TSS Chair Report October 2014

Salt Lake City, UT

October 2014 2

Overview

• Approval Items – Data Preparation Manual

• TSS Activities – Includes MSRATF activities

• JUG• MVWG Activities • SRWG Activities– 2015 Base Case Schedule– DPM Changes

October 2014 3

TSS ACTIVITIES (unchanged)

• CIP-014-01, MOD-032-1, TPL-001-04, TPL-007• Response to 08 Sept 2011 AZ to CA Outage– Relays, DPM Changes, WECC RAS/Ctg Definition

• BCCS– Base Cases created by BCCS in 2015.– Training provided in 2013 and available in 2014

• Certification/de-certification Process of Study Software– Following MSRATF software requirement development…

will assign to JUG

4

TSS: Path Ratings/Projects Coordination

• Mostly quiet except for SONGS removal (13 Oct)

October 2014 5

TSS: Response to AZ to CA Outage

• Sharing of Contingencies and RAS files– Began in 2013, TSS to ask for this again this fall

• WECC RAS/Contingency Format/File– Software vendor to assist WECC in creating these

for 2015 base cases (start in 2015)• Sole sourcing this…workshops starting in 2015

– Outcome will be a WECC wide RAS/Ctg file that functioned for each WECC published base case.• Distributed with each case

6

TSS: Joint Users Group

• Assumes all MSRATF duties fall of 2014– Disestablishing MSRATF Jan 2015– JUG is the open and transparent forum for

directing software changes and allocating WECC funds for study software development

• New or changing standards require JUG be PROACTIVE– Work within TSS framework to meet requirements

of standards

TSS:CIP-014 Guidance

• Fast moving physical security standard– Metcalf attack precipitated this

• Guidance developed by TSS work group– Spells out studies needed to get off list– Requires detailed work to PROVE that loss of

station is tolerable• Partnership with Peak Reliability– They have controlling editorial rights

October 2014 8

TSS: CIP-014 Example Exposure

• Columbia Grid footprint

October 2014 9

TSS: GMD Data and Study

10

SRWG ACTIVITIES

• 2014 Base Cases

– Attempted to develop jointly with BCCS and without

• BCCS work in progress (2015 success date?)

• Data Preparation Manual

– Approval for 2 flavors (present/BCCS)

• MOD-032-01 (Short circuit discussion)

• Location Data (for GMD Studies)October 2014

11

SRWG Logs

• Rep Log– Shows steady improvement until we reset it with

new data checks• This is an on going trend

• Recall that “Performance Log” has gone away– Morphed into a listing of study results listed in

Annual Study Program report.

SRWG: 2015 Base Case Schedule

• Operating base cases• 2015-16 Heavy Winter• 2015-16 Light Winter• 2016 Heavy Spring• 2016 Heavy Summer• 2016 Light Summer

October 2014

• Five year base cases• 2021 Heavy Summer• 2020-21 Heavy Winter

• Ten year base cases• 2025-26 Heavy Winter• 2026 Heavy Summer

SRWG: Short Circuit Data

• MOD-032 asks for short circuit data– TSS Chair letter to be sent out requesting this data

for 2015 data year– Asking simply for what you presently have

MOD-032-01:R1. Each Planning Coordinator and each of its Transmission Planners shall jointly develop steady-state, dynamics, and short circuit modeling data requirements and reporting procedures for the Planning Coordinator’s planning area that include:

1.1. The data listed in Attachment 1. 1.2. Specifications of the following items consistent with procedures for building the Interconnection-wide case(s):

1.2.1. Data format; 1.2.2. Level of detail to which equipment shall be modeled; 1.2.3. Case types or scenarios to be modeled; and 1.2.4. A schedule for submission of data at least once every 13 calendar months.

1.3. Specifications for distribution or posting of the data requirements and reporting procedures so that they are available to those entities responsible for providing the data.

MOD-032-01:R4. Each Planning Coordinator shall make available models for its planning area reflecting data provided to it under Requirement R2 to the Electric Reliability Organization (ERO) or its designee to support creation of the Interconnection-wide case(s) that includes the Planning Coordinator’s planning area

SRWG: Nuances of MOD-032-01

• Nuances– “…steady-state, dynamics, and short circuit modeling

data requirements...”– “…for building the Interconnection-wide case(s)…”– “Data must be shareable on an interconnection-wide

basis to support use in the Interconnection-wide cases.”

• Practically speaking this suggests WECC map short circuit data to power flow cases to some extent.

MVWG ACTIVITIES

– Continued work on Composite Load Model• Open Question: Are we there yet?

– Updates to the Approved Dynamics Model List• 2 generation wind, 1st generation PV

– Approved WECC Modeling Guidelines for PV and Wind

– White Paper on Transient Voltage Performance• Kosterev and Undrill
