Security Risk Assessment
of
BRAC
1.1 Background
L.L.L
BRAC,
one
of the
largest Non-governmental
Organization
in
the
world,
since
its
inception
in \972
has been working
with
people
whose lives
are dominated
by
extreme
poverty,
illiteracy,
disease
and
calamities.
lt
has taken
great
strides
in
the
above fields
and contributed in
the
development
of
Bangladesh
and its society.
The
Nation has
grown,
so
has
BRAC
over
the
years.
ln
the
process
it has
incorporated various
infrastructure,
physical
facilities, institutions,
enterprises,
investment
avenues etc under its
umbrella
in
order to
pursue
its
goals
and
objectives. BRAC
Strategy
2016-
2020
has
been
adopted
for
its
future directions.

Country's security
situation
ultimately
impacts
on BRAC
operations
including
its
people
and
assets.
Very
often it
poses
a
challenge for
the
organisation
to
run
smoothly and attain its
goal
in
an
unsecured environment.
BRAC
has
grown,
the
dimensions
of security vulnerabilities
and
hazards
have
also
been
multiplied
and
proliferated.
1.1.3 Trend
of
extremist activities
in the
country and in
the
region
has made BRAC
management
concerned
about
the smooth running
of
present
and
future
development activities.
Emergence
of unidentified
criminal
groups
and extremist,
Change
of
crime
pattern,
'modus
operondi'
and
emergence
of
new
crimes
including
cyber
related
crimes
have
posed
threat to the
organisation.

High value
targets
of
BRAC
which include
persons
and establishments
do
seem
vulnerable.
1.1.5 Similarly
certain
employees'
unexpected
behaviour
sometimes lead
to
security
and
reputational
issue.

Basic
safety
issues
like
fire
and
earth
quake
awareness
among
the staff
are
concern for
the organisation.
Enhanced
level
of
awareness
ultimately
effects
total
safety standard
of the
organisation.

the
present
security situation and the
situation
that would
be
in
coming day UN
SDG has
kept
agenda on security
with
targets
to be
met.
1.1.8 Under
the circumstances
security
has
become
an
issue
that
a forward
looking
organisation
like BRAC
cannot afford
to
ignore.
When a clear and
in-depth
understanding
of
the existing
security
status,
vulnerabilities
and risks are available;
forecasting
of
future
security
challenges
are
made,
measures
and
strategies
to
overcome
the
challenges
are
possible
to
plan.

ln view
of
the existing
and
rapid
changes
in security
risks
that
exist
in
the
country
and
may occur
in the
future during current
BRAC
strategic
plan period
of
2016-
2020, BRAC
is
in need of delineating
the existing
and
forthcoming
potential
internal and
external security
risks,
vulnerabilities,
hazards,
shortcomings
and
weak
areas
through
a
detailed
risk assessment
and on
the
basis of
the
findings
of
the assessment
chalk out
plans
to
meet
the security
challenges.
1.1.10
BRAC
has arrangement
of
managing the
security
of
its
people,
assets
and
operations.
Moreover,
it
conducted
a
security
risk assessment
in
20L3
for the first
time
and developed
a
security
policy
and
procedures
effective
since
May 2014.
lt is
necessary
to assess
current
and forthcoming
security
threats
and
vulnerabilities
to
meet
the
present
and
future
security
challenges
and
ensure
security
and
safety
of
its
people
and
assets.
1.2
Objective
The objective
is to
assess
security
risks of
people,
assets
and
operations
of
BRAC
Bangladesh,
evaluate
the
risks and vulnerabilities
and
chalk
out
management
plan
to
meet
the
present
and
future
challenges
and
reduce
potential
impacts
of security
incidents.
1.3
Scope
1.3.j.
The consultant/
consulting
firm
will
conduct
assessment
of
security risks
and
vulnerabilities
of
BRAC
in Bangladesh
including
all
people,
assets
and
operations,
identify
the
threats
and
risks
to
which
each
of
the
mentioned
components
are
exposed,
analyse
the
trend
and
pattern
of
security
risks
and
vulnerabilities,
determine
the
probability
of
the
threat
occurring,
identify
the
impact
of
the
threat
should
it
occur,
ascertain
values
for
probability and

