Andy Maddocks our Chairman who endeavours to keep us abreast of the everchanging political situation. The BDRA is run by the people for the people. I was encouraged to take up this role but what a hard act to follow! We all wish Chris well in her new surroundings. Councillor Blake Residents of Burstead Ward may note that the Basildon Council website now lists Councillor Blake, elected as a representative of the Conservative Party, as an Independent. We also note that committee memberships previously held by Councillor Blake are now held by other Conservative Councillors and the Conservative group has elected a new deputy leader, a post previously held by Councillor Blake. Billericay High Street Car Park Despite claims to the contrary by Basildon Council research by the BDRA suggests that the bays marked out in the Billericay High Street car park do not meet minimum standards of practical usability in terms of their width. A number of residents have raised concerns on Social Media. We believe further work is needed to consider possible options. It is inevitable that if wider bays are to be provided less bays will be possible in the car park. Furthermore we do not believe that the lack of parking in Billericay is adequately addressed by offering residents facilities which would be considered unsuitable by other car park providers. If changes are to be made we would hope that Basildon Council will consult with residents before taking any action. Editorial Several articles in this edition of the Resident relate to the lack of the effective voice of Billericay’s almost 40,000 residents and the failure of authorities to meaningfully communicate with the towns’ people. With the Alliance of some parties on Basildon Council, 8 of our 9 elected councillors effectively belong to a minority opposition group and have no meaningful power to affect decisions. At the time of writing we have no idea what the 9th is doing. Many believe our MP does not relate to ordinary residents, and this at a time when the Government are proposing major changes to the way planning decisions are made which will only serve to reduce further the impact residents can have. We believe that the BDRA is the only organisation not driven by political factors or potential financial gain which can represent many residents but we need more help to do so. It is often claimed that the BDRA only deals with the older generation, and to an extent that is true, and we are certainly not going to apologise for doing so. But it is equally true that the sons and daughters of that ‘older’ generation will be just as affected by decisions taken now on their behalf, potentially more so. As an example it would be unfortunate if those ‘older’ residents were the last to see Billericay surrounded by green fields before they are replaced by housing estates. So we make a special plea to our members. The future of our town should not be decided by those with agendas which do not put local residents first just because those residents most likely to be affected are either apathetic or harbour a misguided belief that others are fighting their cause. We know the BDRA needs to evolve, but we also know that currently we are the only organisation representing, and willing to represent, a large number of this town’s residents and hold our politicians and councils to account. Now more than ever it is vitally important for more active members to volunteer to help us. Now is the time for that ‘older’ generation to be persuading the younger residents of Billericay to join the BDRA and play an active role in its future and in the future of our wonderful town. Dear Editor...

The last public consultation on the content of the LocalPlan was in 2016;• Billericay had an allocation of 1700 new houses, all on

Green Belt, and no meaningful infrastructure• thousands of pages of information analysed, many

hundreds of residents attended BDRA and BAGevents, over a thousand Billericay residentsresponded to the Consultation with tens of thousandsof detailed, well researched comments and severalthousand residents subsequently give their support tothe responses made by both BAG and the BDRA

In 2019 Basildon Council submits its draft Local Plan toGovernment;• Billericay now has almost 3000 new houses, all on

Green Belt• There has been no public consultation on its content• One Billericay elected councillor calls for a new public

consultation, but doesn’t deliver when he gets intopower

In July 2019 members of BDRA and BAG meet withFeria Urbanism to input to their work on a Masterplanfor the SW of Billericay;• Feria is commissioned by the 4 developers for the area• Basildon Council insists on a Masterplan• Other local groups attend• Public feedback promised in ‘a few months’In December 2019 Feria host a private feedback event,which BDRA/BAG attended, but weren’t allowed copiesof the slides presented.

In October 2020 we still have no public feedback,but we now know that Feria presented their report tothe developers in March 2020

Local Plan Examination in Public dates not yetannounced but Basildon Council is attempting to submitchanges to its Local Plan draft

Basildon Council is discussing Local Plan sites withdevelopers – developers have said so. It is difficult tobelieve Basildon Council is not discussing the Billericaysites with developers

Basildon Council is agreeing Planning PerformanceAgreements with developers to speed up approvals oncesites are approved in the Local Plan, one impact of whichwill be to reduce public involvement

Developers start issuing plans including ‘Statements ofCommunity Involvement’

• Redrow’s SCI based on a couple of hundred peoplevisiting Reading Rooms, looking at a few prettywallboards and answering a handful of simplequestions

So there we have it. When the community responds enmasse to formal consultations with detailed, researchedand meaningful replies we are ignored. When residentsprovide considered, knowledgeable local experiencebased support to developers the subsequent debate isheld in secret by the developers and the Council, yetwhen a few people helpfully respond to some less thaninsightful questions posed by a developer it’s a sign ofCommunity Involvement.

So much for Consultation.

Being an executor and trusteeof a will or a trust is avery personal appointment.

However, a recent case hashighlighted the importance ofbeing aware and vigilant of therisks you are potentially taking.

