What’s new in Toolkit 7.1.21.37

Toolkit 7.1.21.37 is focused on the ability to manage the status of customer folders and plans. A. Allows planners to delete a customer folder. B. Allows planners to change the status of a plan to deleted, cancelled or completed. C. Cancelling and Completing plans automatically moves land units to the History PLU layer

which will be available in Toolkit in a future release.

What’s new in Toolkit 7.1.21.0

Toolkit 7.1.21.0 is a major release primarily focused on creating Conservation Stewardship Program (CSP) plans in Toolkit while also correcting the highest priority bugs. CSP Plans cannot be developed until after the Conservation Measurement Tool (CMT) is released and applications are entered in CMT.

A. Allows planners to create a CSP plan in Toolkit after the application is entered in CMT. B. Practice schedule displays CSP practices/activities from the CMT Tool. C. Land Use and Program acres are displayed and compared to the Land Unit acres in the CSP Plan. D. Land Units can be selected from existing plans or created within the CSP plan as long as they are

Crop, Forest, Range or Pasture land use. E. Conservation Management Unit (CMU) Layer is created that summarizes land uses within the

CSP Plan. F. Practices can be scheduled for the entire CMU, Tract, Land Unit from the practice schedule or

digitized in Arc Map. G. Bug Fixes:

1. Custom symbology is saved for practices and land units. Task Guide 5K: Change Land Unit Symbology has been added to provide directions for how to change a Conservation Plan and CSP Plan land unit symbology.

2. The customer folder name and the plan name were added to the Active and Legacy PLU layers for knowing which folders/plans may need to be checked out. Task Guide 5L: Identifying Customer and Plans using the Active and Legacy PLU Layers, was added to identify which customer folder and plan a land unit is located within for the purpose of cleanup and editing land units.

3. State and county practice narratives show up in narrative choice list. 4. Planned date defaults to today’s date. 5. Land use modifier added to map labels. 6. ProTracts programs are not selectable in the practice schedule. 7. Legacy land units are not included in the customer folder checkout to eliminate clutter

in the AOI and to allow the topology tools to only display topology errors between the consplan and the Active PLU layer. If Legacy Land Units are needed, they can be downloaded by selecting the AOI button from the Toolkit Toolbar and Select Include Legacy Land Units. This will download the Legacy Land Units from the AOI.

8. ESA Predictability is now unchecked when selecting an identified priority. 9. When you save edits on the Editor toolbar, you can continue editing.

Task Guide 1: Create and Check Out Customer Folder

A. Create a New Customer Folder

If a customer does not exist, you must create a new customer folder. 1. Start Toolkit.

2. On the Toolkit Main menu, click File>New Customer to create a new customer file.

3. The SCIMS login page opens. Login through eAuthentication.

4. Search for SCIMS Client

5. Select the customer and create a folder.

6. Name the Customer Folder by entering the Company/Business and Identifier and Selecting OK.

7. Once the folder is created it will be added to your list of customer folders.

B. Check Out Customer Folder

Check out the customer folder from the National Planning Agreements Database (NPAD). 1. Start Toolkit by clicking on CST Toolkit 7 on your desktop or click Start>Customer Service Toolkit

7>Toolkit 7.

2. In the Customer Service Toolkit window, click on the County drop-down arrow and select the county name. Enter any other search criteria and click the Go button.

3. Log in through USDA eAuthentication.

Check out a customer folder.

4. From the list, locate and highlight the Customer File and click the button.

When the check-out process is complete the folder appears under the “My Checked Out Folders” section.

This demonstration shows how to open a customer folder and select a plan. 1. Check out a plan. (Task Guide 1B: Check Out Customer Folder ) 2. Go to the Folders tab.

3. Highlight the customer folder you want to open and click the Open Folder button.

4. Click the Customer File tab.

5. To open the default template, click ToolkitGIS_Template.mxd located in the ArcGIS_Projects folder.

To add a custom template click the Change/Add ArcGIS Template button, browse to the location of template file and select the template.

6. When prompted to overwrite the Default ToolkitGIS_Template.mxd, answer No.

7. Answer No to “Do you want to overwrite Template?”.

8. Double click on the template you want to open to start ArcMap.

9. On the ArcMap main menu, select the Toolkit toolbar button to add the Toolkit toolbar. The toolbar can be docked to the desired location.

10. Click the Select a Plan button on the Toolkit toolbar.

11. In the Select a Plan dialog box, select Consplan from the drop-down menu and click OK.

Task Guide 3: Create or Edit a Plan

A. Create New Plan from CLU Layer

1. Check out a plan. (Task Guide 1B: Check Out Customer Folder ) 2. Open the customer folder and select the plan. (Task Guide 2: Open Customer Folder and Select

Plan)

3. On the Tools toolbar, use the Add Data button, navigate to the f:geodata\common_land_unit folder and add the CLU data layer. Change the symbology and the data drawing order if necessary.

Method 1: Query by Farm or Tract Number to identify features to be included in the plan. This example shows how to query by farm or tract number to identify features to be included in the plan.

1. On the Toolkit toolbar, click the New Toolkit Layer tool.

2. Under “Digitized Land Units” select Planned Land Units. Under Create Plan, select Create new plan database with a new land unit layer for a new plan. If a plan exists, select Link to existing plan database and select the plan name from the Layer Name drop-down menu. Click OK.

3. Click Yes to “Use features from a source layer?”.

4. Select the CLU layer for the Source Layer and Query by the Farm or Tract Number.

5. Enter the Farm or Tract number under “search for item” and click the Search button.

6. Continue this process to select all the tracts needed. Click the OK button to accept the selection.

7. Click the OK button to create the plan from the selections.

NOTE: Be patient, this may take some time.

