FIRST INTERNATIONAL FILM THEATRE NETWORK
FOR THE DIVERSITY AND PROMOTION OF EUROPEAN CINEMA
• Created in 1992 within the MEDIA Programme and with the support of the French Center for Cinematography (CNC)
In 1993 : 45 « salles pavillons » (106 screens) in 24 cities of 12 countries
of the European Union
• Today : 1 923 screens – 750 cinemas – 437 cities – 43 countries
A real diversity of programming and results

WHAT ARE THE OBJECTIVES OF EUROPA CINEMAS ?
• To increase European programming in film theatres and to raise attendance, particularly with regard to non-national films
• To encourage exhibitors to develop European initiatives aimed at Young Audiences
• To promote diversity within European programming
• To develop a network of theatres to enable joint initiatives at a national and European level
• To support the transition to digital projection in cinemas

Programme MEDIA in 2009: guidelines and financial support scheme
ELIGIBILITY FOR MEMBERSHIP
• European commercial theatres that have been open to the public for at least six months and that operate with a box office system and declaration of revenues. Technical equipment which meets professional standards / Safety conditions / Pornographic cinemas excluded
• Minimum number of annual screenings for permanent theatres: 520
• Minimum number of seats per cinema: 70
• Minimum number of admissions over twelve months: 30,000 admissions in Germany, Spain, France, Italy, Switzerland and the UK
20,000 admissions in other countries

DISTRIBUTION OF SUPPORT
• The main funding will range from € 15,000 for single-screen theatres to € 45,000 for multiplexes of 15 screens or more:
- 80% for European non-national programming calculated on the basis of number of screening
- 20% for the promotion of exhibitor initiatives aimed at Young Audiences. This support will be limited at € 5,000
Funding will be granted to a theatre for two types of initiatives: regular programming and specific activities launched by exhibitors
• Two bonuses may be added to the main amount of funding paid out to a theatre:
- a diversity bonus for the number of European nationalities included in programming,
- a bonus for the progression of the percentage of European non-national programming.

ELIGIBILITY THRESHOLD FOR PROGRAMMING
• A theatre or group of theatres must screen a minimum percentage of European Non-National films (SENN)
► from 25% for a single-screen theatre
► to 15% for multiplexes of 10 or more screens.
• If the threshold is reached, the amount of funding granted will also depend on the percentage of European screenings (SE) shown at the theatre.
• The SENN should contain a minimum of 70% of 1st run films and distributed on, at least, 5 countries of origin.
• European films are works produced by and with contribution of professionals established in countries participating in the MEDIA programme or having ratified Council of Europe’s Convention on “Transfrontier Television”

SPECIAL FUNDING CONDITIONS
• Group agreements: Theatres belonging to the same exhibitor entity
• “Mini network” of film theatres:
Theatres in different towns or cities and/or not part of the same exhibitor or programming
company but wishing to collaborate and pool their results so that together they can meet the
objectives of the Europa Cinemas guidelines and organize joint programming or events, may be
joined within the scope of a single agreement. Mini networks will be encouraged in
countries/regions where the Europa Cinemas network is not well represented.
• Matching Fund:
Programming support and bonuses will be paid out only if the exhibitor invests at least an equal amount for the programming and promotion of European non-national films. These amounts may not exceed 25% of box-office revenues for European non-national films.
• Ceiling of €1 per European non-national admission:
Amounts granted to theatres under the programming allocation may not exceed € 1
per admission to European non-national films.

OBJECTIVES
• To assist theatres in their transition to digital cinema / To inform exhibitors on projection technology and business models / To support the digital projection of European films in theatres of the EC / MEDIA network.
SUPPORT MEASURES :
• Information/Communication ► Guides and Websites ► Group discussions within the annual Conference
• Support for digital projection of European films in theatres of the network
• ► European programming in digital format with an annual minimum of 140 screenings and 7 titles of European
films will be necessary for a theatre to request funding. At least 25% of screenings to European non-national
films.
► Funding will be determined on the basis of the number of digital screenings of European films in the theatre.
• ► Funding may not exceed 15 € per screening with a maximum of € 5,000 p.a. for single-screen theatres
using a 2K digital projector, € 10,000 p.a. for theatres equipped with at least two 2K digital projectors.
• Exhibitors operating more than one screen will be funded only if they have two projectors allowing continuous
use of the larger and smaller cinemas for digital films. Multiplexes with theatres of similar sizes will be eligible for
support if only a single 2K digital projector is used.
• ► Funding limited to € 20,000 within the scope of a single agreement signed for several cinemas.

