The European Culture Congress, one of the key events of the National Cultural Programme of the Polish Presidency, is over. Debates concern-ing the most pressing problems of modern culture were accompa-nied by interdisciplinary art projects.

The idea behind the Con-gress was to create a space for discussion on the changing definition of culture and possible sce-narios for its develop-ment. The intellectual framework of the Con-gress was set by special guest Professor Zygmunt Bauman in his book Cul-ture in a Liquid Modern World, specially pub-lished for the occasion. Bauman, a philosopher and an attentive observer of social change, also delivered the inaugural

lecture, in which he de-scribed culture as one of the most important chal-lenges of modern times.

The programme of the European Culture Con-gress was based on four pillars: a meeting of EU Ministers of Culture, meetings and discussions between top European intellectuals, debates held as a part of the A Soul for Europe initiative, and art events. The Congress provided a meeting place for theoreticians and prac-titioners, renowned mas-ters and alternative artists, state officials, representa-tives of European institu-tions and NGOs, as well as publicists, animators, and activists from Poland and abroad. Altogether, 13 debates were held and over 100 interdisciplinary projects realised. The art programme of the Con-

gress was created by 550 curators and artists. Wro-cław was visited by such prominent figures as: Zygmunt Bauman, Miro-sław Bałka, Andrzej Wa-jda, Zbigniew Libera, Gianni Vattimo, Jan Fabre, Brian Eno, Krzysz-tof Penderecki, Oliviero Toscani, Ryszard W. Kluszczyoski, Fatos Lubonja, Jonny Green-wood, Pekka Himanen, Krzysztof Wodiczko, Dubravka Ugrešid, Sara A r r h e n i u s , W i k t o r Jerofiejew, and Ewa Rewers.

A distinguishing feature of the Congress was its problem-focused ap-proach to culture and its interdisciplinary formula that combined theoretical reflection with cultural practice. The European Culture Congress offered an opportunity for discus-

sions, meetings, heated debates and integration between all its partici-pants. The conclusions reached during Congress meetings will be collected and issued in a special publication. The first con-clusions and recommen-dations for the future were already formulated during the official closing ceremony. ‘We have made a journey whose starting point was a re-flection on culture as the most important asset of modern Europe, a founda-tion on which we can build our perspectives for the future, a source of social and economic change,’ said Bogdan Zdrojewski, the Polish Minister of Culture and National Heritage.

Panelists stressed that in the digital era, the very definition of culture has

evolved, and its European model as such has ceased to exist. In their opinion, culture should inspire trust and bring along so-cial change. ‘The signifi-cance of culture lies in that it teaches creative thinking, therefore it is important to provide cul-tural education and shape cultural competence,’ remarked Minister Bog-dan Zdrojewski. The role of culture was also em-p h a s i s e d b y J a n Truszczyoski, Director General for Education, Training, Culture, and Youth of the European Commission, present at the Congress closing ceremony; he stressed that culture is an effective strategy for EU develop-ment, and it is indeed our main asset.

It was in the early hours of September 11th when World Heavyweight Champion Vitali Klitschko broke Polish hearts, defeating Tomasz Adamek via technical knock out in 10th round. Despite the result, the eagerly anticipated bout proved a fitting spectacle for the opening of Wrocław’s shiny new City Stadium, which will also host key European football championship matches next summer. Adamek and Klitschko slugged it out in front of a highly vocal and partizan crowd of 40,000, with the home fans making a crescendo of noise throughout the whole fight.

Before the fight Klitschko was as confident as ever, talking up his meticulous preparation which had put him in such good shape. “The week before the fight is the most difficult - sparring, swimming, and playing table tennis to develop quick responses. Despite the fact Adamek is the third best heavyweight in the world, this is my title, and I will never lose it inside the ring. I am in extremely good shape and I cannot wait to show once again that I am the best, said the Champion.”

Klitschko did not solely discuss the fight and his opponent however, as he was also openly keen to talk up his political goa ls . The heavyweight champion admitted his desire to become both the leader of a Ukrainian political party as well

as the Ukrainian delegate for the Council of Europe. It is the fighter’s aspiration to promote his anti-corruption program for his country that is fueling these rather lofty ambitions.

