Dear Third Ward Resident, Happy 4th of July! America's independence is certainly a time of celebration. Just look at how far we have come as a country in a couple hundred short years. Universal suffrage, the Civil Right Act, Affirmative Action, health care for all, and now marriage equality are the laws of the land. Its truly astonishing the progress we have made as a nation. But I know there is still a lot of work to do right here in our community. That is why as your Alderman I am committed to making the lives of residents better every day. There are the big ticket items like building high quality residential housing and attracting new businesses so that residents can live the American dream. But I'm also focused on the small, but no less important issues like filling pot holes on the block or getting your trees trimmed. I am here to tackle it all. So on this 4th of July, let's safely celebrate the progress of our community. I also want to point out a new addition to the newsletter. Starting in this issue, and running every month in the future, I have included a monthly list of events at Soldier Field in the "Important Announcements" section. For those of you who do not know, during Bears games or other Soldier Field events, parking restrictions are in place for the South Loop. This means that you can not park your vehicle in the neighborhood without a valid sticker. Up until now, the only place Soldier Field events were listed was on their website, www.SoldierField.net/ events. This was a huge headache for residents and visitors because no one knew if an event was happening - resulting in a lot of parking tickets. Now, as a subscriber to the newsletter, you will have this information at your fingertips every month so you can avoid potential tickets. I will also make this information available in my office and on my website. Once again, happy 4th of July! Alderman Dowell Hosts Town Hall Meeting In order to better inform residents about what is happening in their community, Alderman Dowell hosted a Town Hall meeting on June 18th. At the meeting, residents heard from local leaders on a variety of topics and the evening concluded with an opportunity for residents to ask questions directly to the presenters. XS Tennis Breaks Ground in 3rd Ward!! On Monday, June 22nd Alderman Pat Dowell joined Mayor Rahm Emanuel and XS Tennis founder Kamau Murray for the ceremonial groundbreaking of XS Tennis' new state-of-the-art facility at 5256-5338 S. State Street in the 3rd Ward. This impressive project allows XS Tennis to expand on its fine tradition of growing Chicago's next athletic and academic achievers. Construction on the faciliwill begin shortly. XS Tennis will boast 12 I door and 19 outdoor courts, a full fitness center, one indoor and two outdoor basketball courts, a track, training space, and classrooms where students will receive academic assistance. They will also offer 60 full scholarships annually to Chicago Housing Authority (CHA) students and other income-based scholarships will be available.

Academically, XS Tennis has already provided $4.1 million in college scholarships to over 2,000 CPS children, with a 100% college acceptance rate for program participants. XS Tennis' athletic accomplishments are equally impressive, helping to train 70 high per-formance players, 20 nationally ranked juniors and the former world junior #1.

Bronzeville CAC and Alderman Dowell Dedicate Burke Elementary Innovation Space in Honor of Dr. Timuel Black

Community historian, activist, and educator Dr. Timuel Black was honored by his alma mater, Edmond Burke Elementary School, by having the school's new "innovation space" dedicated in his name. The new Burke innovation space is a next generation library where students have access to new technologies like tablets and workstations for a more integrated learning experience. Dr. Black has been a landmark in the Bronzeville community for generations. As an educator, he inspired hundreds of children and he has taken that love of education and the community to his personal endeavors and treasured writings. Dr. Black is an influential leader in local politics and social justice issues and his activism continues to this day. The Bronzeville CAC - a community organization whose mission is to support neighborhood schools and the children that attend them - coordinated the dedication ceremony with the help and support of Burke Principal Jessica Biggs, Alderman Pat Dowell, the University of Chicago, and countless other local community leaders. Naming

the innovation space after Dr. Timuel Black ties in an important figure to a widely-used space, giving children the opportunity to learn about their heritage while finding inspiration from a fellow Burke graduate.

