• The UN assessment team reported their findings to t he NDCC on the assessment conducted in Regions X, XII and ARMM. According to the report, the humanitarian response being conducted by the government is handl ed very well. However, there are some target areas that needs to be furthe r strengthened. These are the water sanitation and hygiene in some evacuation cen ters, provision of psychosocial interventions and some health issues. Furthermore, the report underscore the need to coordinate with appropria te authorities

F. Response/Concerns by Cluster

Health, WASH and Nutrition • The medical-dental “CARAVAN” organized by PDCC Lanao del Norte has already

served 11,898 IDPs in the conflict-affected municipalities of Lanao del Norte: Linamon (1,135 IDPs); Kauswagan (2,816 IDPs); Bacolod (2,124 IDPs); Kolambugan (2,976 IDPs); and Maigo (2,847 IDPs). The medical mission is still on-going in Kolambugan and will continue in Tangkal, Matungao and Munai

• PNRC had so far provided the following assistance in North Cotabato, Maguindanao and Iligan City, Lanao del Norte: installation of water bladder with tap stand in 11 evacuation centers; provision of 56 latrines in Pikit, North Cotabato and Iligan City, Lanao del Norte; additional of 20 latrines in Maguindanao; repaired eight (8) defective hand pumps; and constructed five (5) hand dug wells

• DSWD XII and ARMM conducted supplemental feeding to approximately 1,000 children aged 0-6 years old in evacuation centers of North Cotabato and Lanao del Norte and they prepared master listing and profiling of IDPs through the DSWD Family Access Card (FAC)

• DOH-ARMM intensified health education campaign on water and sanitation and on the preventive and control measures on the food and water borne diseases, provided Vitamin A supplementation to 1,832 individuals and children below 5 years old and distributed compact food and micronutrient tablet to identified malnourished children in Maguindanao; and set up a tent hospital in Datu Piang, Maguindanao; and distributed 1,000 jerry cans and sodium hypochlori de to IDPs in Kabuntalan

• DOH XII has immunized a total of 4,832 persons i n North Cotabato: Libungan (87); Tulunan (213); Tikawagan (127); Aleosan (1,59 9); Midsayap (652); Pikit (2,154) while DOH ARMM has immunized 2,035 individu als in Maguindanao (Datu Piang, Mamasapano and Talayan)

• PHO XII set up 24 toilet facilities, installed wat er pumps and provided toilet bowls in main evacuation camps in North Cotabato

• DOH-CHDNM, DPWH and DSWD will start the constructio n of 30 latrines in Munai, LDS and 20 latrines in Tangkal. LDS will st art on September 15, 2008

Food and Non Food Items (NFIs)

• DSWD CO provided the required emergency relief need s of the IDPs in 3 regions amounting to Php14.3 Million: Regions X (P hp3.1 M), Region XII (Php8.8 Million) and ARMM (Php3.0 million)

• Senator Manny Villar provided 100 packs of Alcohol (25 pcs/pack) and milk to the children of Northern and Southern Kabuntalan. G overnor Ibay also provided candies to the children

Psychosocial Support

• PNRC deployed 13 CISM trained chapter volunteers to Kolambugan and Kauswagan Lanao del Norte and were able to conduct CISM to 67 families under the supervision of PNRC NHQ social workers

• The CRMC trained mental health teams conducted CISD in 2 evacuation camps in Pikit, North Cotabato and 200 evacuees were debr iefed in Kolambugan, Takipan and Pikit

• The Psychosocial team from Manila met DOH-ARMM staf f on Sept 11, 2008 regarding the conduct of Critical Incidence Stress Debriefing (CISD) in the conflict affected areas. However, it has been reco mmended by the group that at present the conduct of CISD for IDPs in evacuati on areas is not advisable due to unstable peace and order situation. Meantime , the psychosocial team conducts CISD for service providers in ARMM

• Survival intervention was given by DOH ARMM to 9,26 5 individuals in 10 municipalities of Maguindanao since August 23, 200 8

• Psychosocial services is being provided to the IDPs as a package during consultation

Shelter

• DSWD CO released additional P2.8 Million to DSWD FO X for the construction of bunkhouses and purchase of emergency relief sup plies (Php2.0 Million) and P800,000.00 for administrative expenses

