From the President Dear Partners: We’re pleased to present Partners for a Sustainable Future, the annual report for Tulsa Partners and the Tulsa Mayor’s Citizen Corps. The past year has been one of great activity and accomplishment. I hope that you will take note of the many meaningful contributions we have made toward creating a disaster-resistant community through a truly grassroots effort. It has also been a year of transition, as our dear friend Ann Patton retired from the City of Tulsa to pursue opportunities to fur-ther her work on a national level. We are pleased that she will continue to serve as the Founding Director of Tulsa Partners, and we welcome Tim Lovell as the new Public-Private Program Manager for the Citizen Corps and Executive Director of Tulsa Partners, Inc. Once again, we owe our successes to the relationships we enjoy with our generous partners and exemplary volunteers. It is impossible to adequately express our gratitude for all they have done and continue to do to make our homeland, and our hometowns, safer from dis-asters of all kinds. We look forward to the coming year, to opportunities to work ever more effectively to-gether, and to great strides toward creating a safer and better world for ourselves and for coming generations. From the Chair Dear Friends: On behalf of the Tulsa Mayor’s Citizen Corps programs and volunteers, I would like to thank you, our partners, for your support of and interest in our efforts to make Tulsa a prepared community through volunteerism. Building upon the success of the Project Impact program, the Tulsa Citizen Corps has made remarkable strides in just two short years. This year we were honored to be recognized as one of ten “Best Practice” communities by the national office of Citizen Corps, and we were privileged to be the first program in the nation chosen for a site visit by C. Suzanne Mencer, the director of the U.S. Department of Homeland Security’s Office of Domestic Prepar-edness. More important than the accolades, however, is the progress we have made in reaching individuals, families, neighborhoods and or-ganizations with the message of the critical importance of prepar-edness. In so doing, we have not only made our community safer, but we have also contributed to making our communities stronger. Please enjoy our 2004 Annual Report. The Year in Review

October • Tulsa Partners Executive Director Ann Patton was honored with the Ben Frizzell Award for excellence

in public information by the Oklahoma Department of Emergency Management. Tulsa Area Emergency Management Agency director Mike McCool nominated Patton for the award.

• The City of Tulsa received notification that the Corporation for National and Community Service had awarded the Citizen Corps program a second year of grant funding. Tulsa Public Schools also received notification that they had received a grant for Emergency Response and Crisis Management Grant from the U.S. Department of Education to fund CERT training in the schools.

• Tulsa Partners, Inc. held its annual retreat at Gilcrease Museum, where new board members Walter Ev-ans and Jerry Goodwin were welcomed.

November • Citizen Corps volunteers participated in the annual Veterans Day parade in downtown Tulsa and distrib-

uted preparedness information to onlookers. • Tulsa Partners, Inc. held a special Day of Thanks at Gilcrease Museum to honor its partners and cele-

brate the fifth anniversary of the creation of the Tulsa Project Impact program. • Tulsa Partners, Inc. and Mayor’s Citizen Corps served as co-hosts of the FEMA Region VI Volunteers in Homeland Security conference, held in Austin, Texas. At the conference, the Safe & Secure program was recognized as an example of best practices in a neighborhood watch program. December • Kelly Deal joined the Tulsa Partners/Mayor’s Citizen Corps team as the Director of the Medical Reserve Corps. • The Citizen Corps unveiled its Spanish-language version of the Family Preparedness Guide, which was translated using Hazard Mitigation Grant Program funds.

January • More than 50 Tulsa-area human service and first responder organizations participated in a table-top dis-

aster-scenario exercise hosted by the Tulsa Human Response Coalition. • Tulsa Fire Department District Chief Dennis Beyer discussed the Mayor’s Homeland Security Task

Force and Tulsa’s preparedness plans at the Citizen Corps quarterly meeting. • A producer from the PBS series NOVA interviewed Ann Patton regarding her research of the May 2003

Moore, Oklahoma tornado. • Tim Lovell and other partners attended a meeting for Citizen Corps Best Practice Communities in Wash-

ington, D.C. February • Tim Lovell attended a week-long Integrated Emergency Management Course involving 75 representa-

tives from Tulsa County at FEMA’s Emergency Management Institute in Emmitsburg, Maryland. • C. Suzanne Mencer, Director of the Office of Domestic Preparedness for the U.S. Department of

Homeland Security (DHS), visited Tulsa as part of a series of events commemorating the first anniver-sary of DHS.