8. All land units that are added to the plan will automatically snap to all existing land units in Plan or

Locked status. New land units will also snap to any land units in Sketch status from the plan being edited. This is to prevent overlapping land units that could create a Draft Land Unit. All land units are added to the Table of Contents as a Sketch.

9. Only land units that are not duplicates of any other land units that are in the Geometry Status of

Plan or Locked will be added to the plan. If duplicates are found the “Could not create field” message will be returned.

Method 2: Use the Select Features button to identify land units to be added to an existing plan.

1. Check out the customer folder. (Task Guide 1: Check Out Customer Folder) 2. Open the customer folder and select plan. (Task Guide 2: Open Customer Folder and Select Plan) 3. If you want to select the CLU land units manually, use the Select Features tool located on the

ArcMap Tools toolbar to select the land units you want to copy from the CLU layer before proceeding.

4. On the Toolkit toolbar, click the New Toolkit Layer tool. 5. In the New Toolkit Layer Window, select Planned Land Units. In the Create Plan Section, choose the

Link to existing plan database option. In the Existing Plan drop-down menu, select the Existing Plan “Consplan” to add land units to. Click the OK Button.

Task Guide 4: Working with the AOI (Area of Interest)

Toolkit requires that all PLUs be created and edited within an AOI. A .25 mile buffer is created around each existing PLU when the customer folder is checked out. If you need to digitize a new PLU that is adjacent to a current PLU but partially falls outside of the AOI then the AOI extent must be edited in ArcMap to include the area of the new PLU. If you need to digitize a PLU that is greater than a mile of the AOI then a new AOI must be digitized to include the new PLU.

AOI Business Rules 1. An AOI is included with all plans at the checkout of a plan in Toolkit. 2. The system generated AOI is created by selecting all PLUs bound to the PLAN and buffering .25 mile

to return all other PLUs from the Active PLU Layer and the Legacy PLU Layer. 3. PLU geometry within the AOI that are outside the plan is read only and cannot be edited. 4. PLU geometry within the AOI are used for enforcing overlap and displaying PLUs from other plans by

selecting and reviewing PLU attribute information. 5. All planning land units are required to be created within the AOI. 6. In new plans there will be an AOI layer that is empty until the planner adds an AOI boundary using

the AOI Tool in Arc Map that allows the planner to Add New AOI. 7. An AOI can be limited in size by the system if needed based upon the size of the data set requested. 8. The AOI is editable by the planner from Arc Map by using the AOI Tool and selecting either Extend

AOI or Add AOI.

9. The AOI tool allows a planner to select the Add AOI button and draw an AOI using a freeform polygon shape.

10. In the AOI tool the planner is required to check a box to indicate if the PLUs requested should contain the PLU history layer in addition to the default of the Active PLU Layer.

11. When the planner submits the AOI Request to NPAD, the AOI shape must be sent to NPAD and intersected with the active PLU layer.

12. The NPAD database must return the entirety of the set of PLUs requested that intersect the AOI bounding box requested by the planner.

13. The planner can create new PLUs from within the AOI. 14. If the planner tries to draw or copy a PLU outside the AOI the system should return a message to the

planner to draw or expand the AOI. 15. The AOI must be regenerated based upon any new land units added when the plan was checked

out. 16. If the AOI is expanded but no land units are added the AOI must return to the original .25 mile

buffer of the PLUs from within the plan when the plan is checked in. 17. The AOI will be maintained as drawn by the user for all future Active layer queries. 18. The user should have the ability to reset the AOI back to the system default boundary.

This demonstration shows how to edit the AOI to extend it to encompass areas to digitize land units that are outside of the AOI. 1. Check out the customer folder. Task Guide 5: Digitize, Copy and Edit Planning Land Units (PLU)

The Planning Land Unit is a unique geographic area defined by a polygon that has common land use, a land use modifier and is owned, operated, or managed by the same client(s). Planners are required to digitize and attribute PLUs as the initial step in the resource inventory process.

a. A PLU in the Plan, Locked or Easement status can be associated with only one conservation plan.

b. The association between a PLU and a Conservation Plan cannot be deleted if the PLU is Locked or is an Easement. (Future release will allow PLU to be transferred to another plan)

c. A new PLU must be created and attributed in ArcMap and checked in before practices can be planned.

PLU Business Rules 1. Planners will be required to create PLU polygons using an approved method (see item 3 below).

a. Planners must create the polygon first and then attribute it. i. Planners will not be permitted to enter attributes without first creating the PLU

geometry. ii. Planners will not be permitted to add a PLU record to the national database unless

the record has topologically correct geometry and the minimum required attributes

2. A PLU may be a single or multi-part polygon.

This example shows a multi-part PLU that is contained within a WRP easement.

3. A PLU is created using the following methods: a. Check in Legacy NCP land unit data and geometry into NPAD. b. Digitize heads-up on an acceptable base image (see base image business rules below in

section PLU Digitizing Accuracy). c. Import shapefile(s) collected by a NRCS planner using GPS. d. Import geometry shapefile(s) provided by clients, TSPs, surveyors, etc. e. Copy a polygon from one of these sources and paste it to the PLU layer:

1. FSA CLU layer 2. Resource inventory layer 3. Practice layer 4. NRCS National Easements layer (WRP, GRP, EWP-FPE, FRPP, GRP) 5. NRCS soils layer or interpretation theme

4. Horizontal overlap will be enforced for the Active PLU layer geometry status of Plan and Locked. There will be no overlapping of polygons.