impact,
present
results
of
values for
probability
and
impact
against
values for
protection
with
a
methodology
to overcome/mitigate
the
risks.
The
consultant/consulting
firm will
consider
and
analyse
the
national
security
procedure,
regulatory requirements,
geo-political
scenario,
socio-cultural
and
economic
perspective
during
the
assessment and
recommendation.
1.3.2
All
current
BRAC development
programmes
in
particular
and
BRAC enterprises in
general
within the
geographical
area
of
Bangladesh
will
be covered
in
the
assessment.
1.3.3
All
internal and external security threats
mentioned
in
para
1.1
to
be covered
in
the
assessment.
7.3.4
The
consultant/
consulting
firm will
review
the
existing security
risk
management
procedures
of
BRAC
and
recommend necessary amendments
in line with the
findings
of
security
risk assessment.
1.3.5
ln the light of the assessment, the
consultant
/
consulting
firm will
prepare
and
submit
a
report with necessary recommendations
and
implementation
plan.
The
consultant/consulting
firm will
consider and analyse
the national security
procedure,
regulatory
requirements,
geo-political
scenario, socio-cultural and
economic
perspective
during the
assessment and
recommendation.
1.4
Methodology
L.4.1
Survey to
be
conducted
by consultant/
consulting
firm following
appropriate
methods
(quantitative
and
qualitative), questionnaire
and sample to be decided
in
consultation
with BRAC
focal
person.
The
consultant/
consulting
firm
must
follow internationally defined
and
recognized standards and
methodologies for
the
assessment.
L.4.2
Review
of
the
security
risk
management
plan,
procedures
and systems
of
selected
NGOs, UN and
other
relevant
organizations/business.
L.4.3
Review
of the available secondary data
and
information
on security risks
and
threats
in
Bangladesh.
BRAC will
provide
incident
statistics from its available
records
and assist
in organizing consultations, interviews
and FGDs. Other
secondary
data
to
be collected
by
the
consultant/
consulting
firm.

Qualification
and experience
of the
consultant/
consulting
firm
i) Expert/experienced
in
the
field
of business/UN/lnternational
Organization/Nco
security
management
ii) Experienced
and
trained
on
security
management
and
geo-political
analysis.
iii) Have experienced
and
internationally
reputed
security experts
comprising of
national
and expatriates.
iv) Previous
experience
of
security risk assessment,
evaluation and
preparation
of
security
procedu
re
of
business/U N/l
nternational
Organization/NGO
v)
Having
international
certification
of Protection
Professional
(CPP)
or
the likes
will
be
additional
qualification
vi)
Policy
and
procedure review
and
implementation
skills
vii)
Excellent
documentation
and
deliverable
skills
viii)
Having
team
of consultants experienced
in
geo-political
and sociological
analysis,
crime
prevention,
detection, and modern security management.
Experts with law
enforcement
background
will
be considered
as additional
advantage

1.6
Presentation
Short-listed
candidates
will have to
present
their
methodology on June 16,
2OL6 in
BRAC
Centre
Premises.
1.7
Time
schedule
and
deliverables
A
20
weeks
time
schedule
will
be allowed
from the
day
of
appointment
to
complete the
task.
The
detailed
work
schedule
will
be
as
follows.
i) An
lnception
report on
understanding
and comments
on TOR
and submission
of
plan
of
work
at
the
end of Znd
week.
ii) A
presentation
to
BRAC on
preliminary
security
risk assessment at
the
end of
13th Week

iii)
Submission
of
security
risks
assessment
report
with recommendations
at
the
end
of
iath
week.
The Report
should
cover
-
ldentified
risks,
evaluation
and
ratings of
the
risks,
methodology
to
cover/mitigate
the
risks
with
clear
recommendations
and
plans.
iv)
Review of
the
submitted
security
risks
assessment
report and
recommendation
for
amendment
of
existing
security
risk
management
procedures
by BRAC,
consultation
with
BRAC by

week.
v)
Submission of
final
report
and acceptance
by
BRAC
at the
end
of
20th
week.
1.8
Supports
from BRAC
BRAC
will
provide
the
following
inputs and facilities:
i) Food, transport
and accommodation
for
lead
team
members
during
field trips
on payment
basis.
ii) All available documents,
papers,
information
etc.
relevant to the
specific
assignment
will
be
provided.
iii) Set
up
of interviews, consultations
and
focus
group
discussions
for
the assessment
iv) A focal
person
to
liaise and
assist
will
be made available.
1.9
Supervision
of the consultant
The selected consultant/consulting
firm
will work under the overall
supervision
of
Director
Administration
and
Road
Safety Programme and
direct
supervision
of
Head
of
SRM.
