Town of Trophy Club, Texas The Community Situated conveniently in the northwest quadrant of the Dallas-Fort Worth Metroplex, the carefully master planned community of Trophy Club, Texas, rests just north of Highway 114 and east of Highway 377. Located just forty minutes to downtown Dallas, thirty minutes to Fort Worth, 10 miles to DFW airport, and eight miles to Fort Worth Alliance airport, Trophy Club’s 11,000 residents can quickly and easily reach regional and national destinations and amenities. The area where Trophy Club sits today was settled in the 1800s, but it wasn’t until the 1970s that the true vision for the community began to take shape. Fort Worth attorney John McMackin was instrumental in convincing the recently retired Ben Hogan to design a golf course and two-story club house that would house Mr. Hogan’s championship trophies. In 1972, Ben Hogan and McMackin’s law firm began acquiring 2500 acres of land required for the project. By 1977, the real estate development consisted of an 18- hole golf course, community swimming pool, tennis courts, and a club house. Ben Hogan withdrew his support after not receiving financing to build a two-story club house facility, which was his vision from the start. Trophy Club’s namesake was derived from the notion that the country club would house Hogan’s PGA trophy collection. After a successful vote to incorporate in 1985, Trophy Club’s first Mayor and Town Council were elected. Trophy Club is consistently recognized as an outstanding community in which to live and raise a family. In 2014 alone, Trophy Club was ranked the third healthiest neighborhood, by Dallas Morning News, the seventh ranked suburb by D Magazine, and ranked by the Dallas Morning News as the US Census third fastest growing city in DFW. The Trophy Club EDC-4B received the 2014 Texas Economic Development Corporation Excellence Award. Oering over 1,000 acres of parkland, a world class 36-hole golf course, and Trophy Club Park on Lake Grapevine, outdoor recreational options rival cultural opportunities aorded by the close proximity to Dallas and Fort Worth. Citizens also enjoy a unified community and town-sponsored events including Arbor Day, July 4th Celebration, Pet- Fest, North Texas Bicycle Rally, and a Fall Festival. Residents are active in a number of community and civic associations such as the Trophy Club Families Playgroup, Senior Citizens Softball Association and Trophy Club Women’s Club. The Community, continuedResidents in Trophy Club have many options when it comes to housing choices with prices ranging from $100,000 to executive estate lots and styles varying from established custom homes to newer showcase homes. Partly because of the number and quality of selections, the Town was recently honored as the 2014 Master-Planned Community of the Year by the Dallas Builders Association. The average new home price in Trophy Club is $440,000, and the average existing home price is $320,000. The average household income is $158,000.

Trophy Club places heavy emphasis on education and families with school aged children are served by the Northwest Independent School District (NISD), one of the most progressive school districts in the state where staff and community members are committed to excellence. NISD serves 4,200 students in Trophy Club on four top-rated campuses that include two elementary schools, a middle school, and a high school. NISD offers tremendous academic education, premier athletic programs, and numerous extracurricular opportunities for students in grades Pre-K through 12.

For those pursuing higher education, several University and Community College options are within a 75 mile radius including, University of North Texas, Texas Christian University, Southern Methodist University, University of Texas at Dallas and Arlington, University of Texas Southwestern University, and Tarrant County Community College.

Continually devoted to improving Town operations and quality of life, the Trophy Club Town Council recently voted to unanimously adopt the Trophy Club Vision 2030 Plan, a comprehensive roadmap outlining the long-range strategic vision for the Town. The five guiding pillars of the plan include a focus on being a premier residential community, increasing economic development, offering an array of amenities, exhibiting excellence in governance, and continuing Trophy Club’s relationship with other government agencies.

Governance and OrganizationThe Town of Trophy Club functions as a Home Rule municipality, under a Council-Manager form of government. The Town Council is comprised of a Mayor and six Council Members, elected at-large and serving three year terms, with a two-term limit.

The Council is responsible for hiring a Town Manager to serve as the chief administrative officer of the organization who manages the Town staff and oversees daily operations to ensure the vision, policies, initiatives, and ordinances of the Town Council are carried out. The Town delivers an array of municipal services, except for water, sewer, and fire protection, which are managed by the Trophy Club Municipal District No. 1 The Town is currently planning both a new Town Hall facility and a new Police facility.

