SCOPE OF THE WORK:
Town Planning Department will hire the services of an agency that will undertake the
requisite deployment of number of manpower and necessary equipments for transportation involved
in cleaning/sweeping Town Planning office and premises, maintenance of Town Planning office
toilets and transportation of the collected garbage to the disposal site on daily basis. The details of
the rooms and number of toilets to be maintained are given below:
Number of Rooms: 13
Corridor: 2X60’X6’
No. of Toilet Blocks of 2 WC each: 2
No. of attached toilets: 3
Office Premises: 1000 Sq.ft (Approximate)
WORKING TIME:
6 days a week and the entire exercise of cleaning/sweeping should be completed before
Government of Manipur working time.
EARNEST MONEY DEPOSIT (EMD): The bidder shall furnish, as part of the Technical Proposal, an Earnest Money Deposit (EMD)
amounting to ₹ 20,000/-(Rupees twenty thousand) only. The EMD shall be in the form of Demand Draft from any of the Nationalized Bank or Scheduled Commercial Bank in favour of the Chief Town Planner, Town Planning Department payable at Imphal. The EMD of unsuccessful bidder shall be refunded without any interest after finalization of the successful party by the Department. EMD of the successful bidder will be retained as performance security. The Earnest Money will be forfeited on account of one or more of the following reasons:
Bidder withdraws its proposal during the selection process
Bidder does not respond to requests for clarification of its proposal.
Bidder fails to provide required information during the evaluation process or is
found to be non-responsive or to have submitted false information in support of its
qualification.
If any information or document furnished by the bidder turns out to be misleading or
untrue in any material respect.
If the successful bidder fails to execute the assignment agreement within the
stipulated time or any extension thereof provided by the Department.
The EMD of the successful bidder will be retained by the Department as
performance guarantee and the same will be refunded without interest to the
successful agency after satisfactory completion of the services.
VALIDITY OF PROPOSAL
Proposals shall remain valid for a period of 90 (Ninety) days from the date of opening of the technical proposal. Town Planning Department reserves rights to reject a proposal valid for a shorter period as non-responsive. Chief Town Planner will make the best efforts to finalization of the selection process within this period. In case of selection and assignment of work, the consideration shall not be changed for five years thereafter. Any proposal which is valid for a shorter period shall be rejected as non-responsive.

SUBMISSION OF PROPOSAL
Bidders shall submit their proposals through Registered Post / Speed Post/ Courier or through special messenger at the office address on or before the last date and time for receipt of proposals mentioned in Bidders Data Sheet. Town Planning Department will not be responsible for any delay / postal delay in receiving of the proposal.
The Technical Proposal must be submitted in a sealed envelope (with marking in bold
letter). The sealed envelope super scribed as “Technical Proposal – Cleaning, Sweeping, Maintenance of Toilets & Transportation of Municipal Solid Waste of Town Planning Department” should include the required information and documents duly signed in each page by the authorized representative of the bidder.
The Financial Proposal envelope cover shall be sealed and super scribed with the name of
work as “Financial Proposal - Cleaning, Sweeping, Maintenance of Toilets & Transportation of Municipal Solid Waste of Town Planning Department” along with the information required as per the formats given in the RFP document.
Both envelopes (Technical & Financial Proposals) should be placed in a sealed mother
envelope super scribed with "“RFP - Cleaning, Sweeping, Maintenance of Toilets & Transportation of Municipal Solid Waste of Town Planning Department”
ELIGIBILITY CRITERIA FOR THE BIDDERS:
Following are the essential qualifying criteria for agency to qualify for the assignment:
The eligible bidder is an agency who has worked with Imphal Municipal
Corporation and MAHUD either in Road Sweeping or door to door collection of
Municipal Solid Waste.
The agency should not have been blacklisted by any of the organizations
mentioned above.
Technical Proposal:
Details to be furnished for Technical proposals:
a) Name & year of establishment of the firm/NGO.
b) Power of Attorney of person for signing the EoI.
c) Resource Commitment – Deployment of manpower, machines etc.
d) Operational Excellence: prior experience and track record – performance certificate
from Municipality/Governmental Organisations etc. Copy of the latest Income Tax SARAL
statement of the firm, if any.
e) Copy of Bank transaction statement for the year 2015-16.
f) Copy of Pan/Tan Card, if any.
g) Work experience.
(Note- All above document should be attested by the authorized signatory with name,
designation & seal of the agency).

SHORTLISTING OF CONSULTANTS
The selection will follow quality and cost based selection (QCBs). Only those Applicants who submitted all the documents required for submission will be shortlisted for opening of Financial Bid.
FINANCIAL EVALUATION CRITERIA The price bids in the prescribed format given below of technically qualified
bidders will only be opened for financial evaluation. The successful bidder shall be the one offering the lowest price. However, if more than one bidder offers the same lowest price, in such case bidder having higher technical qualification shall be the successful bidder.

GENERAL TEMS AND CONDITIONS:
1. The duration of the contract is for a period of one year from the date of signing agreement.
The contract can also be terminated prematurely by serving one month’s written notice
without payment of any compensation whatsoever other than the dues under the
agreement. The Chief Town Planner, Town Planning Department, Manipur will have sole
discretion to extend or terminate the contract at any time without assigning any reason.
2. The persons employed through the agency for all intent and purposes are the employees of
the agency and cannot claim employment and other benefit from Town Planning
Department.
3. The agency should obtain a valid license under the Contract Labour (R&A) Act. 1970. The
agency shall also maintain all statutory records required from time to time under the said
Act and furnish the same for verification by the Employer/Labour Authority as and when
required.
4. That the uniform and equipments supplied by the agency at his own cost to the persons
deployed for this work and Town Planning Department shall have no liability whatsoever on
this account.
5. At any time during the continuation of the contract, if is observed that the agency is not
complying with the provisions of the contract or other provisions of various Labour and

other Acts and applicable, the contract may be terminated by the Chief Town Planner, Town
Planning Department, Manipur by giving one month’s notice.
6. The agency may see/inspect the areas/locations within the campus and no claim whatsoever
will be entertained for any alleged ignorance thereof.
7. The Security money will be forfeited if the agency fails to execute the agreement as per the
letter of award.
Note: All services in the proposed area must conform to the provisions of Municipal Solid Waste
(Management & Handling) Rules, 2000 as amended from time to time. Each person deployed on the
work shall be provided with a set of uniform, such as: trousers, shirt, apron, cap, a set of hand
gloves, safety shoes, face mask, gum boots, rainy wear etc.
