Thank you for entrusting me as the 39th President of NHSPE, dating back to 1969, and includ-ing a few two-termers. Yes, I volunteered and yes, I was unop-posed. The silver lining here is, campaign finance reform is not on this year’s agenda. As of the beginning of our Fiscal Year, July 2009, I will begin work to earn yours and the Boards’ trust. State Directors–Gregg Comstock,

It is truly hard to believe how quickly a year has passed and that I am writing this article to the NHSPE constituency as the Immediate Past President. It was certainly a busy year, which has probably led to it passing in the blink of an eye. To recount, we had several successful technical meet-ings including the UNH stormwater facili-ties tour, a joint meeting with the Structural Engineers of NH, the second annual Joint Societies Conference, another successful E-Week Banquet, a new PE dinner, and a shared officer induction ceremony with the VT Society of Professional Engineers pre-sided over by NSPE President Brad Aldrich, P.E. We gave away scholarships, recently honored three outstanding NH teachers for

Outgoing President’s Messagetheir efforts in developing the engineers of the future, and MATHCOUNTS was again a success under the leadership of Ben Pratt.

While there is still much to do, the new Board of Directors is invigorated with the addition of two new highly motivated and qualified members, Ted Setas, P.E. and Peter King, P.E. and the ongoing leadership of the members who remain on the Board. I would like to thank Tom French, P.E. for his service as the Treasurer for our organi-zation. Going forward, it is clear to me that NHSPE will be in great hands under the leadership of President Larry Dwyer, P.E. and President-Elect Steven Lehmann, P.E. Dan Hudson, P.E. has continued on his

Several members of the New Hampshire Society of Professional Engineers, each a past-president of NHSPE, are currently representing the licensed engineering com-munity at the national level.

Matthew Purcell, P.E., F. NSPE, has been elected to serve on the National Soci-ety of Professional Engineers (NSPE) Board of Directors, which is the governing body for NSPE, for a two year term start-ing in July, 2009. Matt will represent the NSPE Northeast Region on the National Board. Matt is currently active on the NSPE Membership committee. He has also served multiple roles over the past several years including involvement in the NSPE Continuing Education committee, Member Retention Task Force and Interest Group

Task Force, as well as being the New Hampshire representative to the NSPE House of Delegates and several leadership positions for the Northeast Region and the New Hampshire Society.

Craig Musselman, P.E., F. NSPE, has been selected to serve as chairman of the NSPE Licensure and Qualifications for Practice Committee (L&QP) for the 2009-2010 year. The L&QP committee is involved in a wide range of issues that directly affects licensure of Professional Engineers across the country. Craig is a longstanding member of the L&QP Com-mittee and through that involvement has represented NSPE in several national forums regarding the need for additional education as a prerequisite for licensure in

Craig Bailey, Ted Setas, and Josh BouchardOther Subcomittee chairs include The Observer: Ted Setas;

Membership: Walter Durack; MATHCOUNTS: Ben Pratt; and last but not least our NSPE Northeast Manager: Matt Pur-cell. When you see these fine people, please thank them for their service. I’d also like to extend my appreciation to Matt Low for a job well done as our president during last fiscal year. Matt’s leadership skills, eloquence and enthusiasm went a long way to improve our organization. Thanks Matt.

Now onto the business at hand. This summer the Board and other interested members met to discuss events and initia-tives, and more importantly how we will support our plans for the coming year, so we could hit the ground running in September. Some of the activities we looked at are dinner meetings/topics/guests, Engineers Week, MATHCOUNTS, Scholarship and Math/Science Teacher Awards, membership, UNH School of Engineering, legislative and licensure issues. Each of the above has its own challenges, logistics, and plan-ning needs, so I encourage and welcome all the help you can provide. There is much talent in our ranks, so if you are inter-ested, please e-mail me at [email protected]. All levels of help will be appreciated and just imagine the good times you’ll have.