While that may sound dramatic, as oftenfamily members are appointed as executorsor trustees, some may not be aware of thepersonal liability that will follow if somethinggoes wrong.

In this recent case, a man set up a trust withsignificant assets, and some years later his

daughter was appointed as a trustee with him.The trustees made decisions that wouldultimately end up with HMRC concluding thatthey had created a very large Capital GainsTax liability.

Although there were three trustees, thedaughter was the only one with significantassets in her own name. Consequently, shewould personally be made to pay for theliability.

In an attempt to avoid paying the tax liabilitypersonally, she argued that her appointmentas a trustee should be cancelled (nullified) onthe grounds of her father’s undue influence.

Trustees: beware the personal risks you are takingThe court accepted that she had placed trustand confidence in her father in relation to themanagement of the trust, but as she hadsigned four deeds of appointment indicatingher acceptance of being appointed as atrustee, her claim was rejected.

This type of arrangement is extremelycommon, with one such member makingdecisions and taking the lead.

Investing your “emergency” fund then issomething which goes against commonsense and everything we stand for. Naturallywe want clients to make money, it's what wedo, but we firmly have “safety” in mind. Seeyour IFA for sound advice, don't follow sillynewspaper articles!

There are times when I reallycan't believe what I'mreading.

An article in a major newspaper recentlysuggested that as interest rates are at an alltime low there was no point in keeping cashfor emergency's safely in the Bank or BuildingSociety. The article suggested “emergency”money should be invested and if the boilerdid pack up for example, you should use azero percent charge credit card to meet thecost. There is no doubt that over timeinvesting in real assets like shares will makea higher return than bank/deposit accountsbut the key word there is time. We've been

investing client's money in Billericay for over30 years and in all that time we have neverdeviated from some basic financial principles:

Never borrow to invest.If the investment turns sour or fallsdramatically in value or can't be sold youstill have the debt to service, effectivelycreating a double loss. Particularlydangerous if you borrow against the securityof your property which could be re-possessed if the loan/mortgage is notrepaid.

Always keep around 20% of your totalsavings in cash.

The seasons tick slowly onwards and autumn days arealready here! The wet spring and hot, dry summerseem to have brought autumn even earlier this year,

with leaves starting to turn golden much sooner thanusual. There are plenty of acorns falling in the park - eachmature oak can shed up to 150,000 acorns a year, andanything from six to thirteen million in its lifetime! We arefortunate in having a number of mature oaks and theyhave recently been joined by the new oak tree, near theFriends Information Hut.Now is the chance for you to takesome wonderful autumn photosof trees, or anything else in thepark, and to enter them into ourPhotographic Competitions. Thereare classes for adults and juniorsand good cash prizes for thewinners. In their new polo shirts, theFriends of Lake Meadowsgardeners look professional and

have certainly been therecipients recently of manypositive comments from parkusers, as well as from the Parkmanager himself. The team of upto thirty gardeners continue towork hard every Tuesday,keeping the acre of beds tidy andplanting new Spring bulbs. Arecent Health Audit of the Parkcommissioned by the Friends,confirmed the importance of thepark for both mental and physicalwell-being. It provided somepositive ideas of what might bedone to improve the park for thebenefit of the health of the

community, including opportunitiessuch as GPs prescribing healthyactivities like walking, using theoutdoor gym equipment or evengardening.

The gardens at the park havebeen a feature for many years, atleast since the 1950s, when theywere cared for by a team of eightpark keepers and assistants. Formany years, all the beds wereplanted with annual beddingplants, which must have entaileda huge amount of work to plantout twice a year. There used to berose beds opposite where therhododendron walk is now andflowerbeds near the café. Nowthe gardeners have introduced

many different shrubs andperennials that attract pollinatorssuch as bees, hoverflies,butterflies, moths, which in turnattract other wildlife.

Recent donations of money to theFriends will enable them topurchase additional shrubs andperennials to enhance the parkand replace those lost duringlockdown this year due to the wetspring and hot/dry summer. In the past 7 months I’ve used physical moneyjust once – and it seems likely that thepandemic will have hastened the end of

coinage for many. But what of times before wehad credit cards, contactless payments andinternet purchases? Between the mid-17th and early19th centuries there was anacute shortage of small changedue to not enough beingminted. And, from 1649 afterCharles I’s execution and theabolition of the monarchy until1660 no new low denominationcoins were issued at all. Theresultant shortage meant thatgiving change for everyday

transactions was difficult andof ten resu l ted in loca lmerchants producing their owncoinage in the form of unofficial“trade tokens”.

At a time when most peoplelived their entire lives within arelatively small area this systemrelied on people’s trust in thosebusinesses. But it worked

The Cater Museum has anumber of tokens issued byfive traders in Billericay. Theyinclude this 1669 JosephFishpoole halfpenny token.Joseph made his money tradingin wool and lived with his familyat “Hurlocks” on the site of whatis now the Blue Boar.

