- For every activity in construction, there are stipulatedprocedures, standards as per IS.
-Execution of projects confirming to stipulated standardsfor materials and procedures for different activities isquality.

- Lead to fulfillment of expectations of all stake holders.
- Projects deliver services to the designed level through
entire design period.
- Safety during construction and during life period of the
created asset.

Third Party Quality ControlQuality Control:
- Includes inspections, samplings, testing and reporting.
- Identification of deficiencies with respect to standardnorms and procedures.
- Suggesting and recommending the procedures of defectswhich are rectifiable.
- For non- rectifiable defects - replacement or dismantling.
- Rectification of defects by modifications by implementingagencies.
- Verification of rectification by appropriate authorities.
Third Party Quality ControlTiers of Quality Control:
Tier 1.Departmental Engineers in charge of work. Theyshould inspect 100% of all materials and workmanship as per drawings and specifications of theagreement.
Tier 2. Departmental quality control wing is the 2nd tier inquality control mechanism. In some cases theproject management consultants are appointed totake the responsibility of departmental QC wing.These personnel will inspect the works andmaterials as per mandate given to them.
Third Party Quality Control
Tiers of Quality Control:
Tier 3.Third Party Quality Control Agency is chosenthrough open tender system from the empanelledagencies/other consultants who have similarexperience. Generally, these firms carry out 10%to 20% of all mandatory tests and material andworkman ship and point out deficiencies. The IAshave to rectify/remove the defected portion.

Third Party Quality ControlMethodology of Quality Control:• The PIA (Project Implementing Agency) is primarily responsible foreffecting quality checks as envisaged.
• The PIA will provide a copy of agreement & sanctioned estimate toDepartmental QC & TPQC.
• The PIA is the nodal agency for any activity in quality control likeinspection, testing etc.
• The PIA shall inform the progress, procurement of materials toDepartmental QC (Tier -2) and TPQC (Tier -3) Engineers.
• The PIA shall introduce the system of RFI (request for inspection) sothat the TPQC invariably checks and witnesses all important activitiesduring construction or procurement of materials.
• Thus, the materials and quality of workmanship will be checked bydifferent agencies for effective implementation of quality control.

checks during important activities of construction.
• The TPQC shall also witness factory tests conducted by manufacturer for clearance.

Third Party Quality ControlThe QC/TPQC Agencies
• shall conduct random inspections from inception tocompletion/commissioning.
• shall collect samples from every part of work and reportquality of the same by testing.
• shall recommend rectifications methods for rectifiabledeficiencies and guide the IA in this regard.
• shall insist for removal/replacement of work for nonrectifiable defects.
Pre-construction stage:
I. Review of project design documentation is carried out to:a. Check the extent of completion of design with respect to the sanctioned
Estimate/DPR
b. Verify adherence to technical standards in the detailed designs /drawingsprepared
c. Verify the project implementation plan (level of detail, interdependencies,linkage to resources, etc.)
d. Check the sequence of design documentation with respect to projectimplementation plan
e. Assess the probability of escalation in project cost and time delay inimplementation on account of variation in design criteria, estimated quantities,unit costs, and other reasons related to design aspects
f. Verify the test reports to examine adequacy of all surveys that are needed tobe carried out for project design.
Pre-construction stage:
II. Review of site preparation and clearances are verified to beginconstruction by
a. Carrying out site visits to examine the availability of land / right ofway for the project, to examine that the project site is free ofencumbrances; access to site is available etc. Report on handingover of site to the Contractor/ Firm for construction.
b. Reporting on progress with respect to shifting of utilities, ifapplicable.
c. Assessing the probability of escalation in project cost and timedelay in implementation on account of delays in site preparationand statutory clearances

Construction stage:
I. Report on Physical progress of the project to ensure that:
a) The physical performance accomplished in the project with respect to the milestones projected in the agreement or the project implementation plan finalized at pre-construction stage.
b) The rescheduling of milestones on the basis of performance is carried out.
c) The abnormal delays in project activities are identified and advice on remedial measures to be initiated.
Construction stage:
II. Report on Quality Assurance systems and Project quality:a) On the methodology and frequency of tests carried out by the contractor
to ensure that they are in line with good industry practices.
b) To conform that the materials used for construction are as per thestandard specifications of contract agreements
c) To report about cases of non-conformance from quality reviews based onavailable documents and interactions.
d) To conduct all standard tests for all the Materials/ Equipments/Machinery to be used in the construction as per relevant BIS/ ISO/anyInternational standards conforming to specifications in the relevantagreement.
e) To conduct random inspection of the civil works and installation of allelectro mechanical equipments from inception stage to stage of finalcompletion and commissioning including trial run and mandatory O&Mperiod.

f) To inspect every part of the work, collection of samples and carrying outquality testing.
g) To prepare reports for removal / rectification of works and materialsequipments/ machinery and other components essentially requiredfor completing the project as per standards which do not conform torelevant standards/standard specifications
h) To obtain the Action taken reports (ATRs) and offer their comments onsuitability of the actions initiated by the executing agencies/ firms forimproving the overall quality of work.
i) To check the materials in the stockyard constantly (Especially pipes) andverify the same with the MB entries from time to time.
j) To give suggestions with regard to stacking of materials in the yard inconfirmation with relevant standards.
k) Non Destructive tests for CC works (rebound hammer/ultrasonic pulsevelocity meter. Core tests, if required as per site inspection and as requestedby higher officials and the actual charges for conducting core tests shallbe paid in addition to agreed consultancy fee.