• DPWH Lanao del Norte 2nd District has already completed 25% of bunk houses construction in Bry. Kulasihan, Kolambugan, Lanao del Norte as of September 11, 2008

• DPWH 1st District Lanao del Norte started the construction of bunkhouses in Munai, LDN on September 9, 2008 and will construct bunk houses for eight (8) families in Kauswagan whose houses were totally bu rned

• Mayor Abdulazis M. Batingalo of Tangkal coordinated with DPWH Lanao del Norte 1 st District for the construction of bunk houses in sa id municipality

• Construction of the 12 houses in Kolambugan, Lanao Del Norte under the PNRC’s shelter assistance project is ongoing

Education

• DepEd in coordination with the AFP Engineering Brigade is conducting repair/ rehabilitation of the five (5) schools in Lanao del Norte namely: Kolambugan Central School (25%), Kauswagan Central School (12%), Kawit Oriental Elementary School (25%), Marga Elementary School (15%) and Napo Elementary School (15%). Repair of the remaining 6 other schools in North Cotabato and Lanao del Sur is on hold for security reasons. DepEd will prioritize schools that bear major damages and will conduct site appraisal. Rehabilitation work will commence once the area is declared safe by the AFP

• Ten (10) schools in the municipalities of Poona Piagapo and Munai, Lanao del Norte namely: Poona Piagapo Central School, Munai Central School, Lumbac Ingud Primary School, Cormatan Primary School, Nunungan Primary School, Pantaon Primary School, Tamparan Primary School, Panago Primary School, Balabacun Primary School, and Tapurong Primary School were reported occupied and used by MILF as Base Camps. Damage assessment in these schools will commence once declared safe

• Schools Division Superintendent of Lanao del Norte reported that only 60% of the students in Kolambugan and 80% in Kauswagan have attended classes as of Sept 9, 2008

• DepEd is ready to distribute books and instructional materials in the affected areas awaiting for the identification of alternative delivery site where the books will be stored; and coordinated with Bureau of Alternative Learning System regarding the distribution of alternative learning materials

• Dep Ed started adopting displaced students to other schools to continue their classes although some schools have suspended classe s in conflict areas

Concerns • Dep-Ed-ARMM appealed to concerned NGOs to provide comfortable tents which will

serve as temporary classrooms in order to resume classes in the conflict-affected areas

• More tents for evacuees to be used as temporary shelters so that school can be used for the resumption of classes

• DepEd stressed information drive for teenagers not to be convinced of joining any rebel group. This is in response to reports that some minors are being used as front liners during operations

Camp Coordination/IDP and Management

• OCD-ARMM is closely coordinating with Cotabato PDCC and RDCC XII so that the evacuees from Midsayap, Pikit and Aleosan will be convinced to finally return to their respective areas

• Coordination is also being made to ensure resources are optimized and most in need are served

• DPWH, DSWD and concerned LGUs in Region X have identified a relocation site for the construction of bunk houses as temporary shelter for the Kolambugan and Kauswagan residents and DPWH has started building the bunk houses intended for the residents staying at the Riverside High School

• CHD XII conducted fogging operations in the evacuat ion camps in North Cotabato

Livelihood and Early Recovery

• TESDA’s “Balik Buhay sa Mindanao Program” has commenced last September 4, 2008, an income-generating skills training program under the auspices of the Handog ng Pangulo. The package comprised free training programs on Massage Therapy - “Galing Masahista Ako”; Hairdressing/Haircutting; and Small engine mechanic - “Galing Mekaniko Ako”. Free tool kits will be made available in order for the beneficiaries to start their livelihood. This program has an estimated cost of Php5,002,000.00 and will be funded under the PGMA-Training for Work Scholarship Program. The training will start next week

• PNRC will construct shelter with toilet at 50 sqm/76 sqm per family for 12 families in Kolambugan and 12 families in Kauswagan Lanao del Norte. Delivery of materials is within the week, deed of donation is in the process and the relocation area is in Brgy Rebucon

• DA’s proposed recovery and budgetary requirements in Regions X, XII and ARMM is P34 Million: Rice P10.055 M; Corn P1,761 M; HVCC P.703 M; Livestock P18.265 M; and Fisheries P3.663 M for the purchase of fertilizers, vegetable seeds, seaweeds, fishing gear, carabao and cattle
