President’s Message The Great Western Rallye, “Pretzel Logic” is scheduled for Saturday, October 14th . The start is in the parking of Keno’s Restaurant, 5750 East La Palma Ave ., Anaheim, CA 92807 . Driver’s meetingisat8:30a.m.andfirstcaroutis9:01a.m..Comeearlyand have breakfast , they open at 6:00 a .m . . Dos Amigos say this rallye is shorter than those of the past with scenery you will enjoy over and over . Thank you Dos Amigos for another Great Western . The VARA Oktoberfest at Buttonwillow is October 7th - 8th that features all German production cars . And this year the race is actually in October and not September . Original Oktoberfest was an event that only took one day . Over the decades Oktoberfest got longer and longer, until it started the third week of September . And there is Halloween; the season for little ghosts and goblins to take to the streets, asking for candy and scaring one another silly . Spooky stories are told, scary movies appear in theaters and pumpkins are expertly (and not-so-expertly) carved into jack-o'-lanterns . These days, the phrase "trick or treat" is mostly an empty threat, but pranks have long been a part of the holiday . In the late 1800s, the tradition of playing tricks on Halloween was well established . In the United States and Canada, the pranks included tipping over outhouses, opening farmers' gates and egging houses . But by the 1920s and '30s, the celebrations more closely resembled an unruly block party .

My Take: Often my faulty or circular reasoning does not stand up to scrutiny and thus it takes a lot of painstaking pretzel logic to try and explain myself .

Great Western 2017

CK INTERNAL

Dos Amigos Present: Great Western 2017

It will be kind of lik e crammin g for finals the night before exams. We have a date, a name, and Mike has a plan. In his head.

What we don’t have quite yet is a rallye. Not to worry, there will be a flurry of energy loosed this Labor Day weekend. If we write the rally a month before the actual date, they won’t have time to close the roads like last year. We hope.

Date: October 14 Driver’s Meeting: 8:30 FCO: 9:01 Cost: $8, Less than the cost of a good burger Start: Keno’s Restaurant, 5750 E La Palma Ave, Anaheim Hills

While Keno’s doesn’t have a specific vegetarian menu, they have assured they can produce a vegetarian breakfast. The end location also has vegetarian items.

So come early and join us for breakfast, or meet us at the end for a beer. So join us for one or the other. Or both, and participate in the rallye that’s in the middle.

Rallye is relatively short, only about 100 miles, some of that at rural road speeds. We’ll get out in the country a little bit and see some good views in Orange and Riverside counties. Some roads you’ve seen a couple times, some maybe not.

So c’mon and join the Amigos as they celebrate Oktobeerfest, the successful harvesting of barley and hops and the fermented products derived thereof. And maybe have a nice little drive to boot.

Long Beach’s Grand PrixLong Beach’s Grand Prix report is $150K worth

of obvious points By Tim Grobaty, Long Beach Press Telegram

It will be a busy night for your City Council when the body meets on Aug . 8 with an agenda of almost 50 items . Included in the array is Item No . 34, which will in effect begin negotiations with the Grand Prix Association of Long Beach to continue to bring IndyCar racing to the streets of Long Beach . The city has already given the nod to the IndyCar format, so the Aug . 8 item is of interest only because it’s the culmination of an exhaustive process to determine whether Long Beach would stay with the IndyCar series that’s been run by Jim Michaelian, the Grand Prix’s

president and CEO since 2001, or switch over to the swankier and more exorbitant Formula 1 series, promoted by World Automobile Championship of California, a group led by Chris Pook, the man who started the Grand Prix in Long Beach in 1975 . The decision was a no-brainer, as evidenced by the fact that even we knew how it would comeout.Anditcertainlydidnotappeartomeritthe$150,000thecitypaidtothefinancialfirmKPMGtocomparetherivals’relativemerits. That report was made public Monday afternoon, and it’s loaded with an absence of surprises, although there are a few bits of weirdness involved . Rather than submit what KPMG said would be an ideal computer-aided design plan for the proposed F1 track that would identify all mandatory components required following FIA (the governing body of motorsports) guidelines, WACC offered a hand-marked, low-resolution track plan, which, stated the report, “does not appear to conform to an FIA drawing standard .” More curious, the cocktail-napkin bit of cartography shows the proposed circuit running in the opposite direction to the current IndyCar track . “The only indication of this is a small arrow identifying the direction into the pit lane entry,” said the report, noting, “If this is the case, this change of direction may add to the circuit upgrade costs driven by required changes in safety infrastructure .” More importantly, Pook’s group stated that it could not get a race on the track until 2020, and only then if the city gave the go-ahead by Nov . 30 this year .

