Crier, the Parish of St Helier’s monthly

magazine of news and information. It is

now available from a dozen collection points around

the town, as well as being on the Parish website at the

beginning of each month, but please let us know if you

would like to receive a personal copy by post or email.

Last month we reported on St Helier’s win in the

annual Scenic Lanes competition; this month we are

pleased to announce that St Helier has won ‘Best

Parish’ in the annual inter-parish awards for floral and

environmental excellence following an inspection by

the judges; the Town Hall also received a gold medal

for its window boxes. On 7th August the national judges

will be the Parish as we go head-to-head with various

UK towns in this year's Britain in Bloom competition.

A big thank you to the Parish staff who keep our Parish

looking so clean, green and beautiful for the benefit of

residents, businesses and visitors.

St Helier's summer of festivals continues

throughout August with a new music festival in

West's Centre – Chordz at the Cows – on Saturday 8th,

and the Seaside Festival at Havre des Pas on Sunday

9th. The following week there is a new town parade on

Tuesday 11th to launch the Island's carnival week of

Battle of Flowers, while the Portuguese Food Festival

and the Halkett Place Hoedown return later in the

month. All in all, August in St Helier offers good times

in the open air with friends and family for locals and

tourists alike.

PARISH MATTERSA round-up of the latest news and events from the Town Hall, Parish of St Helier

Parish rate frozen at lastyear’s level At this year’s RatesAssembly on 17th July parishionersapproved the accounts for the lastfinancial year and the estimates (orbudget) for the new one, and set a ParishRate of 0.15p, which is the same as wasagreed at last year’s Assembly.Parishioners expressed their support forthe Parish’s control of expenditure, andits efforts to maximise non-rates income.This was the final Rates Assemblymanaged by Andy Pemberton, whoretires this month. A profile of theParish’s new Finance Director willappear in a forthcoming issue.

Clive Barton spoke at the Parish'sAnnual Municipal Dinner lastmonth. Members of the variousgroups and committees whichsupport the Parish were greetedby Miss St Helier (Ella Blampied),Junior Miss St Helier (NatashaO'Sullivan) and Mr St Helier(Conrad Duckworth). Music onarrival was provided by MarkDowinton from the CustomerServices Department, while localJèrriais band, Badlabeques,provided after-dinnerentertainment.

Bright ideas from theBranchage During the Branchagelast month the St Helier Roads Committeevisited the Westaway Memorial at thefoot of Mount Bingham. Created by thesame sculptor who designed the DonMonument in Parade Gardens, thismemorial was intended to include a waterfountain but it was never completed; itwas situated at the Weighbridge beforebeing removed to its current location tomake way for the bus station. The RoadsCommittee is discussing the feasibility ofbringing the sculpture back to a morecentral location in St Helier and makingits water feature operational.

The Havre des Pas Improvement Groupmeets monthly on a Thursday evening atThe Ommaroo Hotel under thechairmanship of Deputy Labey. The grouphas started a petition against the proposedredevelopment of the La Collette low-risehousing estate by Andium Homes, and istaking an active interest in other issuesaffecting this part of St Helier, includingthe possibility of introducing a residents'parking scheme and other improvementsdesigned to reduce the impact of traffic onresidents and visitors. The Group islooking forward to the St Helier Seasidefestival this month which will showcaseall that Havre des Pas has to offer.

CONSTABLE’SComment

With all of the new homes and offices earmarked forour Parish, it’s vital that steps are taken to address theshortage of open amenity space in the Parish. The

high-profile campaign to extend the Millennium Town Parkwhen the Jersey Gas site is developed, rather than cramming itwith several floors of apartments, is just one opportunity thatexists to increase the amount of green open space in the Parish.Here are some of the others under consideration, andparishioners’ feedback on them would be welcome.

The St Helier Country ParkThe Island Plan (P.48/2011/Amd 38), as amended, adoptedvarious proposals in respect of public open space, includingthe carrying out of a feasibility study into how the horseshoeshaped area of countryside around St Helier and St Saviourcould be made more accessible to urban dwellers.