Commissioning, Trial run, Testing Stage and Handing over:• After construction stage for assuring the standard quality of the final
product (Civil Work Executed), including imparting training to the ULBstaff in improving their Engineering/ Technical/ Managerial skills,commissioning of the project commences.
• The behavior of the project during commissioning and trail run stageshall be studied and evaluated.
• Shall submit a completion report specifically indicating whether theproject delivers services as envisaged in the DPR.
• Shall also furnish completion plans, as built drawings which areuseful for formulation of future projects.

Deployment:
• Establish a central reporting station at suitable location for all kinds ofcommunication and fortnightly reporting;
• Deploy project/projects/sectors wise teams with highly qualified personnelwith proven relevant experience in QA & QC of the projects of similar natureand size of the proposed project for conducting Q.C tests and field staff withmobile testing equipment for on site inspections including random checks ofthe works
Indicative List of Equipments

2. Equipment for condition survey on road and bridges.
3. Sieves of all sizes i/c Sieve Shaker and Balances of required capacity.
4. Cube strength testing machine.

TPQC Agencies shall be in position of following equipment at their disposal
7.USPV (Ultra Sonic Pulse Velocity) Meter.
8.Moister Meter.
9. Hammer of all sizes required to be used in building work.
10. Rebound Hammer.
11. Leak Detection Equipments.
12. Other miscellaneous equipments such as Screw Driver, Plumb-bob. Ovens, Slump Cone, Graduated Measuring Cylinders of required capacity, Gauge Tape Vernier Callipers, Magnifying Glass, Sprit Level, Vibration Table, Dial Gauge etc.
13.Project Specific instrument, if required.

Reporting:
• The TPQC submits fortnightly/weekly reports on quality and progressto the authorities as specified in the agreement.
• They shall keep a track of deficiencies reported and rectified in everyproject.
• They shall suggest appropriate methods for non–occurrence ofrepeated deficiencies.
• They shall furnish special reports as and when requested byappropriated authorities in view of importance of the work.
• They shall report severe/grave deficiencies in sealed covers tospecified authorities as mentioned in the agreement.

A. For Bituminous Road works
a. B.T. Extraction Test for B.T content in B.T Sample.a. Gradation Test for B.T Mixb. Thickness of the B.T overlays at different locations.c. Quality of the finished road surface.
B.For Cement Concrete (C.C) Road Works

Field Tests for all Water Supply works
a. The Water supply pipelines are checked for their quality of material used,sizes, alignment, trench sizes, gradient, laying and jointing, proper cushion,encasing, backfilling, and testing for required pressure for the duration.
b. The construction quality of intake works including pumping plants, Filtrationbeds, Water softening plants, miscellaneous water treatment plants arechecked at regular intervals.
c. Physical and functional inspections, visual inspection forfunctionality of Valves, Fittings and Specials as per theestimate/agreement are conducted and recorded.
d. Physical inspection, visual inspection and proper function ofOrifices, Gauges, Chlorination plants any other Mechanical /Electrical equipments used in the project are inspected andrecorded.
e. The construction quality of Service reservoirs like Ground LevelService Reservoir (GLSR), Elevated Level Service Reservoir(ELSR) and any other Water retaining structures is checked forwater tightness and other field tests.

G. Sewerage works –a) Factory Tests•Dimensions of Pipes are checked.
•Physical and chemical characteristics are checked.•Crushing strength, visual inspection for Glassiness and hammer touch forcracks are checked. Marking and other respective tests as per relevant ISspecifications are carried out.
b) Field tests:
•Random checking of laying of pipe lines as per gradient and jointing,dimensions of trench, backfill, Sewerage Line test for leakages, are witnessed.The water /air tests for identifying leaks in sewer lines etc., and manholeconstruction.
•Detail checking of Manhole construction activity is carried out.•The construction quality of sewerage treatment plants such as Screening &Skimming tanks, Sedimentation tanks, flocculators, clarifiers, Sewerage filters,Contact beds, Trickling filters, Sludge tanks, Digestion tanks, Oxidation pondsand miscellaneous treatment plants with respect to the standard specificationsas per relevant standards and as per the agreement conditions are verified.
H. Mechanical works
a. The material shall conform to final drawings as per agreement.
b. Review of internal QC reports, material certificates, sampling certificate andcalibration certificates of manufacturing unit shall be done by TPQC andfurnish a report.
c. Clearance for dispatch shall be done by TPQC after satisfying themselvesabout the testing methodology adopted for checking the quality ofmanufacturing.
d. Performance test shall be done for motors as per relevant standards.
e. Physical inspection/visual inspection for all mechanical equipment shall bedone.
I. Electrical works – Pumps & Motors.
a. The material shall conform to final drawings as per agreement.
b. Transformers, cables, panel boards etc. shall be checked as per relevantstandards for circuit test, insulation resistance, polarity phase etc.
c. Electrical safety equipment including hand gloves, discharge rods, rubbermats etc shall be checked for relevant standards.
d. Final clearance shall be obtain from electrical inspectorate.
PROCUREMENT OF THIRD PARTY QUALITY CONTROL SERVICES.
• The Municipal Commissioners shall initiate necessary action forappointing consultants for Third Party Quality Control services for ULB.
• The Commissioners shall float Request for Expression Of Interest invitingexpressions of interest from the consultants who have requisiteexperience in the field.
• After receipt of expressions of interest, the RFP along with ToR shall beissued to selected or short listed consultants for submitting their technicaland financial proposals.
• The implementing agency shall clearly specify the requirement andqualifications of TPQC personnel, methodology of QC/QA, reportingprocedures in the ToR.
• TPQC bound to execute indemnity bond for their performance.
• After receipt of proposals from consultants, they should be evaluated andthe successful consultants shall be entrusted with the job of TPQC.
• For better results, the performance of TPQC shall be monitored byagency other than project implementing agency.