Planning Requires Everyone's Support This story, by Alderman Pat Dowell, was originally published in the July 1, 2015 edition of the Hyde Park Herald In a recent guest column ["City Owes CHA Residents What It Promised Them" Hyde Park Herald, June 24, 2015] Jay Travis called for elected officials to "deliver on the promise" of replacing homes formerly located in CHA high-rises with affordable, new replacement units on the same land, before moving forward with commercial development projects. Ms. Travis rightly points out that it would be "irresponsible to imply that a desire to see replacement units built means sacrificing commercial development opportunities." Meaning that we should resist making this a contest between residential vs. commercial development interests. Both are essential for any rebuilding plan to be successful. As an elected official and professional urban planner, I am relieved to know that Ms. Travis does not mean to pit residential and commercial interests against each, merely to caution that families waiting for replacement homes are not forgotten as some commercial development projects move forward. I agree. Smart urban planning is a balancing act. It means finding just the right development projects for the community. It means choosing projects that make sense for the future of the community. It's important to press the CHA for delivery on its commitment to submit a plan for public consumption which lays out its plans for replacement housing. So let's work on that together. It is after all, up to the CHA, not elected officials to determine when and where any replacement housing goes. But, don't poison the well of goodwill against the specific development projects that have already begun, like Mariano's or XS Tennis to which Ms. Travis mentioned specifically. Mariano's committing to build a new store in the footprint of the former Ida B. Wells housing project is a huge win for our community. Since coming to Chicago and filling the void in the marketplace left behind by Dominick's, Mariano's has contributed more jobs, consumer traffic and sales tax revenues than were generated by its predecessor. The construction of this new Mariano's location has the added benefit of providing well-paying community construction jobs and contracting opportunities. Additionally, Mariano's decision to build on 38th and King Drive has prompted much needed development interest from potential investors hoping to capitalize from their presence. The XS Tennis and Education Foundation complex being developed on two blocks of former Robert Taylor Homes property will deliver many of those same benefits and is exactly the type of re-invention the community needs. The development will provide both a safe haven and positive educational and athletic enrichment for at risk adolescents and teens throughout our community. I only hope that community organizers will continue to work with elected officials and supportive interests to protect the interests of homeowners as well as displaced housing residents, while making smart, informed choices about the mix of affordable and replacement housing, commercial development and educational opportunity needed to complete our rebuilding. Collectively, we have to focus our efforts on transforming the State Street Corridor and Ida B. Wells sites into vibrant, safe communities that encompass the greatness of what Chicago represents.

Elliott Donnelley Youth Center Recognizes Alderman Pat Dowell During Annual Bronze Ball The Elliott Donnelley Youth Center (EDYC) hosted its gala Bronze Ball on Friday, June 26th with proceeds benefiting the Center's youth programming. For the past 90 years, Elliott Donnelley Youth Center has nurtured the development of successful kids in Chicago's undeserved communities by surrounding them with the social capital they need to succeed: family engagement, safe spaces and innovative curriculum - all from its space right here in Bronzeville. For the 90th Anniversary, EDYC honored its community roots by selecting the families of Elliott Donnelley (the namesake of the center and a key investor) and Jesse Owens (Olympic gold metalist and former board member) as Honorary Chairs of the event, alongside Alderman Dowell. The evening was a unique blend of history, art, music and culture featuring live music by The Jazz Institute and Chicago Catz in the Center's art garden. A silent auction offered artwork by renowned artist and Bronzeville resident Hebru Brantley and other Chicago artists, as well as restaurant gift certificates and tickets to sporting events, theater shows and more. This wonderful occasion was a celebration of the contributions made by the Elliott Donnelley Youth Center. They are a welcome resource in the 3rd Ward, and the community is blessed to have access to their services.

