Kochi: The National Investi-gation Agency (NIA) on Thurs-day filed a chargesheet against17 persons for organising a se-cret camp of the banned Stu-dents Islamic Movement of In-dia (SIMI) at Panayikulam,near Aluva, on Aug 15, 2006.
The chargesheet filed be-fore the CBI special court judgeS Vjaykumar here revealedthat the camp was held at theHappy Auditorium. K N Ra-jesh, a sub-inspector attachedto the police station raided thecamp following a tip-off. Hefound 17 persons attending thecamp and some of them weremaking inflammatory speech-es. Pro-Pakistani, anti-govern-ment, seditious and provoca-tive books and pamphlets wereseized from the accused, saidthe chargesheet by LhariDorgee Latoo, superintendentof police, NIA, New Delhi.
Most of the accused werearrested at different times butall of them were let off on bail.
While one of the accusedRasheed turned approver, an-other accused, Nasser, was ab-sconding. According to NIA,he was in the Gulf and effortswere on for his extradition.
The chargesheet was filedafter examining 89 witnessesand 69 documents . “During athorough and exhaustive in-vestigation conducted by theNIA, it was established that theaccused — P A Shaduly, AbdulRasik, Ansar, Nizamudeen,
Shammi, Shameer, Abdul Ha-keem, Nizar, MohayudheenKutty, Muhammed Nissar,Ashkar, Nissar, Salih, Hashim,Riyas, Muhammed Naisamand Nissar — entered into acriminal conspiracy to advo-cate, incite and abet unlawfulactivities for secession of Kash-mir from India and to bring ha-tred and contempt towards thegovernment of India and infurtherance of the said con-spiracy, they committed thecrime,” the NIA said in a pressrelease posted on the Ministryof Home Affairs website.
They have been charged un-der various Acts and provi-sions such as 120 B (criminalconspiracy), 124 A (sedition) ofthe IPC, 10 a(i), 10 a(ii) and Sec-tion 13 (1)(b) of Unlawful Ac-tivities (Prevention) Act.
The state police had ar-rested five persons initially andhad let off the remaining par-ticipants in the camp. Two ofthe accused — Ansar andShaduli — were picked up bythe Rajasthan police later for
masterminding the Jaipurblasts which killed about 80people. Another accused wasdetained by the Karnatakacops after the July 2008 serialblasts. It also came to light lat-er that Shaduli’s brother, Shi-bly Peediackal Abdul, was oneof SIMI’s key operatives insouth India. A wanted man inthe 2006 Mumbai serial blasts,he was arrested in MadhyaPradesh in March 2008 in whatwas a major crackdown on theoutfit’s leadership.
Ansar Moulavi and Shadulialso attended a secret trainingcamp held by the SIMI in thetourist haven of Vagamon inKerala’s Idukki district in De-cember 2007, a year after theywere arrested in Panayikku-lam and released on bail.
The case which was al-legedly derailed by the Keralapolice had attracted nationalattention forcing the govern-ment to hand it over to the NIAafter a TOI report in August2008, in the aftermath of theJaipur and Bangalore blasts.

Ahmedabad: One person who was missing during thetwo-day visit of Nobel laure-ate Venkatraman ‘Venki’Ramakrishnan to Vadodara,the city of his alma mater,was chief minister NarendraModi.
Sources told TOI, effortshad been made to get Venki tomeet Modi in Gandhinagar orVadodara, but he is said tohave refused apparently be-cause of the CM’s tarnishedimage due to the 2002 riots.Theonly picture where Modi andVenki were ‘seen’ togetherwere a couple of posters putup outside the hotel where hestayed and the airport, whichshowed Vadodara mayor in thecentre, flanked by Venki andModi.
According to sources, “Ef-forts had been made by thestate education departmentand the CM’s office to arrangea meeting between the two, for30 minutes or so, but it did notmaterialise, because Venki didnot agree.’’
Known to be an intense ac-ademic, Venki is also said tohave strong views on the Gu-jarat riots of 2002.
When contacted, MS Uni-versity VC Ramesh Goyal, whohosted a dinner for Venki dur-ing his visit, told TOI, “He hadno plan to go anywhere andhad come exclusively to MSUniversity of Baroda. Venkidid not even wish to meet any-one.’’
Sources said, “In fact, if wehad invited Modi for the MSUniversity convocation, he(Venki) might not have at-tended.’’

New Delhi: The Justice Srikrishna Com-mittee on Telangana statehood demandon Thursday submitted its report tohome minister P Chidambaram. After ameeting, the five-member committee,headed by former Supreme Court judgeJustice Srikrishna, met the home min-ister in North Block office to present thereport.
Details of the report are still awaited,but the home minister has appealed forpeace. Security all across Andhra Pradeshhas been tightened.
A meeting of eight political partieshas been convened by the home ministeron January 6, 2011. Details of the com-mittee's report will only be revealed oncethey are shared with the other politicalparties. “I propose to convene a meeting

He also expressedthe hope that all political parties in thestate will accept the report and maintainpeace and harmony after the report issubmitted.
“I hope peace prevails in the state af-ter the report is submitted. It is the re-sponsibility of the politicians and themedia,” he said.