Polish boxing legend Adamek, in stark contrast to his opponent, spoke in a far more laconic manner: “There was a time of preparation, now it’s time for the fight. After almost 11 weeks of training I can say, I am ready.

Thank God for my salubrity without surgery. I am ready for this battle to win the belt. It will not be easy, but my spirit is stronger than ever.”

Despite Adamek’s strong words and a passionate home crowd, Klitschko put the Pole’s championship hopes to the sword in the 10th round, via a technical knockout. The fight was especially engrossing in its early stages, largely due to A d a m e k ’ s b r a v e r y . Nevertheless, from the second round onwards it became clear who the true heavyweight champion was, with Klitschko’s physique and technical ability meeting an increasingly futile reaction from Adamek. The cold blooded Ukrainian used all his physical advantages over his shorter Polish opponent, whose speed and superior tactical ability failed to come to the fore, leaving not so much as a dent in Klitschko’s armour.

Despite losing his first heavyweight fight, Adamek has stated he is not going back to the lighter categories where he had enjoyed so much success. Vitali Klitschko’s brother, Vladimir, supported Tomek’s decision to continue in the heavyweight category. Speaking after the fight, the current WBA Super, IBF, WBO Super and IBO champion said, “It’s not that Tomek was too weak, it’s that Vitali was too strong. No one in the World can defeat him at the moment.”

This month, the Wrocław Phil-harmonic Choir poignantly sang in what is currently the foundation of a new National Forum of Music. Under the night sky we sat and contem-plated sadness in a once ruined city; we remembered the vic-tims of one of the biggest cul-tural divides in the world.

Recent overseas and Polish visi-tors to Wrocław have been en-joying and even praising the city. A niggling criticism seems to be Wrocławians' sometimes anti-foreigner sentiment. When discussing this with local foreign inhabitants, I heard stories of

verbal and physical abuse simply because of being different. Ap-parently there is a Polish forum which does not want foreigners coming here for EURO 2012 because of perceived destruction and also the unwillingness of foreigners to speak Polish. As a foreign resident here, I am often perplexed at the ambiguity of being accepted here. One thing is certain; we need to address this problem. European scientists: Wrocław is a role model

In Paris, on the 21st of September, President of Wrocław Rafał Dutkiewicz became an honorary member of Academia Europea - the most prestigious scientific organization of the old continent. The world of science without secrets through the project EIT + "Humanitarium. Gardens Experiences"

Stimulating the desire to understand the human body and mind, as well as curiosity and respect towards the surrounding world - this is the motto pursued by Wrocław Research Centre EIT + project "Humanitarium. Gardens Experiences. " Humanitarium will offer an interactive science center exhibition of multimedia elements. The building, an area of approximately 1000 square meters will house 40 interactive exhibits and a position where you can "preview" man, carry out experiments, conduct observations. The property will be ready in late 2011 and 2012, and its opening will finish the first phase of this investment.

In connection with the planned start of the reconstruction of Pulaski Street on the section of Kosciuszko Street to Plac Wroblewski, from 24th September 2011 (Saturday) 0L and 0P tram lines will be sus-pended, and tram line 70 will periodically run in both directions be-tween Zajezdnia Gaj - Dw. Główny - pl. Legionów - pl. Jana Pawła II - Dw. Nadodrze - pl. Grunwaldzki - pl. Wróblewskiego. Streetcar Line 9 will be redirected from the main railway station across ul. Piłsudskiego, pl. Legionów, ul. Sądową, Krupniczą and Kazimierza Wielkiego to pl. Dominikańska. Night Bus lines 240 and 250 will run across the street detour Podwale and Dworcową (line 240), Dąbrowskiego and Krasińskiego (line 250). On 24th September, work is planned to start on the replacement of the tram tracks on ul. Śrubowej. Therefore, tram line 23 will run from pl. Jana Pawła II and loop at Mieszczańskich Bridge, taking the direction over the bridge to Pomorski, Nowy Świat and continue its route to Kromera. Passengers with season tickets for line 23 will be able to travel without any subsidies on bus lines 132 and 142 between Rynek - Robotnicza - Rynek.