Chicago Cares' Volunteers at Burke Elementary School and Lincoln Perry Apartments Chicago Cares pairs up socially-conscious businesses with community-based organizations - like schools, churches or non-profits - for day of service events. On June 27th, both Burke Elementary School and Lincoln Perry Apartments hosted groups from Chicago Cares. At Buke Elementary School, Echo, a transportation logistics company based here in Chicago, volunteered there time to beautify Edmond Burke Elementary School. Over 60 Echo employees and their families spent the entire day at Burke, repainting the walls, laying mulch, creating hallway artwork, landscaping the grounds and performing a host of other important activities to upgrade the campus. Chicago Cares also sent about 20 volunteers to Lincoln Perry. Volunteers prepared a delicious breakfast for the seniors and played bingo. After bingo, the volunteers provided services to assist residents during the winter, including working with the seniors to create homemade blankets. Third Ward Update (Continued) City Council Recognizes Posse and Gates Scholars On June 17th the Chicago City Council recognized the outstanding Chicago Public School recipients of two prestigious academic awards, the Posse Scholars and the Gates Millennium Scholars. The Posse Scholarship is one of the most comprehensive and renowned college access and youth leadership development programs in the United States. Scholars are grouped into 10 to 12 person "Posses" where they form multicultural teams. These teams then undergo an intensive, eight-month, pre-collegiate training program to prepare them for enrollment at prestigious colleges and universities nationwide. The Gates Millennium Scholars program gives exceptional minority students with significant financial need an opportunity for a college education by providing them with leadership training, mentoring, and financial, academic and social support. Alderman Dowell Recognizes 125th Anniversary of IIT in Council On May 20th, Alderman Dowell and her City Council colleagues recognized the important contributions of the Illinois In-stitute of Technology (IIT) on its 125th Anniversary. Located in the 3rd Ward, IIT is a private, technology-focused, research university which educates 7,900 undergraduate and graduate students annually in dynamic disciplines such as engineering, science, architecture, business, design, human sciences, applied technology and law. World renowned for its Institute of Food Safety and Health, the Pritzker Institute of Biomedical Science and Engineering, and the Wagner Institute for Sustainable Energy Research, IIT is on the cutting-edge of technological research and innovation. IIT has also built a strong partnership with the City of Chicago, dutifully supporting the educational goals of the City's residents . 19 percent of the undergraduate population comes from Chicago Public Schools and 30 percent are from underrepresented groups. IIT has also partnered with CPS Schools to provide student enrichment programs. Third Ward Update (Continued) May Top 10 Streets and Sanitation Requests

New Minimum Wage Goes Into Effect July 1st Effective July 1st, employers that maintain a business facility within the City of Chicago and/or are required to obtain a business license to operate in the City are subject to the new minimum wage requirements. The Minimum Wage Ordinance also applies to employees who work at least two hours in the City within the period of two weeks, including domestic employees, day laborers and home health care workers. The new minimum wage as of July 1, 2015 is $10.00 for non-tipped employees and $5.45 for tipped employees. The minimum wage is scheduled to increase every year through 2019. Beginning in 2020 and every year thereafter, the minimum wage will be tied to the rate of inflation but will not exceed 2.5 percent, and there will be no increase to the minimum wage in years when the unemployment rate in Chicago in the previous year was equal to or greater than 8.5 percent. Employers are required to post notice of minimum wage increases in their business and to provide notice of the new minimum wage with each covered employee's first paycheck post increase. Employers can be fined between $500-1000 per offense for violation of the ordinance. Employees are encouraged to contact 311 if they believe their workplace is in violation of the minimum wage.

Third Ward Update (Continued) Chicago Plastic Bag Ban With Alderman Dowell's support back in April 2014, the City of Chicago became the latest city to enact a ban on plastic bags. Now over a year later, the plastic bag ban is set to go into effect. Starting August 1, 2015 individual stores with a floor area exceeding 10,000 square feet will no longer be allowed to provide plastic bags to customers. This includes chain stores and franchise operations. Restaurants are exempt from the ordinance. Small retail stores of 10,000 square feet or under have until August 1, 2016 before the ban on plastic bags applies to their businesses. Instead of plastic bags, stores have the option to provide no bag at all, or offer reusable bags, recyclable paper bags, or commercially compostable bags to customers. Customers are still allowed to bring any type of bag with them into a store for personal use, including plastic bags. For decades, plastic bags have been a nuisance in the city, littered on the street, sidewalk and in people's yards. Severely limiting their use will go a long way to making our city a more beautiful place. Businesses are subject to penalties ranging from $100 to $500 for violating the plastic bag ban. Chicago Energy Benchmarking Ordinance Update Chicago's City Council adopted an ordinance in September 2013 to raise awareness of energy performance through information and transparency, with the goal of unlocking energy and cost savings opportunities for businesses and residents. Chicago's Building Energy Use Benchmarking, calls on existing municipal, commercial, and residential buildings larger than 50,000 square feet to track whole-building energy use, report to the City annually, and verify data accuracy every three years.