People’s ParkAn underground car park has been proposed for this Parkwhich would allow for the removal of the line of vehiclespermanently parked along the St Aubin’s Road side of thepark, and which would provide hundreds of spaces to servethe needs of residents, visitors and commuters. Public toiletsand other infrastructure useful for the holding of eventscould be included in such a scheme.

Consideration could be given by the Parish to enclosing thepark with a low wall and/or railings (enclosure especiallywith some perimeter parking would increase the separationof the Park from a heavily trafficked road, add to safety andallow for the closure of the Park at night if deemednecessary), and to the inclusion of a pond;

The Parish is looking to remove the pergola at the town endof the gardens and to provide a First World War memorial onthe site which does not interfere with sight lines between theCenotaph and the Don Monument. The present toilet block isalso an unfortunate excrescence in the gardens and considerationcould be given to its replacement in a less prominent position.

Liberation Square and the WeighbridgeThere exists an opportunity to enhance these areas of hardopen space by considering the justification and function ofthe roads and raised beds which separate them. OnLiberation Day it is particularly evident how difficult an areathis is in which to accommodate the large numbers of peopleattending the ceremony. Allowing the two spaces to functionas one would greatly enhance the area both for al frescodining but also as a large performance space;

Current arrangements for pedestrian movement betweenLiberation Square and Conway Street are also challenging forall road users and improvements need to be made.

As suggested in the North of Town Masterplan, these siteswould make excellent pocket parks, greatly enhancing theproperties on all sides, and which would be linked to theMillennium Town Park by the cut-through which has beenachieved by the Parish. For this project to be realizedalternative parking would need to be identified – privatesector developments in the area could provide this, or addinga storey to the Ann Court housing development.

WHERE DO THE CHILDREN PLAY?

Parade GardensThe two halves of the gardens could be rejoined by raising thesurface of the upper section of Gloucester Street whichbisects it, ideally restoring the grass between the two sections,alternatively creating a single lane in pavings so the linkcould be used by buses and taxis, and by through traffic whenUnion Street is closed by the Cenotaph. Alternative access forbuses could be provided along the northern section of theParade with an adjustment of the junction with Union Street;

There is the opportunity to install a fountain which would beseen along Gloucester Street and from the Waterfront;

In the longer term when the site of the hospital is redevelopedthe opportunity for extending the Park to the south could beconsidered (improvement to Gloucester Street could also beconsidered, including wider pavements and tree planting);

During this quarter the HonoraryPolice continued to conduct ParishHall Enquiries on most weekday

evenings. The volume of persons attendingsuch enquiries has remained constant andis a significant pressure on resources.Exact figures relating to Parish HallEnquiries and cases presented before theMagistrate’s Court are as yet unavailable.Nevertheless it is an established part of theIsland’s unique criminal justice systemand helps alleviate pressure on the courts.

As with any other year the secondquarter has seen a significant rise in thenumber of public events that haverequired some form of policing includingmajor events such as The Boat Show,Liberation Day celebrations, Festival ofMotoring and more recently the 2015Island Games. On those occasions largenumbers of officers have been deployedfor many hours, often supported by

colleagues from other Parishes and Ipublicly thank all for their efforts whichhelped to make each of those events asuccess. In addition the Honorary Policeof the Parish regularly provide assistancefor other events such as large funerals.

That, however, is the public face ofpolicing and what is often missed is theplanning and preparation that goes onbehind the scenes. The planning requiredfor these events, in conjunction withpartner agencies, to ensure public safetyis a significant task and my thanks go toall the team involved in this butparticularly to Vingtenier Mitch CouriardMBE who has, particularly for the IslandGames, been planning and organising thepolicing of these events for many months.

Moving forward into the third quarterpreparations are in hand for other majorIsland events such as the Battle ofFlowers, the International Air Display,

Seaside Festival and Halkett PlaceHoedown to name a few. It will beanother busy quarter for our officers andI thank each and every one of them inadvance for their commitment.

An Island worker has a new,permanent place for his toil outsideof Jersey Museum.

The Docker (Le Travailleux D'Cauchie),a life size bronze figure by sculptor ColinMiller, is a tribute to Jersey's maritimeheritage and to the time when the sea frontwas much closer to the Jersey Museumand Art Gallery than it is today.

