Short biography of Prof. JHR Bisschop, 1898-1984

John Henri Roosegaarde Bisschop was born in Pretoria on 20 December 1989. He completed his school education in Pretoria and studied at the Elsenburg Agricultural College in Stellenbosch, where he received the two-year Agricultural Diploma with honours (distinctions for all his subjects.) In Pretoria he furthered his studies at the former "Transvaalse Universiteitskollege" (now the University of Pretoria) in B.Sc (Agric), specialising in stock farming. He completed his studies for a veterinary surgeon and studied abroad during 1929 and again in 1939. However, the outbreak of the Second World War compelled him to return to South Africa. Work Experience:

Since 1925 Bisschop served the South African stock-farming industry devotedly. After serving as researcher at Onderstepoort (the Veterinary School at Pretoria), he managed the Armoedsvlakte Research Centre in the district of Vryburg (Northwest Province.)

1936: Bisschop became Professor in Technical Zoology in the Faculty of Veterinary Science, Onderstepoort.

1957: He became Vice-Director of Veterinary Services and served as Dean of the Faculty Veterinary Sciences before his retirement from the academic profession in 1959.

1959-1968: Senior Adviser at the National Institute for Cattle Breeding and the Dairy Industry.

Prof. Bisschop was considered an expert in the field of stock-farming and he visited several African countries for the purpose of advocacy: The former Bechuanaland, Nyasaland, Kenya, Uganda, Egypt, Sudan and Swaziland. In 1964, he represented the South African Society of Animal Production at the 1st International Congress on Animal Production in Rome. However, Prof. Bisschop considered his participation as member of the "Commission on the Socio-Economic Development of the Native Areas within the Union of South Africa" as the highlight of his career. His task in the so-called "Tomlinson Commission" was to research and record the stock-farming industry and development thereof in the native areas. Prof. Bisschop finally retired in Kokstad, where he died on 28th March 1984.

More information on the Tomlinson Commission

The Government of the Union of South Africa commissioned an inquiry into the socio-economic development of the former Bantustans in South Africa during November 1950. The purpose was to investigate the future of the Natives (as non-Europeans were called during this period), inside and outside the traditional Homelands, as well as the methods for their development, directed at peaceful co-existence with their white neighbours. The report of the Commission for the Socio-Economic Development of the Bantu Areas within the Union of South Africa was released on the 1st of October 1954. The report consisted of 51 chapters of more than a million words; 598 tables and an atlas with 66 maps. The printed report has 18 volumes. A summary of the report was published in 1956 as a "blue book" and a white paper was published simultaneously, to indicate what Government is already implementing, which suggestions they accepted and what they reject in this report.

White and non-white should develop separately.

Seven main areas to be given to the different black ethnic groups. The National Party's policy of separate development and specifically the Homelands, to be implemented in the future decades, was founded mainly on this Commission Report.