5. Associations between PLUs and other planning layers are required: a. Practice layer

i. Each practice must be associated with at least one PLU. 6. A PLU has only one planned land use.

a. Each part of a multi-part PLU polygon must have the same planned land use. 7. A PLU may have zero, one or many planned land use modifiers.

a. Each part of a multi-part PLU polygon must have the same planned land use modifier(s). 8. PLUs near or within a conservation easement boundary may not cross the easement boundary. The

easement boundary must be fully contained by PLUS of the program subtype.

PLU Digitizing Accuracy 1. Accuracy requirements for PLU boundaries will match the accuracy of the base image.

a. Image types available to NRCS planners include i. NAIP (3 meter; 1 meter urban areas with 20 foot error budget.

ii. NAIP NRI (1 foot) iii. NAIP WRP (1 foot) for 10000 easements iv. For areas where NAIP is not available (Alaska), other imagery must be approved. v. If available, historical images will be made available to planners.

2. GPS Data Collection Rules a. A GPS digitizing standard is under development at the National Geospatial Center of Excellence

(NGCE) and will be evaluated with regard to PLUs. b. Several states use an accuracy standard for conservation planning of <= 20 feet.

PLU Work Flow

Views There are two views that are used to display the Conservation Plan.

Plan View (current functionality) is the default set in Arc Map that displays the PLUs in a yellow outline. This view is primarily used for viewing, printing and displaying the plan boundaries. Digitize View (new functionality) is the view that displays the PLUs by the geometry status codes. This view is primarily used when using the Land Unit Editor tool and the Check In tool. There are two ways to change views. 1. On the Toolkit toolbar, click the Toolkit Digitizer tool button to go to from the Plan View to

the Digitizing View. 2. To toggle back and forth from the Digitizing View to the Plan View, click the Change Views

button on the Toolkit toolbar.

Sketch (1) A PLU in Sketch Geometry Status is a new land unit that has been created but has not been checked in to the Active PLU layer to confirm it does not have errors. Consplan Rules: • When creating new PLUs in Sketch status the auto-complete

will snap to any Sketch PLUs in the consplan to ensure overlap errors are not created.

• Sketch PLUs must be attributed and Checked In to the Active PLU layer and must be in the Plan status prior to planning practices.

• If a Sketch PLU fails overlap at check in the geometry status will change to Draft.

An AOI is a quarter-mile buffer created around the Consplan PLUs. It is used to enforce topology (error checking) when new land units are added or existing land units are edited. AOI Rules: • AOI editor tool allows you to edit or add a new AOI. • All land units must be created within the AOI. • If the AOI is edited you must select the AOI button to check out any land

units in the updated AOI area. Base Layer - The base layer is reference only. It contains all the data checked out from NPAD related to

Overlap

Overlap is how point, lines and polygons share geometry. Overlap rules are topology rules used to ensure data quality and to allow your geodatabase to represent your features in a more realistic way. The following diagram demonstrates how the rule “Must Not Overlap” is applied to Land Unit polygons. Toolkit enforces these rules on land units located within an AOI (Area of Interest). The rule “Must Not Overlap” guarantees that no point, line or polygon can overlap another polygon that is in the same feature class or subtype. However, they can share edges or vertices. If an error occurs (shown in red) it must be corrected before it can be checked into the database.

C. Copy Land Units from the CLU Layer

Any polygon boundary dataset in the Table of Contents can be used to copy boundaries into the current PLUs for a plan. Most often, copied land units will come from the Common Land Unit layer. In some cases, land units may come from shape files that are derived from a GPS. In either case, the copy and paste functions can be used to transfer land units from one theme of data into the current PLU for a conservation plan. NOTE: The directions below are for using the CLU layer. The Legacy Layer can also be used to copy land units from old plans into your current ‘Master or One’ plan. 1. Check out a plan. (Task Guide 1B: Check Out Customer Folder) 2. Open the customer folder and select the plan. (Task Guide 2: Open Customer Folder and Select

Plan) 3. On the Tools toolbar, use the Add Data button and add the CLU data layer that is loaded on your

E. Edit a Land Unit with an Overlap Error Shown in Draft Using the Reshape Editor

Land Units with a Draft geometry status (Exception: If the land unit was linked to contract at the time of migration the land unit can plan and apply practices without correcting the land unit) are not allowed to plan practices until the overlap error has been corrected. The field on the right side of the screen in the screen shot below is in Draft status because it overlapped the polygon on the left side of the screen that is in a locked status which is an overlap error. The following steps will show the user how to identify the overlap area and fix the overlap error using the reshape tool from the Land Unit Editor toolbar.

Correct the Identified Overlap Error 1. On the Land Unit Editor Toolbar, click on the Select Land Unit button.

2. Select the Draft land unit to edit. 3. On the Land Unit Editor Toolbar, click on the Reshape button .

4. Starting inside of the selected Draft land unit left click the mouse and set a vertex; then move to the corner of the land unit and left click again set another vertex; continue digitizing outside of the boundary making sure your new boundary has plenty of overlap into the field you want to have a coincident boundary with.

WARNING: Do not try to follow the existing boundary that slightly overlaps as this could cause small gaps between the two fields.

Finish by double clicking back inside of the select field. The reshaped boundary will automatically snap to a locked, plan or sketch land unit boundary and fix the overlap.

(South) of the polygon and finish at the top end (North) of the polygon. The attributes on the left side are retained. Think of this as if you were walking the field. Left and right are determined by your direction of travel.

Note: The attributes on the left side of the line are retained. In your case you must have split the polygon starting at the top or north side and finishing at the bottom of south side of the land unit for the right hand polygon to retain the attributes. If you would have started at the bottom of the land unit and stopped at the top of the land unit the left polygon would have retained the attributes.

