Kalaw takes his oath as new CESB Chair

Kalaw, CESO I, and President of
the Development Academy of the
Philippines (DAP) took his oath
before outgoing CESB Chair
Justice Bernardo Abesamis on
March 13, 2012 in Cebu City.
During the ceremonial turn-over,
outgoing Chair Abesamis presented
his accomplishments as Chairman
of the Board from March 2008 –
March 2012. Under his leadership,
the Board has successfully
shifted the paradigm from merely
carrying out its mandate in an
effective and efficient manner to
that of proactively developing and

improving policies and programs,
nurturing alliances and relation-
ships, and most importantly,
reaching out to stakeholders.
During his term, the Board has
instituted policy reforms geared
towards the overarching goal of
reinvigorating the CES while at the
same time providing solutions to its
perceived ills. Also, new programs
were crafted in fulfillment of the
CESB’s mandate to continuously
develop and maintain a pool of well
-selected, development-oriented
career administrators.
Chair Kalaw shall serve for a
term of three (3) years subject to
reelection. His election in the
highest post in the CES Governing
Board is expected to give way to
the development of new programs
and other meaningful projects that
are specifically designed for the
furtherance of the CES brands of
competence, excellence, and ser-
vice. In his acceptance speech,
Chair Kalaw expressed his commit-
ment to dedicate the years ahead to
honor the legacy of the past 40
years, consolidate its gains, and to
lay the groundwork for a stronger
institution that is ready to take on
the challenges of the future.

The Career Executive Service
Board (CESB) led by its incoming
Chairman Antonio D. Kalaw, Jr.,
CESO I paid special tribute to out-
going Chairman Bernardo P. Abe-
samis in a testimonial dinner held
on March 21, 2012 at the Dol-
celatte, Quezon Avenue, Quezon
City.
CESB Executive Director Maria
Anthonette V. Allones, CESO I,
who gave the Welcome Remarks,
elucidated that the theme “hero”
was adopted for the said event
because Chairman Abesamis is,
indeed, a hero to most people in the
CES. She expressed that Chairman
Abesamis not only did his work
with competence, excellence and
with much compassion but he also
greatly exemplifies the ideals of the
CES.
CESB Deputy Executive Direc-
tor Arturo M. Lachica, CESO II
presented the accomplishments of
the CESB under the leadership of
Chair Abesamis. He emphasized
that the CESB shifted the paradigm
from merely carrying out its man-
date in an effective and efficient
manner to that of proactively devel-
oping and improving policies and
programs; nurturing alliances and
relationships, and most importantly
reaching out to stakeholders. He
also explained that CESB has not
only instituted policy reforms
geared towards the overarching

while at the same time providing

As a show of gratitude to
Chairman Abesamis for his excel-
lent and faithful service, the CESB,
through Executive Director Al-
lones, gave him a photo mosaic of
150 pictures of him while he was
still with the CESB and a copy
of the 2011 Annual Report
showcasing the CESB’s accom-
plishments under his guidance.
In his speech, Chairman Abe-
samis, expressed that in his short
stay with the CESB, the institution
has labored tremendously to bring
dynamism and change. He proudly
acclaimed that the accomplishments
that were achieved are the product
of the hard work not only of the
CESB, and the CESB Secretariat
but also that of various stakeholders
led by the NUCESO.
The testimonial dinner was
attended by Chairman Abesamis’
former and present colleagues in the
CES Governing Board, who also
paid tribute to him by expressing
their best memories and recollec-
tions of Chair Abesamis; key
Officers of the National Union of
Career Executive Service Officers,
(NUCESO) Inc.; Officials and em-
ployees of the CESB Secretariat led
by Executive Director Allones and
Deputy Executive Director Arturo
M. Lachica; colleagues in the
Judiciary; and, lastly, the members
of his family.
Chairman Abesamis is a retired
Associate Justice of the Court of
Appeals and has served as Chair-
man of its then 16th division. He
served as Deputy Court Administra-
tor of the Supreme Court and
presiding Judge of the Regional
Trial Court of Quezon City, Branch
85. He also served as Director of
the Philippine National Oil Com-
pany Shipping and Transport Cor-
poration. He obtained his Associate
in Arts from the University of Santo
Tomas and completed his law
degree in the same University in
1954. He took and passed the bar in
the same year.

