Damage to Range Property Recently almost all of the barrels in the two front bays belonging to the club for use during action pistol events were damaged by someone shooting them with buckshot. Everyone attending range orientation was made aware that range property other than actual shooting stands ARE NOT to be used as targets. Only paper and cardboard targets are allowed. As one Board member stated, our range is not a “West Texas caliche pit”. Please leave your trash at home, do not trash our range, and obey range rules for the sake of all club members. If you bring guests to the range, please be responsible for their conduct and safety. Monthly Membership: Membership in the Temple Gun Club is open on a monthly basis. Dues will be prorated through August 1st, our normal membership renewal date. Based on the current dues rate the monthly dues to next August are: The initiation fee remains at $25 and NRA membership is required and available. Applications will be accepted from 6:45 pm to 7:15 pm immediately before each monthly meeting. Contact your friends and acquaintances who are responsible gun owners about joining our club and bring or send them early to the meetings. We would like to solicit from the membership three more individuals to form a “membership team” to process the new member applications before each meeting. We’ll use two members at each meeting so the requirement would only be every other month. If you would like serve on that team please contact me at 254-698-0085 or [email protected]. Programs We are continuing to build a series of interesting and educational programs for our club. We would like very much to touch upon your area of interest and you can help us do that by submitting your ideas and suggestions. hunter extraordinaire. • May – looking for someone. Ideas please or better yet name and phone number.

Voting 2016 is a very important election year for gun owners. If you are not registered to vote, please do so. If you are and when you are, study the candidates to insure you vote for one who is pro Second Amendment vs one who would choose to control your purchase or ownership of firearms. If you are not sure where the candidate stands, I’ve found that you can always look at the planks in the party platform for information on any issue. Smart candidates will not always tell you where they stand on key issues. But the party they are associated with will give you a good indication.

ATF Rule 41P/41F By now, many of you have heard about recent changes to National Firearms Act (NFA) rules that affect transfers or manufacture of suppressors or other NFA firearms. These potential rule changes have been pending since 2013 and were published for public comment and known as “41P”. After reviewing over 9,500 comments on the proposed (“P”) rule change, the final version was published in the Federal Register as “ATF 41F” on January 15, 2016, and the rules take effect 180 days from then (July 13). For now, all forms (transfers on Form 4 or “make and register” on Form 1, for example) will be processed under the current rules as long as they are postmarked prior to July 13th. In addition, you can still submit a Form 1 as a trust or corporation via eForms until that date. I’ll provide what information I can about the impact of this rule change, but you should be aware that some of the wording in the rules is a bit vague and not all implementation details have been worked out. First, the plus side of the new rules is that Chief Law Enforcement Officer (CLEO) approval is no longer needed for individuals wanting to own NFA items. This prevented people in less gun-friendly jurisdictions from owning these items and is no longer a de facto method of preventing otherwise lawful purchases. However, there will be a requirement to notify the CLEO of the planned transfer (or making) by both individuals and entities (including trusts). So this does increase the paperwork burden for those using trusts. In addition, there will also be a requirement for all “responsible” members of the trust (or corporation) to submit a Form 5320.23 (not yet published) along with passport photos and fingerprint cards. There is conflicting information available right now about the requirement to resubmit these documents with every transfer, or whether they will be good for two years from data of submission for all transfers. There is also discussion as to who is a “responsible person,” but right now it seem to be the Settlor(s) and Trustee(s), not Beneficiaries or Successor Trustees. Stay tuned as the situation develops. The challenge will be getting the FD-258 (FBI Fingerprint Card). Most of the Law Enforcement Agencies around here use the Live Scan (Morpho Trust) system and “rolling” fingerprints on cards is becoming a lost art according to Chief Deputy Chuck Cox from the Bell County Sheriff’s Department. However, I called Morpho and confirmed that “some” of their locations can scan your prints and then print out the FD-258 (2 copies for $10). The second major area of change is a section of regulations to clarify possession and transfer of NFA items in the estate of a deceased owner (individual or last Trustee in a Trust). In either case, the new rule clarifies that possession is allowed without a transfer during probate (if needed) and transfer to beneficiaries of the estate shall be done tax free. If there are no beneficiaries, or if they choose to sell the NFA property, then the transfer will be done using a Form 4 with the tax paid by the transferee.