The bronze Docker is a powerfulexpression of the maritime life, whenJersey sailors would sail as far as Nova

Scotia in search of cod. With nomechanical winches in those days, it wasdown to the strength of the Dockers tohaul in the fishing boats. The sculptedDocker wears an original Jersey seaman'ssweater.

Colin Miller is a well-known Englishsculptor and spent childhood holidays athis grandparents’ house ‘Les Vaux’ inRozel. He has been sculpting since 1966,ten years of which he spent living andworking in Greece. He works in bronze,

marble, English stone and varyingwoods, particularly olive wood.

The Docker figure has been movedonto the pavement at the Jersey Museumand Art Gallery entrance. In order toprepare it for the outside elements, thesculpture was shipped off to a Londonfoundry to have its original coir hawser(rope) copied and cast in bronze.

Jersey Heritage is grateful for thesupport of Dolan Hotels in re-siting thissculpture.

St Helier’s advance in al frescoIn Jersey’s warm climate, al fresco diningis becoming increasingly popular. In orderto promote and accommodate thepedestrian activity and vibrancyassociated with al fresco dining, St Helierhas introduced permits to enable theservice of food and beverages to customersat pavement tables until late at night.

Town has over 70 al fresco areasincluding coffee shops, deli’s, bars andrestaurants, enabling locals and visitors toenjoy the vibrant atmosphere of St Helier.We are truly spoilt for choice when itcomes to drinking and eating outside.

Town Centre Managerwork-shadow James Linderapproached the Town Hall for anopportunity to work-shadow the TownCentre Manager for a week in June.Having just finished his studies at EssexUniversity in Economics and Politics, hewanted to understand this role.

James writes: “Having had theopportunity to shadow Daphne for aweek in her role as St Helier’s TownCentre manager, I was able to experiencefirst-hand the challenges that such adiverse and taxing role presents. Duringmy time at the Town Hall I accompanied

Jersey’s 2015 Round the Rock ultra-marathon is taking place at 6am onSaturday 1st August – the fifth

anniversary of Jersey’s first ever ultra-marathon. Starting at the Steam Clock,runners will complete a 48 mile courseanti-clockwise around the coast of Jersey.

The event is sponsored by Greenlight,a business change specialist based inSt Helier. Eliot Lincoln, founder ofGreenlight and co-founder of Round theRock says, “It’s great to see how theevent has evolved over the years. For2015, we’re delighted to announce twothings. First Steve Way will be takingpart, holder of the British 100km record

and lifestyle turnaround legend. Andsecondly that Autism Jersey andHeadway will be benefiting from fundsraised in the main event”.

Grace Crocker has also organized theinaugural swim round the Island tocoincide with Round the Rock. With twointrepid swimmers and plenty ofsupport, we wish them good luck as theyset off at the same time as the runners.

Daphne to several meetings, all of which touched on variousareas of interest to me, be it events planning and management,public realm improvements, or the ongoing public awarenesscampaign for the NatWest Island Games.

Daphne’s daily work seems to tackle from the smallest to thelargest of trader disputes, as well as looking to the long-termfuture of St Helier as Jersey’s capital.

This dual attention paid to both the current and long-termfuture of St Helier left me with confidence that those planningfor the town’s future have the ambition needed to model ourcapital in a way that will in time change perceptions of town asa place in which to live and bring up a family.

Having shadowed Daphne I can now appreciate how herrole as Town Centre Manager is instrumental to the running andfuture planning of St Helier. During my time at the Parish HallI sat in several meetings where Daphne’s support for thoseorganising events, be them charitable or cultural, was of hugeimportance. These events not only act as a draw for tourists andlocals alike to St Helier’s shops and attractions, but also play avital role in the widening of public understanding of othercultures and ultimately social inclusion.

Future St Helier The regeneration of St Helier is one of thekey priorities for the Council of Ministers, and a workshop washeld at the end of May to explore what the vision for St Heliermight mean to those that live, work or have an interest in ourtown. The attendees’ views about the future of St Helier werecaptured in the following workshops: travel and transport, urbanliving and environment, and identity and community. The outputwill be displayed in a town location in the coming weeks so thepublic can view the detail and also add additional comments. EVENTS IN AUGUST create a parade through the town centre two days before theGrand Day Parade to help get everyone in the mood for Battle.