I. Delete a Land Unit

Background Toolkit 6 allowed users to delete plans/folders using a ‘Delete Plan/Folder’ button on the customer folder tab. In Toolkit 7, if a user removed a plan/folder using this button, the associated land units were not removed from the NPAD database, even though the plan or folder was deleted. As a result, the ‘Delete Plan/Folder’ button has been deactivated until a future release. Because Toolkit 7 now enforces topology and each field can only be represented once in the new (NPAD) database, users may find an increased need to delete land units out of a consplan to ‘free up’ that space in NPAD so that the land unit may be brought into a new consplan. When a Land Unit is deleted the land unit and all practices remain in NPAD for reporting. If no practices were ever planned or applied on the land unit then the land unit will be deleted from NPAD. All land units and practices will carry a deleted status in NPAD. You are not allowed to delete a land unit and/or practice if there are obligated practices linked to ProTracts.

J. Edit a Shared Boundary

The Land Unit Editor toolbar no longer has the “Topology Tools” to Reshape and move Vertices on an Arc, or edge of a polygon shared by the land units on both sides, so that it acts on both polygon land units at the same time.

The Reshape and buttons are used to edit each land unit one at a time. If one land unit is reshaped “away from” an adjacent polygon, gaps will be created between the polygon land units. If the re-shape goes into the adjacent polygon, the reshape will not meet the “Must Not Overlap” topology rule. See examples below:

K. Change Land Unit Symbology

The CSP Plan land units and the Active PLU symbology must be changed by following these exact steps. Do not use the Layer Properties to change the symbology or it will change to “All other values” and show up black. 1. In the Table of Contents, left click on the symbol to bring up the Symbol Selector dialog window.

2. In the Symbol Selector dialog window, change the fill color and the outline color to the desired

color.

Note: It is important to choose a color that is not distracting. The symbology affects how readers interpret your map. L. Identify Customers and Plans Outside of Current Plan using Active and Legacy PLU Layers

In order to find a customer’s land units that are outside the conservation plan you are currently editing, you must first know which customer folder and plan to check out. This User Guide explains how to use the Active and Legacy PLU Layers to find specific land unit(s) Customer Folders and Plans to check out for maintaining the Active and Legacy PLU layers.

1. On the ArcMap Tools toolbar, click on the Identify tool button. 2. Using the Identify tool, click on one of the Active or Legacy PLU’s to identify the attributes. In the

Identify dialog window the plan_name, customer_folder_path, and customer_folder_state_county codes have been identified, this information can now be used to check out the plan the land unit is in.

3. On the Toolkit toolbar, click the Attribute Tool button and click the land unit(s) you want to attribute. It may take a while for the tool to open and for you to be able to select the layer. Please be patient.

4. In the Attribute Tool dialog: a. Select the Consplan layer. b. The Tract, Land Unit, and Acres are automatically populated if the New Toolkit Layer was

At times, it is easier to delete a land unit and create a new one and then link it to the tabular data. The geometry is replaced without losing the practice. 1. Check out a plan. Task Guide 7: Check In Land Units into the NPAD Database

Land units are required to be checked in to NPAD while in ArcMap if practices are to be planned in Toolkit. This “check in” validates if the land unit meets topology rules. New practices cannot be scheduled until the land unit has been checked in and the land unit is in Plan status. A. Check In Land Unit Using the ‘Selected Features’ Option

1. On the Toolkit toolbar, select the Check in Landunits tool. 2. In the Select Fields to Check-In dialog box, choose Use Selected Features. Click on each field you

want to check in (multiple fields may be selected by holding down the <Shift> key and clicking on the next field. Click OK.

The feature has either changed to a status of a Planned PLU which means you can now add practices.

B. Check In the Land Unit Using the ‘Query By’ Option

Prior to planning a practice all land unit(s) must be checked into NPAD. By doing this the overlap rules are enforced and the polygons will be checked to determine if they need to be edited.

1. On the Toolkit toolbar, click the Check In button. 2. In the Select Fields to Check-In dialog box, click Use Query By radio button. From the drop-down

menu select Tract Number or Land Unit Number. Select the appropriate tracts or land units and click OK.

The land unit should have changed to the status of a Planned PLU. You can now add practices.

If the land unit changed to a status of a Draft PLU, it may have failed overlap and needs edited. (Task Guide 5D: Edit a Land Unit with an Overlap Error Shown in Draft Using the Vertex Editor, or Task Guide 5E: Edit a Land Unit with an Overlap error Shown in Draft Using the Reshape Editor)

Task Guide 8: Practices

The Practice layer stores geospatial and tabular data for practices selected by a client to address resource concerns. The Practice layer serves as a register of the conservation practices, planned and certified for the unique geographic area defined a planning land unit.

Reference: Practice Business Rules 1. A practice must be associated with at least one planning land unit.

a. If a practice is located entirely outside the perimeter of a client’s PLUs, the planner must link the practice to at least one of the client’s PLUs.

2. A practice associated with a financial assistance contract cannot be archived, deleted, or edited. a. Deleting and editing is done in ProTracts through a contract modification.

3. Practices can only be planned or certified based upon the following PLU geometry status rules.

4. All practices must have a spatial component.

a. Planners have the option to digitize, GPS or copy the shape of the PLU for a planned practice with its standard geometry (point, line or polygon).

5. When a planner plans or certifies a practice, the practice must be digitized in its standard geometry. 6. Recurring Practices allows the same practice code to be scheduled multiple times on the same land

unit. a. Recurring practice are unique records in NPAD that are reportable for performance. b. Recurring practices will have the same attributes as all other practices. c. Recurring practices geometry should be duplicated by the system by the planner scheduling

them on the Practice Schedule tab. 7. A line practice may cross one or more PLUs as shown by C and D in the graphic below.

a. A line practice may begin or extend outside the boundary of a client’s PLU as shown by B and C in the graphic below.

b. Toolkit will intersect the PLUs and create one practice record. The planner will then need to assign one land unit to the practice record.

c. Toolkit will default the calculated planned amount or the planner will manually enter the practice amount associated to each PLU.

