NAY PYI TAW, 17 Nov—The inauguration of Kantdaunt dam built by Construction Group-4 of Irriga- tion Department under Ministry of Agriculture and Irri- gation was held at the dam near Kantdaunt Village in Pale Kantdaunt dam opened in Sagaing Div Township, Sagaing Division on 15 November morning. It was attended by Chairman of Sagaing Division Peace and Development Council Commander of North-West Command Maj-Gen Myint Soe, Deputy Minister for Agriculture and Irrigation U Ohn Myint, departmental officials, members of social organizations, local people, and officials and staff of Construction Group-4. First, the commander made an opening speech followed by the address of the deputy minister. A local of Pale Township thanked the government for con- struction of the dam. Afterwards, the commander and the deputy minis- ter cordially greeted the local people at the ceremony. Next, the commander unveiled the stone inscrip- tions of the dam. And the commander and the deputy minister sprinkled scented water on it. They inspected Kantdaunt dam and released fingerlings into the dam together with the rural people. After hearing the reports on the records of construc- tion and facilities of the dam, the commander and the deputy minister attended to the needs. Kantdaunt dam is the 228 th of its kind in the nation and the 25 th of its kind in Sagaing Division. It was built on Kyaukbyut creek near Kantdaunt village. The dam is of earthern type with 79 feet in height, 1,800 feet in length, and storage capacity of 600 acre feet of water. The dam can benefit about 200 acres of farmlands, supply drinking water and irrigation water to local people and contribute to greening of the region. NAY PYI TAW, 17 Nov—The inauguration ofKantdaunt dam built by Construction Group-4 of Irriga-tion Department under Ministry of Agriculture and Irri-gation was held at the dam near Kantdaunt Village in Pale

Kantdaunt dam opened in Sagaing DivTownship, Sagaing Division on 15 November morning.It was attended by Chairman of Sagaing Division Peaceand Development Council Commander of North-WestCommand Maj-Gen Myint Soe, Deputy Minister for

Agriculture and Irrigation U Ohn Myint, departmentalofficials, members of social organizations, local people,and officials and staff of Construction Group-4.

First, the commander made an opening speechfollowed by the address of the deputy minister. A localof Pale Township thanked the government for con-struction of the dam.

Afterwards, the commander and the deputy minis-ter cordially greeted the local people at the ceremony.

Next, the commander unveiled the stone inscrip-tions of the dam. And the commander and the deputyminister sprinkled scented water on it.

They inspected Kantdaunt dam and releasedfingerlings into the dam together with the rural people.

After hearing the reports on the records of construc-tion and facilities of the dam, the commander and thedeputy minister attended to the needs.

The 31st Meeting of ASEAN Ministerfor Agriculture and Forestry was held atEmpire Hotel in Bandasri Begawan, BruneiDarussalam, on 10 November, and theMyanmar delegation attended it.

At the meeting, the Myanmardelegation discussed the reduction ofdisadvantages of climate change for foodsufficiency, regional cooperation andconstruction of infrastructures fordevelopment of agriculture and forestsectors.

It also discussed dissemination ofmodern technology, conducting trainingcourses for research and development andhuman resources development and practiceof international standards and workprocedures.

The leaders of the delegations from 10ASEAN countries plus three signed theMoU on development of agriculture,livestock breeding and forest products (2009-2014) on 11 November.

Due to the signing of the MoU, theASEAN member nations will be to increasetheir cooperation in such measures as humanresources development vital for productionand trading of agricultural and forestproducts, exchange of technology andstandardization and fumigation.

We believe that cooperation amongthe ASEAN nations themselves and betweenthe ASEAN nations and their three partnerswill bring further development toagricultural and forest sectors of the region.

KIRKUK, 17 Nov—At least six people were killedand eight others injured in a car bomb explosion incentral of the ethnically mixed city of Kirkuk onMonday, a local police chief said.

The incident occurred at sunset when a booby-trapped car parkedat the Salahudin Street in the Khanal-Tamr neighbourhood, Brigadier Sarhat Abdul Qadertold Xinhua.

The blast damaged several nearby shops, buildingsand civilian cars, Qader said.

Kirkuk, some 250 km north of Baghdad, is one ofthe disputed areas between the Kurds and both Arabsand Turkmans. The area has long been the hotbed ofinsurgency since the US-led invasion in 2003.

Losses grew despiteimplementation of six bil-lion dollars in cost sav-ings and a four billiondollar reduction in pay-ments for retiree healthbenefits.

CHICAGO, 17 Nov—US automaker General MotorsCo said on Monday that it has lost 1.15 billion dollarssince emerging from bankruptcy on 10 July.