HALKETT PLACE HOEDOWN: Sunday 30th August, 1pm – 10pm,Halkett Place. Now in its second year this street party with aflavour of the American West will feature excellent live music,dining, dancing and much more family-friendly fun! This is afree event although donations upon entry will be kindlyreceived, with all funds raised going to Headway Jersey.

PORTGUESE FOOD FESTIVAL: Thursday 27th – Mon 31st August,People’s Park. The annual celebration of Portuguese food, musicand culture returns to People’s Park this year with the usualrange of food and entertainment. Mass will be celebrated atnoon on Sunday 30th while the Festival will close with afirework display on evening of Bank Holiday Monday.

CHORDZ AT THE COWS: Saturday 8th August, 9am – 9pm,West’s Centre. This is a new festival of live music featuring bandsand an acoustic stage with a spot of ukulele playing. The followingbands are taking part: Roodmood, The Reasons, Kilig & Fernweh,The Engine, Kevin Pallot, The Blind Drivers, Optimistic Voices,Koha and many more, and the event will be in aid of Jersey Hospice

ST HELIER SEASIDE FESTIVAL: Sunday 9th August, 10am – 8pm,Havre des Pas. A day of traditional seaside fun at Havre des Pasfor all the family. The seafront and outdoor swimming pool willbe jam-packed with beach games, live entertainment, music,local art and crafts and al fresco dining.

BATTLE OF FLOWERS TOWN PARADE: Tuesday 11th August,4pm, starting from West’s Centre. New for 2015, the Parish ofSt Helier is working with the Battle of Flowers organisers to

Shadowing Daphne also presented me with the opportunityto learn more about the role played by officials at both Parishand government level involved in the future regeneration ofSt Helier. This was of particular interest to me having studiedEconomics and Politics at university, thus widening myunderstanding of the inescapable trade-off between economicopportunities and political will.

My time at the Town Hall also gave me the opportunity tomeet several interesting people who play roles in Jersey’scultural makeup as well as those that are partly responsible formaking Jersey the inclusive, tolerant and open place it is today.”

This year's annual visit to Normandyby members of the NormandyVeterans Association and their

supporters took place at the beginning oflast month. The 16 member group wasbased in Port-en-Bessin, near Bayeux,which itself has one of the mostimpressive Second World War museumsand cemeteries in Normandy. The groupvisited the smallest war cemetery inNormandy, the Jerusalem BritishCemetery near Chouain, followed by theTilly-sur-Seulles Cemetery where thepoet Keith Douglas, killed in action inJune 1944, is buried. They then madetheir way to the hotel. The following daythe group had a full day tour of thelanding beaches, especially SwordBeach, near Ouistreham, where the twoNVA members in the group, BillyReynolds and Harry Fenn, were in action71 years ago. Later in the day the groupvisited Arromanches where the remainsof the Mulberry harbours are still visibleon the beach, and while they werevisiting the museum the Jersey veteranswere presented with commemorativemedals. On the final day of the tour thegroup visited the war museum at Bayeux

At Rouge Bouillon School this year we have been doinglots of activities that are health-related. Our Health Facilitator,Mr (Scott) Welsh, has been at the School since September to try

and get us more active and topromote healthy living. The firstthing Mr Welsh put on wasPhysically Active Rouge (PAR)where we take part in morningexercise classes. At these classeswe do our activity and then aregiven a breakfast snack. Thereare lots of different breakfaststhat we are offered like fruitsalads, smoothies, yogurt, cerealand lots more. There are lots ofdifferent sessions, fromkickboxing to yoga.

Some year groups have learnt cooking skills, recipe reading,method following, chopping, seasoning, food tasting; this hasbeen through either the Hampshire Hotel or Caring Cooks ofJersey. They have made foods such as muffins, pizza, salad, fruitkebabs and fruitsmoothies (all healthyof course). We havealso had monthlymotivational talkswith local healthprofessionals foryears 5 and 6 fromlocal entrepreneurs,nutritionists, athletesand personal trainers.

