The2015-2016BudgetwaspresentedtotheDistrictExecutiveCommittee(DEC)meetingonSunday13thSeptember2015.ThisbudgetwasapprovedbytheDECandisattachedtothisreportforapprovalofthemembersoftheDistrictCouncil.ThebudgetwassubmittedtoWHQon15October2015,followinganextensiongrantedbyWHQbecauseofprocessesrequiredtodeterminethefundssplitbetweenDistrict70andDistrict90.Thankyouto–

DistrictDirectorReportBobKirchnerOAMDTMWearealmostathirdofthewaythroughthefirstyearofDistrict90andIampleasedtosaytheyearhasstartedwellwithallaspectsofsettlingintoournewstructureandprocessescomingtogether.WestartedtheyearwellpositionedtoprosecuteourDistrictMission…tobuildnewclubsandsupportallclubsinachievingexcellence,withaverystrongDistrictManagementteamdedicatedtothecause.OurgoalfortheyearisforDistrict90toberecognisedasaPresident’sDistinguishedDistrictinourfirstyear…andlaythegroundworkthatwouldsettheDistrictuptobePresident’sDistinguishedforatleastthefirstfiveyearsofourexistence!Inpurelynumericterms,thismeansweneedtofinishtheyearwithatleast156clubs–anetgrowthof12–andamembershipgrowthintheorderofeightpercentplusatleast72clubsDistinguishedintheyear.ThenewclubgoalequatestoanetgrowthoftwoclubsperDivisionthatwillgoalongwaytoachievingthemembershipgrowth.IntermsofDistinguishedclubs,inthispartoftheworld,clubsareverystrongonpromotingqualityprogramsandthisusuallyleadstomanymorethantheminimumnumberofclubsachievingDistinguishedstatusorbetter.Atthisstageoftheyear,Iwanttothankallmembers,clubanddistrictleadersforthecommitmentyouaremakingtoToastmasters.Inmyroundofvisitstospecialevents,includingDivisionHumorousSpeechandTableTopiccontests,Ihavebeenimpressedwithwhatmembersareachievingandwhatclubsaredoingtoincreasemembershipandservicetotheirmembers.SinceJuly1,IhaverackedupmanymilesvisitingallpartsoftheDistrict.Iamencouragedthatweareonthepathtosuccess,notjustfortheDistrictbutalsoforallmembersandallclubsofDistrict90.ItisyoursuccessandyourachievementasanindividualToastmaster–theonlyreasonwearehere–thatcontributestoclubgoals,areaanddivisiongoalsand,ultimately,Districtgoals.WearedoingquiteafewthingsinDistrict90thataredifferentfromwhatmanyofourlongstandingToastmasterswillrememberfrompastyears.Thisisnottosaywhatwentbeforewaswrong;justthatwearedifferentnow,innumbersandgeography,andtherearemanythingswehavetododifferentlyandquiteafewthingswe,asyourDistrictleaders,thinkweshoulddodifferently.Inotherwords,weareturningthechallengeofchangeintotheopportunityofchange.Thatsaid,wearealwaysmindfulofthefactthatwhatwedocanimpact,insmallorlargeways,onyouasanindividualmemberofourorganisation.Sowewanttore-iteratewhatwehavebeensayinginourDistrictNewsletterandothercommunications–don’thesitatetoletusknowifyouhaveparticularthoughtsorideasaboutspecificareasofouroperation.YourDistrictofficersaretaskedwithleadingandmanaging,butwealwayswanttodosowiththesupportandknowledgeofallmembers(oramajorityincaseswheredecisionshavetobemade).MakesureyouletmeoranyofourDistrictofficersknowifyouhaveanyconcernsaboutthingswearedoing,changesbeingmadeorideasyoumighthaveyourselfthatwecouldconsider.OneofthethingswearedoingdifferentlywhichIamparticularlypleasedaboutisthewaywearerecognisinglongevityofmembership.WeareblessedinAustraliathatwehavemanymemberswhostayinToastmastersforalongperiodoftimeandIbelieveitisimportanttowepaytributetowhatis,inessence,theextraservicethesemembersprovide.


Fromthisyear,wewillberecognisingmemberswhoremaininourorganisationforfiveyearsandlonger,withspecialrecognitionforservice15yearsandbeyond.Similarly,wearerecognisingclubanniversariesnowfromfiveyears,withspecialrecognitionfor15andbeyond.Finally,IsaythanksagainfortheopportunitytoserveyouasyourDistrictDirector;itisespeciallyhumbletohavethishonourinthefirstyearofthenewToastmastersDistrict90.ItissomethingextraspecialontopoftheinspirationIcontinuetoreceivethroughtheachievementofindividualmembers.ThereisnoquestionthatToastmastersisanorganisationwhichempowerspeopletodobetterandtodomore…atrulylife-changingexperienceasyouputtheeffortinandworkthroughtheToastmastersprogram.EnjoytheSemiAnnualConference.Iwillbetakingtheopportunity,wheneverIcan,tocatchupwithyou,ifonlybriefly,throughtheweekend.