In 2015, the ordinance is expanding to include commercial buildings larger than 50,000 square feet and residential buildings larger than 250,000 square feet. In order to assist in implementation, the Mayor's Office would like to share information about outreach and support opportunities available to available to covered buildings:

American Red Cross Urges Chicago Residents to Prepare for Floods

Storms have brought large amounts of rain and flooding in some areas of Chicago and the American Red Cross of Chicago & Northern Illinois urges residents to take steps now to stay safer when floods threaten. The Red Cross is working with local emergency management agencies to monitor flood watches in Chicago. Follow @ChicagoRedCross on twitter for updates. In order to protect your family, the Red Cross suggests: Creating and practicing a Disaster Plan: Talk to everyone in your household about what to do if a flood occurs. Decide where you would meet and who you would contact in case of flooding. Assemble and maintain an emergency preparedness kit. Be prepared to evacuate your family and pets at a moment's notice. To locate the nearest Red Cross emergency shelter, visit redcross.org/shelter. Listen to area radio and television stations for possible warnings. Assembling an Emergency Preparedness Kit: Kits should contain a first aid kit and a seven-day supply of essential medications, foods that don't require cooking or refrigeration, a manual can opener, bottled water, flashlights and a battery-powered radio with extra batteries, copies of important documents like your insurance policies, cell phone chargers, family and emergency contact information, maps of the area and other emergency items for the whole family. Ingrid Silva Summer Dance Intensive

ICS Ballet presents a rigorous week long ballet intensive program with daily master classes led by the The Dance Theater of Harlem's very own Ingrid Silva. This intensive will include dynamic instruction on ballet techniques, pointe work and pirouettes. Students will focus on building strength and conditioning to prepare them for any dance form. Red Clay Dance Academy Summer Performing Arts Camp

Red Clay Dance Academy, located inside of Fuller Park, hosts our first Summer Performing Arts Camp. August 24th-28th. Select youth from camp will perform in our Night Out in The Parks event on August 29th at Fuller Park. Summer Camp runs from 9am-3pm. Open to ages 7-15. Cost is $100 for the week. Red Clay Dance Academy Workshop

Walmart Supplier/Vendor Open Call Walmart is opening its doors in Bentonville, Arkansas to new and existing suppliers to pitch their products a the company's "Made in USA" Open Call July 7th event. Last year, Walmart hosted over 800 meetings and committed to hundreds of products that are made in the U.S. from across the country. Companies large or small are encouraged to apply to attend and get their products directly in front of a Walmart buyer for the chance to sell on Walmart.com, Walmart and Sam's Club.

Join Alderman Pat Dowell in congratulating 3rd Ward resident Ayana Loyd, who is a member of one of two teams that won the state-wide National History Day competition in the Junior Group Exhibit Category, which includes grades 6-8. Ayana's 7th grade team at Whitney Young Academic Center created an exhibit entitled "Legacy of a Lawsuit," which describes the impact of the Dorothy Gautreaux lawsuit on public housing. In addition to being selected for the national competition, Ayana's team was awarded a statewide prize from the Illinois Supreme Court Historic Preservation Commission for outstanding legal research and their exhibit was selected to represent Illinois in a day-long display at the Smithsonian. Ayana and her four teammates continue the competition at the University of Maryland which hosts the finals.