8. A point practice may be digitized outside the boundary of a client’s PLU as shown by A in graphic below.

i. The planner must link the practice to one or more PLUs.

9. Practice digitizing tools will permit planners to digitize in the correct geometry type.

a. The following matrix is used to default to the correct geometry type based upon the practice unit that is used for performance reporting and is the standard unit in the Conservation Practice Standard.

g. WHIP GLRI – Great Lakes Restoration Initiative 12. ProTracts will populate the practice’s program column (e.g. changing the CTA-General to another

program) when the contract is obligated. 13. If the contract is cancelled or modified, ProTracts will make appropriate updates to the practice

program. a. If the contract is cancelled prior to any payments, the program will be set back to CTA-

General. The practice-under-contract indicator is set to ‘no’, unlocking the practice to allow modifications.

b. If payments have been made, the practice program is not reset. It continues to indicate that some program funds were expended for that practice. The practice-under-contract indicator is set to ‘no’.

c. If there is a situation where a subsequent contract is obligated to pay an additional amount on the practice, the program in the latest contract will replace the previous program for the practice.

14. The Toolkit User can change a non-ProTracts program to a different program, as needed. a. The Toolkit user cannot change the program to a ProTracts program (except CSP 2008).

8. In the Attribute tool, enter the practice information. The Tract and Land Unit are defaulted if the CLU Layer was used to create the Land Unit. The Tract and Land Unit can be changed if needed. The practice is automatically calculated but can be edited if needed.

Scheduling full extent practices allows the planner to select land units and schedule the practice and create the practice polygon at the same time. The Schedule Full Extent Practice tool only applies to acre-based practices.

3. Select the Practice Schedule tab. 4. Select the Tract and Land Unit(s).

I. Schedule Identified Priorities from the Practice Schedule

Planners have the ability to identify priorities for scheduled practices plus determine a practice specific action, when applicable, determine if Endangered Species Act (ESA) predictability applies and enter practice verification information.

Scheduling full extent practices allows the planner to select land units and schedule the practice and create the practice polygon at the same time. The Schedule Full Extent Practice tool only applies to acre-based practices. Priority species and locations are:

Task Guide 11: Contract Modifications

When a modification is started in ProTracts, the Toolkit folders linked to the contract are checked out, locking the folder to ProTracts and preventing Toolkit from checking out the folder and making changes that could collide with changes being made in ProTracts. This follows the Toolkit check out rules where the data in a folder (plans, land units, practices) can only be edited when the folder is checked out. If the Toolkit folders are already checked out in Toolkit, the ProTracts contract mod cannot be started until those folders are checked back in. This insures that the data ProTracts is using for the mod is current and will not be overwritten by other changes made in Toolkit.

There are also rules in Toolkit that prevent certain data linked to a ProTracts contract from being changed. When the ProTracts contract is signed and obligated, when it becomes a contract, “under contract” flags are set in TK. This includes setting the practice under contract flag and land unit Locked status. When a land unit or practice linked to a contract is set as under contract, all fields except the applied data are read only. Land unit shapes cannot be edited or changed. Any planning data (planned date, amount, practice code, tract number, land unit number, acres, etc.) are read only. Only the practice applied data, amount and date, and the land unit shape can be changed on an under contract practice. This prevents a practice from being added to a ProTracts contract, then having the planned amount or planned year changed in Toolkit. If the planning data needs to be changed, that is done through a ProTracts mod and when the mod is approved, the changes are updated in Toolkit when the folder is checked back in.

When land units are locked, this prevents land under contract from being changed. One example would be land needs to be split and removed from the contract so it can be changed to a different program.

ProTracts will now allow the folders to be unlocked while a contract is in a modification, “unlocking” the land units and setting the land units to a “Draft” status and allowing the folders to be checked out and edited in Toolkit. Before the ProTracts modification could be completed, the folders would have to be checked back in from Toolkit and locked again to ProTracts. At this point any changes made in Toolkit would be synced up with ProTracts and any problems would have to be corrected before the mod could be approved.

During a Contract Modification only the land unit geometry or land unit attributes can be edited for the contract modification. Only the land units that are involved in the contract modification need to be edited and checked back in. All other land units in the contract that are set to “Draft” do not need to be checked in. All land units in the contract will change to a “Locked” status after the folder is locked in ProTracts. Planned practice amounts and dates must be updated from ProTracts. Practice layers are not locked in Arc Map and can be modified at any time.

Modify a Contract to Enroll Acres in CREP or CRP.

This example shows how to remove land from a contract for the purpose of enrolling acres in CREP or CRP. 1. In Protracts, create a modification and unlock the folder. 2. In Toolkit, check out a Customer Folder in Toolkit. (Task Guide 1B: Check Out Customer Folder )

Method 1: Split a Land Unit

It is very important to split the polygon properly to maintain the correct land unit tract and field numbers with the current ProTracts contract. In this case we want the larger field to maintain the practices and contract items that are associated with the EQIP contract so it must be on the left side of the line being used to split the polygon. 1. On the Toolkit toolbar, click the Toolkit Digitizer tool button. 2. Select the Consplan layer to edit and click OK. The Land Unit Editor toolbar is added to ArcMap.

