COVID – 19 PANDEMIC ~ THE DEVELOPMENT INTO A NATIONAL THREAT
Which includes:
❑ THREAT TO ECONOMIC STABILITY
❑ THREAT TO POLITICAL STABILITY
❑ THREAT TO SOCIAL STABILITY
❑ THREAT TO SOCIETAL SECURITY AND ORDER (Keamanan dan Ketertiban Masyarakat or “KAMTIBMAS)
❑ THREAT TO GOVERNMENTAL AND BUREAUCRATIC STABILITY
❑ THREAT TO NATIONAL DEVELOPMENT STABILITY
❑ THREAT TO CONSISTENT LAW ENFORCEMENT (Penegakan Hukum or “GAKKUM”)
❑ ~ finally, potentially a THREAT TO STATE SOVEREIGNTY
Simultaneously Requiring:
NATIONAL PRECAUTION
as a quality of readiness andpreparedness possessed by theIndonesian people to be able todetect, anticipate and takepreventive actions towardsvarious forms and nature ofpotential threats to the Republicof Indonesia
The presence of COVID-19 must be
anticipated to minimize threats
Protection of territorial sovereignty and integrity, as well
as the creation of order and survival of an uncontaminated and authoritative nation and state heading towards
national ideals in accordance with the mandate of the
preamble of the INDONESIAN 1945 CONSTITUTION

when arriving in and are outside of Indonesia
❑ Indonesian Citizens (Warga Negara Indonesia or
“WNI”) when arriving from Foreign Countries
Immigration is the matter of the

Holders of ITAS / ITAP / Re-Entry Permit (Izin Masuk Kembali or
“IMK”) which are still valid ➔ can be granted an Entry Mark
(Tanda Masuk) when Arriving at an Immigration Inspection Site
(Tempat Pemeriksaan Imigrasi or “TPI”) (Normal)
➔ Clearance to Enter Indonesian Territory
Holders of ITAP ~ IMK which have expired ➔ granted an IMK
for a Forceful Circumstance Automatically Without Coming to
Republic of Indonesia’s Representative in Abroad ➔ including
the context of reuniting families who may be given an Entry
Mark when Arriving at a TPI
➔ Clearance to Enter Indonesian Territory
Holders of ITAS / ITAP)/ IMK which have expired ➔ including
the context of reuniting families who may be given an Entry
Mark when Arriving at a TPI
➔ Clearance to Enter Indonesian Territory
Guarantor(s) is obliged to apply and administer IMK for ITAP holders at an
Immigration Office
▪ TPI Soekarno Hatta Airport – Tangerang
▪ TPI Juanda Airport – Surabaya
▪ TPI Ngurah Rai Airport – Bali
▪ TPI Kualanamu Airport – Medan
▪ TPI Hang Nadim Airport – Batam
▪ Sea TPI Batam Center – Batam
▪ Sea TPI Citra Tri Tunas – Batam

IMMIGRATION INSPECTION SITES (TPI)
Holder of working ITAS / ITAP (TKA) or non-
working ITAS / ITAP (family) and INVESTOR who
are already in (from Abroad) or are still in
Indonesia can be given an extension after the
end of the Covid – 19 Pandemic period.
In order to extend working ITAS / ITAP (TKA) or
non-working (family) and INVESTOR, guarantor are obliged to re-apply the requirements namely
notification from the Ministry of Manpower or
recommendation from the Indonesian Capital
Investment Coordinating Board (Badan Koordinasi Penanaman Modal or “BKPM”)