Board (CESB) and the National
Union of Career Executive Service
Officers (NUCESO) honored the
five (5) outgoing NUCESO Re-
gional Chapter Presidents during
the Testimonial Lunch held at the
Holiday Plaza Hotel, Cebu City on
March 13, 2012.
The honorees included: Mr.
Washington Agustin, CESO III,
Regional Director of the Technical
Education and Skills Development
Authority (TESDA) – Region I and
outgoing President of the NUCESO
I; Mr. Pedro Noval, Jr., CESO
III, Regional Director of the De-
partment of the Interior and Local
Government (DILG) and outgoing
President of the Association of Re-
gional Executives in National
Agencies – Region VII (ARENA
VII); Ms. Cynthia Nierras, CESO
III, Regional Director of the De-
partment of Trade and Industries
(DTI) and outgoing President of
the Region Eight Administrators'
League Inc. (REAL); Mr. Ponciano
Ligutom, CESO III, Regional Di-
rector of the Department of Labor
and Employment (DOLE) and out-
going President of the Regional
Executives Association in Western
Mindanao (REAWESMIN); and
Mr. Joecel Obenza, CESO III, Re-
gional Director of the Department
of Budget and Management (DBM)
and outgoing President of the Asso-
ciation of CARAGA Executives
(ACE).
They were awarded by the
CESB with a Plaque of Recognition
for their sincere effort and genuine
commitment to strengthen the
organizations of CESOs and Eligi-
bles by serving as an example of the
CES tradition of competence, excel-
lence, and service which truly made
the whole CES community honored
and proud. They were also given a
Certificate of Appreciation by the
NUCESO Governing Board for
serving as an effective arm of
the NUCESO in strengthening the
organization of their respective
NUCESO Regional Chapters and
setting as an example of the CES
brand of professionalism, integrity
and excellence to his colleagues in
the CES and in the furtherance of
the higher civil service in their
respective regions.
The awarding ceremony was
also made colorful with the inter-
mission numbers presented by the
Department of Education (DepEd)
Region VII.

SALDIWA Session XVI successfully conducted

two-week training course.
With forty-five (45) participants,
the Integrated Salamin-Diwa ng
Paglilingkod (ISDP) Training
Course Session 16 was concluded
last March 19, 2012 at the Splash
Oasis Hotel in Splash Mountain,
Los Baños, Laguna.
The fourteen (14) day training-
workshop which started last March
6, 2012 was completed by partici-
pants from the: Bureau of Customs,
Bureau of Quarantine, Commission
on Elections, Commission on
Higher Education, Department of
Agrarian Reform, Department of
Agriculture, Department of Educa-
tion (DepEd), Department of Labor
and Employment, Department of
Public Works and Highways,
Department of the Interior and
Local Government (DILG), Gov-
ernment Service Insurance System,
Human Settlements Development
Corporation, Land Registration Au-
thority, Local Water Utilities Ad-
ministration, National Police Com-
mission, Overseas Workers Welfare
Administration, Philippine Drug
Enforcement Agency, Securities
and Exchange Commission, Tech-
nical Education and Skills Develop-
ment Authority, and the Technol-
ogy Resource Center.
DepEd comprised the majority
of the class with sixteen (16) par-
ticipants, followed by DILG with
eight (8) participants. Male partici-
pants comprised fifty-six percent
(56%) of the class while forty-four
percent (44%) were female partici-
pants.
The ISDP Session 16’s roster of
resource speakers were composed
of Mr. Santos E. Getalado of S.E.
Getalado Consultancy and Leader-
ship Center; Dr. Oliva Z. Domingo
of the University of the Philippines
Diliman National College of Public
Administration and Governance;
Prof. Josefina J. Quintana, a free-
lance consultant in Human Re-
source and Organizational Develop-
ment; Assistant Professor Emerven-
cia Legaspi-Ligutom of Silliman
University and former Department
of Social Welfare and Develop-
ment’s Undersecretary Celia C.
Yangco.
The community laboratory im-
mersion site for the ISDP’s Com-
munity/Organization Attachment
Module’s (COAM) was held at
Barangays Malinao and Maravilla
of the town of Magdalena, La-
guna. Forty-five (45) host families