Long Beach’s Grand Prix Continued:

Andif thecityhadgreen-flaggedF1, thequestionremains: isFormula1’sownereveninterestedinbringingthatformattoLongBeachinthefirstplace?Pook’sgroupsubmittedacopy of a 2013 letter from Bernie Eccelstone “stating Formula One’s interest in returning to Long Beach,” which would indeed be exciting news if Eccelstone still had anything to do with F1 racing . He sold his company to Liberty Media in January, and the report notes that “the level of formal support from Liberty Media is currently unclear .” The report repeatedly cited shortcomings in the WACC responses and it is clear that group isbasingvirtuallyallexpensesandprofitsonspeculation, includingthesanctioningfeeforthe race, which it puts close to $20 million, as opposed to reports of other venues paying in excess of $30 million per year . The report reckoned that “it is possible that a special commercial deal could be negotiated betweenWACC and LibertyMedia.” Sure!MaybeLiberty will just waive the fee altogether in the spirit of goodwill . Things went easier for Michaelian, because there was no need for speculation on his part, with the race’s history supplying most of the answers posed by the researchers . So F1 gets a “Did Not Finish” designation, and now Michaelian enters into negotiations with Long Beach for a new contract . The city already has a list of demands, most of them pretty doable . The race must be held annually in April, is one . Another: A minimum of 14 cars will participate . The city will ask for post-race street repairs by the Grand Prix – some of which are actually being done this week along Shoreline Drive, according to Michaelian . Another key issue is the length of time the Grand Prix spends on set-up and take-down of the course . Pook’s group said they could do it faster than Michaelian’s, though that, again, cannot be determined . At any rate, the city wants Michaelian to speed things up . The problem is, if the city was using Pook’s plan for leverage in gaining concessions from Michaelian, it’s already lost it .

City Staff Recommendation Goes To Council August 8

A City of Long Beach selection committee is recommending to the city council that the GrandPrixAssociationofLongBeach(GPALB)isthe“mostqualifiedfirmtopromoteandoperate the Long Beach Grand Prix race” in 2019 and beyond . The current contract with GPALB ends with the 2018 race . Last November, the city received two responses to its request for proposals (RFP) for a “promoter” of the annual street race . The other proposal was by World Auto Championship California, a group led by Chris Pook, who founded the Long Beach Grand Prix in 1974 and headed the GPALB until the end of 2001 . If the city council approves the staff recommendation – tentatively set to be heard at the August 8 city council meeting – then GPALB President/CEO Jim Michaelian and IndyCars will have beaten back an attempt by Pook to return Formula One race cars to city streets . Michaelian’sgroupwillthennegotiateacontractwiththecity,expectedtobeforatleastfiveyearswithafive-yearoption. Pook argued that the race needs to change to Formula One cars – which competed in Long Beach from 1975 through 1983 – in order to achieve the “highest and best use for the city .” Michaelian countered that his group is a “known quantity and a community asset,” stressing “we deliver .” The committee chose the “known quantity .” Reachedforcomment,Michaeliansaid,“We’reverydelightedtohavebeenidentifiedbythecity’sselectioncommitteeasthemostqualifiedfirmtocontinuepromotingandoperatingtheannualToyotaGrandPrixhereinLongBeach.Thisisthefirstbutimportantstepinthecontinuation of the extraordinary partnership which we have had with the city for the last 43

Jim Michaelian and his team are excellent race promoters who deliver on their commitments and always keep the best interests of the citizens of Long Beach top of mind . They deserve thecity’sconfidenceandsupport.” When asked to comment about the city staff’s recommendation, Pook told the Business Journal, “We’re not sure they understand what would be the best use and best economics for the city . We think they probably must have missed a lot – we don’t know . We’re all kind of surprised at it . I think everybody is surprised . Certainly the international people are surprised . But it is what it is and we move on . Long Beach is Long Beach, you know . It’s not an Auburn, it’s not a Montreal, it’s not a Singapore, it’s not a Beijing – it’s Long Beach . There will be a race in the Southern California market; it’s just a shame it won’t be in Long Beach . It is what it is . It’s their city and they are certainly entitled to do what they want to do with it .”Pook added that he may be out of town August 8, but expected a representative of his group to attend . “I’m sure there will be questions of us from the council,” he said . In recommending the GPALB, the committee, in a memo dated July 24, stated that the group was “able to demonstrate their ability to perform and excel in all of the criteria categories,” and it “was the best proposal in fully demonstrating the ability to deliver a race andprovidingthebreadthordepthofinformationrequiredrelatedtofinancialstability, raceimplementation, marketing plan, minimizing negative impacts, and conformance with the terms of the RFP .” The two proposals were reviewed by KPMG Corporate Finance LLC, which provided operational, technical and financial analysis.Additionally, the committee – made up ofeconomic development staff and an outside consultant – conducted two rounds of follow up questions with each group . Then one-hour interviews were conducted with representatives fromfivecitydepartmentsandaspecialeventsrepresentativefromtheCityofLosAngelesOfficeoftheMayor. According to the city memo, the proposals were evaluated based on the following criteria: demonstrated competence; experience in performance of comparable engagements; expertiseandavailabilityofkeypersonnel;financialstability;conformancewiththetermsof this RFP; extent of increase to revenues/economic impacts; extent that negative impacts to business/residents are minimized; innovative marketing plan/planned activities; support from sanctioning body (Formula One/Indy Car) .