In addition to the denominationand issuer’s name on the tokensyou might find details of theirtrade and place of issue. Atoken issued by Edward Rhettincludes a sugar-loaf motifsurrounded by h is name.On the reverse the initialsE.E.R. are surrounded by“IN.BILREKEY.IN.ESEX”. Wecan’t be sure of Edward’s trade

but he must haveowned and lived

Other tokens in the collectioninclude those from MilesHacklett, featuring a motif ofthree tobacco pipes; AbrahamThresher, a prominent Billericay/Burstead family in the 17th and18th centuries and SamuelWaite whose coin reads“ S A M V E L L . W A Y T EOF.BILLEREKEY

Copper coinage started to bereissued from 1672 and theminting of trade tokens wasofficially banned in 1674. Overthe next few years they slowlydisappeared from circulation,and Billericay’s currency was nomore.

BDRA Chairman’sReport 2020

Whilst we initiallywere hopeful thatwe would be able

to hold the AGM, albeit ata later time this year, werealise that this will notnow be possible. I amtherefore taking thisopportunity to provide amuch shortened Reportin order to keep membersupdated.

The Committee have decidedthat all being well we will holda dual AGM in May 2021. Allmembers of the Committeeagreed to continue in theirroles, unless individualcircumstances changed. Wewere aware that Chris ourEditor was moving away andwe would need to find areplacement. I am verypleased to advise you thatJoyce Reynolds has agreed totake over and this month’sMagazine will be her first inthe role.

The work that Chris has donein producing this excellentpubl icat ion over the last5 years i s wor thy o fconsiderable praise, togetherwith her involvement in otheraspects of the Associationand I would like to express mythanks on behalf of all therecipients of the Magazine.

Our current Secretary DaveHawke has res igned fo rpersonal reasons and we nowseek a Volunteer to replacehim. During his involvementover the last two years he hasbrought a very professionaland efficient commitment to therole and involved himself inall aspects of the Association.I have very much enjoyedworking with both Chris andDave and appreciate all thatthey have contributed.

The Basildon Local Plan as itaffects Billericay continues todominate, but we are stillawaiting a date for theExamination in Public. You willalso find in the Magazine aprécis and update on thepresent situation.

Clearly we have not been ableto run any Coach trips, but itis to be hoped that it maybe possible to start againsometime in 2021.

Likewise also in the Magazinethere is an update on thecurrent situation regardingSpeedwatch.

We continue to serve theinterests of the people ofBillericay and some notableachievements during the yearinclude dealing with theirresponsible parking on Perry

St and achieving the newrestrictions being finally put inplace. Thanks to Tony Beardfor all the work that he put inhere. Likewise Mike Andrewshas tackled parking difficultiesat St Peter’s school. Well doneto both of them. You will haveread in the Magazine the issuewith dumping at BarrenleysWood and thanks go also toAl Daw who continues to befollowing this meticulously,

We believe that it is importantto support events for thebenefit of people withinBillericay and District. Withthis in mind during the yearwe prov ided funds fo rthe Soapbox Derby andsponsored the Punch and Judyat both Summerfest and theChristmas Market. Members ofthe Committee manned a stallat the Great Burstead Fete andat the Summerfest to promotethe BDRA. We also contributedto the Town Council’s High StChristmas lights and funded aCommemorative Tree in LakeMeadows Park to replace aprevious one that had died.

The year ending January 31st2020 resulted in a net surplusof £6,241, of which £3,301 wascontributed by coach trips.Available funds at the end ofthe year were £45,433

The collection of membershipsubscriptions was halted inMarch 2020 due to the Coronavirus lockdown. About half ofBDRA members had alreadypaid their subscription at that

Incorporating Billericay Action Grouppoint. It was not possible todistribute the Residentmagazine between April andAugust, and so only foureditions will be deliveredduring 2020, instead of thescheduled ten. As a result onlythose members who were notable to pay the subscription in2020 will be asked to do so in2021.

You will recall my comment inlast year’s Report and I makeno apologies for mentioning itagain. I would like to see moreVolunteers supporting the AreaCommittees, with a view in thefuture to becoming part of theExecutive Committee. It wouldbe good if we could interestyounger Members to becomeinvolved. The BDRA is anorganisation that has alwayshad at its heart the interest ofBillericay and District. Thereare issues that will affect us allnow and in the future, whichmeans that we do need newpeople to become involved,if we are to be truly anorganisation that is “By thePeople, For the People”. Winter was approaching. The Pilgrims had run out of firewood, were almost out of fresh water, were rationing beer, andscurvy was appearing. In mid-Atlantic Elizabeth Hopkins gave birth to a boy named Oceanus; ship’s cooper John Aldendecided to join the colonists; and on the 6th William Butten died, bringing the number of colonists to 102. Eventually on

Saturday 11th November after 66 days at sea the May-Flower made landfall at Cape Cod. It became clear that before landing they must makea formal, binding agreement to work together for the common good. It became known as the Mayflower Compact and is the first document to assertthe colonists’ right to self-government. The Pilgrims also replaced the controversial Christopher Martin as Governor with John Carver. Then they went ashore and exploredCape Cod. On the 30th Susanna White gave birth to a boy, the first Englishman born in New England. Appropriately she called him Peregrine meaning wanderer or pilgrim.