ProgramQualityDirector’sReportMichaelSaidACGCLWiththedawnofournewDistrict,ourDivisionandAreaDirectorshaveworkedextremelyhardtogethertohavetheDistrictbeginonastrongfooting.Thisyear,District70and90didsomethingnotdonebeforewithregardtotraining.Wecommencedtrainingwiththeout-goingDivisionGovernorsworkingwiththenewDivisionDirectorstoscheduleandruntraininginJune.Thisallowedclubexecutivestocommencetheirtermswithageneralunderstandingofwhattheirrolesentailed.IwanttocongratulatebothsetsofDivisionGovernors/Directorsfortheircommitmenttomakethishappen.ThiswillnowbeastandardforfuturetraininginDistrict90.CLTChairmanElizabethWilsoncompiledtheprogramandco-ordinatedthetrainingthroughtheDistrict.Alsoassisting(whenwewereattheInternationalConventioninAugust)wasourAdministrationManagerDebbieTibbles,whofollowedupclubexecutivestoensuretheyweretrainedbeforetheendofAugustdeadline.ThankyouElizabethandDebbie.Theresultsofthefirstroundoftrainingare:

ImmediatePastDistrictGovernor’sReportDavidFisherDTMLastyearwasahugeyearinsomanyrespects.ThelastyearoftheoriginalDistrict70sawuswithoneofthelargestdistrictsintheworld.Onlywithgreatteamworkwasitpossibletomanageandlead,andgreatteamworkwedidhave.Ithankourseniorteam,theQuintetandSeniorPolicymembersfortheirdedicationtoourmembers.Theprocessofbondingasateamwasalwaysafocusforusandthiswascertainlyawonderfullearningforusallthroughouttheyear.Itwasapleasureleadingthisgroupofdevotees!Our10DivisionGovernorsachievedwellbyleadingtheirteamsofAreaGovernorsandthecommitmentwaspalpableinthegreatmajorityofcases.ThankyoutoallourDistrictOfficersfortheirinvolvementandforthegreataccomplishmentstheyhaveenabledtheirmemberstoachieve.With62Areasourworkwascutoutforus.TheDistrictExecutiveMeetings,forexample,werethemselvesmassiveevents.Itisverymuchappreciatedthatthesewerewellattended.ItiswithgreatpridethatIcanreportthatall10divisionsachieveddistinguishedstatus–withthreeachievingPresident’sDistinguished,fiveSelectDistinguishedandtwoDistinguishedstatus.Congratulationstoall!Attheendoftheyearourdistrictconsistedof324Clubs,anetgrowthof11clubs.Weachieved13,879membershippaymentsandoverallweformed13newClubsintheyear,losing2.Itisamazingthat,withall10DivisionsachievingDistinguishedstatus,theDistrictmissedoutonachievingthisgoalbythesmallnumberof69membershippayments.Over58%ofclubsbecameDistinguishedintheDistinguishedClubProgram,whichisapositiveresult.AlthoughnotDistinguished,Istillfeelweachievedmuchforourmembersandcreatedmanygoldenopportunitiesforthem.Thefeedbackfrommembersattheendoftheyearwasmostencouraging.Thankstoallthosememberswhotookthetimeouttothankusforaproductiveyear.Myspinestilltinglesatthisbarrageofemailsandtelephonecalls.ThiswasindeedanappropriatemeasureofsuccessandIamveryproudofeverymemberoftheDistrictteam.Ofcourse,notalotwouldbepossiblewithoutthemanyactivitiesledbyourStaffOfficers.AllportfolioshadstrongteamsofStaffOfficers.Theworkundertakenbythisgroupofmemberswasindeedoutstanding.OurReformationisnowcomplete.ThefinalyearoftheReformationproceededwithoutanymajorhurdles,thankstothegreatworkofWendyWhiteandBobKirchner,leadingtheircommitteestocompletethenutsandboltsoftheReformation.IbelievethetwonewDistricts,70and90,arewellsetupandmovingaheadnicelyasaresult.CongratulationstoallmemberswhoachievedanawardandespeciallythosewhoachievedthreeormorefortheirTripleCrownAward.Iwantedourleadershipteamtobeapproachable,accessibleandaction-orientedandthiswascertainlythecase.Ithankeachandeverymemberforthisgrandopportunityaffordedme.Ithasbeenanexperiencewhichhaschangedme,therewardsofwhichwillaccompanymethrougheveryfutureundertaking.Enjoyyourconference.Ilookforwardtomeetingyouovertheweekend.