By announcing third-quarter results, GM gave thepublic its first comprehensive peek at the automaker’sfinances since it emerged from bankruptcy with about50 billion dollars in federal aid.

The automaker posted a revenue of 28 billion dollarsin the third quarter, up about 4.9 billion dollars com-pared to the second quarter, a boost credited to higherindustry wide sales and stabilized market share in China,Brazil, India and Russia. GM had 3.3 billion dollars ofoperating cash flow and 42.6 billion dollars in cash andother available assets. That amount included 17.4 bil-lion dollars in US and Canadian aid held in escrow. Theamount of 42.6 billion dollars is expected to decline sub-stantially in the fourth quarter because 8.1 billion dollarsare budgeted for future loan repayments, costs for fund-ing parts supplier Delphi and other expenses.

stalled in the area, the newwell is expected to be in-terconnected to platformP-8 and to begin produc-tion by August 2010.

Petrobras said the dis-covery was the result ofa strategy to explore newproduction areas whichare located next to in-stalled units, aiming totake advantage of the ex-isting facilities.

Adam Yates began the dig in 2006expecting to find only massospondylus— South Africa’s most common dino-saur. But he said he quickly realized itwas something more exciting.

“We kept on finding bone after bone.

After holding coordi-nation, it was designatedas the Asian Highway withtwo digit number and Man-dalay-Lashio-Muse High-way as AH-14.

The technical mattersare mainly included in thedesignation of the AsianHighways with the routesof road networks and high-way numbers, the highwaycharacteristics, the roaddirections and signboardssimilar to that of theASEAN Highways. Thereare some differences be-tween the standards andnorms of the Asian High-ways and the ASEANHighways. At present, theMinistry of Constructionof Myanmar is carrying outthe construction and reno-vation of the highways inconformity with the roadcharacteristics.

Myanmar joined theASEAN on 23-7-1997. Asthe highways linking 10

ASEAN countries becamethe ASEAN Highways, theMinistry of Transport is tak-ing the responsibility for thetasks of Myanmar ASEANTransport and Communica-tion Committee. The RoadAdministration Departmentunder the Ministry of RailTransportation is carryingout the tasks of designatingthe weight of vehicles, meas-urements and directions forroad safety in conformitywith the ASEAN road stand-ards. Public Works underthe Ministry of Construc-tion is taking the responsi-bility for the constructionand renovation of theASEAN Highways in theroad transport sector.

In observing the high-ways to be linked withMyanmar and surroundingcountries, Asian/ASEANHighway No. 1 fromMyawady to Tamu, theHighway No. 2 fromTachilek to Meiktila, theHighway No. 3 fromKengtung to Mongla and theHighway No. 14 from Man-dalay to Muse, to be linkedwith Thailand, the People'sRepublic of China and In-dia, are main highways inMyanmar, and these routesare the same as many sec-tions of the Union High-ways in Myanmar.

It is necessary to con-struct and renovate theAsian/ASEAN Highways inMyanmar in accordancewith the characteristics ofthe highways such as stand-ards, norms and road signs.The weight of vehicle to usethe highways and the maxi-mum weight of an axle areto be standardized in accord-ance with prescribed norms.

The State Peace andDevelopment Councilpromulgated the HighwaysLaw (the Law Number8/2000 of the State Peaceand Development Council)on 17 November 2000. Thelaw includes six chapters.They are:-

Powers of the Ministry ofConstruction

Chapter (4): Duties andPowers of Public Works

Chapter (5): Offencesand Penalties

Chapter (6): Miscella-neous.

Practising the entrustedpowers enacted in the law,the Ministry of Construc-tion issued the Bylaw onHighways with the OrderNo. 1/2002 on 20 Decem-ber 2002 with the approvalof the government.

Mainly, the law and by-law on highways highlightedthe following matters:-

- for assigning the dutyto the Ministry of Construc-tion to ensure good condi-tion of highways in the en-tire nation,

- controlling the dete-rioration of road conditions(control of vehicle andweight and prohibition ongrowing of trees, dredgingof drains, digging of ground,filling of earth and construc-tion of buildings that candamage the road areas)

- drawing the plans forconstruction of the high-ways meeting set standards,and

- systematically main-taining the roads for theirdurability.

Thus, ManagementCommittee of Ministry ofConstruction founded Roadand Bridge Security and Dis-cipline Enforcement Team,according to (Meeting 3/2009), in order to reducedamages to roads andbridges before the end oflifespan. Since 2 March of2009, the team first informeddrivers of timber loaded ve-

hicles and timber compa-nies in east and west parts ofBago mountain ranges aboutlaws, punishment and rulesto be abided by issuing pam-phlets and notices. Further-more, the team set weight(vehicle & load) that is ap-propriate to withstandingpower of the road. Further-more, platform scales areused on the road and severepunishment is imposedonoverloaded vehicles.