Leadership opportunities abound in NHSPE as well as other professional organizations which may appeal to you. Fortu-nately for us, NHSPE has a dedicated group of professionals working for you to enhance the image and ethical as well as competent practice of professional engineering. We also have a nice cross section of experience ranging from about 25 to 55 years of age. It’s a wonderful opportunity, especially for young engineers to take on leadership roles outside the workplace.

There was an article in the July 2009 issue of PE, by Theresa Carey, who discussed leadership qualities needed for engineers to advance from technical to management experts. NHSPE is a great way for young engineers to get involved and practice some of the skills she mentioned such as priority setting, del-egation, communication, budgeting, confidence, and construc-tive criticism among peers and leaders in the industry. Con-sider NHSPE as the minor league of professional practice.

In closing it is argued that engineering is the greatest pro-fession in the world. Whether it is or is not, it is undisputable that the world would have never advanced to where we are today and where we will go tomorrow, without our contribu-tions. Be proud, be humble, but don’t sell yourself short. Make a difference in your business, your community and your profession.

quest to eventually fill every position on the Board by taking on the duties of Treasurer. Thank you Dan!

NHSPE plays a vital role in our profession and I hope that this year each member will find a way to serve the organization that serves you. We will continue to monitor legislation which affects your abil-ity to practice engineering. We will continue to provide affordable networking and continuing education opportunities. If you have stepped up in the past, we thank you. If you have not yet, now is the time.

Lastly, I thank you all – the members of NHSPE – for allowing me to serve you as President over the last year. It has been an honor, a joy, and an experience that I will cherish throughout my career. I have met many new interesting colleagues, made many new friends and enjoyed it to the fullest. I look forward to seeing you at upcom-ing NHSPE events in the fall.

October 8th marked the 3rd annual New Hampshire Joint Engineering Societies day-long conference “Investing in Infrastructure.” The timing of this topic seemed perfect con-sidering current economic recovery initiatives and economic conditions, and the materials remained consistent with our original mission: to provide educational programs to a broad range of disciplines. This year did not disappoint the 125 attendees that participated in the event. The day started off with an overview of our national infrastructure by Mr. Andy Herrmann, P.E. of ASCE to present the National Infrastruc-

ture Report Card. This set the table for a broad spec-trum of topics that lasted the day and ranged from state perspectives on p rese rv ing our Tr a n s p o r t a t i o n Infrastructure by Mr. Mike Izbiki, VP of Operations for B&I Transpor-tation Consulting, LLC and George Campbell, NHDOT C o m m i s s i o n e r. The morning ses-sion was closed

out by a presentation by Ms. Thelma Brown, P.E., Engineer-ing Manager at PSNH and former Young Engineer of the Year, on our state’s aging power distribution infrastructure and the need to embrace new and emerging technologies for survival in the future.

Following a net-working luncheon, the next session focused on region-al growth perspec-tives by Mr. David P r e e c e , A I C P, Executive Director and CEO of the Southern NH Plan-ning Commission and Mr. Br ian O’Neill, Deputy Director of the Manchester-Bos-ton Regional Air-port. Finally, the day was closed out by concurrent ses-

sions including a roundtable panel discussion on the significance of our historic structures as part of our building infrastructure by Senator Martha Fuller Clark as well as a discus-sion on the past and future of internet infra-structure and its role in society and business by Mr. Jim Isaak who spent over 30 years working for companies such as IBM and Digital.

Once again, I would like to thank the planning committee, our sponsors and volunteers, especially Ms. Martha Mitchell, Terracon, who helped to make this event such a success in these challenging economic times. It is during these times when networking and support within profession is even more important. Visit our website at www.nhjes.org for photos and copies of the presentations that were used. As you might have guessed, we have a l ready s ta r ted planning our event for next October, 2010 and will be targeting topics on Forensic Engineer-ing, a sort of NCIS of our profession. Our planning meet-ings will start up again in January, 2010 and we would invite any and all that wish to participate in the planning of our 4th Annual Joint Engineering Societies Conference. Contact me directly at [email protected] if you would like additional details or have questions.