On September 9th, 2011, Radosław Ratajszczak, Direc-tor of Wrocław Zoo showed off his culinary skills at Masala Indian Restaurant to raise funds for the protection and welfare of the great Apes.

The project called EAZA Ape Campaign is ongoing all over Europe. Many zoos and organi-sations have collaborated with the organisers to help attain objectives of this project.

The campaign began on 1st October 2010 and will end on 30th September 2011. It covers all ape species; great apes and gibbons. Its goal is to raise awareness about the issues faced by the apes.

The main objective of this cam-paign is to increase and protect apes’ natural habitat. It also focuses on changing animal trade and consumer behavior to reduce pressure on apes, and to raise €1 million to establish a lasting fund to finance these and other ape conservation activi-ties.

On the said day, a special off the menu dish was cooked and served to the customers. The revenue generated from the sales of this special dish was donated to the zoo. This was the second time this event was organised at Masala Indian Res-taurant.

George Michael Opens New Stadium in Style Shannon Soesbe

On September 17th, Wrocław welcomed international legend George Michael to officially open the brand new Stadion Miejski (Municipal Stadium).

A stop on his European orchestral tour, Symphonica, this was Michael’s first visit to Poland since his 25 Live tour in 2007. Unlike the 25 Live tour, which featured all of the star’s biggest hits, Symphonica showcases songs mainly from the “Songs from the Last Century” and “Patience”

albums, as well as a handful of classic covers.

The show started off in true lounge glamour, with a finger-snapping rendition of “My Baby Just Cares For Me” that seamlessly segued into the dark, yet jazzy “Cowboys and Angels”. A brilliant, nearly 3D, light production playing behind the orchestra throughout the e v e n i n g a d d e d t o t h e sophistication. Other highlights of the concert’s first half were a particularly heart-breaking cover of Terence Trent D’Arby’s “Let Her Down Easy” and the classic “Kissing a Fool”.

The second half of the concert featured a tribute to Amy Winehouse, with “Love Is a Losing Game”, and a touching new song, “Where I Hope You Are”, that Michael dedicated to his former partner, Kenny Goss. He also threw in a version of “Feeling Good”, but it lacked the intensity of Michael Bublé’s famous cover of the same.

Anyone who was expecting rollicking production numbers might have been a little disappointed, as most of the show consisted of soulful ballads expertly backed by the W r o c ł a w P h i l h a r m o n i c

Orchestra. For those waiting to hear “Faith” or “Father Figure”, the disappointment was intense and the choice not to include them as encore numbers surprising. Happily, Michael did perform “Freedom” during one encore. For the first time that evening, the occasionally

suffocating aura of serious musicianship lifted and concert-goers lept to their feet with unabashed joy, the old and young alike dancing gleefully and singing along. One had the feeling that the crowd had been waiting for this moment all night, so it is a shame it only

came at the very end. While those who wanted to dance might have felt a little left out, George Michael did deliver a beautiful performance that surely pleased the many die-hard fans who came out to welcome both him and Wrocław’s new stadium.

Although the International Friends of Wrocław (IFW) continue to support the ex-pat community throughout the summer months with events and activities, numbers are usually sparse due to summer holidays and the perception that "everything" in Poland grinds to a halt during the months of July and August. This year was no exception, but some new and interesting activities were tried out all the same.

During July, the Asian commu-nity in Wrocław accepted an invitation to introduce the club to a taste of Asian culture and cuisine. Over 50 people came out on a Tuesday evening to sample traditional food from China, Japan, Malaysia, Viet-nam, Thailand and India. For many it was their first introduc-tion to eating with chop-sticks and fortunately, more food found people's mouths than found the floor. The Asian eve-ning was a great success follow-

ing on from the previous IFW cultural presentations of English and Russian cuisine. In October there will be a chance to sample German cuisine and culture at a brunch at Hotel Radisson, and in November our American mem-bers will put on a Thanksgiving supper with turkey and trim-mings.

