The next business in order was the swearing in of the mayor. L R Rioh-srd- s, the city register, did that little busi- ness, with much dignity and grace, accord- ing to the usual formula, after which the general council dissolved into separate sessions. In the board if alderman a resolution complimentary to the retiring chairman, Mr. Thomas Moffet, was passed, and sev- eral other little complimentary formula- ries gone through. In the board of oouncilmen Mr, Smith ofi.red a resolution complimentary to the ehairman of that board, which passed unanimously and eyas responded to by Mr. Dunoan in modeat pbraaeo ogy. The mavtr belt g loudly called cn for a speech reiuctautiy came forward and made a snort address to the new and old government of the city He said he would not attempt, ot course, to make a set brieecb, bocsuse, as they knew, he was rot much of s talk- r. His life had been devoted to action and not to speaking He Could not conceal the great satlsiac tion he felt a. soring his official acts during the first term of his office so thoroughly endorsed by the people as they hsd been at tne recent elec- tion. To the retiring members cf both tsrards he paid a high compliment. They had labored assiduously and well tor the general good ot the people and the prosperity of tne city, iney deserved well of their constituents. He lelt no caus9 to regret his official intercourse with them; it hsd been of the most pleasant and harmonious character, and he felt sure they had no reason to look back with regret to any psrticurar instance in their intercourse wim film, some slight di- vergence of opinion hsd, on a lew ooca-- icos, proouoed a sllstht Jar in their mutual eflorts, but it was not due to any other cauee than the natural one of seeing icings ma ainarent iignt. un the wnoie, l.ue srenoral council and hlinselt were in perfect accord, and wcrked together for good. He acknowledged the valuable and prompt assistance tost had been given to him on all occasions of special emer-aenc- y. To the new members, who are destined unou, Providence to,be with bim in the hopeful time doming, oe extended a hearty welcome, honed their relations would prove as cor- dial and beneficial as they had bean ithtbecld board in the past. He told them thst there was heavy work before hem, which would require the exercise of their best energies. Projects of vast importance to the city and of giganric proportions lr themselves would 00 me up lor their approval so vast that many timid people would hardly dare to dream ol them. The slang, which, if he read them aright, now loom up are indicative of the coming gratifying fact that this would be the objective point for the great lines of railroad now projected to connect both oceans and cutting their prosperous way through the rich and inexhaustible territory of the Bouta on 00m sides or tne great river. It might be urged, he said, that ho wae uot a progressive man because he was a cautious one. It was very true the sc.s hi administreli-- n were not of such a progressive character as he would wish, but he would venture to say that he had made more permanent improvements and paid for them than had been made by the city durmg any two years of its history. (Cheers) He had oome to Mem phis an adventurer, twenty five years ago, ma his cour-.- e ever since was progressive, tie was lor going ahead all the lime and not going back. Me would give ali the assistance in his power to toe general council in carrying out lor toe city s good every project that would oome belcrs them. He thought tha among the great prtjecta whicb would be brought before them daring their term of office would be the appropriation t 01 perhaps a minion dollars, the first IhiL g ncoeesary to be done would be to establish a thorough system of sewerage tor the city, sni even an attempt would bo made to remove the horrid bluba. Believing that Mr Dent would be elect- ed chairman of the board of aldermen, the publication of this sketch wss postponed till He was yesterday made president ot the municipal senate, and the public would know something of his his tory, ne wss born in rtowan county. North Carolina, in 1824. His father made Tennessee his home in 1S26. In 1841 Mr Dent became s oitizsn ot Memph s. He earned his first money by grubbing, and has never since felt himself ss rich as when he pocketed 3 50, the wagsa for his tl rat week's toll. Through three years Mr. Dent was a dray driver, and this fact may account for his sturdy opposition to one and adhesion to another candidate for the mayoralty. One bright morning the Federal flsg doa-e- d over the city and Mr Dant funud hfs bsn ner in the Seventh ward If it hsd not been for this last census-takin- Mr. Dent wouid have icoeived every vote in his ward in the late election. On the 26th of December we published, as given by the negro himself, the facta of the shooting of a man by the name ot Jonas by one of three persons who pur- sued him from the neighborhood of Sar-di- s, Misissippi, for stealing a horse. It seems thst Jones Is a practical rascal and mat on this occasion he had, gone from Memphis to Sardis with the intention of swindling. lie represented himself to Mr. G. L. Berry as having been for a year previous in the employ of a planter near Grenada, Mississippi, who had refused to pay him ; that on this account he had left bim and was seeking employment, which he willingly accepted from Mr. Barry, who immediately pat him to work. As was afterward proved he picked a few pounds of cotton, when night set in. After sapper he retired to rest, bat in the morning wss found to be non est. He had not exactly taken the wings of the morning, bat he had stolen horse of Mr. Berry's with which he msde rapid tracks to the city near which he was overhauled by Mr. Berry and his party, who fired upon him while he was trying to escape from them. Mr. Be-r- y is a respectable gentleman who enot s the confidence of the community among whom he resides and by whom he is supported in bis de- termination to bring this horse-thi-ef Jones to the punishment he merits. A requisit- ion; from the governor of Mlssisslssi is already oat tdr Jones, snd it is hoped that he will meet his reward at the hands of an intelligent Mississippi jury. OFFICIA14 GENERAL COUNCIL. MATOh'3 ADDRESS.The mavtr belt g loudly called cn for a