Roads are constructedwith different purposes, forexample strategic road formilitary purpose, forestroads for production of tim-ber, factory roads for manu-facturing plants, roads fordevelopment of regions, andhighways.

The Ministry of Con-struction is responsible forconstruction and mainte-nance of highways whichare daily used by the publicand thus vital for develop-ment of socio-economic sec-tor of the State. Roads aregraded as Main Roads con-necting townships or dis-tricts, Provincial Roads link-ing States and Divisions andUnion Highways con-structed through States andDivisions. Furthermore, de-pending upon use, they arecalled as Strategic Highway,Primary Highway, Express-way and so on.

If above-mentionedroads are to be constructedor renovated, it is usuallydone only after analysis ofestimated quantity of vehi-cles to use the road, esti-mated profit from the roadto be constructed, estimatedconstruction cost and calcu-lation of economics of theroads. (It means the cost forconstruction of a road is sucha huge amount that it needsto consider these points.)

Ministry of Construc-

tion first has to completeGeometric Design and RoadStructure Design for roadmodels and then starts con-struction work. Standard ofroad condition and geogra-phy is important for geo-metric design and quality ofground, quality of kinds ofmaterials to be used in con-struction, quantity andweigh of vehicles to use theroad, lifespan of road andpossible increased numberof vehicles over the courseof its lifespan.

Regularly, if a road isconstructed, it must be ingood condition during itsexpected lifespan just withregular maintenance andseasonal maintenance. Theroad cannot be left ne-glected. It needs regularcheck and maintenance forstrength of the road through-out its whole lifespan.Moreover, vehicles to usethe road also play an impor-tant part in strength of theroad to endure to its fulllifespan. (It means the dura-bility of road will be af-fected if vehicles whose axleand load are not accordingto ones when geometric de-sign is first drawn.)

It needs to keep over-loaded vehicles in otherwords vehicles whose axlecan not bear the load fromrunning on roads in order tokeep them in good condi-tion. It is very dangerous todrive overloaded vehicles onthe roads. We often see somevehicles that are overloadedand not in line with standardturn over when we travel onhighways. If there is a roadaccident, vehicle ownerswill suffer from damages ofvehicles and drivers andconductors will also have toface life threat. Furthermore,it also causes damages tothe road and thus results in

short lifespan of the road.Out of different modes

of transportation services,motor road is mainly usedin Myanmar. Thus, themajor factor for decreas-ing and stability of com-modity prices is smoothtransportation and safe ar-rival to the desired destina-tion. For example, if suchfoodstuff as potatoes, gar-lic and cabbage from ShanState, onion, edible oilcrops and pepper fromUpper Myanmar, are to bedispatched to Yangon orrice and marine productsof Yangon and AyeyawadyDivisions are to be trans-ported to Upper Myanmaror Shan State, it need to use3-axle vehicles for 30 tonsload, 6-axle vehicles for 60tons load and by doing so,roads and vehicles will beless damaged, and goodscan be transported to de-sired places, thus in the longrun, there would not be highcommodity prices.

In brief, in a road trans-portation system, road con-struction cost takes up12per cent, maintenance cost,three per cent of the wholetransportation cost and re-maining 85 per cent is ve-hicle operation cost. If aroad is in bad condition,due to such everyday ex-penses ranging from costsof tyres, brakes, engine oiland lubricants of vehiclesto costs for maintenance ofother parts, cost of vehi-cles, and salaries of driversand conductors and thebudget of the State wouldbe spent for a cause. Thus,vehicles running on roadsof Myanmar need to haveappropriate axle in accord-ance with internationalstandard.

Drugs ads have somebenefit, but risky too

LOS ANGELES, 17 Nov—Direct-to-consumer adver-tising of drugs offers some benefits but also has signifi-cant risks that can be magnified, US researchers said.

“American television viewers see as many as 16 hoursof prescription drug advertisements each year, and thereality is that these ads are not doing a good job of help-ing consumers make better decisions about their health,”lead author Dominick L Frosch of the University ofCalifornia, Los Angeles, said in a statement. “If thepharmaceutical industry isn’t willing to change the adsto make them more useful to consumers, Congressshould consider passing legislation that will regulatethe ads to improve the information provided in order tohelp patients make more informed choices.”

Frosch and his colleagues confirmed there are somebenefits to drug ads, but they are limited and can beimproved. The majority of ads fail to provide enoughinformation to allow consumers to identify clearlywhether the advertised drug is right for them.—Internet

S Korea decides to cutgreenhouse gas emissions by

4% from 2005 levelSEOUL, 17 Nov—South Korea will cut its

greenhouse gas emissions by 4 percent from its 2005level by 2020, the country’s presidential office CheongWa Dae said on Tuesday.