24 in UK, 2 in Luxembourg, 2 in Germany
►2008 - 25 cinemas supported (members of the EC network)

• Coordination of activities taken within the network and co-financed by the exhibitors and the MEDIA programme. :
► to bring together thousands of exhibitors and film theatres’ programmers operating throughout Europe
► to allow exhibitors to share their individual practices and experience for the benefit of international initiatives
► to strengthen the circulation of information
• Organisation of joint activities :
► the annual Europa Cinemas conference
► the Label awarded by European Films in four main festivals
► Professional meetings and seminars (young audience seminar in Bologna each year)
► Communication and information tools

EUROPA CINEMAS LABEL
• Awarded for the first time in 2003 at the Cannes Film Festival
• Aims at increasing circulation, promotion and length of scheduling of European films
• By granting a financial Bonus, Network exhibitors are encouraged to programme the labelled film and to keep it on the programming schedule as long as possible to strengthen its exhibition

MEDIA International
► Europa Cinemas International offers a support mechanism for programming in cinemas: - in the non-EU member state cinemas (European films)
Asia, Latin America and the Mediterranean region - in European cinemas (films from eligible countries outside MEDIA)
ECI is present in 41 countries (144 cinemas in non-EU member states & 230 cinemas in the EU)
► EuroCineMed offers support to film festivals in Europe and the Mediterranean region. It aims to promote films from the 27 countries of the European Union and from 10 Mediterranean countries.
Festivals supported in 2009:
Milano African, Asian and Latin American Film Festival (Italy) - Rabat International Festival of Film d’Auteur (Morocco) – Haifa International Film Festival (Israel) - Warsaw International Film Festival (Poland) – Corona Cork Film Festival (Ireland) – Cinemania in Cairo (Egypt)

SUPPORT TO COUNTRIES OUTSIDE MEDIA
• Developed since 2004 in the framework of the MEDIA programme
• Support to theatrical distribution of European films
• Funds may not exceed 50% of the distributor's
net budget and may not exceed
the following amounts for each distributed film:
from € 6,000 for a release of 2 to 5 prints
to € 15,000 for a release of more than 15 prints

MAEE (French Ministry of Foreign and European Affairs)
• The French Ministry of Foreign Affairs, through Europa Cinemas, supports since 1994 the initiatives of the member cinemas in these countries towards the programming of European films, more particularly films which obtained the French CNC's agreement.
• In 2009, 13 cinemas are supported in 11 cities and 8 countries (22 screens).
• Support covering the countries joining neither the European Union nor the Council of Europe, in particular the Balkans or the former Republics of the USSR:
Cinemas currently members are located in Armenia, Belarus, Bolivia, Kazakhstan, Kosovo, Moldavia, Russia and Ukraine.

EURIMAGES
• Within the framework of the EURIMAGES programme, Europa Cinemas supports since 1993 cinema exhibition in the member States of the Council of Europe.
4 countries can benefit from this support to cinemas:
Bosnia Herzegovina,
The Former Yugoslav Republic of Macedonia,
Serbia and Montenegro,
Turkey
• In 2009, 33 cinemas are supported in 22 Cities (136 screens).

EUROMED AUDIOVISUAL II
2 programmes implemented from 2006 to 2009
► Euromed Cinemas – with the Moroccan Cinema Centre
Support to the distributors and exhibitors of Mediterranean films in the European countries
and to the distributors and exhibitors of South Mediterranean and European films in the South Mediterranean countries.
► Med-Screen – with Beirut DC
Support to the development of the promotion of Arab films in the partnership countries
- Organisation of Arab film weeks
- Participation of the films in film markets
- Promotion of their distribution on DVD