Also in July the club held its first Open-Mic Night, where members were encouraged to come along and entertain one another. Once again, it proved to

be a very successful evening. So much so, that another Open- Mic Night will take place on Thurs-day October 20th, where the guest of honour will be a Kenny Rogers tribute act from the U.S.A. Previously, in April this year, the club had also secured the services of the top U.K. Mi-chael Jackson tribute act to fly over at his own expense and perform a charity concert at Bezsenność (Insomnia Club) and also a free concert at Fundacja Tobiaszki.

Summer over, and with every-body returning to Wrocław, the club held a "Welcome/Welcome back" event for new and return-ing ex-pats and their families on Saturday, September 17th. Firstly, a 10-pin bowling event at Creator Klub on Ulica Szy-bowcowa, which was so popular that the club wished that it had booked 3 lanes rather than 2, and in the evening it held a bring and share social at its clubhouse.

Asian Culinary Night @ IFW on July 12, 2011

From 18th September 2011, ISSF World Cup Final in rifle and pistol Olympic shooting events started in Poland and will conclude on 24th September. The best shooters from all over the world arrived in Wrocław to compete in this competition that finalizes every year of World Cup series.

The ISSF World Cup Finals

The ISSF World Cup was introduced by the International Shooting Sport Federation in 1986 and ISSF World Finals are organized every year, as a conclusion of the ISSF World Cup Series. Usually, two separate World Cup Finals for Shotgun events and Rifle & Pistol events are organized.

At the end of the World Cup Series, the best eight shooters in each event with the highest qualification values qualify for the ISSF World Cup Series. Within one event, only a maximum of two shooters per nation are permitted to compete in the World Cup Final.

Next to the best eight, wild cards are granted to the Title Defenders, and, in the years of the Olympic Games and of the World Championships, to the three medalists in each event.

The qualification to the ISSF World Cup Final is by gaining points through the ISSF World Cup Series.

Waking up to what sounds like Russian music in a bed that is not yours. Going outside. Walking towards a magnifi-cent baroque city centre. Un-able to get rid of the feeling that someone or something is watching you. Walking fur-ther. This is when you start noticing them, little creatures playing cards, having a walk, enjoying some golf or riding a bike. There are gnomes every-where.

If this has ever happened to you, you either had a very strange dream or you have visited the city of Wrocław.

For most Europeans, Poland is not high on their “must-go” list. People prefer Spain, France or Italy to spend their holidays. And I must admit, so did we. Until one day we decided to try something new, something out of the main tourist path, some-thing rather unknown, some-thing pure, something... Polish.

We had no idea what to expect.

About 90% of my travel guide focused on Kraków and War-saw, leaving one or two pages for the other Polish cities. It was clear we had to figure out things by ourselves.

Poznań was our first destination and that appeared to be a good choice. A small city with a very cozy centre, nice restaurants and a decent night life. And most

important, a bartender who in-sisted on telling us everything about Poland. But most impor-tant, he said: “If you could only visit one place in Poland, don’t go to Warsaw, don’t go to Kra-kow, go to Wrocław!”

Always ready to take advice from strangers, the next day we were on our way to Wrocław.

Coming from Poznań, this city was a lot bigger, there were more people, more houses, more

roads, more shops and much more traffic.

We ditched the car on a free parking spot in the outskirts of town and got out into the...rain. It was the end of July, we were in central Europe and it rained. This was not what we expected. Later someone would tell me that we had experienced a unique moment in Poland: It had never rained that much in sum-mer. Well, I often appreciate

unique moments, but this was not necessary.

But the rain could not bother us, we were young, we were wild and we had decent rain coats so the next days we spent strolling the half flooded streets, search-ing for whatever made that bar-tender insist that we had to come here.

Honestly, on first sight, Wro-cław is just another city. But soon you start noticing the de-

tails, the gnomes on the streets, the beautiful river, the impres-sive baroque architecture, the bridge with the locks and some of the nicest statues I had ever seen.

And the friendliness of the peo-ple. What started one evening with just the two of us having a cocktail in a bar ended up way over midnight drinking vodka at a family party. Need I say more?