The decision was made at a weekly Cabinet meetingchaired by President Lee Myung-bak on Tuesday. Thegovernment has weighed three options on gas emissionscut target. nounced Monday 11 more deaths from A/H1N1 fluon the mainland since 10 Nov.

The new victims include seven men and fourwomen, the French Institute for Public Health Sur-veillance (In VS) said in a statement.

“In total, 43 deaths are attributed to A/H1N1 on theFrench mainland since the beginning of the epidemicin 2009,” the statement said. Among the casualties werefive children aged three months to one year. Another27 deaths occurred in French overseas territories. Mean-while, a primary school in southwestern France’sCharente-Maritime department was closed due to sus-pected cases of A/H1N1 flu in four classes. ANKARA, 17 Nov— Turkey has seen 13 more deathscaused by the A/H1N1 flu, bringing the death toll ofthe deadly disease to 73 in the country, said an offi-cial statement on Monday.The statement issued byTurkey’s Health Ministry said that altogether 249 peo-ple infected with the flu were under treatment in hos-pitals and 56 of them were in intensive care units.

Turkey has witnessed a fast rise of A/H1N1 fludeaths during the past few weeks, with the first A/H1N1 flu case reported on 15 May. The first deathcase was a 28-year-old male hospital janitor in An-kara, who died on 24 Oct. On Monday, Turkeylaunched A/H1N1 flu vaccination for children be-tween the ages of 6 months and 5 years as well aspeople suffering from chronic illnesses.

WASHINGTON, 17 Nov—US health authoritieshave issued guidelinesquestioning the benefitof annual screening forbreast cancer in womenaged 40-49 and recom-mended only biennialmammograms for womenover 50.

In an update of its 2002recommendations, the USPreventive Service TaskForce (USPSTF) said “thedecision to start regular,biennial screening mam-mography before the age

of 50 years should be anindividual one.”

After examining datafrom 600,830 womenwho underwent routinemammographs between2000 and 2005, theUSPSTF concluded thatthere was “moderate evi-dence that the net benefitis small for women aged40 to 49.”

The study said screen-ing for breast cancer inthe 40-49 age group canoften lead tomisdiagnosis and unnec-

essary surgery, or can failto detect the cancer alto-gether.

In an earlier survey, theUSPSTF said that in 10percent to 20 percent ofwomen diagnosed withbreast cancer the tumorswere not detected bymammography.

In another 10-20 per-cent of women, the taskforce added, growthswere misdiagnosed asmalignant, or cancerous,when they were benign.

Researchers at the Heart Institute at IntermountainMedical Center in Salt Lake City presented their find-ings to the American Heart Association’s ScientificConference which opened on Monday in Orlando,Florida. The more-than-one-year study involved27,686 patients who were 50 years of age or older withno prior history of cardiovascular disease. The par-ticipants had their blood Vitamin D levels tested dur-ing routine clinical care. The patients were dividedinto three groups based on their Vitamin D levels —normal (over 30 nanograms per milliliter), low (15-30ng/ml), or very low (less than 15 ng/ml).

Germany trains for first timesince Enke suicide

BERLIN, 17 Nov—Germany’s football team trainedon Monday for the first time since the suicide of goal-keeper Robert Enke, with coach Joachim Loew say-ing the players were doing their best to return to nor-mality. “I think that after yesterday’s memorial serv-ice, which was very important for us all to attend ...we must now try to get back into a normal rhythm, tolook ahead,” Loew told reporters.

The dam was builtwith the aim of storing1,160 acre feet of water,

irrigating 250 acres offarmlands in SeikpyuTownship and contribut-ing to lush and green ofPakokku District.

The Deputy Staff Of-

ficer explained, “NgachinDam is constructed onNgachin Creek, 1.5 milesnorthwest of Ngachin Vil-lage, Seikpyu Township,Pakokku District. A totalof 970 acre feet of waterflows into the dam annu-ally. The embankment is

1980 feet long and 43 feethigh with 300 feet longdyke”.

Moreover, a total of71 small dams and lakesare maintained for ensur-ing local rice sufficiencyand regional greeningtask. The Irrigation De-partment built 47 damsand the local authorities,24 facilities that benefit8,628 acres of farmlands.The department has sofar implemented 37 irri-gation projects out of 47and they irrigate 5,712acres of farmlands.

According to the sta-tistics in 2008, SeikpyuTownship has 13 irriga-tion facilities includingNgachin Dam.

As such, the depart-ments concerned and lo-cal people are to main-tain Ngachin Dam in ad-dition to the dams andreservoirs for ensuringlocal food sufficiency andthe lush and green of theregion.