3. Use the Select Field tool and click on the Field you want to split. 4. Use the Split Field tool to digitize a line where you want to split the field. Begin at the lower end

(South) of the polygon and finish at the top end (North) of the polygon. The left side will maintain the attribute. Think of this as if you were walking the field. Left and right are determined by your direction of travel.

5. Click OK to “The split features must be attributed.”

Method 2: Create a new polygon inside another polygon.

This example show the process for a digitizing a land unit that is entirely inside the original land unit that is associated to a ProTracts contract. Currently, Toolkit does not recognize the left and right side of a line if it is digitized entirely inside another land unit. The exterior polygon will always maintain the attributes of the original land unit before it was split by the interior land unit. 1. Digitizing an interior polygon that retains the attributes for the original field that is linked to

ProTracts. Use the Add field tool, located on the Toolkit Land Unit Editor toolbar, to add the interior polygon.

Note: We are deleting the exterior boundary because it currently is associated with the ProTracts contract and we need the interior polygon to be associated with the ProTracts contract. When the interior land unit was digitized, the exterior land unit retained the attributes that were associated with the existing ProTracts contract. In order to link the interior land unit, we just created, to the existing ProTracts contract the exterior land unit had to be deleted, this creates an unmapped land unit that is associated with a ProTracts contract.

Method 3: Copy land units from CLU layer.

This example shows the process for copying common land units to create a new land unit and replace a land unit that is associated to a ProTracts contract. In this example, FSA has determined a buffer area for a CRP contract. The CLU layer has been updated and added to the project for NRCS use in planning. The land unit is enrolled in a ProTracts contract.

1. On the Toolkit toolbar, click the Toolkit Digitizer tool. 2. Select the Consplan layer. 3. To delete the old contract boundary select the polygon and use the <Delete> key on the keyboard to

delete the existing boundary. 4. Save your edits by clicking the Editor>Save Edits. 5. To add the updated CLU land units manually, use the Select Features tool located on the ArcMap

Tools toolbar to select the land units that have been updated for the CRP contract you want to copy from the CLU.

NRCS uses a Conservation Measurement Tool (CMT) to evaluate Conservation Stewardship Program applications through a point-based system to estimate environmental benefits. The CMT evaluates existing and proposed additional conservation activities to calculate conservation performance levels that are used for eligibility, ranking, and payments. The tool uses resource inventory questions to evaluate the existing activities and a pre-defined list of conservation activities to evaluate conservation improvement by land use.

A contract number is generated when the application is created in ProTracts. A subset of information entered in the CMT is submitted to ProTracts for ranking once eligibility conditions are satisfied. Applications tentatively selected for funding are set to preapproved status until field verification is completed. Once applications are approved for funding, the planner develops a Conservation Stewardship Plan that contains only the new conservation practices and activities contracted. For CMT purposes, land use acres and activities and practices have been entered that will be used for creating the CSP Plan.

To write a Conservation Stewardship Plan the planner must check out or create a customer folder. To create the plan, the CSP application number must be entered and verified that no other plan has been written for this application. Once the application number is found in and verified there is no other plan for the application a new CSP Plan is created. If the CSP application number is not found or there is already a plan an error message is displayed.

To add land to the CSP Plan PLUs must be selected from other plans. In the Active PLU layer, the system will create a Common Management Units (CMUs) for each land use within the plan. The CMUs will be made up of one or more PLUs. The planner will assign activities and practices to the CMUs. Before the plan approval date can be saved, NPAD will check against a web service provided by CMT to make sure all practices/activities identified in the application have been assigned to at least one CMU.

Business Rules:

1. Application must be in CMT to create CSP Plan and add land units to CSP Plan. 2. Land Units must be selected from existing conservation plans. 3. All land units must be in Planned or Locked Status. 4. All land units must have the land use of pasture, range, crop or forest. 5. Only one CSP Plan can be created per contract. 6. Multiple CSP Plans on different contracts can be created for the same customer folder. 7. Practices/activities must be entered in CMT before practices can be planned in Toolkit. 8. All practices/activities must be created using existing Toolkit practice tools. 9. All practices/activities in CMT must be planned in Toolkit before the Plan Approval Date can be

entered and Stewardship Plan progress can be counted for performance measures. 10. Practices are displayed in the conservation plan and practice schedule by CMU and not by Tract

and Land Units. 11. Once a land unit is part of a CSP Plan the land unit polygon and attributes are not editable from

the conservation plan. 12. To edit the land units they must be removed from the Conservation Management Unit from the

CSP Plan. Only land units that are “Planned” can be edited. 13. If the land units are “Locked” a contract modification must be completed. 14. When a CSP plan is “Completed” or “Cancelled” the land units are editable.

A. Prepare Land Units for the CSP Plan

Prior to preparing land units for the CSP plan, a new CSP application must be entered into ProTracts, the application ranking information entered in CMT and uploaded to Protracts. This guide demonstrates how to prepare land units for a CSP Plan. Example: In Tract 9082, four of the fields are in the Consplan and are in Plan status. No cleanup is needed on them. The rest of the CLUs in Tract 9082 are not in a plan and need to be added.

Occasionally, a land unit that is included in the application will be located in another county or neighboring state. It is necessary to include it in the conservation plan. 1. 2. Use the Identify tool, located on the ArcMap Tools toolbar, to select the land unit to determine if it has a land use of Crop, Pasture, Range or Forest.

3. If the land unit status is Planned or Locked and the land use is Crop, Pasture, Range or Forest, the

customer folder/plan does not need to be checked out and edited.

4. If the land unit is not Planned or Locked and have the land use of Crop, Pasture, Range or Forest, you need to contact the county/state that has permissions to clean up the plan to request write permissions to prepare the land unit so it can be used in the CSP plan. Once you get permissions edit and attribute the land unit. The following example shows land unit that is in a different plan and is in a Draft status. The customer folder that contains this land unit will have to be determined and checked out in order to fix the Draft land unit so it can be used in a CSP plan.