1 . HQ South Western Comd (Sigs) flereby invites wax sealed Expression of Interest �0l) from reputed Original EquipmentManufacturers (OEMs)/System Integrators/Channel Partners for empanelment to execute Telephone AdministrationGrant/Information Technology projects for financial year 201 1 -1 2, subject to fulfillment of obligatory criteria stated insubsequent paragraphs.2. The items mentioned at Pam 6 below are tentative. Final figures will be fixed as per requirement at the time ofplacement of supply order which may vary depending on the technical need of projects. A A vendor may apply forempanelment for more than one category of equipment/system.3. Certifications/Enclosures Required: Applications for empanelment be sent alongwith the following essentialdocuments:-
(a) All vendors must submit applications for registration on their letterhead duly signed by the CEO or his authorizedsignatory giving information about the nature of business.�) Proof of satisfactory completion of pro]ectslsupply/service/commissioning or similar items/Services in
Government/ Semi-Government/PSUs etc. during last three years.(C) Proof of partnership between OEM and System Integrator.(r Experience of installation of quoted products in a Govt. Institution/previous experience of working with IndianArmy will be preferred. Certificates of performance from other reputed users will be provided as supporting supporting documents.Vendors already registered with TEC of DOT, MTNL, BSNL, VSNL Ministry of l&T, DGS&D, CII, M&IT and NASSCOMshould submit their registration certificate/Rate Contract documents.(e) Income Tax details and audited balance sheets for the last three years. Income Tax Clearance Certificate with acopy of PAN cards issued by Income Tax department.(f) Trade license number.(g) ISO 9001: 2000 or any other higher certification if available will be attached.(h) Valid Sales/Excise/Service Tax Certificate.ffi Office addresses and contact telephone numbers, both landline and mobile as well as fax numbers.(k) Current financial status/capability of the vendor. (Ifat any stage, the OEM or the nominated System Integrator is found to be violating the accepted norms, he will beremoved from the vendor list and legal action initiate�.(o) Willingness to Execute Proiects in all Terrains and Regions: The company will clearly mention whether it isinterested in getting registered in the national list (pan-India) or in the regional list (i.e. only for Rajasthan and Punjabregion) against each item for which the registration has been applied for. It may be noted that applying for registrationin national list will deem the company liable for honouring all tenders which are issued to the company for TAG projectsfrom any Army Unit, if the company fails to respond to such tenders, the company will be liable to be removed fromthe National vendor list. In addition, if the registered company also fails to respond to tenders even for theRajasthan/Punjab region it is again liable to be removed from the vendor list.(p) Capability to provide training to the users should be specified unambiguously.(q) Certification regarding treating Indian Army as a Preferred Customer for commercial considerations.(r) Certification by OEM to provide support to any equipment for its entire life (generally) ten years from the date ofacceptance) irrespective of the relationship between OEM and the SI.(5) ValIdity: The OEM/SI (if selected) will normally be included in the vendor list for one financial year. Theperformance as certified by user will be sole criterion for continuance in the vendors list.(t) Operation , Administration, Maint and Warranty for a period of 3 years and AMC for a period of 7 years clearly tobe mentioned as part of E0l. Availability of Spare depots and the adequacy of spares in India to be confirmed.(u) The OEM/System Integrators will enclose Non Disclosure Agreement’ alongwith the bid.(v) Indusion of Vendor in the List: Response to this EOl will be on the basis of inclusion inclusion in the vendor list forfinancial year 2011-12. No vendor other than those responding to this EOI will be included.(w) Cateoorv of ltems/Proiects: The OEM or the System Integrator will clearly indicate the category of items/projectcfor which they should be listed. Generic/ambiguous bids will not be evaluated. Details of technology/technicalspecifications will be enclosed alongwith the bid. Presentations and equipment demonstration will be given, if asked for.(x) Responsibility of OEM: OEM will be solely responsible for supporting supporting a product during its life cycle. This will bedone irrespective of OEM’s relationship with the System Integrator. In case an OEM decides to change the SSystemystemIntegrator for operation, administration and maintenance of any project, written permission will be taken from the HQSouth Western Command (Sigs) atleast three months in advance before affecting the change. OEM will also beresponsible for providing solutions conforming to Open Standards’. This is needed for ensuring better interoperability.If any product or solution offered does not conform to Open Standards’ and integration with other system deployed inthe network is not possible, the systems will be rejected and action as deemed appropriate, initiated against the OEM.Certificate as under will be furnished by the OEM and the System integrators:-(I) Certificate by SYstem Intearatars (SO. Ws hereby give a commitment that products/solutionsof the M/s (OEIv will be supported throughout the lifecycle respective of the relationship betweenM/s (OEIv and the M/s (System Integrators)”.
(ii) CertIfIcate Dv OEM. The contractual liability of M/s (SI) will be honoured by M/s___________(OEM) in case of any default by the M/s (System Integrators)” .
4. Intending vendors who are considered acceptable on evaluation of their credentials and who fulfil the requisite criteriaas stated above may be empanelled for issue of tender enquiry notice for supply of required items. However, decision ofChief Signal Officer, Headquarter South Western Comd, Jaipur, will be final and no correspondence on rejection will beentertained.

However, Contractor shall not be entitledto any compensation whatsoever for non-issue of tender.

The Government of India has obtained a loan from the International Bank for Reconstruction andDevelopment (1BRD) in various currencies towards the cost of Sustainable Urban Transport Project.[SUTP] in India. It is intended that part of proceeds of this loan will be applied to eligible payments undelthe contract for Design and Construction of Flyover at Dange Chowk along Aundh Ravet Road in thejurisdiction of Pimpri Chinchwad Municipal Corporation through Government of Maharashtra.