So was the bartender in Poznań right?

Yes, he certainly was. Wrocław is a jewel. In my opinion, it can compete with Krakow, Ljubljana and Bratislava but it is able to keep its unique identity.

What do I remember most about Wrocław?

The clock on the town hall is the prettiest one I have ever seen, there is an amazing statue of a woman holding a dying man while looking at an angel near the Panorama, and there is a guy named Johnny who spent a whole evening telling me about Wrocław history, Polish ideol-ogy and the issues with Gypsies in Central Europe.

Will I recommend Wrocław to others?

The programme of the four Con-gress days was brimming with exceptional art events. A spe-cially-prepared multi-media pro-ject titled Future Perfect was presented at the Wrocław Foun-tain by Brian Eno, while Miro-sław Bałka created an installa-tion titled Wege zur Behandlung von Schmerzen. During the un-precedented meetings between Krzysztof Penderecki, Jonny Greenwood and Aphex Twin, audiences had an opportunity to hear the world premieres of the pieces Threnody for the Victims of Hiroshima remix and Poly-morphia Reloaded by Aphex Twin, as well as 48 Responses to Polymorphia by Johnny Green-wood.

In keeping with the main slogan of the Congress, Art for Social Change, participants were in-vited to take part in and shape the open formula of the Con-gress and to collaborate on the creation of numerous projects, including workshops for people with diverse skills and abilities (workshops on liberature or tweeting, music workshops, or a series of workshops for NGOs), projects selected in a competi-tion held the run-up to the Con-gress by the National Audiovis-ual Institute, or a social project titled Cities in Cells.

Fifteen thousand participants registered for the European Cul-ture Congress. Moreover, five thousand entry tickets were is-sued, and Congress events were attended by a total of about 200 thousand people. Over 550 peo-ple volunteered to help organize the Congress. In keeping with the ideas of volunteering (the EU’s main theme for 2011) and innovation through culture (a

key element in the development of social capital, as mapped out by Poland 2030 Strategy), the Congress enlisted the help of almost 100 NGOs from Poland and Europe.

The programme of the Congress also included projects that drew attention to the issue of social exclusion due to such factors as age or nationality (as seen in the performance Legs by the Dawka Energii Dance Theatre Company from Wałbrzych and the project Memory and Oblivion by the eFKa Women’s Foundation). In a non-governmental project ti-tled Idea Generator, during which Congress audiences voted for one of the five projects cre-ated over the course of 24 hours of continuous work, the winner was Generation Swap, a piece that involved cooperation be-tween senior citizens practising dying crafts and young artists and designers. One of the condi-tions for participating in the competition for NGOs, held by the National Audiovisual Insti-tute, was to prepare a common

project involving organisations from various countries, mainly Eastern Europe nations such as Belarus, Ukraine, and the Cau-casian states, where citizens have limited access to the con-tent of European culture. The winning projects carried out in Wrocław included: Fish Radio, where Polish and Belarusian journalists prepared coverage (interviews) from the Congress for Belarus; ART Training in Wrocław, with Polish and Ukrainian artists cooperating to prepare a city game; or the above-mentioned Idea Genera-tor, which encouraged coopera-tion between authors from Po-land, Georgia, Armenia, Ukraine, and Western Europe.

Although the Congress has offi-cially been concluded, its pro-jects will live on in the public space and on the Internet (scanned pictures of collabora-tive comics drawn on post-its), or in the form of recordings. Many of the Congress events were audiovisual in nature, such as Dock’s Docs Gdańsk Remix

– a film contest involving the use of archival footage from the Gdańsk Shipyard; the City in a Cell social movement encour-aged Congress participants to record their subjective experi-ences using cell phone video cameras. Coverage of the events at the European Culture Con-gress, prepared by journalists of the Belarusian section of Polish Radio External Service and web-based Radio Fish can be heard until the end of October. Broad-casts will reach the inhabitants of Belarus directly, encouraging their active participation (broadcasts will also be avail-able at www.polskieradio.pl and http://radioryba.com). The pro-ject by the group Supermarket Discount includes a kind of con-tact platform for representatives

of institutions, NGOs, and inde-pendent groups working in the field of culture.