B. Create New CSP Plan

CSP Plans are created by selecting the Plan Type of “CSP” and entering CSP contract number. Only one CSP plan is allowed to be created per customer folder and only one CSP Plan can be created for each CSP Contract Number. 1. Create a new or check out customer folder. (Task Guide 1: Create and Check out Customer Folder) 2. Open the customer folder and select Consplan. (Task Guide 2: Open Customer Folder and Select

Plan) 3. Create a CSP_Plan layer by clicking the New Toolkit Layer tool on the Toolkit toolbar. 4. In the New Toolkit Layer Window dialog:

a. Under “Digitized Land Units” select Planned Land Units. b. In the “Create Plan Section”, choose the Create new plan. c. From the Plan Type drop-down menu select CSP and enter the Contract Number. d. Click in the Layer Name textbox defaults to CSP_Plan. It is recommended to type in the

Contract Number for the name of the CSP Plan. e. Click the OK Button.

The contract number is looked up in the CMT application is validated.

C. Zoom to Tracts for CSP Plan and Create AOI

This is an option step that can be used if the CLU layer is used to find tracts for the CSP Plan. The zoom to tracts tool allow users to select many tracts to zoom to from the common land unit (CLU) layer. The common land unit layer for the county that contains the tracts of land that will be zoomed to is required to be in the table of contents in ArcMap. 1. Confirm AOI Editor is in edit mode.

2. In ArcMap click on the Zoom to Tract tool button.

3. Select the CLU layer from the drop-down menu and click on the tracts that you want to zoom to.

Hold the <Ctrl> key while left clicking on the Tract numbers to select multiple tracts.

4. Click OK.

E. Remove Land Unit from a CMU

Once you add land units to a CSP plan, the land unit is linked to the CMU and the land unit is no longer editable from the conservation plan unless you remove the land unit from the CMU. If there are practices planned on a CMU or the land unit that is removed, the practice schedule and practice layers will need to be manually updated to reflect the changes made by removing a land unit from a CMU. Remove land units from the CSP plan: 1. In the Table of Contents, turn on CMU and the Active PLU layers.

2. Click the CSP button on Toolkit Toolbar.

Since CSP uses the Conservation Management Unit for aggregating all land units to the land use level for quickly planning practices the practice schedule has been modified to display the Land Unit Tree by CMU/Customer Folder and Plan Name/Tract/Land Units. Full extent practices that are in acres can be planned from the practice schedule for the entire CMU, Tract or by Land Unit(s). 1. In Toolkit, select the Practice Schedule tab.

4. To see the required by CSP practices double click on the Required By CSP header. If a Practice Code/Practice Name shows True, then the practice is required to be planned before the plan approval date can be entered.

5. To Schedule a Full extent practice do the following steps

Use the Zoom to Tract Tool The Zoom to Tracts tool allow users to select many tracts to zoom to from the common land unit (CLU) layer. The common land unit layer for the county that contains the tracts of land that will be zoomed to must be in the Table of Contents in ArcMap.

1. In ArcMap click on the Zoom to Tract tool button. 2. Click on the drop-down menu under the Select CLU layer and select the CLU layer that contains the

tracts of land to zoom to.

3. Select the Tract numbers that you want to zoom to from the list of tracts under the Select Tracts

Task Guide 14: Easement Land Units The Easement Planning Division (EPD) requires that all closed easement boundary data be entered into the National Easement Staging Tool (NEST). The NEST data has been integrated into NPAD for the purpose of planning, managing and monitoring easements within Toolkit. The integration of closed easement boundaries into NPAD ensures that no other land units are allowed to overlap NRCS easement boundaries. When easement boundaries were migrated into NPAD, both existing and new plans were integrated using the following methods:

1. Existing plan was renamed and the easement boundary was inserted into the plan as a single PLU replacing any existing land units. The customer folder name was not changed.

2. If an easement plan did not exist in the CST or if the CST plan was not identified, a plan containing only the closed easement boundary layer and associated boundary attribute data were created in NPAD if the Decision Maker identified within the NEST record has a SCIMS ID. The SCIMS Decision Maker from the NEST was utilized to create the customer folder and client name. These easements are identified in the customer folder check out with “a /” in front of the agreement number.

Easement plans that were not renamed were migrated as Active plans. Further practices cannot be planned because the land units will not meet topology rules if checked in to receive a Plan geometry status. Business Rules:

1. The only easements that are integrated into NPAD and Toolkit are: a. Closed easements in NEST that has a latitude/longitude point that intersect the closed

easement boundary in the EPD Layer. b. A SCIMS decision maker in NEST c. Easement program must be either EWPP-FPE, FRPP, GRP, HFRP, or WRP

EWPP-FPE Emergency Watershed Protection Program -Floodplain Easements FRPP Farm and Ranch Lands Protection Program GRP Grassland Reserve Program HFRP Healthy Forests Reserve Program WRP Wetlands Reserve Program

2. Updating easement boundaries must be done through the proposed process to updated closed

easement boundaries. a. Customer folders and Plan status must remain Active and therefore cannot be deleted,

cancelled or completed. 3. Easement PLUs rules:

a. An Easement ID is assigned to each easement to enforce overlap rules. b. Land unit type 2 easement c. Outer easement boundary is not editable d. Can be split into multiple interior PLUs e. Can be merged with other easement PLUs that have the same easement-id f. No holes are allowed interior to the easement boundary

The easement may have had multiple polygons that were merged into one multi-part feature. This example shows how to split a single easement boundary back into multiple PLUs. If the easement boundary is a multi-part polygon that was merged into one PLU these boundaries can be split by zooming in as close as possible and splitting the easement on the exact boundary line. 1. Task Guide 15: Interim Customer Folder and Plan Status Codes Toolkit 7 is implementing new business rules for customer folders, plans and practices to carry status codes that will allow the management of plans, land units and practices. It will not allow deleting any information that is needed for performance, quality assurance and other purposes. Interim Customer Folder and Plan Status Codes (Partial release of full functionality planned for July 2014.)

