Chief Engineer

Experience presenting to a board, handling complex policy issues, and working with contractors and developers as well as the public is a plus.

Qualified candidates will possess equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field; equivalent of eight years of increasingly responsible experience as a professional in the field of engineering, preferably in a water agency or other governmental sector, including four years of management experience; and registration as a Professional Engineer in the State of California is required.

THE COMPENSATIONThe monthly salary range for the incoming Chief Engineer is $14,610 - $17,801; placement within this range is dependent upon qualifications. The SCV Water also offers an attractive benefits package including:

Retirement – Santa Clarita Valley Water Agency (SCV Water) is a member of the California Public Employees’ Retirement System (CalPERS) and pays the employee contribution. An employee who becomes a “new” member of CalPERS on or after January 1, 2013 will be subject to the regulations pursuant to the Public Employees’ Pension Reform Act (PEPRA) of 2013.

Health Insurance – SCV Water pays for dental, vision and medical insurance for the employee and his/her family, subject to co-pay depending on plan choice.

Retiree Medical Insurance (for employees hired on or after January 1, 2009) – the vesting benefit package for retiree medical insurance provides for employer contributions toward medical insurance premiums based on years of “CalPERS” credited years of service. In general, the vesting benefit requires that at least five years of CalPERS-eligible service must have been earned through employment with the Santa Clarita Valley Water Agency. More information will be provided upon request.

Life Insurance/Disability – SCV Water covers twice the annual salary up to $150,000 in life insurance as well as a long-term disability plan.

Deferred Compensation – Plan provides 50% agency contribution up to 3% of annual salary.

THE ORGANIZATIONNow in our third year of operation, the Santa Clarita Valley Water Agency (SCV Water) was created January 1, 2018 by combining the regional imported water wholesaler with the three largest retail water providers to more effectively manage resources and serve the people of the Santa Clarita Valley. The new SCV Water serves a population of 280,000 through 70,000 retail water connections and covers approximately 195 square miles or 124,000 acres. Population at build-out is estimated to be 420,000. The merger included the former Castaic Lake Water Agency, its retail Santa Clarita Water Division, and retailers Newhall County Water District and Valencia Water Company.

SCV Water’s supply portfolio includes State Water Project supply (95,200 acre-feet of “Table A” contract), high-flow Kern River water (11,000 acre-feet per year), local groundwater in two aquifers (approximately 30,000 acre-feet per year), the beginning of a recycled water program, and numerous water banking programs in Kern County. SCV Water also operates a groundwater treatment facility to remove perchlorate contamination under a settlement agreement reached with the responsible parties.

SCV Water is supported by 216 employees. The projected FY2020/2021 Operating Budget is $165.8 million. Agency facilities include two surface water treatment plants capable of treating 66 and 56 million gallons per day, three imported water pumping plants, one imported water supplemental reservoir, perchlorate treatment and distribution systems, 26 imported water turnouts, 46 groundwater wells, 64 booster stations, 99 water storage tanks, 204 million gallons of water storage and 861 miles of pipeline ranging from in tract 8-inch distribution to 102-inch backbone transmission mains.

The Agency’s Engineering Services Section, under direction of the Chief Engineer, is responsible for the planning, design and construction of both Agency capital projects and development related water facilities. Future capital projects include operational and emergency storage facilities and pipelines, additional ground-water treatment facilities for perchlorate, VOC, and PFAS, recycled water system expansions and additional developer related water facilities. The five-year Capital

Improvement Plan includes $225 million of capital projects. Also, the Engineering Services Section annual budget is $1.6 million, with a current staff of 25 employees.

THE POSITIONThe Chief Engineer reports to the General Manager and is part of the Executive Management Team. The va-cancy results from a planned retirement. The Chief Engineer is an executive

level classification in which in-cumbents are expected to lead and direct staff to perform the full scope of engineering services. This position exercises a high level of authority within assigned areas of account-ability. The incumbent op-erates with substantial latitude and discretion to accomplish the Agency’s short and long-term goals and objectives.

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Duties may include, but are not limited to, the following:

• Plans, organizes, coordinates, and manages the work of the Engineering Services Section.

• Evaluates and recommends approaches to project management.

• Serves as project manager for the most complex Agency projects.

• Institutes performance objectives and measures for the Section and its projects.

• Coordinates overall work program and technical assign-ments of the Engineering Services Section and engineering consultants to ensure the Agency’s capital program is cost effective, timely, and efficiently implemented.

• Directs the preparation of engineering plans and spec-ifications.

• Oversees the Agency’s construction inspection function.

• Negotiates contracts with developers and other individuals and organizations.

• Develops, monitors, and implements the Section budget.

• Reviews work products for compliance with Agency policies and standards.

• Reviews, interprets, and implements local, state, and federal laws, regulations, policies, and procedures.

• Directs and coordinates the preparation of various technical reports.

• Represents the Agency before organizations outside of

the Agency, including other govern-mental entities, community orga-nizations, and the general public.

• Develops and directs the implemen-tation of goals, objectives, policies, procedures, and work standards for the Section.

• Ensures that the Section is in com-pliance with applicable local, state, and federal laws and regulations.

will have a high level of technical ability and experience as well as excellent communica-tion and interpersonal skills. This position
