• Special Assistant for Transportation Engineering (SATE)

– Charged with providing executive-level representation for DOD on all transportation engineering matters related to National Defense Programs and related engineering services

– Authorized to conduct direct liaison with DOD Components, civil authorities, and commercial entities

– Program oversight includes:

• Railroads for National Defense (RND)

• Ports for National Defense (PND)

• Highways for National Defense (HND)

These programs ensure DOD can readily access and utilize the Nation’s civil sector infrastructure to support major force deployments by assessing the and monitoring the sufficiency and viability of all elements of the related infrastructure

It is the intent of the Programs for National Defense to serve as a conduit for the partnership between civil sector authorities and the DOD in order to … plan for potential emergencies.

Railroads for National Defense (RND)

Mission• Ensure America’s civil rail network meets defense needs• Identify and ensures retention of civil rail lines important to DOD in peace and war• Ensure enough rolling stock (railroad cars) are available to meet defense needs

STRACNET: • Minimal network of key commercial rail lines

- 33,000 route miles in STRACNET

• Supplemented by defense connector lines

- Rail lines serving installations off STRACNET

- Over 4,700 miles of defense connectors

• Together STRACNET and connectors serve over 120 defense installations and other sites of military importance that need rail service

STRACNET and connectors are the rail linesmost important to National Defense

Ports for National Defense (PND)

Mission• Assess capacity requirements to support the identification of U.S. Strategic/Alternate Seaports • Minimize military’s impact on U.S. commercial seaports• Facilitate DOD focus on maintaining readiness of ports to enable the military to effectively deploy to the next fight• Provide the basis for agreements that ensure priority use of port facilities

STRATEGIC SEAPORT• Military and commercial ports projected to be used for the

surge-deployment of forces and shipment of ammunition in support of military operations

• Port Planning Orders and/or Basic Ordering Agreements are required for each Strategic Seaport

• Port Readiness Committees are required for each commercial Strategic Seaport

ALTERNATE SEAPORT• Commercial or military seaport that provides planners with

alternate port capability to support the surge-deployment of the U.S. Armed Forces in the event DOD does not have access to a strategic seaport due to commercial congestion, natural disaster or terrorist incident

• Alternate Seaports do not require a Port Planning Order or Port Readiness Committee

Highways for National Defense (HND)

Mission• Ensure that national defense is served by adequate, safe and efficient public highway systems• Identify and Integrate Defense Needs Into Public Highway Programs• Establish policy and provide guidance on the safe use of public highway systems by DOD assets

STRAHNET:

Interstate Highway – 45,376 milesNon-interstate Highway– 15,668 miles

STRAHNET is a system of about 61,000 miles of highways, including the Interstate System. An additional 2,000 miles of STRAHNET Connectors link important military installations and ports. Together, STRAHNET and the Connectors define the total minimum public highway network necessary to support Defense deployment needs. STRAHNET was originally established in 1956.

• In 1922, the Bureau of Public Roads commissioned the Chief of Staff of the Army, General John Pershing, to draw up a map defining the roads in the U.S. that were the most important in the event of war

• In 1956, President Dwight D. Eisenhower signed into law the National Interstate and Defense Highways Act, authorizing construction of a 41,000-mile Interstate System. This 41,000-mile National Interstate and Defense Highway System formed the basis of today’s STRAHNET.

• The National Highway System (NHS) Designation Act of 1995-designated a 160,955-mile road network to encompass the nation’s important roadways involving economy, mobility, and defense

• MAP-21 in 2012 further expanded the NHS to 220,000 miles

• Today, the 63,861-mile STRAHNET comprises only 29% of the total NHS mileage. With the STRAHNET making up a smaller proportion of the NHS over time, limited highway funding to support national defense needs on STRAHNET has become diluted.

• A subset of the STRAHNET, the Power Projection Platform (PPP) routes include about 15,000 miles of public roadways that are the most critical to support the movement of DOD equipment

• 18 designated PPP installations deploy military forces to Seaports of Embarkation (SPOE’s) during a national emergency

• It is important that these PPP routes be capable (i.e., are of adequate roadway/bridge design and condition) of supporting the rapid movement of military equipment

• 2019 - FHWA is supporting DOD in the execution of 4 PPP route studies with intent to complete remaining in 2020-2021

• Recognize the need for more focused attention on the STRAHNET to improve national security and emergency response capabilities

• Recommend criteria and propose mechanisms to incentivize a prioritization of STRAHNET and military-related needs

• Consideration for an expedited permitting program for oversize/overweight vehicles during a national emergency

USTRANSCOM is collaborating with FHWA/FLH on the 2020 Surface Transportation Reauthorization (under 23 USC) that will assist

States in promoting military needs on critical STRAHNET routes

• Our mission relies heavily upon our partners (FHWA & State DOT’s) responsible for the nation’s transportation system to ensure it is capable of meeting the military deployment needs

• Our goal is strengthened cooperative relationships to integrate defense needs in national highway programs, and ensure the safe and effective utilization of public roads by the military services