One of the things we have done and are very proud aboutwas our Healthy Eating Week, from Monday 1st to Friday 5th

June. During that week we had classes which the whole Schoolcan join in with, such as Wake ’n‘ Shake on Monday, Wednesdayand Thursday with Alsa. During these sessions we would doAlsa’s fantastic routines to songs like Shake It Off, Cupid Shuffleand loads more. On Tuesday we had Kori from Zambon Fitnesscome in to do some Fitness Wake Up alongside Harry (Zambon)

St Helier Schools

making the school some delicious smoothies. We had animalraces where we had to race as crabs, frogs, snakes, ostriches andmany more. We had these classes every morning for the wholeSchool to take part in to get us ready for the day ahead, and wenow have Wake ‘n’ Shake every Thursday morning for the wholeSchool. It does this by warming up your body and keeping youalert in the morning, making it easier to concentrate throughoutthe day. Throughout the week we also had a lunch boxchallenge. The challenge was to have a healthy lunchbox everyday; if we did, we gained a ticket. To get a ticket we had to haveat least one piece of food from each of the food groups (using theEatwell Plate as a guide).

On Friday we didn’t do any morning activities because wewent on our annual sponsored walk. We all started at La Frégateand each year went through lots of checkpoints, each yeargroup (including nursery) walked different distances. Year 5and year 6 went furthest and ended up walking over 15kilometres to La Moye! Every class, once they reached theircheckpoint, turned back and walked to Millbrook Park to havesome fun and to play games. At the end, all of the tickets gainedfrom the lunchbox challenge went into a box and were thenpicked out to win some prizes from places such as CreepyValley, Merton Aquadome, Aqua Splash, Holme Grown CountryFarm Shop and Les Quennevais Swimming Pool.

Some classes also went on trips throughout the week, like us,we went to West Park to kayak, paddle board and to learn aboutwater safety and survival skills. On the MakeWaves website wehave also been trying to win the healthy living badges and a lotof us did. Overall the week was really fun and very educational.

predecessor, has been designed by Wayne Audrain to interpret anumber of key themes around the subject of remembrance.These include how Islanders continue to remember the victimsof Nazism, acts of heroism and the events of the Liberation itself.

Given the enthusiasm with which the original tapestry wasembraced, it is hoped that Islanders shall once again take thechance to make their own stitch in time in order to help futuregenerations understand this important period of Jersey’s history.All are welcome to come and add their stitch to the panel.

OCCUPATION TAPESTRY 2015to tour the parishes

Commencing at St John’s Parish Hall on Monday 1st June,the tapestry will spend two weeks in each parish. Volunteerswill oversee its progress. The tapestry will be accompanied byinterpretation panels which tell the newly-discovered stories ofevacuees, émigrés and members of the community who havefamily wartime recollections from counties as diverse asSlovakia, Canada and Australia.

JIMMY FRANKSA DAY IN THE LIFE OFBy Cliff Golding

In different parts of the Parish on any working day the familiarsound of large, slow moving trucks can be heard stop-startingoutside private houses and commercial properties. The bin

lorries are on the march! Collecting rubbish of all descriptions,eleven trucks depart each day for a dedicated zone returning atthe end of the shift to the Queen’s Road Depot where the contentsare segregated for disposal or recycling. Twenty-three staff areinvolved in the vital task of refuse collection, recycling and litterbins in the Parish, one of them being 42 year old WasteManagement Collector Jimmy Franks. Of course the generic title isBin Man but Jerseyman Jimmy is keen to point out that he and hiscolleagues do not view that as a derogatory term. We met withJimmy at the end of a typical shift and asked him about a day inhis life as a Bin Man.

Jimmy, how long have you worked for the Parish as aBin Man?

JF I have worked on the bin lorry for just over four years now.I started on a Parish scheme in the recycling shed, which lastedfor six months, and a position then arose on one of the roundsand that's how it all began.

Tell us a bit about yourself. Where did you go to school,and what was your trade before working for the Parish?