speech reiuctautiy came forward andmade a snort address to the new and oldgovernment of the city He said hewould not attempt, ot course, to make aset brieecb, bocsuse, as they knew, he wasrot much of s talk- r. His life had beendevoted to action and not to speakingHe Could not conceal the great satlsiaction he felt a. soring his official actsduring the first term of his office sothoroughly endorsed by the people asthey hsd been at tne recent elec-tion. To the retiring members cf bothtsrards he paid a high compliment. They had labored assiduously and welltor the general good ot the people and theprosperity of tne city, iney deservedwell of their constituents. He lelt nocaus9 to regret his official intercourse withthem; it hsd been of the most pleasantand harmonious character, and he feltsure they had no reason to look back withregret to any psrticurar instance in theirintercourse wim film, some slight di-vergence of opinion hsd, on a lew ooca--icos, proouoed a sllstht Jar in their

mutual eflorts, but it was not due to anyother cauee than the natural one of seeingicings m a ainarent iignt. un the wnoie,l.ue srenoral council and hlinselt were inperfect accord, and wcrked together forgood. He acknowledged the valuable andprompt assistance tost had been givento him on all occasions of special emer-aenc- y.

To the new members, who aredestined unou, Providence to,be

with bim in the hopeful time doming,oe extended a hearty welcome, honedtheir relations would prove as cor-dial and beneficial as they had bean

ithtbecld board in the past. He toldthem thst there was heavy work beforehem, which would require the exercise

of their best energies. Projects of vastimportance to the city and of giganricproportions lr themselves would 00me uplor their approval so vast that manytimid people would hardly dare to dreamol them. The slang, which, if he readthem aright, now loom up are indicativeof the coming gratifying fact that thiswould be the objective point for the great

lines of railroad nowprojected to connect both oceans andcutting their prosperous way throughthe rich and inexhaustible territory ofthe Bouta on 00m sides or tne great river. It might be urged, he said, that ho waeuot a progressive man because he was acautious one. It was very true the sc.s

hi administreli-- n were not of such aprogressive character as he would wish, but he would venture to say that he hadmade more permanent improvementsand paid for them than had been madeby the city durmg any two years of itshistory. (Cheers) He had oome to Memphis an adventurer, twenty five years ago,ma his cour-.- e ever since was progressive, tie was lor going ahead all the lime andnot going back. Havingbeen deemed worthy of by thep, rcpie wco are trie best lodge ol a man'merit, he would go on cbeerloiiy and pertuim ali the duties of his office with thesame scrupulous legard to overy intorestpublic and private, wbioh he hsd duringtho nrs; term o: his om.'ui career. Mewould give ali the assistance in his powerto toe general council in carrying out lortoe city s good every project that wouldoome belcrs them. He thought thaamong the great prtjecta whicb would bebrought before them daring their termof office would be the appropriation t01 perhaps a minion dollars, the firstIhiL g ncoeesary to be done would be toestablish a thorough system of seweragetor the city, sni even an attempt would bomade to remove the horrid bluba. Thesea.e the Queniione with wbioh you wilnave to grspple.