NHSPE Annual Meeting June 11, 2009

The annual induction of officers for the NHSPE was performed at the Annual Meeting in conjunction with the VSPE at the Quechee Inn at Marshland Farms in Quechee, VT. Mr. Brad Aldrich, President of the National Society of Professional Engi-neers led the induction ceremony of both the New Hampshire and Vermont Chapters. A total of 11 officers were inducted and are ready to serve as your NHSPE Board of Directors. A list of the officers is included in the President’s Message article of this issue of the Observer.

The Quechee Inn was a classic New England setting, coupled with a lively happy hour and a wonderful meal. You have to love that Vermont cookin’. It was a great opportunity to meet our fel-low engineers across the border and share in some fun and oath taking.

As part of NHSPE induction ceremonial tradition, we have passed on a mounted gavel from the Past President to the new President. Each President is expected to make an improvement to the gavel for the next one to inherit. This year however, by meet-ings end, the gavel was absconded and held for ransom by the VSPE officer staff and remains in their custody. This act of treachery will not be forgotten, and we will either challenge them to an old fashioned duel or at the least a shoot out at the OK Country Club. Stay tuned to your Observer for updates on the status of the NH Gavel.

NHSPE is pleased to announce that this spring, three extremely deserving individuals were awarded by the NH Joint Committee of Engineering Societies with the Excellence in Teaching Awards at the Elementary, Middle and High

School levels. The Joint Committee was comprised of NHSPE, ASCE-NH, SENH, NH Institute of Transportation Engineers, IEEE-NH, ACEC-NH, as well as the UNH Col-lege of Engineering and Physical Sciences, the NH Profes-

sional Engineers Board, the NH Teach-ers of Mathematics and the NH Science Teachers Association.

Applications were received from December to March, and the three win-ners were notified in May after review by the Committee. Larry Dwyer and I then had the distinct pleasure of visiting each teacher in their school environment to present their awards to them in front of their colleagues and students. The winners this year were as follows:

Elementary School – Ms. Linda Stu-art, Concord School District.

Middle School – Mr. Doug Stith, Lon-donderry Middle School.

High School – Mr. Norm Messa, Sea-coast School of Technology.

The excitement surrounding the indi-vidual awards ceremonies was very touching for each humble winner, and those who anonymously nominated the teachers. We are very excited about this program going forward, and hope to build on the success of 2009.

New PE Dinner / Geothermal Engineering

OverviewApril 23, 2009

On April 23rd, engineers gathered at the Holiday Inn in Concord to welcome newly licensed Professional Engineers to our community while also taking in a lively technical topic. The event was enthusiastically attended, with the Holi-day Inn rushing to find a few extra meals and seats for the large number of people who turned up.

After NHSPE president Matt Low, P.E. announced the new P.E.’s in the room, Paul Ormond, P.E. of Haley & Aldrich, Inc. shared an overview of geo-thermal engineering. The discussion provided important background to sup-port geothermal energy’s potential for providing a resource for energy efficien-cy and reducing carbon footprint. Then introductory technical information was provided on ground source heat pump basics, the benefits of geothermal, and equally as important: the payback period (claims vs reality). Based on the dura-tion of follow up questions, the topic was eagerly received!

Order of the Engineer

During the Order of the Engineer cer-emony, engineers take an oath of integ-rity and ethics and wear a stainless steel ring on the little finger of their working hand as a visible reminder of their oath. This ceremony is not yet a standard part of milestones such as graduating or receiving a PE license, but an increas-ing number of institutions and organiza-tions are adopting the ceremony.

At the end of this issue of the Observ-er is a copy of the first newsletter of the Order of the Engineer, to provide infor-mation related to the activities of the Order on the national level. Information may also be found in the article “Called to Order” in the July 2009 issue of PE Magazine.

