Introduction • Infrastructure projects are one of the most complex production

processes in civil engineering. They are the most extensive one concerning the quantity and financial resources expended.

• Latest tendency of implementation of large scale projects in the infrastructure sector are going from classical approach Design-Bid-Built (DBB) towards the Design & Built (DB) Contracts

• Quality management in Design and Built projects is passed to the ,, Engineer’’ FIDIC yellow book (Conditions of Contract for Plant Design and Build).

• FIDIC yellow book define very clearly position and obligations of the Contractor, the Client and the Engineer, quality issues in design-and-build projects raise the alarm for attention.

• In this presentation we will try to highlight some key points of quality assurance, quality control and quality management duties of project stakeholders for proper implementation of DB Contracts in road projects on the basis of ISO 9001 Quality Management Systems – requirements.

Differences between Design-Bid-Built and Design – Built projects

• Design –Bid–Build projects, the client advertise for an Designer to prepare the specification and design in line with owner specifications incorporating state and local regulations.

• Changes during the construction require change order which with impact on time and cost,

• The Engineer verifies only the quality control and quality assurance for making sure that project is in line with specifications.

• Design Build projects, the Contractor is in charge for entire projects from start to finish – singular responsibility,

• The contractor is allowed to complete projects in stages. Finish one stage of the design start with construction,

• During the construction there are no change orders, or they are limited,

• Design build projects better meets the clients expectations, • Potential cost savings with integrated teams during the design

construction stages,

Quality Management on Design and build projects: • With design and build the client has more options for achieving the

quality. • With an RFP ( Request For Proposal)the client determine the needs for

design and build projects which become part of the contract. • During the tendering process the contractor tells the client how much it

will cost to deliver the quality defined in the design with specified period of performance(time).

• Projects stakeholders must specify clearly obligations for achieving the quality:

The contractor is responsible for quality as designer and constructor ,

The client is responsible for quality as specifier and buyer,

The contractor is responsible for quality control,

The quality assurance is shared between the Client and the Contractor,

The Client usually appoint an ,,Engineer’’ who at the contract bears the

the position of the ,,Employer representative’’.

Quality assurance model for the Design Build projects is showed in the following model.

Achieving quality on Design and Build Projects In order to achieve quality project throughout entire period of the project cycle the Contractor must prepare the: Quality management Plan, Quality Assurance/Quality Control (QA/QC) plan, Quality Audits, Application of TQM model at Construction company for Design Build

project, Internal quality management based on ISO 9001:2000 standard.

Achieving quality on Design and Build Projects • Quality at Design and Build projects must be achievable and measurable

with condition that all stakeholders follow the Quality Management plan from the project inception up to the final handover.

• If at any of the stages of projects a particular item or activity is not executed with adequate labour, material and machinery in a predicted time and way of completion a defect will occur.

• The Design Build Contracts must be closely monitored, verified, tested with parameters set up in quality management plan by the Engineer.

Conclusions: Design and build projects are faster implemented projects than Design

Bid Build, The owner’s procurement and administrative process must ensure

quality by providing a well-defined RFP, Both parties , the owner and the contractor are liable for the achieved

qualities , owner as a specifier and contractor as a producer, In order to make sure that the quality will not be questioned the

Contractor must prepare the Quality Management plans, which needs to be reviewed by the owner or by the owner representative – the Engineer and this plan must be followed throughout period of project implementation.

Conclusions: The Contractor is responsible for all design and construction QC,

whereas design and construction QA is shared between the Contractor and the Client or Client Representative - the Engineer,

The TQM process must be consistently applied through all facets of the organization.

The Contractors are encouraged to be certified with ISO 9001: 2000