JF I went to school at De La Salle College and I don't supposetoo many of the ex-students ended up working on the dustcartsbut I have always wanted to work outside rather than in anoffice and we are outside all year round. I was in the buildinggame before that but there was a massive downturn in work andeven now there are a lot of tradesmen scrapping round to pickup what they can.

What time do you start your rounds, how many of youare there on each truck and how long is your shift?JF We leave the yard at 6am each morning and on our wagonthere are three of us – Johnny is the driver and Dave and me arethe two mates. We work an eight hour day clocking up quite afew miles walking in that time.

What happens to the rubbish when you get back to theDepot?JF Residual waste and litter bin waste goes to the incinerator atLa Collette, and cardboard and recycling comes to the Depot tobe processed, baled and sent to France for recycling.

When you empty the trucks on your return to the Depotwhat happens to them? Don’t they smell a bit, especially in thesummer?JF Each wagon gets washed out on our return. With the varietyof waste going in the back each day it’s certainly needed! A lotof people would say that the wagons smell but, working with itevery day, you become a bit immune to it.

Do you clear up after events in the Parish, and does thatmean weekend work too?JF The Parish does do some extra events, but there are also bincollections to do every weekend anyway. The one thing yousoon learn in this job is that there is no shortage of rubbish to becollected.

You work on an eye-catching wagon!JF We work on the purple wagon, which has a Diabetesawareness message. It gets a lot of attention, which is exactlythe point.

Asuccessful fundraising event was held for Team Jersey beforethe Island Games week. De Gruchy was the main sponsor who teamed up with the

Island Games Association of Jersey to help raise funds to enablelocal sports men and women to travel to Gotland, Sweden, tocompete in the 2017 Island Games.

The young models involved were competitors in the Gamescovering athletics, volley ball, swimming and sailing and haveto be praised for their commitment to attend the rehearsals thattook place over a two month period. This in addition to theirrespective training programmes, with the majority of these youngcommitted athletes also in the middle of a busy exam period.

A big thank you to Katrina Gower, who volunteered toproduce an excellent choreography and to the Radisson Hotelwho hosted the event for 270 people.

TEAM JERSEYIsland Games

The evening leaped into action showcasing local talent aswell as de Gruchy’s much awaited spring/summer collectionwhich boasted a wide range of wearable styles for the sportyand sophisticated alike, from brands such as GANT, KarenMillen, Mint Velvet, LK Bennett, Ralph Lauren, Hugo Boss, andTommy Hilfiger.

Entertainment was also enjoyed by Tory de Mond GymnastsAcademy and Vocalise.

Store Director of de Gruchy, John Marquis said “de Gruchyis proud to be involved with the Island’s sports teams. For thesecond year we are honoured to be able to support our verytalented sportsmen and women.

We are delighted that by providing the clothes andsponsoring the Island Games Fashion Show the Associationraised the grand total of £7,000”.

What are the most challenging aspects of the job?

JF St Helier is the capital of Jersey and, as the populationincreases, so does the amount of rubbish. We have to make surewe don’t miss any!

And the best part?

JF Working outside, especially in the summer months. It's alsoimportant that when you’re working with another two lads everyday you get on well together. Luckily we all seem to have the samesense of humour (although I am the funniest of the three of us!).

And finally what do you do in your spare time?

JF When you have four children (Amber 11, Summer 9, Eddie 2and Harlow 14 months) you don't really have any spare time.When I leave work it is all about spending it with the kids.Family is something I am very fortunate to have and the olderyou get the more you value it.

The Channel Islands Co-operative Society gives a Helping Handto local charities Set up to provide financial support to a variety of good causesacross the CI, the Society’s Helping Hands initiative this year donated more than£17,500 to fifteen charities, four schools and nurseries, two residential homes, a church,a communal area and a social welfare provider out of the 102 applicants who applied.

In Jersey one of the recipients was ‘Little Miracles’, a group formed a year ago tosupport families whose babies are admitted to the special care baby unit, who received£1,500 to buy Cuskis – specially designed comforters for use in incubators – for theirLittle Miracle Boxes.

Roberts Garages is again runningits initiative to give back to thecommunity by offering up funds to helpsupport local charities and worthwhilecauses and has £20,000 available. If youwould like a share you’ve got until 21st