59 executives attend CES Club 2012 learning session
The Career Executive Service
Board (CESB) in partnership with
the Association of Regional Execu-
tives in National Agencies – Region
VII (ARENA 7) successfully con-
ducted the CES Club 2012 Learning
Session on March 13, 2012 at the
Holiday Plaza Hotel, Cebu City.
A healthy mix of 59 executives
from various government agencies,
state universities, and government-
owned and controlled corporations
actively participated in the whole-
day learning session facilitated in
by equally competent speakers
and credible personalities in their
respective fields.
Ms. Gwendolyn Albarracin,
Chief Operating Officer of the
Learnax (The Learning Access), a
division of the Center for Pop Phil-
ippines, Inc., lead the participants in
an interesting discussion on how
they could effectively connect to
the audience by improving one’s
oral communication and presenta-
tion skills. She also provided mean-
ingful lessons and practical tips in
power dressing. In her lecture, she
shared the proper way of develop-
ing the opening line and establish-
ing a closing spiel that could high-
light an appealing content. She said
that it is necessary to find a connec-
tion between the topic and the audi-
ence. For the power dressing, the
participants learned how to dress
with confidence and enhance their
brand as executives by dressing and
grooming more professionally. Ms.
Albarracin also discussed the basic
principles on fashion and style as
well as the clothes coordination
based on patterns, color, weight
and texture of fabric. The execu-
tives learned the concept of mix
matching clothes that express indi-
viduality and sense of style, yet in
keeping with corporate dress policy.
Another learning opportunity
was provided to the participants
through a substantial workshop
presented by Director Victorino
Manalo of the National Archives of
the Philippines. His extensive his-
torical research entitled “Con La
Sangre De Mi Corazon” Repainting
the World of Rizal’s Noli Me
Tangere gave a new perspective in
understanding and appreciating the
Noli Me Tangere or The Social
Cancer as the alternative English
title, one of the 19th century novels
of Dr. Jose Rizal. Dr. Caridad Labe,
Schools Division Superintendent of
the Department of Education
(DepEd) Region VII said that the
workshop is an excellent way of
inspiring CESOs and eligibles and
reminding them of the journey to
integrity.
The Development Academy of
the Philippines (DAP), on the other
hand, discussed the Convergence
Initiatives on Human Resource
Management and Development.
The participants earned eight
(8) hours of training credit for
attending the activity.

welcomed the participants for the
4-days and 3-nights barangay
immersion, where participants lived
with their respective host families
as “malayong kamag-anak” while
undertaking a field research study
whose results were presented to the
local government officials and key
community stakeholders.
The closing program was graced
by Executive Director Atty. Maria
Anthonette V. Allones, Deputy
Executive Director Atty. Arturo M.
Lachica, the municipal government,
department heads, and key commu-
nity sectors and stakeholders of
Magdalena, Laguna.

HURIS conducts workshop on Performance
and Results Management
HURIS, Inc., in collaboration
with the Career Executive Service
Board, conducted a training pro-
gram entitled “Performance and
Results Management Workshop”
last March 8-9, 2012 at D’ Ace
Plaza in Pasig City. The training
was facilitated by HURIS’s Chief
Learn ing Off icer , Enr ique
Abadesco Jr., DPM and President,
Oscar Contreras Jr., DPM.
The two-day program deepened
the participants’ appreciation of
organizational, team and individ-
ual performance. Also discussed
were topics on managing em-
ployee performance and coaching
skills, among others.