• While in Tulsa, Mencer sat in on a Safe & Secure class held at TSHA, visited the Volunteers in Police Service Gray Squad and Crime Stoppers projects, heard presentations on Medical Reserve Corps and McReady, met with the Mayor’s Homeland Security Task Force, and held a press conference with Mayor LaFortune at Wilson Middle School.

March • Former FEMA Director James Lee Witt spoke at Tulsa Partners’ Spring Reunion dinner about his long

and varied experience as a national and international leader in building safer, stronger, better communi-ties.

• Bank of Oklahoma; State Farm Insurance; and James Lee Witt, head of the International Code Council received the first Tulsa Partners Nania awards for outstanding leadership in creating grassroots partner-ships dedicated to building disaster-resistant communities.

• Tulsa Partners kicked off the Safe & Secure Families program for 2004 at the home of Mike and Theresa

Buchert. April • Community Emergency Response Team (CERT) trainees participated in a four-day intensive training at the

National Homeland Security Training Center at Camp Gruber. • Tulsa Partners/Mayor’s Citizen Corps participated in the state-wide McReady Oklahoma program, modeled

after last year’s successful “Mayor’s Citizen Corps Month at McDonald’s” initiative. • The Bank of Oklahoma was named the Outstanding Corporation in Homeland Security by the Tulsa Citizens

Crime Commission. Tulsa Partners/Mayor’s Citizen Corps nominated BOk for the award. • National Deputy Project Director Nancy Kolb visited Tulsa’s Volunteers in Police Service program. Mechelle

Hampton became the full-time VIPS coordinator. May • Ann Patton, Public-Private Program Manager of the Mayor’s Citizen Corps and Executive Director of Tulsa

Partners, Inc., retired from the City of Tulsa effective May 1. A surprise gathering of staff and friends was held at the newly designated Ann Patton Commons.

• Dave Baer represented the Language/Culture Bank and Tulsa Mayor’s Citizen Corps at an emergency prepar-edness summit sponsored by the New York City Council.

• Tulsa Partners/Mayor’s Citizen Corps co-sponsored a special commemoration ceremony for the victims of the 1984 Memorial Day flood.

June • Funded by an SBC Excelerator grant, the Mayor’s Citizen Corps new website, www.citizencorpstulsa.org, went

live. • On Flag Day, the Mayor’s Citizen Corps and the Mayor’s Homeland Security Task Force hosted a special Safe

& Secure Homeland Tribute on the Civic Center Plaza. Representatives from the Safe & Secure program’s community sites were recognized.

• The Citizens Committee for Hazard Mitigation Planning was cited for excellence by the Council for Excel-lence in Government in its report, “We the People: Homeland Security from a Citizen’s Perspective.”

• Deputy Mayor Steve Sewell and Tim Lovell attended a national symposium on public preparedness in Wash-ington, D.C.

July • Volunteers celebrated the 4th of July by riding on the Old Urban Trolley during the Independence Day Parade. • Following severe summer storms that caused tree damage throughout the city, the Mayor’s Citizen Corps

worked with area agencies to assist senior citizens with debris clean-up. • The Mayor’s Citizen Corps hosted international visitors from seven

countries visiting the U.S. to learn more about emergency management and disaster preparedness and response. Viviana Shigyo also visited Tulsa to learn more about starting a Project Impact program in Japan.

August • The Safe & Secure program reached its goal of involving 60 community

units in its training and education program for the 2003-04 grant year. • The Mayor’s Citizen Corps held its second annual evaluation and plan-

ning retreat at the McClure Park Community Center. Following the re-treat, volunteers participated in National Night Out activities at the park.

• The Weather Channel visited Tulsa to conduct interviews for a special story about the historic 1984 Memorial Day flood.

• The Oklahoma McDonald’s restaurants received a Social Responsibility Award from McDonald’s U.S. Communications for the McReady Oklahoma Program.

September • The Mayor’s Citizen Corps participated in National Preparedness Month with a variety of projects. Prepared-

ness posters were placed in 100 Green Country Subway restaurants, and informational inserts were included in approximately 150,000 City of Tulsa utility bills.

• Volunteers participated with the City of Tulsa in Day of Caring projects around the city. Volunteers also pro-vided assistance at the Second Annual Oklahoma Response to Terrorism Conference.

• Tim Lovell was named the Public-Private Program Manager for the Mayor’s Citizen Corps. • Eleven Citizen Corps volunteers were mobilized by FEMA to assist in hurricane relief efforts in Florida.
