The 2011-2016 EU action plan

• had a clear EU added value, was a symbol of politicalcommitment, and stimulated actions within Member States

• contributed to a global acceptance of the need for a OneHealth approach

• led to the development of the upcoming veterinarymedicinal products and medicated feed regulation

• led to unprecedented public-private collaborative researchand development to bring new antibiotics to patients ->IMI's New Drugs for Bad Bugs

• reinforced and co-ordinated research efforts e.g. viaestablishing the Joint Programming Initiative on AMR

• boosted international cooperation (G7, G20, UN, WHO,TATFAR)

For making the EU a best practise region (pillar 1) and toshape the global agenda (pillar 3) we need to invest in novelknowledge, tools and solutions for which we rely on research

We will make use of different funding instruments undercurrent and future framework programmes for research andinnovation

We should make use of our brightest minds as well as use allthe latest developments in technology, data handling and IT.

*Special attention to WHO's priority list, TB, HIV, malaria and neglectedinfectious diseases

1. Improve knowledge on detection, effective infection control and surveillanceThe Commission will:

support development and assessment of interventions to prevent the developmentand spread of AMR

support research into the understanding of epidemiology and transmission of AMR support research into early detection of resistant pathogens support research into new eHealth solutions to improve prescription practices, self-

management, care solutions and awareness2. Develop new therapeutics and alternativesThe Commission will:

support development of new antimicrobials and alternatives, repurposing of oldantibiotics, and the development of combination therapies

support SMEs in their R&D efforts facilitate sharing of AMR research data to guide discovery and development support the establishment of a European-wide sustainable clinical research network support the use of digital technologies to develop therapeutics and alternatives

3. Develop new preventive vaccinesThe Commission will:

continue to support development of new effective preventive vaccines for humansand animals

support increasing the knowledge base concerning barriers influencing the wideruse of vaccination in medical and veterinary practice

4. Develop novel diagnosticsThe Commission will:

support development of new diagnostic tools, in particular on-site tests to guidepractitioners regarding the use of antimicrobials

support the use of IT solutions in diagnostic tools encourage the uptake of diagnostics in medical and veterinary practice (e.g.

through innovation procurement)

3. Develop new economic models and incentivesThe Commission will:

increase the evidence base for understanding societal costs and benefits ofstrategies to fight AMR

support research into new economic models and incentives to boost development analyse regulatory tools and incentives (e.g. orphan and paediatric legislation) encourage Member States to explore results and recommendations of EU research

projects on new economic business models develop new or improved HTA approaches and foster consensus building

4. Close knowledge gaps on AMR in the environment and on preventingtransmissionThe Commission will:

support research into knowledge gaps on release and spread in the environment explore risk assessment methodologies to evaluate risks to human/animal health support research to develop tools to monitor AMR in the environment support technologies that degrade antimicrobials / reduce environmental spread
