Tilitonse encourages projects that are informed by Political Economy Analysis. Specific details will be provided for each Call. The outcome of the Open Call may highlight certain issues that are seen as priority issues by Civil Society and informs the identification of potential themes. These issues pass through a series of filters against agreed criteria to establish their consistency with the programme's Theory of Change. Research and Political Economy Analysis is then used to identify and validate the themes for the Call. Tilitonse will fund selected number of projects that are formulated around the selected theme and have great potential for influencing institutional change. This funding stream is currently under consideration. Once approved and in operation, it is envisaged that the window will provide a means for responding rapidly to fast-changing circumstances. It will be designed in such a way as to respond to emerging governance issues that have potential of impacting on Tilitonse's work, providing opportunity to inform the thematic issues and satisfy the programme's Theory of Change. It is expected that unsolicited proposals will be received from CSOs throughout the year outside the grant making cycle. Eligibility criteria may change between calls depending on the specific requirements. Tilitonse strives to ensure that all CSOs active in the areas of concern and that can contribute to achievement of its result areas should be able to apply for funding. Should have a governing or management board with a clear corporate governance structure; ? Must supply three years' of audited accounts or one year for newly-formed organisations; ? May apply singularly, in a consortium of partners with one CSO leading, or as a network; ? Should be involved in governance issues in Malawi ? Should show ability to contribute to the achievement of Tilitonse goals *International organizations must be registered in Malawi and in their 'home' countries with demonstrated well-founded partnerships with local CSOs. *Individuals and unregistered organizations are not eligible to apply. What is Tilitonse?

Tilitonse is a multi–donor pooled grant making facility supporting more accountable, responsive and inclusive governance in Malawi. The facility provides grants to civil society and community based organizations that implement governance projects in Malawi. Our support is in-line with the Malawi Growth and Development Strategy and the programme works in partnership with the Malawi Government's Democratic Governance Sector Working Group.

Total funding available for grants under Tilitonse is £12.4 million over a period of four years. Key contributors to the Fund include: * DFID,* Irish Aid * the Royal Norwegian Embassy

Our aim is to see:

?Capacity of Civil Society Organizations to enable citizens, particularly poor and excluded groups to claim their rights increased;

?Access to information on rights, entitlements and responsibilities increased particularly of poor and excluded citizens;

?Monitoring by Malawian organizations of policy and budget commitments, service delivery and public resource management is strengthened;

?The engagement of Malawian organizations in influencing policies, strategies and resource allocations at local and national levels improved.

Our approach is informed by Political Economy Analysis (PEA) and Theory of Change. Our Theory of Change states that increased levels of citizen voice, action, and interaction with government, private sector and like-minded interest groups, can create increased responsiveness in duty bearers and power holders leading to greater social inclusion, increased accountability and improved delivery of basic services. Tilitonse seeks to provide a platform for improving inclusivity, accountability and responsiveness in governance in Malawi through strengthened citizen voice.

services. Tilitonse believes that Civil Society organizations in the country can play a major role in supporting this approach. Tilitonse encourages projects that are informed by Political Economy Analysis (PEA) to clearly identify the root cause of the problems identified. PEA suggests that bringing groups in society together to advocate for (and demonstrate) change, including government, the private sector, faith groups, the media and others, is the most effective way to deliver the programme's goals. The approach that Tilitonse is advocating is one of collaboration, not confrontation.

There are three funding 'windows' through which organizations may access funding from Tilitonse: General Open Calls for Proposals, Thematic Calls, and Strategic Opportunities (Rapid Response Window). In addition to these windows, Tilitonse introduced a special 'one off' window during the Inception Phase to provide funding for accelerated grants to selected CSOs that already had the