The Town has 77 full-time and 11 part-time employees, along with 77 seasonal employees, and an annual FY 2013-14 budget of $13,964,403, funded in part through an ad valorem tax rate of $0.4993 per $100 of valuation. A tax rate decrease to 0.4900 per $100 of valuation is proposed for 2015, with a proposed fiscal year FY 2014-15 budget of $16,089,663. Trophy Club enjoys a AA+ bond rating.

Mike Slye has been Trophy Club’s Town Manager for the last 3.5 years. He holds a Bachelor of Business degree in Finance from Midwestern State University, and a Masters of Business Administration degree from Syracuse University. Prior to joining the Town of Trophy Club, Mr. Slye was City Manager and Finance Director for the City of Burkburnett, Texas, and was a U. S. Army Finance Officer.

The mission of the Trophy Club Police Department is to promote and maintain a safe and peaceful community and enforce all laws

without prejudice or bias, utilizing proactive partnerships to anticipate

and meet the challenges of our changing environment.

Police DepartmentFormed in 1990, the Trophy Club Police Department provides traditional law enforcement services and innovative approaches to community issues through partnerships with various organizations and community problem solving activities including Neighborhood Watch, National Night Out, Citizens Police Academy, Citizens on Patrol, and Community Emergency Response Team programs. The department has been recognized by the Texas Crime Prevention Association for its efforts in crime prevention and community involvement. Through its comprehensive efforts, Trophy Club consistently has one of the lowest crime rates in Texas for towns of its size.

The Police Chief is appointed by the Town Manager. The Trophy Club Police Department is a professional organization comprised of 25 employees with an authorized staff of 18 full-time sworn officers, up to eight reserve sworn officers, and civilian employees including an Administrative Assistant, full-time Animal Control Officer, and School Crossing Guards. Divisions include Administration, Patrol, Criminal Investigation, Crime Prevention, and Animal Control.

The Police Department’s FY 2013-14 budget is $1,963,011 and the proposed budget for FY 2014-15 is $2,159,507.

Leadership and InnovationThe Trophy Club Police Department is organizationally stable, has a strong foundation, employs the highest stratum of employees and delivers high quality programs resulting in a safe community with a low crime rate.

The new Police Chief will be responsible for leading the department in the achievement of five goals based upon comprehensive strategic planning by the Town. The goals include enhancing public safety and reducing disorderly behavior, improving community policing strategies, increasing community service opportunities, further elevating the reputation of the department and improving communications with the community.

Ideal CandidateThe chosen candidate will be a visionary and dynamic leader capable of effectively leading and developing the Trophy Club Police Department and staff as the town grows. Possessing outstanding communication skills, the new Police Chief will be expected to actively engage internal and external stakeholders, and nurture effective working relationships with other public safety agencies, the Town’s executive staff, and other department managers.

The next Trophy Club Police Chief must be competent in all aspects of quality law enforcement management including budget, personnel, training, technology needs, and strategic planning. The new Chief should be an innovative visionary who is capable of setting goals and objectives relative to the needs of the community and department.

The chosen candidate will be a strong and visible leader, who is comfortable in uniform, and truly enjoys being a part of the community, both professionally and personally.

Although not required, residency within Trophy Club is preferred, and the new Police Chief must live close enough to respond timely when necessary.

Education and ExperienceThe selected candidate should have education equivalent to a Bachelor’s degree from an accredited college or university with major course work in a related field. A minimum of 10 years of progressively responsible municipal law enforcement experience, including five years of senior level command and administrative responsibility is required. A master’s degree is preferred.

The new Police Chief will be required to hold or have the ability to obtain a valid Texas Commission on Law Enforcement (TCOLE) Master Police Officer certification, TCOLE instructor certification, and possess or be able to obtain a valid Texas driver’s license.

Successful completion of an advanced Law Enforcement Leadership Development program such as FBI National Academy, Law Enforcement Management Institute of Texas Command College, Senior Management Institute for Police, and/or Southern Police Institute is preferred.

Compensation & BenefitsThe salary range for this position is $89,680 to $114,800 depending on qualifications and experience. Town of Trophy Club participates in the Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a municipal matching ratio of 2:1 and five-year vesting. A full range of leave and benefits, including medical, dental, and vision insurance, vacation, sick leave, car, and cell phone allowance is also provided.
