The Tourism Events Grants Programme can be accessed via the Ards and North Down Borough Council website – http://www.ardsandnorthdown.gov.uk/tourism-grants All applications must be completed and submitted preferably by email to Anne Poots [email protected] or by hand or post to Tower House, 34 Quay Street, Bangor, BT20 5ED, with all supporting documentation required being uploaded or supplied in hard copy.

All supporting documentation required as part of the submission must be uploaded or supplied in hard copy prior to applications deadline or it will not be accepted and the application will be excluded from the scoring process.

Before completing your application form, please take time to read the Guidance Application Notes and Additional Information document carefully. You will find information about who can apply for an award, what events are applicable and the application process. The questions in this application form allow us to gather the minimum amount of information we need to be able to make a decision about funding for your proposed event.

Stage 1 - Selection criteria

The applicant must pass both criteria to move to the next stage of the assessment process.

Stage 2 - Applications must meet Eligibility Criteria.

NB: The applicant must be in the position to provide a minimum of 50% match funding. No portion of this match funding must be attributed to any other amount provided by Ards and North Down Borough Council within the 2017/18 financial year.

The applicant must meet all eligibility criteria to move to Stage 3 of the assessment process.

Stage 3 - Applications will be scored under the Council Objective ‘Place – Event’ section

The applicant must meet a minimum pass mark at this stage to move to the next stage of the assessment process.

Stage 4 - Applications will be scored under Council Objective ‘Prosperity – Event’ section

SECTION 5: YOUR EVENT: ACCOMMODATION

There are two Ards and North Down Borough Council operated Visitor Information Centres located at Tower House, 34 Quay Street, Bangor and 31 Regent Street, Newtownards. The experienced staff are keen to work with event organisers in attracting as many visitors as possible to the Borough, by providing an accommodation booking service, tourism packs and any other visitor information which you feel is necessary for your event.

It is requested, where possible, that bed nights should be booked through one of the two Visitor Information Centres as: • The best accommodation rates for visitors can be obtained by our experienced staff. • The number of bed nights achieved can be easily tracked by our experienced staff – this can help you in the evaluation of your event.

RISK AND EVENT MANAGEMENT INFORMATION

Please provide a copy of the Risk Assessment and Event Management Plan for the proposed event. If you do not already have these documents please provide an outline Risk Assessment and Event Management Plan in the following tables, taking into consideration any safety requirements and emergency management arrangements associated with the event. Successful grant applications will receive a Letter of Offer which will detail both the deadlines for the receipt of comprehensive documentation deemed essential and the sanctions for any failure to comply within these timescales.

In all cases, the date for receipt of final safety and emergency documentation will be no later than 28 days prior to the event. Safety must remain the paramount concern of the organiser and this term will not prohibit organisers making new or further dynamic assessments and arrangements after this time without notification to the Council so long as the purpose is to improve or sustain the level of arrangements already made.

4. HM Revenue & Customs Construction Industry Schemes (CIS)

Ards and North Down Borough Council is required to follow the rules of the above HMRC scheme in respect of payments made for services falling under this scheme. The scheme applies to construction operations and covers almost any work that is done to a permanent or temporary building or structure, civil engineering works and works such as, but not limited to, site preparation, alterations, dismantling, repairs, decorating and demolition works.

5. HM Revenue & Customs Foreign Entertainers Scheme

This HMRC scheme applies to persons who are providing an entertainment service performed by an entertainer who is not resident in the UK. The term entertainer includes but is not limited to, sportspersons, musicians, actors, TV & radio personalities, variety artistes, literary artistes, choirs, bands and orchestras. The scheme also applies to transfer of assets, for example, an airline ticket or hotel accommodation provided for an entertainer.

TOURISM EVENTS GRANTS - CHECKLIST

Please note that if the comprehensive Risk Assessment, Insurance and Event Management Plan documentation is not submitted within the appropriate deadline, the Council will have the right to impose a monetary sanction.