LETTER FROM THE CHAIR ....................... 1

BOARD OF DIRECTORS……………3

Order of the Engineer almanac

Letter from the Chair This is the first Newsletter of the Order of the Engineer. It has been designed to provide information to the links and the sponsors of links that relate to the activities of the Order on the national level. It is hoped that by providing this brief and informative newsletter a couple of times each year that the individual link organizers and members will have a greater understanding of the Order’s activities to enhance the Calling of the Engineer. On behalf of the Board of Governors and all the Links I thank Stan Wilbur for his excellent leadership of the Board this past two years and for his many years of dedicated service to the Order. This year’s Officers are Derald Morgan as Chair, Mel Anderson as Vice Chair, Ken McGowan as Secretary, and Don Rathbone as Treasurer. We are fortunate to have Paula Ostaff as our Executive Director and the quality that her excellent work for the Order has brought to the Board and the Links. We had two members of the Board of Governors resign from the board - Gerald Jakubowski and Patricia Galloway. We are grateful to each of them for their many contributions to the enhancement and strengthening of the Order through their participation on the Board. The board also voted to extend its thanks to Richard Seely who has at his own expense attended many of the meetings. He has gathered up a significant collection of historical records and compiled them in a manner useful to our history project. A special thanks to these contributors.

Two new members were invited to replace them and they are Fred Smith of Colorado State University and Roch Larochelle of CMA Engineers. Dr. Fred Smith was Professor and Head of Mechanical Engineering, Associate Dean and Interim Dean at Colorado State University. He is a life Fellow of the ASME and is currently the Chair of the Centennial Section of the ASME. Roch D. Larochelle, P.E. is a Vice President at CMA Engineers in Manchester, NH. He is licensed as a Professional Engineer in New Hampshire, Maine, Vermont and Massachusetts and maintains affiliations with the American Society of Civil Engineers (ASCE), the Institute of Traffic Engineers (ITE) and the National Society of Professional Engineers (NSPE). The Order of the Engineer has gotten off to a good start this year with 6 new links chartered. They are: Society of Women Engineers Region E Link 251, Cal Poly San Luis Obispo Link 252, North Carolina State University Link 253, FAMU-FSU College of Engineering Link 254, Louisiana Engineering Society Link 255 and ASCE – Wasatch Front Branch Link 256. Links that reactivated are: Georgia Tech Link 39. We continue to work toward having an active link in every Engineering College in the United States. If you are a member of the Order and know of a University near you that does not have a Link, we ask that you help us approach the Dean and the faculty and encourage their support and participation. A number of

Letter from the Chair (continued) links have been reactivated this past year and other links are in the process of reactivating. Our work of promoting ethics and honest enterprise among all who are ABET EAC engineering graduates has come to the attention of the engineering community of Mexico. They desire to pattern an Order after ours and have asked for our assistance in this endeavor. It seems appropriate for us to give whatever assistance we can as they seek to strengthen the engineering community in Mexico. This past 2 years we have, under the leadership of Don Rathbone, produced and mailed 120 plaques for the links to display in their organizations display cases calling attention to the Order and the existence of a link at that University or Professional Society. Since October we have mailed 36 plaques to Links who have requested them. If you would like a plaque to display in your organization please contact Paula Ostaff and get your Link on the list. We thank Dean Rathbone for his special attention to this project of the Board of Governors. Ongoing or new projects include:

• The development of a DVD of a typical ceremony to provide guidance in the presentation of quality ceremonies at all our links. Paul Hale is taking the lead in this effort.

• The development of a history of the Order with Susanne Leckband in charge.

• The production of a ceremonial banner for our Link ceremonies.

• The recruitment of new links and the reactivation of inactive links - a project of all members of the Board of Governors.

Order of the Engineer Plaque

Most of you should have already received an Order of the Engineer Plaque. As you’ve noted, the plaque is a very at-tractive, genuine cherry plaque with the name and number of your link inscribed on the plaque. If you have not re-quested one (there is no cost to the link), we have shown below an example of one. The actual size of the plaque is 8” x 10”. To request one, simply send us: the name of your link, your link number and address where the plaque should be delivered. You can email us at: [email protected]. The plaque makes an excellent display on a bulletin board and helps recognize your membership in the Order of the Engineer.