EasternDivisionDirector’sReportChin-HwiAngACSALSOurmissionistoprovideaccessibleresourcesandtrainingthroughoutourdivision,byencouragingandbuildingcommunityandsocialinteractionsbothinter-clubaswellasinter-area.

ThisToastmastersyear,EasternDivisionrepresentsfiveAreasledbyfivepassionateAreaDirectors:

PlansarebeingdevelopedtoconductoursecondroundofCLTfromearlyDecember,toallowforflexibilitywithattendeesandsummerbreaks.

OnSaturday22ndAugust,wepresentedthe‘SuperSaturdaySeminars’–whichprovidedresourcesforcontestjudging,mentoringandaSpeechcraftTrainingWorkshopwhichwasvideorecorded,andisnowonlinefortrainingpurposes.Itwouldappearthatthisformatstylehasbroaderapplicationwithinareas,districtsandthebroaderToastmastersInternationalorganisation.

ThankstoSpeechcraftLiaisonOfficerPaulineGilchristDTMforprovidingaccessibletrainingcontenttoDistrict70and90.ThanksalsotoSamandStephenDoylefromArea24(BlueGumFlatToastmastersClub)forproducingsuchaprofessionalvideo.

HumorousSpeechandTableTopicsAreaContestshavebeencompletedsuccessfully.

WearenowinpreparationforourDivisionContest,whichisbeingheldon25thOctober.

LennoxLightningturns10inNovember!Congratulations!ClubsatRisk/ClubChallenges:Wedohaveachallengewithmembershipinanumberofclubs-particularlyinArea29,wherethesprawlingnatureofpopulationcentres,posesachallenge.OxleyDivisionisalmost500kmlongandhas16clubsbasedaroundmajorpopulationcentres.Thismeansmany“openspaces”wheresmallcentrescannotsustainaclub.Thisisachallengewe,asaDistrict,needtolookat.DivisionEvents(contests,CLT,orseminars):AllAreashaveheldtheircontestsinthe“4on1day”format.Thesuccess,orfailure,ofthisexperimentisstilltobedetermined,buttheconsensusisthat“itwasworthatry”.ClubsinFormationorProspectiveClubs:INFocusisthefirstclubcharteredinDistrict90!TheCharterDinnerwasheldon16Octoberandgreatlyenjoyedbythe33Toastmastersinattendance.Twoyearsofhardworkandachangeofdirectioninlate2014,broughtapromisetofruition.CongratulationstoMaryFordandJudyMasonassponsorsoftheclub.SpeechcraftToniPurdyDTM,Area30DirectorandOxleySpeechcraftCoordinator,conductedaSpeechcraftcourseforByronShireCouncil.Unfortunately,thisdidnotleadtothecreationofaclubinCouncilbutwill,hopefully,leadtoaflowonofnewmembersinotherclubsintheregion.OthercoursesareintheplanningstageinAreas5and29.WhatcanDistrict90dotohelpOxleyDivision?ThegeographicalnatureoftheDivisionabove,andthephysicalbarrieroftheGreatDividingRangeandthesparsepopulationbetweenmajorcentres,posesanumberofchallenges.Iwouldliketoseea“gathering”ofseniorDistrict,DivisionandAreamembersmeettodiscusswhatcanbedone.

Area4ispreparingtohostourDivisionInternationalSpeech&EvaluationContestsnextyear.Area11DirectorPeterWalkerlaunchedTheArea11NewsletterinOctober.AnumberofclubsinArea13regularlyrunverysuccessfulSpeechcraftcoursesandarecombiningeffortsinordertoachievebetteroutcomes.Area14isrunningaTallTalesandTalentperformancecontestataToastmastersdinner,Saturday31stOctoberthenightbeforeWesternDivisionHumorousSpeech&TableTopicContestsatDubbo.Area26isdevelopingstrategicplanstosupport,trainandbenefitcorporateclubsandtheirmembers.InArea27,CBAParramattaToastmastersisinformationandlookingtocharterinthenearfuture.Area28isactivelyrebuildingthestrengthofsmallerclubs.

Oneofourgoalsthisyearistostrengthentheskillsofallmembersthroughallformsoftraining.IampleasedtoannouncethatArea27DirectorPradeepPenkeACGCLhasacceptedthepositionofWesternDivisionSpeechcraftCo-ordinatorandisorganisingtrainingsessionsforSpeechcraftCo-ordinators.