• Customer Folder and Plan status are changed manually. • Customer Folder is not checked out to make changes. • When a plan status is changed to cancelled or completed, the land units will automatically move

out of the Active PLU Layer and into a new PLU Layer called the History PLU Layer. This is to allow cleanup of PLUs in the Active PLU Layer and to keep them from overlapping plans that migrated from NCP.

• When a plan is deleted, cancelled or completed, the plan is not available for check out. • When a customer folder is deleted, the folder is removed from Check In/Out, but not from the

field office server. Phase II Customer Folder, Plan and Practice Status Codes (Release at the end of calendar year 2014)

• When a plan status is changed to completed, the land units will not move out of the Active PLU Layer and into the History PLU Layer. The land units will no longer be associated to a plan but instead will be associated to the Customer Folder. This is to allow the land units to be managed directly from ArcMap so land units can be moved from the Active PLU Layer to the History PLU layer.

• When a plan is deleted or cancelled, the plan is available for check out. • When a plan is completed, the plan is checked out but in read only. • The History PLU layer is a displayed only if there are land units within the customer folder that

have been moved to the History PLU Layer. • Practice status codes will be implemented to identify alternative, planned, cancelled and

completed practice status. Business Rules The following table is the Customer Folder and Plan Status codes that will be used in Toolkit for both the Interim and Phase II Releases.

When changing the status of a plan the Customer Folder must not be checked out. This is to ensure that any changes made to the Customer Folder have been transferred to NPAD prior to changing the status of the plan. Appendix A: Land Use and Land Use Modifier Tables

Background In 2013, the National Planning Procedures Handbook (NPPH) land use designations and land use definitions were revised by NPPH Circular 180-14-1. The circular also introduced the use of land use modifiers. Based upon this guidance, Customer Service Toolkit V7 will use these new land use designations and land use modifiers for all planning purposes. NPPH 2013 Land Use Definitions: Land use: The purpose of human activity on the land; it is usually, but not always, related to land cover (from the NRI glossary). (See the table below for land use definition) An examination of recent (FY2010) National Conservation Planning Database metrics indicates over 95% of all NRCS land use designations are currently associated with five categories: Crop, Pasture, Range, Hay (included in cropland), and Forest

Crop: Land used primarily for the production and harvest of annual or perennial field, forage, food, fiber, horticultural, orchards, vineyards and/or energy crops.

Pasture: Lands compose of introduced or domesticated native forage species that is used primarily for the production of livestock. They receive periodic renovation and/or cultural treatments, such as tillage, fertilization, mowing, weed control, and may be irrigated. They are not in rotation with crops.

Range: Land on which the historic and/or introduced vegetation is predominantly grasses, grass-like plants, forbs, or shrubs managed as a natural ecosystem. Rangeland may include natural grasslands, savannas, shrub lands, tundra, alpine communities, marshes and meadows.

Forest: Land on which the historic and/or introduced vegetation is predominantly tree cover managed for the production of wood products or non-timber forest products.

Other Rural Land: Land that is barren, sandy, rocky or that is impacted by the extraction of natural resources such as minerals, gravel/sand, coal, shale, rock, oil or natural gas.

Associated Ag Land: Land associated with farms and ranches that are not purposefully managed for food, forage or fiber and are typically associated with nearby production and/or conservation lands. This could include incidental areas such as: idle center pivot corners, odd areas, ditches and watercourses, riparian areas, field edges, seasonal and permanent wetlands, and other similar areas.

Farmsteads: Land used for facilities and supporting infrastructure where farming, forestry, animal husbandry and ranching activities are often initiated. This may include dwellings, equipment storage plus farm input and output storage and handling facilities. Also includes land dedicated to the facilitation and production of high intensity animal agriculture in a containment facility where daily nutritional requirements are obtained from other lands or feed sources.

Water: Geographic area whose dominant characteristic is open water/permanent ice or snow. May include intermingled land, including tidal influenced coastal marsh lands.

Developed Land: Land occupied by buildings and related facilities used for residences, commercial sites, public highways, airports, and open space associated with towns and cities.

Designated Protected Area: Land or water used for the preservation, protection, and observation of the existing resources, archaeological or historical interpretation, resource interpretation, or for aesthetic value. These areas are officially designated by legislation or other authorities. Examples: legislated natural or scenic areas and rural burial plots.

NPPH 2013 Land Use Modifiers Definitions

Because it is impractical to include all specific land uses in NRCS’ service area, land use designations will be supplemented with “modifiers”. Modifiers provide another level of specificity and in some instances help denote what the land is actually managed for. The proposed modifiers are: 1. Irrigated: Applied when an operational system is present and managed to supply water 2. Wildlife: Applied when the client is actively managing for wildlife and this management is reflected

in the conservation plan through the application of practices that are beneficial to wildlife 3. Grazed: Applied when grazing animals impact how land is managed and influence the conservation

plan Comparison of NPPH 2006 and Migration to 2013 Land Use and Land Use Modifiers Below is the chart of how 2006 NPPH Land Uses are being migrated to 2013 NPPH Land Uses in NPAD for use in all NRCS applications.
