CHINA NATIONAL BUILDING MATERIAL GROUP CORPORATION (referred

to as CNBM), Beijing, China is MEDCOM‟S Contracting Arm in the

construction projects in the Middle East and Africa. It works in the building

materials industry and contracting.

- CHINA NATIONAL TECHNICAL IMPORT & EXPORT CORPORATION

(referred to as CNTIC) is a state-owned foreign trade corporation,

specialized in import and export of technologies and complete sets of

equipment. CNTIC is MEDCOM‟s contracting arm in the construction

projects in the Middle East and Africa.

BUILDING SYSTEM

The Forms system used by MEDCOM is a cast-in place concrete Homes

with Reusable Aluminum forms.

Objective includes:

1. Lightweight / Easy to Use:

The aluminum forming systems are not only the lightest and the strongest in

the world but also the easiest to use. 80% of the world‟s workforces are

unskilled laborers. The setup of our forms requires little training and no

cranes.

2. Safest Housing Structures Worldwide:

The Forms systems create cast-in-place reinforced concrete structures

proven to be the safest, most secure system worldwide.

3. Reduced Construction Costs / Time:

The Forms system reduces time of construction and reduces finishing trades

/ costs to complete projects up to 50% faster than the traditional construction

methods.

The Forms system is complete for exterior walls, interior walls, foundations,

floor slabs, windows, doors, parapets, overhangs / balconies and optional

insulation systems. All system options are “integrated” into one system and

poured “monolithically” in a daily cycle. One can build one house or

apartment per day. This includes walls and ceilings.

cycle one housing unit every day with smaller crews than any other forming

Engineering Process

MEDCOM engineers receive plans from builders & developers.

Plan review meetings are held between MEDCOM engineers and

clients, client engineers, architects and construction managers.

MEDCOM engineering teams create Shell Drawings.

Shell Drawings are CAD drawings of clients‟ concrete structures for

client approval.

MEDCOM engineering teams create Modulations.

Modulations are CAD drawings of forming systems to be used to pour

clients concrete structures.

MEDCOM engineering teams review Modulations with clients

engineering, architects and construction management teams.

Then MEDCOM engineering teams create final Modulations.

CLETC)

CLETC

China Light Industrial Corporation for Foreign Economic and

Technical Corp (referred to as CLETC) represented by Mr. Yu Hai‟xing

(The President of CLETC), at Beijing, China is MEDCOM‟S Contracting

Arm in this and other construction projects in the Middle East and Africa. It

shall undertake this project in its capacity as the contracting arm of

MEDCOM. Engineering and Construction project management will remain

under MEDCOM (see annex 1a and 1b for agreement with Sinolight)

CLETC covers contracting industrial engineering projects, building

housing/mid and high rise buildings, undertaking industrial projects with

Chinese economic aid to foreign countries, importing and exporting

complete sets of equipment and other commodities, organizing exhibitions at

home and abroad, making industrial investments, providing consulting

service, etc.

CLETC, which is government owned, has 11 departments, a few subsidiaries

and several sister and affiliated companies. It operates as the contracting arm

for MEDCOM in the Middle East and Africa under an umbrella agreement

(see annex 1a and 1b).

In addition, CLETC has representative offices or representatives in Mali,

Uganda, Japan, Czech Rep., etc. CLETEC is owned by the Chinese

Government and has its full financial support.

So far, CLETC has signed more than 3,000 contracts with foreign clients,

amounting to a total value exceeding 3 billion US dollars, which is regarded

as a valuable contribution to the promotion of economic and technical co-

operation as well as trade between China and other countries. CLETC is

rated as an AAA category corporation, which has been accredited as a Total

Quality System corporation conforming to ISO 9001:200 Standards

a- Contracting industrial engineering projects

CLETC has undertaken and built over 400 housing and industrial projects in

more than 40 countries in Asia, Africa, Europe and Latin America, including

projects within China using the loans of World Bank, Asian Development

Bank and other international financial institutions. The majority of the

projects have the characteristics of "small and medium size, low investment,

fast recovery". CLETC is now probing into setting up joint venture projects

in developing countries and the primary success has been achieved.

b- Complete sets of equipment exporting and the import/export trade of

other commodities

In respect of importing technology and equipment for domestic industrial

enterprises, over 1,100 contracts have been signed and implemented.

CLETC is also doing its best to penetrate the world market, the equipment

and products have been exported to Asia, Africa, Europe, North America,

Oceania and Latin America. For the promotion of export of complete sets of

mechanical and electronic equipment, single heavy equipment, mechanical

and electronic products of great quantity, CLETC is in a position to apply

for buyer's credit, seller's credit and guarantee of export credits provided by

CNBM (China National Building Material Group Corporation), at

Beijing, China is MEDCOM‟S Contracting Arm in this and other

construction projects in the Middle East and Africa. It shall undertake this

project in its capacity as the contracting arm of MEDCOM. Engineering and

Construction project management will remain under MEDCOM (see

agreement with Genertec, the largest Chinese company and the umbrella

holding corporation for CNBM).

CNBM China National Building Material Group Corporation (CNBM) was

incorporated in 1984 and works in the building materials industry and

contracting.

CNBM has a total assets of 200 billion RMB Yuan and 100 billion RMB

Yuan in bank facilities; a staff of 30 thousands; 200 affiliated companies;

four publicly listed companies in which CNBM has a controlling percentage

of shares; 11 publicly listed companies in which CNBM has a substantial

percentage of shares.

The business scope of CNBM covers all phases of design, contracting,

manufacturing, and sales of new building materials, chemical building

materials, cement, composite materials, glass, etc. This includes the

distribution of building materials, scientific research and design, real estate

development, contracting as well as import and export activities, consulting

service. In many of these fields, CNBM is the leading player.

After 20 years of development, CNBM has grown into becoming the

backbone enterprise for building materials industry and

contracting. During the past decade, CNBM has ranked as a leader among

CHINA NATIONAL TECHNICAL IMPORT & EXPORT

CORPORATION (REFERRED TO AS CNTIC)

CNTIC

China National Technical Import & Export Corporation (referred to as

CNTIC) is MEDCOM‟S Contracting Arm in this and other construction

projects in the Middle East and Africa. It is a state-owned foreign trade

corporation, specialized in import and export of technologies and complete

sets of equipment. CNTCI was incorporated in 1967 and since then it has

concluded 2600 projects with a total contractual value of 60 billion US

dollars. In recent years, its export has witnessed successive growth. It ranked

the 3rd on the List of the 500 largest import and export corporations in

China in 1994.

Its business scope includes: import and export of technologies, complete set

of equipment, production lines, spare parts and components , mechanical and

electrical products and instruments; undertaking barter trade, entrepot trade,

foreign trade consultancy joint ventures, etc. . It also deals in domestic

products, real estate, etc.

CNTIC has made great achievements in conglomeration,

internationalization, industrialization and diversified operations in recent

years. It has 6 business divisions and 8 subsidiary companies in Beijing, 14

subsidiary companies in the provinces in the provinces, and 37

representative offices, wholly-owned companies and joint ventures abroad.

CNTIC Group consists of 138 local and foreign organizations, integrating

the import and export of technologies, commodity trade, technology

development, design and research, project contracting, equipment

manufacture, products production, finance, investment, trust and leasing

business into one complex. It is now building itself into a comprehensive

corporation.