Debates and the official opening and closing ceremonies of the Congress were broadcast at www.culturecongress.eu and www.nina.gov.pl. The footage will soon be available at these websites. The exhibition is being held in the Kaisertrutz, a round can-non bastion in the town center.

The VIA REGIA was an impor-tant trade route connecting, in particular, Thuringia and Saxony with Silesia and Poland.

Today, the Via Regia is a Euro-pean Cultural Route extending right across the continent from Spain to Ukraine, from Santiago de Compostela to Lwow. The first mention of this road as “Via Regia” was found in 1252.

The exhibition investigates, through the centuries, people’s motives for travelling, in the past and to present times. It considers the motives of people who set out in search of change, work, knowledge and prosperity or love and health; it tells stories about trade and artistic and cul-tural exchange.

The Third Saxon State Exhibi-tion is focusing on Görlitz and the surrounding region. It is a two hour drive from Wrocław via highway A4 and the town is worth a visit.

The 8th edition of the Interna-tional Oktoberfest, which took place on 15th September 2011, gathered 800 business manag-ers, diplomatic corps and local government representatives in the Arsenal courtyard in Wro-cław. As in previous years high attendance proved that this event – an exceptional initia-tive undertaken by interna-tional chambers of commerce – became one of the most sig-nificant business events in the city and region.

The International Oktoberfest in Wrocław is the best business event in Lower Silesia and Po-land. This year the organizers,

American Chamber of Com-merce in Poland, the British Pol-ish Chamber of Commerce, and the Polish-German Chamber of Industry and Commerce were partnered by the Scandinavian-Polish Chamber of Commerce, Irish Chamber of Commerce, Belgian Business Chamber and Polish-Spanish Chambers of Commerce. The goal of the event is to integrate high and medium-level managers from companies associated in above chambers, their clients, business partners and other befriended companies from Lower Silesia.

The Honorary guests included city and regional representatives:

Mr. Rafał Dutkiewicz – Mayor of Wrocław, Ms. Ilona Anton-iszyn-Klik – Deputy Governor of the Lower Silesia Province and Mr Rafał Jurkowlaniec, The Marshall of Lower Silesia. The organisers were honored to en-joy the company of Mr. Lee Feinstein, the Ambassador of the United States, Mr. Eugene Hut-chinson, the Ambassador of Ire-land to Poland, Mr. Robin Bar-nett, the Ambassador of Great Britain, Dr Gottfried Zeitz, Ger-man Consul General in Wrocław and Mr. Allen Greenberg US Consul General in Kraków. Tra-ditional tapping of the barrel by our distinguished representatives of the diplomatic court was the sign for official opening of the event.

This year the organizers invited a Bavarian orchestra - estab-lished in 1823 - Musikkapelle Niederwangen. This 22-person orchestra, with the youngest artist being 16 years old, the oldest 60, is known throughout Europe for its love for Bavarian tradition and a passion for play-ing together. Guests could ap-preciate an artistic ensemble and characteristic, colorful Bavarian

costumes. Bavarian music per-formances were accompanied by original Celtic music, played by bagpipers. In order to underline the event’s multiculturalism and to illustrate the true international character of the business envi-ronment in Wrocław and Lower Silesia, the organizers went above and beyond to provide a wide choice of flavors this year. In addition to Bavarian cuisine, various types of beer and tradi-tional beer pretzels, guests were able to take a taste of Spanish cuisine (gourmet sausages, in-

cluding year old ham and cured pork), Belgian (high quality chocolate pralines), Irish (traditional Irish cheeses, smoked salmon and Jameson whiskey), foods and beverages from AmRest, Central and East-ern Europe’s largest independent restaurant operator. A special flavour to the internationality of the event came from Indian cui-sine provided by celebrated In-dian restaurant, Masala, as well as traditional Bavarian sweets, true masterpieces, cooked live by Pałac Alexandrów.

The festival presents fresh new and influential performances by innovative choreographers and young talents from different countries, and

featured artists with an extensive fringe programme.
